Concrete was being poured last week on a project that will see 41 apartment-style units provided for up to 84 women and their children who would otherwise be living on the street. through alcohol or drug treatment. In Abbotsford the society also runs the Warm Zone drop-in centre for “street engaged women,” as well as Penny’s Place, which houses four women who have been living on the streets. Executive director Pamela Willis said the Clearbrook Road project will allow the society to offer a a new level of support to women. They will be able to stay for up to two
years to get their lives back on track. “This is a very significant project for us, and for Abbotsford.” She said some of the units will be studio suites for single women, ranging up to four-bedroom units for women with several children. There will be no men housed at the facility. It will cost approximately $9 million. To operate the facility, the government
will contribute $117,000 per year, and the tenant rent, paid through social assistance, is budgeted to cover another $263,000, bringing a total of $380,000 for operational funding. Under the terms set by Victoria, it would fund the housing projects if they were built on city-owned land, close to amenities such as shopping and bus service. Continued on A6

It was September 2008 when the provincial government announced it would give Abbotsford $22 million for two housing projects designed to get homeless people off the streets. This week, the concrete footings were poured for the first project. In about a year, the asyet-unnamed facility will house up to 84 women and their children in 41 apartment-style units of varying sizes. These women would otherwise be living on the street, or in situations where they are vulnerable to becoming homeless. The new facility is located on Clearbrook Road, closely neighbouring Matsqui Recreation Centre (MRC) and Howe Middle School. Ten shots were fired at a rural residence on Hope Road early Sunday morning, but Abbotsford Police say the wrong home was hit. Const. Ian MacDonald said the bullets were intended for a high-ranking member of the Duhre Group who also lives on the street. He would not say where the intended victim lives in relation to the home that was fired at. No one was injured. MacDonald said the residents of the home that was shot at are all “upstanding citizens” who are involved in farming. “They have no involvement in gangs or drugs whatsoever,” he said. The residents did not answer phone calls or come to the door, but a cousin contacted by the Abbotsford News said a couple and their grown son and teenager daughter live in the home. The shooting was reported by an occupant of the home

Police have said the Duhre Group is currently the dominant gang in Abbotsford, taking over drug supply lines left by the arrests and murders of high-profile Red Scorpions and UN Gang members. MacDonald said some people who joined the Duhre Group in the last year have since splintered off in an attempt to gain control, but a strong secondary gang has not yet emerged from that. “It isn’t just one group of individuals who are in opposition to the Duhres,” he said. This has resulted in much volatility in the drug and gang world, he added. MacDonald said this incident has many similarities to the targeted shooting that took place Jan. 4 at a home in the 2500 block of Bradner Road. In that incident, eight to 12 shots were fired as a young woman pulled into her driveway. One shot narrowly missed her head. Police at that time said two male residents of the home were well-known to police. Playtime Gaming is requesting that council lift its limit on slots and personal play bingo machines at the Chances Community Gaming Centre, but the public will have a say first. Presently, Chances is allowed a maximum of 125 slot machines and 192 personal play bingo machines. That caveat was placed on Playtime in 2009, when the former Abbotsford Bingo Hall at 30835 Peardonville Rd. underwent a $6-million renovation, and reopened as a Community Gaming Centre (CGC). Playtime is also asking for a liquor licence at Chances. With council advancing the issue, staff will now
prepare an amendment to the zoning bylaw, to permit more slot machines and allow a liquor primary permit. Should it pass first reading, that bylaw will require a public hearing. Art Villa, Playtime’s coordinator of business development, said there is no target for the number of machines. The new maximum would be set by the B.C. Lottery Corporation, if council lifts its covenant. However, Playtime told council a total of 180 slot machines would meet capacity. “Certainly we can add machines here, and we can probably add a significant number,” said Villa. According to the BC Lottery Corporation web-
site, Chances Abbotsford made $10.8 million from its slots and almost $1.4 million from bingo in the 20092010 fiscal year. Abbotsford Mayor George Peary said Playtime representatives informed council they can’t keep up with the demand. “They have more people wanting to play the machines, than slot machines themselves,” he said. Peary said people shouldn’t be surprised by the request, noting when the previous council made the “big decision” to allow slot machines, expansion was sure to follow. $4 MILLION IN POT An Abbotsford Police initiative has resulted in more than $4 million in marijuana being seized since the beginning of February. The Green Team has busted six homes, including one in partnership with the drug enforcement unit. Const. Ian MacDonald said the homes contained a total of 6,600 plants and 220 lights. The biggest bust took place last Friday in the 3400 block of Interprovincial Highway, resulting in the seizure of 4,300 plants and 156 lights. Charges have not yet been processed against any suspects. The Green Team has been in operation since Feb. 1, with a focus on investigating possible grow operations.
DEBT CLOCK The Canadian Taxpayers Federation is stopping in Abbotsford on Wednesday evening with the National Debt Clock. The clock counts down Canada’s rising national debt, which sits at $559 billion, and with interest, is growing at a rate of $1,429 per second. The clock will be at the Phoenix Lounge, 33780 King Rd., at 5 p.m.
PIGEON THIEVES Abbotsford Police are perplexed by a recent rash of pigeon thefts. Const. Ian MacDonald said approximately 5,300 pigeons have been stolen from three local farms since last fall. The first incident took place in northeast Abbotsford in November and involved the heist of 4,000 birds. The second occurred in early February at a property near the Abbotsford airport, resulting in 1,300 pigeons being stolen. Last week, 50 birds were taken in southwest Abbotsford. MacDonald said the pigeons were all being raised to be sold for food. He said each bird would garner $3 to $10. Pigeon is known as squab in the culinary world, and is eaten in many countries.

