Trial testimony reveals Acorn had been taken on a “camping trip,” and was killed, possibly because she had witnessed a drug deal. Trustees defer the motion until the end of September, despite administrators arguing that the district could save $478,000 in operating costs if the school was closed permanently.

Former chief Bea Silver raises health and environmental concerns, while current chief Dalton Silver backs the project, citing how clean new technology has become. Statistics Canada releases its 2009 crime report showing Abbotsford-Mission with the highest recorded murder rate in the nation for the second consecutive year. On the flip side, statistics show the area has the greatest drop in overall crime.
MAY The Heat advance to the second round of playoffs in their inaugural season. The American Hockey League team faces off against the Hamilton Bulldogs, but are snuffed out in Game 6. Abbotsford council narrowly approves the Mahogany at Mill Lake tower project. Despite organized protest by local residents, councillors vote 5-4 to grant rezoning for the 26-storey, 80-metre building to be constructed at 32828 Bevan Ave. The project consists of 272 units. Jeffrey Goddard is arrested and charged with invitation to sexual touching involving a 14-year-old boy. A police probe into parent concerns results in the sexual offence charge against the 20-year-old Abbotsford man. The alleged incident took place after Goddard met the teen in a social setting, and the two maintained contact over the Internet and through phone conversations. Abbotsford golfer Nick Taylor, 22, becomes the first Canadian to win the Ben Hogan Award. The

JUNE The Abbotsford school district announces significant cuts are needed in order to eliminate $6.1 million from its budget. Funding to elementary schools is reduced by 2.7 per cent, while middle and secondary facilities are trimmed 3.5 to four per cent. More than 70 jobs are also eliminated to help make up the shortfall, including 20 teaching positions, 28 support staff in school and 25 people from centralized departments. City council announces Abbotsford Entertainment and Sports Centre will run a deficit of $2.6 million. Revenues fell well short of what was originally planned, while operating costs were higher than projections for 2009. Total revenues in 2009 were just $1.4 million, compared to the $2.2 million anticipated. Operating costs came in at $5.4 million for the year. Factoring in $1.4 million in recovered costs from promoters, the actual figure sits at about $4 million. An Abbotsford man living in the same home
as murder victim Angela Crossman is charged with her slaying. Ian Michael Hewitt, 32, and Crossman were roommates for only a few days before her body was found beside a forestry road in the Agassiz area. Five-year-old Clare Shelswell is slain at a vacation cabin in Washington, and her 29-year-old stepfather, Peter James Wilson, faces first-degree murder charges in relation to her death. Court documents allege he confessed to police that he knew he was going to kill his stepdaughter and did so by cutting her throat with a knife.

SEPTEMBER Elementary schools prepare for all-day kindergarten and an influx of 893 students. The program provides more time for kids to develop social skills in a play-based learning environment. Abbotsford school district expects to have nearly 1,400 all-day kindergarten students by next year. Peter James Wilson changes his plea to guilty in the
first-degree murder of his five-year-old stepdaughter Clare Shelswell. He is later sentenced to 55 years in a U.S. prison, without early release or parole eligibility for 52 years. Construction begins on a new $40-million shopping centre on Whatcom Road near the Highway 1 overpass. Sumas Mountain Village will feature 91,000 square feet of retail space, including 40,000 sq.ft. for a new Save-On-Foods grocery store and an 18,000-sq.ft. Shoppers Drug Mart.
OCTOBER The controversial asphalt plant on Sumas Mountain opens for business. The facility passes all government tests, despite pollution
concerns raised by environmentalists. Police implicate the Duhre group in a significant drug bust linked to organized crime. Bags of marijuana, cocaine, Percocet, heroin and a total of $27,000 in cash are seized. The Abbotsford SPCA announces a significant funding shortage. Donations have dropped 50 per cent this year, making it difficult to meet operational demands. Adoptions are also down, while the number of strays and animals surrendered continues to increase. Halloween keeps police busy responding to about 130 calls in Abbotsford. Despite a ban on fireworks, about 40 of those are related to firecracker noise complaints
and 30 result in item seizure. A firecracker accident sends a 14-year-old boy to hospital with injuries to his hand, chest and face.

Closing Dunach will save the district about $560,000 in annual costs as well as $2.8 million in building upgrades. Council signs off on $450,637 for the Abbotsford Heat to cover revenue shortfall. Another year of change The Christmas presents have been unwrapped. The boxes, bows and colourful paper have been dispatched to the recycling bin. The festive turkey dinner is now soup and sandwiches. The initial frenzy for Boxing Day bargains has subsided. The week between Christmas and New Year’s is a time to regroup from the frantic busyness of the first three weeks of December, to catch your breath before blowing out the old year and ringing in the new. It’s a time to pause and reflect on the year about to pass and look ahead to the one about to begin. News organizations determine and dissect the most newsworthy events and stories of the past year and seek out the prognostications from newsmakers about the year ahead. Lists abound: top 10 stories; top 10 most exciting moments in sports; top 10 albums; top 10 best dressed; top 10
worst dressed; top 10 celebrity faux pas; top 10 top 10 lists. It’s all become a bit predictable, a bit cliché. But there’s comfort in that. Change happens so rapidly these days, it’s sometimes hard to keep track. The 2010 Winter Olympics were only 10 months ago, but somehow it feels like a lifetime. It seems like we’ve been hearing about Julian Assange and his WikiLeaks website for years, but it’s only in the past month he’s jumped to the forefront of nightly newscasts. Locally, Abbotsford continues to evolve and grow, and with that will come the associated pains of development issues, as well as finding the public funding for all the infrastructure and amenities that come with it. So as we prepare to turn over another year, it’s certain we’ll be here again 365 days from now, tallying even more change. – Black Press

