A slowed B.C. economy has sent jobless people, young and old, back to school. That, combined with the attraction of attaining full university status in 2008, has the University of the Fraser Valley operating at above capacity. UFV vice-president academic Eric Davis says the province needs to step up with more money. “Without more government funding, there’s not HYLAND much more we can grow,” said Davis. “We’ve reached the limit.” He said for two years there has been no funding increase at UFV. There are long waiting lists for some classes. As many as 400 students had to wait to get English 105, where there is the most pressure, and there are also queues for courses in business, criminology, psychology and others. She said students who are taking general studies rather than being on a specific program generally get COTE wait-listed for every course. “I’ll just have to wait longer to finish,” she said. Chris Brink, a sciences student, said he was fortunate to get the courses he needs, but has many friends who have been frustrated. Twenty-year ban Abbotsford man ran wireless company Vikki HOPES Abbotsford News

File photo

Gregory Carrington of Abbotsford has been banned from trading by the B.C. Securities Commission sloppy documents to investors. Among the deficiencies noted by the BCSC were that some of the “offering memoranda” had inaccurate or missing financial statements, did not properly disclose short- and long-

term objectives, and did not “adequately disclose material agreements.” The BCSC stated that WebNet raised about $8.74 million from 916 investors in B.C., several other provinces, and the U.S.

Carrington’s liabilities “significantly exceed his assets,” according to the BCSC. He would have been issued a $100,000 fine, but “he has no reasonable prospect of being able to pay (it),” the commission stated. It is not known how much Carrington owes to investors and former employees. The BSCS ordered in January 2008 that WebNet Global Capital Partners Ltd. cease trading. The cease trade order was issued to the other three companies in June of that year. The following month, WebNet laid off more than 100 employees without notice, and suspended its broadband wireless network, high-speed Internet and Internet phone service. At the time, Carrington told The Abbotsford News that a number of “unscrupulous people” had not paid the company, leaving it in a financial crunch. Several employees complained publicly that they had not been paid for their last few weeks of work. WebNet then moved to a smaller office on 262 Street in Aldergrove with 12 employees, Continued on A7

Three Abbotsford schools were broken into on Sunday morning, and computers were stolen from two of them. Abbotsford Police Const. Ian MacDonald said the schools were targeted starting at about 7 a.m. The culprits broke a lock and window at Abbotsford School of the Integrated Arts at 32041 Marshall Rd., but were unable to gain entry. They were successful in breaking into Prince Charles elementary at 35410 McKee Rd. and Abbotsford Virtual School at 33952 Pine St. A total of five computers were stolen from the two sites. MacDonald said the thieves avoided areas where surveillance cameras were set up.

Drug and weapon charges laid Abbotsford News

Abbotsford Police conducted three more drug busts over the weekend. Details were sketchy at press deadline yesterday, but Const. Ian MacDonald said in one instance, a child was in one of the homes and had access to areas where cocaine, crack cocaine and marijuana were being weighed and packaged. Ministry of Children and Family Development workers were called in. Meanwhile, charges have been laid in connection to one of three

other busts that took place earlier in the week – on Wednesday, Feb. 9. Mitchell Alan Donison, 27, was charged with trafficking in a controlled substance, possession for the purpose of trafficking, two counts of unauthorized possession of a firearm, and two counts of careless use of a firearm. The Abbotsford Police’s gang suppression unit issued a search warrant for a home in the 33200 block of Robertson Avenue. They seized a loaded shotgun, a loaded rifle, ammunition and a small amount of marijuana.

Other busts took place that day in the 27600 block of Nathan Place and the 30800 block of Sandpiper Drive. A grow-up was found in each residence, one with 2,400 plants and the other with 700. Charges have not yet been laid. Donison appeared in court on Friday and was released on $5,000 bail. His next appearance is Feb. 24 in Abbotsford provincial court. He was convicted in October 2004 of two counts of possession of a controlled substance, and in November 2008 and May 2010 of driving while prohibited.