slot machines could be held in the facility, but estimated between 250 and 300. “All that can be decided today (Monday) is to allow the people to discuss the pros and cons of the issue.” The city gets 10 per cent of the revenue made from gambling, and in 2010 that amounted to $818,000. With expansion to 180 slots, that number would rise by an estimated $150,000. Under provincial regulations, Playtime also contributed $4.3 million to 73 Abbotsford charities and local groups. Coun. Simon Gibson cautioned against council thinking that money was a windfall for Abbotsford. “The mint isn’t printing more money – all that money comes from families’ budgets,” he said. Villa compared Abbotsford with Kamloops. In the Interior city, with a population of 80,000 (based on 2006 census), there are 500 slot machines at a gaming centre (200) and a casino (300). Abbotsford, with 124,000 population, has 125 slots. He said a customer satisfaction survey from the summer showed
89 per cent of Chances’ patrons wanted a greater variety of slot machines. He said there are numerous casinos and gaming centres in the Lower Mainland within an hour’s drive of Abbotsford, and another six in Washington State within easy driving distance. People wanting to gamble have a variety of choices. “We’re trying to keep them here,” he said. “It’s important for us to be able to service the market. If you maintain the status quo, you will lose your customers.” There has been strong public opposition to slot machines in Abbotsford in the past. Asked if he expects opposition to his expansion, Villa responded “Gambling is always a topical, contentious type of issue.” However, he said it is now generally accepted by the public. “Gambling is a recognized social activity in Canada now,” Villa said. “It’s big business. The Women’s Resource Society has encountered less such concern, and Willis wanted to reassure the neighbours. “There will be no problems. This is an alcohol- and drug-free facility, and there will be no high-risk clients,” she said. In fact, Willis said the fact that the facility is situated next to the recreation centre and a school will make it convenient for the clients. “That’s just a bonus to the women who live there.” She said her group conducted a neighbourhood consultation before the project was confirmed. Hope that ‘life can be good for me.’ ” Willis is sure the new house, which will be given a proper name, will make a noticeable difference in Abbotsford’s homeless situation. “It absolutely will,” said Willis. “If we provide people with the basics of housing and food – the essentials – that helps them get their life on track.”

An important project A civic and provincial initiative now becoming reality in Abbotsford should be recognized for the major, positive impact it will have on the city. Last week, concrete was poured for a housing project that will take up to 84 women and their children off the streets, or out of situations which could put them there. Funded by the provincial government, the $9-million facility is being built on city-owned land on Clearbrook Road close to the Matsqui Recreation Centre, and will feature 41 apartment-style units of varying sizes. It will be operated by the Women’s Resource Society of the Fraser Valley, which has much experience in offering services to women in need, such as local transition houses, and a drop-in centre. There are taxpayers who chafe at the concept of public funds being used to provide shelter and support services for street people, many of
whom have substance abuse issues, and engage in at-risk behaviour. However, for those individuals, and in particular for women who rely on the sex trade for income, the prospect of leaving the streets is one which holds little hope unless there is accessible social support infrastructure, such as Abbotsford’s new housing project. Providing these women with the basics of housing and food, especially if they have children, opens the door for them to turn their lives around, in an alcohol- and drug-free environment. There’s little to debate in the alternative, since people on the street are still a draw on public services, such as health care, policing, and all the ramifications of street-related crime. And their children usually follow the same path. As to the morality of helping the homeless, there should be no debate at all.