B.C. Views The year 2010 will find a place in B.C. history for several things, from the triumphant Olympics to the abrupt resignations of Premier Gordon Campbell and NDP leader Carole James. But it’s another development that could prove more significant. Not only were the province’s two main political leaders shaken loose, the whole structure of party politics has undergone what may be a permanent shift. Suddenly there are four independent MLAs in the B.C. legislature. In 2009, Vicki Huntington was elected as such in Delta South, which could be written off as an oddity of an insular community. But this year, Peace River South MLA Blair Lekstrom quit the B.C. Liberal cabinet and caucus over the harmonized sales tax. Then Cariboo North MLA Bob Simpson was expelled from the NDP caucus for criticizing James and Kootenay
East MLA Bill Bennett was booted out of the B.C. Liberal cabinet and caucus for breaking ranks over Campbell’s leadership. Simpson and Bennett were widely seen as being punished for saying what many were thinking – that their party leaders had become liabilities. Simpson has taken things a step further. He has given up his NDP membership, reasoning that a new leader won’t change the fundamental problem. And that is the party system itself. It’s no mystery why half of eligible voters didn’t bother to cast a ballot in 2009, Simpson says. Their disgust can be understood by anyone who knocks on doors to campaign. They all promise the same thing, he says: “… send me to Victoria. I will represent you. I will break that cycle of going down to Victoria, then coming back and telling you what’s good for you.” But then the two dominant parties, the NDP and the coalition currently known as the B.C. Liberals, impose their policies. MLAs are “whipped,” an unusually truthful bit of parliamentary jargon, to follow the party line. A majority means absolute power, held tightly in the pre-
mier’s office. Huntington proved that independents can get elected. Since then, she says she has seen the negative effects of party politics up close. She was appointed to the standing committee on Crown corporations. In a year and a half it has yet to meet. Committees that do meet are controlled by a

Simpson has been pleasantly surprised about his sudden transition to independent MLA. The rules allow him two staffers at the legislature, instead of a share of opposition resources that mainly serve the leader’s priorities. Now when he takes a constituency problem to a cabinet minister, he is no longer viewed as a member of the enemy camp that is trying to unseat the government. They can actually talk about solutions. Lekstrom has been sitting in on a series of meetings with B.C. Liberal leadership hopefuls over the problems of the Agricultural Land Reserve in the Peace country. In short, the ALR makes no sense up there and is actually pushing people out of farming. As an independent, Lekstrom can work on that without worrying about an uninformed backlash from the populous south. Bennett, like Lekstrom, occupies a constituency on the Alberta border with an independent streak as wide as the main street. Both are seen as heroes at home, and if they ran as independents in 2013 they would probably do better without the party baggage. tfletcher@blackpress.ca

Dated studies combined with dated thinking
The long awaited $400,000 Fraser Valley Transit Study has stale-dated by the September release of the independent Rail for The Valley/ Leewood Interurban Report. The RftV/Leewood gives actual costs for a 21st century Fraser Valley interurban and the building of an affordable TramTrain in three phases, costing less than $1 billion in total. The RftV/Leewood Report showed that a phase one Scott Road Station to Chilliwack diesel LRT service could be had for under $500 million or just
over $5 million per km, much cheaper than new highway construction. Using established rail operations with similar characteristics, the phase one diesel LRT could be operated for under $10 million per annum. The provincial study, with no foundation of an actual rail line, was said to cost over $70 million per year to operate. Really? Why is the cost of operating a rail service so high? Could it be that the author of the report wanted to please his paymasters, the provincial government in order to secure
future work? If the author of the study has got it so wrong with the annual operation costs (were they a mere guess?) for a rail service, then what else has he got wrong with the study? The timing of the release of the study is key. Releasing the study a little over one week before Christmas, means the the provincial government wants to hide public comment of this anti-interurban report, while giving a foundation for Liberal premier wannabees to quote from, rejecting the Fraser Valley
School enrolment down, but funding has gone up
Well it’s not like the district is being shorted in the funding from our tax dollars. (See Margaret MacDiarmid’s comments in a for some reason unpublished letter submitted to the Globe and Mail concerning the funding increases and student population decreases across the province and her various other locally published letters available for view on the government website.) I think a major problem exists in the dissemination of accurate, unbiased information concerning the provincial education system by the BCTF’s propaganda department, with its blatant political bias and unabashed position of teachers come first, and we know better attitude in the press. I think students come first, the will of the employer who are the parents footing the bill next, and the teachers ought to act like the
employees they are. They already have one of the most lucrative contracts of any government employee. One of the largest line items on the school budget each year is wages. Let’s see them put their money where their mouth is, if they think we need more funding. Student enrolment has decreased province-wide 12 consecutive years, down 56,000 students since 2001. For nine years in a row the per capita funding has increased to $8,300 per pupil this year. Do the math, people. What percentage of your tax bill is that figure? Can you afford this? I say write to Miss Muffett and tell her to get down off her tuffet and pull up her socks like the rest of us. Andrew Davidson