A recent review of a 2008 murder at a New Year’s Eve party has uncovered new leads and investigators are again asking anyone with information to speak up. The body of 21-yearold Payton Booker Buckner, also known as Dexter, a Mission resident, was found in a residential driveway on Laurel Avenue just before midnight on Dec. 31. Police determined the victim was involved in an altercation at a nearby house party, and Cpl. Dale Carr of the Integrated Homicide Investigation Team (IHIT) said police have spoken to some partygoers, but they believe there is a core group of people who have critical information that aren’t coming forward. Police believe there were people from Maple Ridge and Coquitlam at the party as well, and have an idea who is involved in the core group they are trying to locate. Anyone with information regarding this murder is asked to call the IHIT TIP Line at 1-877-551IHIT. If you wish to remain anonymous call 1-800-222-TIPS.

The chief executive officer of a defunct wireless company that was formerly based in Abbotsford has been banned from trading securities for 20 years. The B.C. Carrington, 64, was the CEO and president of WebNet Converged Wireless Networks Ltd., WebNet Broadcasting Corporation, WebNet Global Capital Partners Ltd., and 3dh Capital Ltd. rising for the past 30 years, as a huge number of applicants compete for a limited number of seats. For practical purposes, the standard for the 47,000-plus seats is set by academic achievement, and students now need an “A average to get in. Ten years ago the standard was 80 per cent, but this year it is up to almost 87 per cent. Every college and university in the province wants more funding, said Chong. “That’s natural, they all want to grow and compete. It’s up to government to set priorities. Victoria has put extra resources into specific “priority programs where there are shortages of trained workers, such as nurses and medical technicians. She said there are other options to deal with waiting lists, other than government adding more funding, such as students looking at other institutions where they can take programs or courses they need. Chong said the provincial budget that is coming down today (Tuesday) is generally a “status quo budget overall, including for the university sector. The Liberal government will leave it to the new premier, who will be selected by the party on Feb. 26, to increase funding or institute any changes.

Just a matter of when

According to Earthquakes Canada, in the last month, between Dec. 29 and Jan.28, southwest British Columbia had 79 earthquakes. Six of those occurred within regions measured from Langley, Abbotsford and Chilliwack. OK, so you didn’t feel any of them. Most of those little tremours were less than a magnitude of 3.0. But while they may be out of sight and out of mind, the constant jiggling of B.C.’s natural ground forces is good reason to get ready for when the shiver becomes a serious grinder. And that fact was the whole point of the Shake Out practice last week. British Columbia clearly leads the way in having the most and the biggest earthquakes in the nation. According to Natural Resources Canada, about 5,000 earthquakes are recorded in Canada each year and of the top 10 earthquakes nationally, six have happened in this province. The mother of them all was a mag-

nitude 9.0 quake on Jan. 26, 1700 in the Cascadia subduction zone. According to research, 13 great earthquakes have occurred in the region in the last 6,000 years, about one in every 400 or so years. Statistically, we are over 300 years into the potential for the next great quake. In the last 130 years, we have had four magnitude 7+ earthquakes between southwestern B.C. and northern Washington. To be self-sufficient and ready to go it alone for at least 72 hours after the earthquake hits means having a plan for everyone in the family, a grab-ready emergency kit at home, at work and in the car, a back-up plan and an outof-town (or out of province) contact number of a relative or friend who everyone can relay messages to in the event communications are down. Most people, though, are far from earthquake ready – in a province where a major earthquake could strike 50 years from now. Or tomorrow. – Black Press

Pounding the pavement means missing the scenery Mark

Rushton On the

Other Hand The first time I drove the spectacular Oregon coast was 1976, on the homeward bound leg of an adventure to experience the 200th anniversary of U.S. independence. I recall the coast, and walking across the blowing-sand-covered parking lot of a restaurant, which created an impression of the Sahara rather than familiar North America. Since that first visit, I’ve returned several times, and never has the awe of the crashing waves, the dunes, rocky headlands and spectacular beaches diminished. So it was Sunday morning, as I looked out my motel window to the dunes on the cape that protects the village of Florence from the pounding of the surf. I walked across the street, stood on a bridge over the Siuslaw River