Other Hand Last week, driving through the State of Washington (which some Americans inexplicably pronounce ‘Worshingtun’) I was surprised at how it has embraced roundabouts. On the short run down the Guide between Lynden and Bellingham there are at least five of them. And in a new commercial/industrial park just north of Olympia, every intersection has one. All are covered in concrete or paving stone, and thus maintenance-free, with clear sight lines of oncoming traffic entering the roundabouts. A trend, it seems, that is being bucked here. The new roundabouts on McCallum Road are being filled with dirt, which means landscaping, possibly with bushes that will impede views, and regular maintenance. In other words, ongoing costs to say nothing of potential traffic
flow impediments as work crews and vehicles access the installation to keep them looking nice. In addition, we now have a very large ‘sculpture’ dominating the southern traffic circle, for which our city doled out $64,000. Considering that the artwork, which I agree is quite pleasing, is an attention-getter, perhaps the city should have approached local bodyshop owners for funding, because they will be the beneficiaries of the accidents that occur when a distracted driver says ‘Hey look at that, Ethel . . .’ CRASH! As mentioned, the circles of salmon are attractive, and are worthy of appreciation, but in a traffic roundabout, at freeway on and off ramps? Where drivers need and must pay attention? Then there’s the question of how council can afford $64,000 for a sculpture, as part of an ongoing public art expenditure budget, when it doesn’t have the money, as the director of engineering pointed out at a recent townhall meeting, to replace a culvert. Try as I might, I can’t even describe those actions (or lack of) as ‘penny wise and pound foolish.’ Our city needs attractive entrances
and exits, it needs a new water supply and it certainly needs improved freeway interchanges. But there also needs to be a balance, and a proper allocation of funds, so that one action does not deplete the resources of another. Making roundabouts maintenance-free will over

By all means buy public artwork, but do it when you can afford it and put it in places where it can be fully appreciated by more than motorists who should instead be concentrating on where they and other drivers are going. Ah, but the city decision-makers will say ‘we saved $5 million’ on building the arena-parking-included McCallum
complex. Yes they did, but with the third westbound ‘climbing lane’ being added from Sumas Way to just west of McCallum, they have built an interchange that is, on the day it is completed, already at capacity! A few years ago, we were thrilled that the freeway would be widened to four lanes from Vancouver all the way to 216th in Langley. A few more years and a rebounding economy might see those lanes extended through Abbotsford, except we have managed to eat up the available space for that expansion by filling in the median with bridge supports. Does that mean, should the alreadyneeded widening come, that our yet to be completed overpass will have to be torn apart and rebuilt? The answer is ‘yes’ – at a cost I can assure you far, far greater than the $5 million saved. Filling in the median also eliminates the potential for any kind of rapid transit to use that routing. To me it’s a lack of vision, of no consideration of future need and certainly not a truly thoughtful expenditure of tax dollars.

I am really concerned at the lack of respect that some of the elected school trustees seem to have for the intelligence of parents. I also wondered at the real agenda of those members when I received yet another survey of my wishes for scheduling spring break. I remember explaining my opinion last year in emails (which went unanswered) to trustees Cindy Schafer, Shirley Wilson, and Uultsje DeJong because they supported a motion to reduce the break to one week. I said the break had been working just fine for years with the classtime made up by extended school days. The response of voters like myself was so vocal that the board reversed its decision and restored the two-week break. But I guess they didn’t really get the message, because those same members are trying to ‘fix’ it again. This time they’re not arbitrarily changing the break without parent input; instead they’re trying to manipulate parents’ input, as if we