Lower Mainland housing prices have posted thin gains over the past year. Detached houses rose 5.6 per cent from one year ago to a benchmark price of $799,000, according to the Real Estate Board of Greater Vancouver. Attached homes on average gained 4.1 per cent to $488,000 while condos were up 1.9 per cent to $389,000 in November compared to the same month in 2009. The Greater Vancouver association covers Metro Vancouver except Surrey, North Delta, White Rock and Langley. In those areas and points further east, benchmark detached homes are up an average 1.4 per cent from a year ago to $504,000, according to the Fraser Valley Real Estate Board. Townhomes are up 1.9 per cent to $319,000 and condos gained 2.7 per cent from a year earlier to $242,000. The biggest gain in one-year prices have been in detached houses on Vancouver’s west side, which are up nearly 18 per cent to $1.7 million. On the downside, the stats show Port Moody houses have slid more than 10 per cent from a year ago to $719,500. The median price of Abbotsford townhouses fell about 16 per cent to $230,000. Realtors report consistent home sales and relatively stable prices, with continued low mortgage rates helping shore up buyer demand.

The Reptile Guy could be in legal trouble after recently acquiring an alligator. Mike Hopcraft was in the news on Dec. 21 for giving a new home to “Al” the alligator, whose owner was leaving the country. It turned out “Al” was actually a female, who was renamed “Alice,” and more recently “Pandora” for the problems she has caused her new owner. Hopcroft, who provides a shelter for reptiles, took Alice to his warehouse on Peardonville Road, but “less than 24 hours later they were blasting in here like I killed someone.” A conservation officer, accompanied by members of the Abbotsford Police, informed Hopcraft he is under investigation. “I’m facing jail time and fines for the illegal transportation and possession of an American alligator.” Hopcraft said he spoke with the Ministry of Environment prior to acquiring the 200plus pound gator, and believed he had verbal permission to go get it. He invited MOE officials to take part in the transfer, but they declined. There is a permit process which includes submitting the size of the animal, along with photos and dimensions of its enclosure. However, Hopcraft said the MOE understood he was on a deadline. The former owner, David O’Hara, was leaving for Thailand. “They knew this had to be done before Christmas,” he said.

An Abbotsford man whose appeal of his attempted murder conviction resulted in a hung jury in October has opted not to face another trial. Instead, Clay Paul Reeves has issued an “intention to enter a guilty plea,” according to online court records. Reeves is scheduled to enter his plea on Jan. 17 in Chilliwack Supreme Court. Sentencing usually takes place the same day. Reeves, 46, was found guilty in December 2008 for the attempted murder of John Baird. He was sentenced to 16 years, but was given double credit for time already served, leaving him with 12 years in prison. Baird was found in the 33900 block of McConnell Road in Abbotsford on Jan. 15, 2008, after police received reports of gunshots
and a man screaming. Baird had been shot six times, suffering wounds to his abdomen, arms, legs and wrist. Testimony at the first trial revealed both Reeves and Baird were involved with drugs, and the victim owed Reeves between $100 and $150. Reeves never admitted to shooting Baird, and the weapon involved was never recovered. A decision issued by the B.C. Court of Appeal in February of this year found the judge in the first trial erred by giving undue weight to a witness statement identifying Reeves as the shooter. The conviction was set aside and a new trial was ordered. Crown counsel did not oppose the new trial. It took place in Chillwack over several weeks this fall and was declared a mistrial because the jury could not reach an unanimous decision.

Cornelius George Regehr passed away into the presence of his Lord on Sunday, December 26, 2010 at the age of 99 while a resident at the Worthington Pavilion. He is predeceased by Katherine, his wife of 62 years and his second wife, Elizabeth of 4 years. He is survived by his children, John (Wendy), Hank (Joyce), Marge (Ken) Friesen, & Chuck (Betsy); 10 grandchildren; 5 great grandchildren; and numerous nephews and nieces. His charm, intellect, and poetry will be missed. A visitation will be held on Thursday, December 30 from 7 to 9 pm at Woodlawn Funeral Home, 2310 Clearbrook Rd, Abbotsford. Graveside Service will be held at 9:30 am on Friday, December 31 at Yarrow Cemetery with a Celebration of Life Service at 11 am at Clearbrook MB Church, 2719 Clearbrook Rd, Abbotsford.