that flows into the sea, and marveled at the undulating, towering masses of sand that begin just north of the community and continue south in an unrelenting bridge between ocean and forest, virtually to the California border. My plan was to drive north along winding Highway 101, a route that from its beginnings as El Camino Real in Southern California, continues more or less through to Lund on B.C.’s Sunshine Coast. From Florence I travelled through quaint tourist traps such as Yachats, passed by the Sea Lion Caves, was again intrigued by Depoe Bay, and headed back inland at Lincoln City. The weather was overcast, with only a smattering of rain and spin-drift off the combers when the road led along beachfronts. While the scenery was a huge draw, I hadn’t the time to truly savour it. The Oregon coast needs, deserves, a leisurely drive with at least a couple of overnight stops, shopping, sightseeing, visits to the innumerable state parks, and long walks on the surftossed beaches.

I was returning from what was to be a 30-hour trip – not one I recommend. Saturday morning I crossed at Sumas, rolled down the I-5 at allowed speeds frequently set at 70 mph and finally, 10 hours later after a constant buffeting by high winds and driving

I was on a mission, there for the single purpose of acquiring a puppy. rain, reached my destination. Overnight and it was back on the road to Abbotsford via the too-brief coastal tour. I was on a mission, there for the single purpose of acquiring a puppy from a breeder in Florence. The only efficient way to get him was to drive, and the financially prudent course was to spend only one night.

Besides, taking longer to return home would either over-stress the pup, or result in a rather odious crate propped behind the front seat. Fortunately, the puppy is old enough to ‘hold it,’ and smart enough not to soil his temporary bed. He was also co-operative, doing his business on brief, infrequent, sojourns at parks and freeway rest stops. At least, on the long trip back, he didn’t keep asking, “Are we there yet?” though I did receive frequent telephone texts from home wondering, “Where are you? How’s the puppy?” Even clearing the border was stress-free – where the polite, but very efficient officers were I’m sure, aghast at the accumulation of paper coffee cups and other discarded waste littering the floor of my truck when they inspected it. At least they know I don’t toss my garbage out on the road! As for the puppy, he’s sleeping in his crate beside me as I write this, having given in his wild morning run about the yard, new life to my other 12-yearold ‘pup.’

Withheld Heat budget very disconcerting

Re: Heat budget projections. It is indeed disappointing that after 65 per cent of the season being completed, the city will not inform the taxpayers of Abbotsford as to the Abbotsford Heat’s fiscal budget for 2010/2011. Please bear in mind we (the taxpayers) are obligated to pay the owners of the club up to $5,700,000 per year

under the revenue guarantee program. On the basis we paid $450,000 to the owners last year, and based on the information provided in the article (including the advice that attendance has reduced 405 fans per game (16,200 annually) year to date, it would appear the taxpayers’ subsidy will increase $45,000 to $50,000 this year. It was my under-

standing from previous statements attendance was expected to increase for this season. The decline in average attendance is more of a concern given the Manitoba Moose have competed their visits for the season, and the anticipated increase in attendance during the holiday season is now a distant memory. Indication in the

article that sponsorship revenue has improved is a posi-

After 25 years together, the couple recently repeated their vows aboard a cruise ship, with the captain doing the honours. After that, the father of four adult children liked to say that he “married the same woman twice.” Hubble was the definition of a flying enthusiast. He flew almost every day, and would offer to take up interested strangers. “He was so joyful.” One of his grandchildren, Tia, would ride with her “Papa” on many of those flights, taking a jaunt out to an airfield pancake breakfast or flying to Pender Island just to skip rocks on the beach. Motorcycles were his other passion. It was another interest he came to share with his daughter, who became a competitive motorcycle racer. He liked to hang out at the airport and talk planes with his son-inlaw and other pilots. He was the most safety-conscious pilot his daughter knew, and he would nag her, nicely, to take refresher courses. Hubble became close friends with another avid flyer, Patrick Lobsinger of Surrey. Both men were members of the Boundary Bay Flying Club in Delta, and Lobsinger, who was unable to meet his pilot’s licence medical requirements because of a heart condition, became a frequent passenger in Hubble’s Cessna 150. The two also took part in a longstanding annual tradition of organizing a formation flight in the Lower Mainland for Remembrance Day. Last Wednesday, Feb. 9, the two men were in the air just east of Mission. According to Transportation Safety Board Investigators, Hubble’s Cessna was flying at 1,500 feet when it was rear-ended by another plane. The Cessna crashed into Nicomen Slough. Lobsinger, 70, died at the scene and Hubble, 60, passed away at Royal Columbian Hospital. The pilot of the other plane landed safely. A memorial service for Hubble has been tentatively scheduled for March 12 in Langley.