were the children, by offerring us a Hobson’s choice between two untenable options. They want us to choose between the provincial calendar with a one-week break (an option we’ve already rejected) or a second option that moves the break so close to summer as to make it pointless and different from every other district in the province. This latter, though the fact was not mentioned in the background to the survey, has been estimated by district staff to add half a million dollars in costs to the yearly budget. Like many parents, I don’t want either of these options, and I resent their efforts to manipulate the parent input process. My family wants the two-week spring break to continue in mid-March as it has for many years. My kids are perfectly happy to put in those extra few minutes every day all year to make up the class time so they can have a break at the same time as their friends and cousins throughout the region. Whether we agree with the $64,000 expenditure for the sculpture for the McCallum interchange is a matter of personal opinion for each of us to consider. Why the mayor’s comment relative to the interchange being $5,000,000 under budget is part of this article is a mystery to me unless (which of course is not the case) the cost of the sculpture is to be covered within the interchange budget. The fact remains Mr. Mayor, we the taxpayers (not anyone else) is paying for the sculpture, and your perceived reference this expense is small in relation to the overall cost of the interchange could be considered as somewhat misleading. Younger voters – fewer voters With a new Liberal premier about to take over, and with a provincial election perhaps scheduled soon thereafter, the question has been raised whether the voting age should be lowered from 18 to 16. MLA Mike de Jong, himself a candidate to become premier, wants this done. So do fellow candidate George Abbott and other public figures including BC Teachers Federation president Susan Lambert. The major argument advanced is that such a change should improve voter
turnout. The intent is commendable. Unfortunately, all available evidence suggests that the result would be an even lower participation rate. Perhaps the most thorough study of this question was undertaken following the June 28, 2004 Canadian election. Susan Mohammad summarizes the evidence as follows: “According to Elections Canada, only about 22 per cent of voters aged 18-24 came out to vote in the last federal election.”
The overall turnout in that election was 60.9 per cent. If we eliminate the 18-24 age group, then the rate rises to about 67 percent. It’s the seniors who tend to vote, typically between 75 and 85 per cent. It’s the youthful voters who drag down the percentage. All other research comes to the same conclusion. The reasons why most of these young people would not vote are readily identified. Most of them are still in school. Most do not have a regular job. Most don’t pay

With very few exceptions, they have not yet become stakeholders in society. They are mainly consumers, not yet serious contributors. We know from voluminous research that unless voters view themselves as affected stakeholders, most tend not to vote. Several other factors should be noted. Most youths aged 16 to 18 are largely uninformed about politics. In large part, this is the fault of the education system which, unfortunately, has long ago decided that civics courses have virtually no value. The result has been near disastrous. As Parliamentary Librarian Marion Menard puts it, ”According to researchers, young people know little or nothing about the politicians and have no idea how the political institutions that run the country function.” Let’s do all we can to get young people involved in politics, but giving high school students the vote won’t raise the average; it will lower it. Two Abbotsford residents were angry this week at what they say is government waste after seeing a dumpster half full of parole board brochures and other materials at the local recycling depot. Irene Enns and Charles Blair, who do not know each other, had both taken trips to the depot on Valley Road to drop off items of their own. Enns was there late Monday afternoon to recycle some office materials when she noticed the dumpster of items beside the one she was using. Blair was there Tuesday morning to drop off some newspapers. The two were not upset to see that the government materials were being recycled, but that there were so many of them in the first place. “I looked at it and I thought, ‘This is ridiculous.’
”I’m just so fed up with government waste,” Enns said. Blair said the materials all appeared to be unused items. “I got a little excited, to say the least ... This is taxpayers’ money being wasted.” Brian Chase, regional director general with the Parole Board of Canada, confirmed the materials all came from the Abbotsford office. They consisted of items that have been saved up for 10 years or longer, he said. They carried titles such as “Mission Statement of the National Parole Board” and “Parole Decision-Making: Myths and Realities.” Chase said the items have become outdated because they sport the agency’s former name, the National Parole Board, and a logo that does not comply with treasury board policy. “We basically cleaned house ... We kept what we could,” Chase said. The office is now awaiting the delivery of new publications.

A man believed to be responsible for an armed robbery earlier this month at the Ramada Plaza and Conference Centre in Abbotsford is now in custody. Const. Ian MacDonald said Abbotsford Police have recommended that Crown counsel in another jurisdiction lay robbery charges. The suspect cannot be named until that time. MacDonald said the culprit is believed to be linked to two robberies in Chilliwack, as well as several others throughout the Fraser Valley and Lower
Mainland. Chilliwack RCMP received reports of armed robberies on the evening of Saturday, Feb. 5 at the Parkwood Motor Lodge on Young Street and the Popkum Esso on Yale Road East. The following night at about 11:20 p.m., Abbotsford Police received reports of an armed robbery at the Ramada Plaza on North Parallel Road. The suspect description was the same in all three incidents, including that the man was driving a dark-red station wagon. MacDonald said another detachment is now handling the case, although he wouldnâ&#x20AC;&#x2122;t identify which one.
Project Border Town Project Border Town has resulted in a 73 per cent drop in property crime in west Abbotsford in its first two weeks of operation. Insp. Carol Powell told the police board on Tuesday that the drop is even higher â&#x20AC;&#x201C; 85 per cent â&#x20AC;&#x201C; in the vicinity of Fraser Highway and Station Road (the Abbotsford-Aldergrove border). There have been only two thefts from vehicles since the project began at the beginning of February, Powell said. The project involves officers from the Abbotsford Police Department and the Langley RCMP working together to fight property crime.

Egypt revolution focus of lecture
The world watched over the past month as a modern revolution took place in an ancient nation. With their backs up against the wall heading into the final two games of the regular season, the University of the Fraser Valley men’s basketball team responded in impressive fashion. The Cascades, outside the Canada West playoff picture when the weekend began, rallied to clinch a berth by sweeping the Brandon Bobcats at the Envision Athletic Centre. UFV’s post-season bid was assisted by the Regina Cougars and Saskatchewan Huskies, who swept the Manitoba Bisons and Calgary Dinos, respectively. The Cascades had trailed Manitoba and Calgary headCRADDOCK ing into the weekend, but ended up hurdling both teams to claim the No. 7 seed. “The second half of the season, we’ve been doing math equations the whole time, trying to figure out where we’d place,” Cascades guard Sam Freeman said. “Now that we know we’re finally in the playoffs, it’s exciting. It’s a new season.” The Bobcats (4-20) gave the Cascades (1014) a scare in Friday’s opener. UFV led by 19 points early in the third quarter, only to watch Brandon battle back to trim it to three. But the Cascades calmed down, and pulled away for a 75-68 win. Saturday’s rematch was more like a mismatch. UFV opened a 25-point lead at halftime and stepped on the gas from there, winning 102-67. Ryan Fahandeg (20 points) and Nathan Kendall (17) had big games off the bench, and the Cascades shot a scorching 16for-32 from three-point range as a team. Fire has always been hailed as one of the most important discoveries of humankind. It gave early humans much-needed warmth, and a way to cook or smoke their hard-earned food. These days, fire may not be as much a necessity as it was thousands of years ago, but many homeowners still like to have a fireplace, sometimes more than one, within their dwelling. And often â&#x20AC;&#x201C; especially with the trend of indoor-outdoor living year-round on B.C.â&#x20AC;&#x2122;s West Coast â&#x20AC;&#x201C; homeown-
ers like to have a fireplace outside, too. Current homeowners have a lot more choice and variety than their ancestors did when it comes to fire; now, there are gas, electric and wood-burning fireplaces available, and even portable, ethanol-fuelled fires that can be used indoors and out. At Fireplaces Unlimited, sales manager Dale Fouquette says homeowners often choose what kind of fireplace they want depending on the size of their home, and on