Liberal executive last fall, after Premier Gordon Campbell announced he is stepping down. It will assign 100 points to each of the 85 constituency associations, to be divided proportionally when party members pick a new leader on Feb. 26. The weighted vote ensures that a constituency with only 100 members will have the same clout in the leadership choice as one with 1,000 members. Kootenay East MLA Bill Bennett, one of the early proponents of weighted voting, called in to the main convention in Vancouver from Cranbrook, which was one of eight regional forum sites. He pointed out that 16,000 people voted in the last election in Kootenay East, compared with as many as 80,000 eligible voters in some Vancouver constituencies. A warm casual experience with a touch of luxury

A new study has found that while B.C. youth are more active today than kids were a decade ago, more is not always better where physical activity and a healthy lifestyle are concerned. That’s because of a direct correlation between heavy involvement in sports and heavy use of alcohol and chewing tobacco among older teens. The annual report from Vancouver’s McCreary Society found that youths 17 and older – especially boys – who participated in athletics four or more times per week were more likely to have tried alcohol and chewing tobacco and were more likely to have recently engaged in binge drinking than those who played sports only once a week or less. It’s a risk factor that Terry Fox Ravens football coach, and former BC Lions player, Tom Kudaba said he has seen at all levels of the game. Participants in elite sports often split themselves into two camps, Kudaba says: those who avoid toxins such as alcohol and tobacco in order to perform at their physical peak and those who are “led astray by the culture of the team. “If the culture of the team is dominated by the traditions of negative influences, then those types of players will play along, he said, adding that it’s up to each athlete to decide which camp he or she falls into. But where do these negative traditions come

from and why must young athletes choose between “belonging and their health? Annie Smith, McCreary Society director and a co-author of the report, told Black Press that some of the blame for popularizing binge drinking and chewing tobacco among youths lies with some professional athletes in sports such as baseball, football and hockey who tend to espouse a party lifestyle as part of the game at those higher levels. It’s up to the coaches and team leaders in youth sports to combat these stereotypical behaviours, Smith said. “We saw much better injury-prevention behaviour among the kids who are heavily engaged in sports – they’re more likely to wear a helmet, more likely to wear a seatbelt – so, clearly, they’re getting those messages, Smith said. “So if we could sort of give the same messages for alcohol and chewing tobacco, then I think we’d be onto a winner because definitely young people look up to coaches. Despite the concerns, in all other facets of teenage life, physical activity reaps a bounty of physical, mental and emotional rewards for participants, the McCreary study found. Better eating and sleeping habits, fewer instances of suicide or self-harm and clearer problem-solving abilities were just a few of the stated benefits of athletics in the report, which compared physical activity levels among 29,000 B.C. youths from 1998 to 2008.

Dr. Raabe’s lecture considers mental illness through a philosophical lens. It approaches the ontology of mental illness or mental disorder in non-biomedical terms, as consisting of problematic propositional mental content rather than organic brain malfunction. This allows for a causal theory of mental disorder to be located within the parameters of existential difďŹ culties rather than biological pathology, and contradicts the arguments made in defence of the necessity of psychotropic medications for the alleviation of mental distress. This in turn indicates support for the argument that philosophy offers an alternative way to approach mental disorders.