If space allows, designating a separate seating area within a home ofÀce space can create a more intimate setting, Stewart notes, while – again, space-willing – adding a Àreplace to such an area can add warmth and elegance, making it more inviting. Having storage space is pretty important to everyone, she adds. Combining storage with open shelving can work – custom builtins and millwork are becoming more and more common for clients, especially in smaller homes, Stewart notes. When the work space is open to the rest of the home (as is common with Áex space), Stewart says custom built-ins can help make the area look more like a library than an ofÀce. “We make it so that it looks like part of the space, not like an ofÀce
or like a work environment,” she says, and notes that having a natural Áow from room to room is key. She has noticed that homeowners are really catching onto the functional/aesthetic appeal. Computer armoires are often used in home ofÀce spaces, for example, or desk/dresser combos or other furniture that has more than one use, such as shallow drawers that can be pulled out to become a work space. “Using furniture that ties in with your living space is important,” she says. Stewart and the Concept To Design team always get to know the homeowners and their respective lifestyles before starting any job. This helps them to add personal items to the home ofÀce space – artifacts, trophies, certiÀcates, objets d’art, etc. Once they get to know the clients, they know which personal items should likely be purposefully displayed. Copper versus Aluminum Wiring If your home was built between 1960 and the early 1980’s, there is a good chance you may have aluminum wiring. You may also be aware of concerns surrounding aluminum wiring, which is probably why this article caught your attention. Actually, aluminum wiring is an acceptable wiring choice, if properly installed and used in the correct application. Aluminum is a good conductor of electricity. It is light weight, strong and much cheaper than copper. The power supply lines providing power to your home are aluminum as is almost the entire BC Hydro power grid. Today, stranded aluminum cable is usually used for main distribution wiring or feeder lines to bring electricity to the home. Aluminum wire itself is considered reliable when used in the right application and it has been carefully and correctly installed and maintained. But problems began to surface where aluminum was used in branch circuit wiring. These are the smaller wires that bring electricity from the electrical panel to the plugs, switches and lighting fixtures. Testing revealed that aluminum wiring has some problematic characteristics that are not found with copper. Aluminum tends to oxidize when exposed to air, resulting in overheating, and eventually failure at the termination points. Aluminum is not as resilient as copper and also has a higher rate of expansion, which can cause loose terminations and connections, resulting in possible arcing, melting and even fire. Breakage, due to hasty or improper stripping of the wires, or overtightening of the splices during the installation stage, has created further problems. Because of these concerns, aluminum wire is now banned from use in branch circuit wiring.
If you were not informed of the presence of aluminum wiring when you purchased your home, you may be able to check the wire yourself. Check to see if any of the visible electrical wiring in the attic, basement, crawl space or at the service panel (without removing the cover) is marked with the word “ALUMINUM” or any of its’ abbreviations, ALUM, AL, ALUM ACM, AL ACM. Our safety inspection would also determine the presence of aluminum wiring. There’s no way to predict when aluminum wiring will fail as it can function problem free for many years before symptoms begin to appear. These may include: Q Flickering lights that cannot be traced to any external cause. Q Plugs that do not work even with the circuit energized. Q Unusual static on the radio, TV or computer. Q Switch or outlet covers that are warped, discolored or warm to the touch. Q Circuit breakers or fuses that trip for no apparent reason. Q Strange odor around switches and outlets. Q Smoke or sparking around electrical devices. If you notice any of these problems, it is important to have a certified, electrical contractor check the electrical system as soon as possible. Each home is wired differently and must be assessed on an individual basis to determine the best and safest solution to this safety concern. In an effort to update the appearance of the home, some homeowners have unknowingly compounded the problem by replacing dated plugs and switches with more modern looking “Decora style” devices which are not rated for use with aluminum wiring. This has created an additional safety concern as the incompatible parts cause electrical resistance, resulting
in overheating and when there is overheating, there is always the possibility of a fire. Homeowners have 3 ESA approved options, when addressing the concerns of aluminum wiring. Q CO / ALR or AL / CU devices This cost-effective method is a good start in improving the safety of your home’s electrical system. It involves replacing all the outlets and switches in the home with ones that are rated for aluminum wiring. This takes care of both the metal expansion/contraction and corrosion issues. Unfortunately this choice is limited to only some older style, standard devices and does not address all the connections in the home. Q Copper Tails with Specialized Connectors The most common method of addressing this problem is bridging a new copper wire between the existing aluminum wire and any electrical device. This connection must be done with extreme care using specifically rated electrical products and compounds to increase conductivity and eliminate corrosion. We frequently see this procedure done incorrectly, leaving the homeowner in no better a position. Q Complete home rewire using only Copper Wiring. Obviously this is the best and safest long term solution to the aluminum wire dilemma. For obvious reasons, it is also the most labor intensive and costly method. Over all costs may possibly be decreased when rewiring is coordinated with other major or structural renovations. All three of these methods should be performed by a trained and certified electrical contractor to ensure proper installation procedures are strictly followed. Depending on the circumstances, a Blue Crest Electric technician may recommend one or a combination of the above options.