A new energy district in Surrey City Centre would be the perfect spot for a waste-toenergy incinerator, according to at least two Surrey councillors. Coun. Marvin Hunt, a vocal proponent of waste-to-energy technology, said the new energy district in North Surrey would be an ideal location for the incinerator. Surrey is creating a high-efficiency energy area in the downtown core which will include an elaborate piping system that will supply City Centre with thermal energy. Last summer Metro Vancouver adopted a draft waste plan that includes incineration, despite objections from Fraser Valley communities including Abbotsford. Valley municipalities say incineration should not be an option for waste disposal in a sensitive air shed. Approved by Metro, the plan is now

They cannot comprehend it being right in the downtown,” Hunt said. “At this point in time, my proposal would be we put it in industrial areas that surround the downtown, possibly just off the South Fraser Perimeter Road.”

Energy can be piped in effectively from that distance, he said. Coun. Linda Hepner also supports a wasteto-energy option for North Surrey. On her tour of Europe two years ago, she saw incinerators beside schools and in the hearts of cities. She said she would “absolutely” support the City Centre as a location for a regional incinerator. Hunt notes construction of such a plant wouldn’t occur for some time. He believes provincial approval of incinerators likely won’t occur until a new premier is chosen. Then comes the planning and bidding processes, which will take more time. Mayor Dianne Watts said it’s much too early to have conversations about where such a facility might – or might not – go. She said she’s fully aware of incinerator use in Paris and Copenhagen, but adds she’s in no hurry to rush in behind them.

Larry the Cable Guy came to Abbotsford Sunday night to share his views on late night television commercials, personal hygiene, shopping at Walmart, and a variety of bodily functions better left unsaid. And the audience took in each word like it was a rare treat. Comedian Daniel Lawrence Whitney (better known as Larry) provides base level, redneck humour that generates laughs, despite the subject matter. Wearing his trademark ball cap and sleeveless shirt and spouting his catchphrase “Git ’R Done,’ Larry took the audience on a tour of his world – where underwear jokes and gas humour are perfectly legitimate. He has had success on several levels, including as a standup comedian, part of the Blue Collar Comedy Tour, an author, and a TV and movie actor. He has even lent his voice to Pixar as the talking tow truck Mater in the cartoon hit Cars. But Sunday’s show wasn’t aimed at kids. The adult-oriented

The show was opened by comedian Reno Collier. While official numbers were not available, thousands of fans turned out to the show.

Victor (not his real name) is a hard-working man, a “jack-of-alltrades” who isn’t afraid of physical labour and who endeavours to do his best. He was gainfully employed with a rental company doing maintenance work and often went above and beyond his job description. But all of that changed when a new

manager took over. During a series of events over an extended period of time, he was treated unfairly, harassed and eventually fired. After months of fighting with Employment Insurance over his claim, he is still in limbo and was facing the loss of his home. “It is only because of the unexpected help from MCC’s Rent

Assistance project that I was able to pay my rent,” he said, adding that he was referred to Mennonite Central Committee (MCC) BC by Abbotsford Community Services. “MCC really saved my life.” The Fraser Valley Rent Assistance Project is administered by MCC BC, with financial support from several agencies including the

The project provides emergency loans and grants for families and individuals who are at risk of losing their homes, to pay for security deposits, utility deposits and arrears, and rent. “MCC BC is grateful for the financial support from the AbbotsfordCommunity Foundation,” said Ron van Wyk, MCC BC’s director of programs. For Victor, a resident of Abbotsford, the project allowed him to keep his home. He feels positive about his future and plans to start his own renovation business. Another component to the Rent Assistance Project is financial management, counseling and training. One of the project’s goals is to build knowledge and skills in effective money management. Loans are expected to be repaid over a mutually agreed payment schedule. Celestina Fazal, who coordinates MCC’s project, said it is a much-needed initiative for those who are working hard to take care of themselves and their families, but have fallen behind for various reasons. “They just need a bit of help so they don’t fall that one step further into homelessness,” Fazal said. The Rent Assistance Project is made possible by additional financial support from Service Canada, the Vancouver Foundation, Coast Capital and the United Way of the Fraser Valley. Cascades punch playoff ticket

After a two-year absence, the University of the Fraser Valley women’s basketball team is going back to the Canada West playoffs. The Cascades punched their post-season ticket with a pair of weekend road wins against the Lethbridge Pronghorns. “I’m really happy for the girls,” said head coach Al Tuchscherer, whose program went a combined 6-35 in league play over the previous two seasons. TUCHSCHERER “We’re the second-youngest team in Canada West, and for them to make such huge strides is a reflection of everything they’ve done and embraced in the past year. “It’s been really fun to watch them grow.” In a conversation with The News last week, Tuchscherer predicted his team would take care of business against Lethbridge. The Cascades backed up their coach’s confidence, winning 77-54 on Friday and 70-50 on Saturday. Hot shooting from Courtney Bartel was the common denominator in the two victories. The second-year guard poured in a game-high 22

Returning to the Abbotsford Entertainment and Sports Centre after their longest road trip of the season, the Abbotsford Heat reintroduced themselves to their home fans in impressive fashion. The Heat swept a pair of crucial divisional games against the Toronto Marlies, winning 4-1 on Friday and 3-0 on Saturday. Viewed collectively, the two victories represented the best performance by Jim Playfair’s gang in a home-ice doubleheader this season. On Saturday, ugly goals and beautiful saves were the formula for success. Heat defenceman Chris Breen opened the scoring on a fortuitous bank shot. At 13:25 of the first period, he unleashed a slapper from the point that went wide of the net, bounced off the end boards, glanced off the skate of Marlies goalie Jussi Rynnas and slid into the cage. It marked Breen’s second goal of the season. His first, on Nov. 9 against the Houston Aeros, was equally fluky – his shoot-in from centre ice skipped twice before bouncing over the pad of goalie Anton Khudobin. But just because Breen’s goals look like they fell out of the ugly tree and hit every branch on the way down, doesn’t mean they count for any less than those of the highlight-reel variety. “All the guys are kind of giving me grief,” Breen said with

At the other end of the ice, Leland Irving turned in another tour de force performance. After a mild midseason slump, the Heat netminder is officially back in the groove. He’s been lights

out over the past three games, allowing just one goal while stopping 83 of 84 shots. “I’ve been able to get on a bit of a roll,” said Irving, who leads the AHL with 24 wins and is tied for second with five shutouts. “Before these last four or five games, I didn’t feel I was at the top of my game. For whatever reason, it seemed like there was

one (goal) I was wanting back every night. But the guys would find a way to score a goal, tie it up and get it into a shootout, and we’d win that way. Or we’d score enough and win in regulation. “It’s nice to kind of pay them back a little bit.” The weekend wins were particularly impressive in light of Continued on A19

Abbotsford News

Splitting a pair of weekend home games was enough for the Abbotsford Pilots to lock up first place in their conference. The local junior B club clinched top spot in the Pacific Inter national Junior Hockey League’s Harold Brittain Conference after a 5-1 loss to the Richmond Sockeyes on Friday and a 2-1 shootout victory over the Aldergrove Kodiaks on Saturday at MSA Arena. As for the identity of their first-round playoff opponent, the Pilots will have to wait until the PIJHL regular season finishes up this weekend. The Ridge Meadows Flames, Mission Icebreakers and Aldergrove Kodiaks are still jockeying for third through fifth place in the Brittain Conference standings.

Pilots head coach Jim Cowden said he doesn’t have a preference about who his team faces. “It’s going to be tough, whoever we play,” he said. “You have to play good teams sooner or later.” The Sockeyes are first overall in the PIJHL, and they laid a beating on a Pilots squad that was missing seven regulars – Kevin Lourens, Riley Lamb, Daniel Amesbury, Cole Regier, Travis Grewal, Justin Lachance and Brad Anderson – due to various bumps and bruises on Friday. Cowden expects those players to be available for the playoffs. On Saturday, Adam Rossi, Brad Parker and Christopher Vinette scored in the shootout to lift the Pilots to victory over the Kodiaks. The Pilots’ final regular season home game is Friday against the Mission Icebreakers (7:30 p.m., MSA Arena).
