Fraser Health is stepping up efforts to steer seniors away from costly hospital or long-term care beds if they can be supported and treated in their own homes. The health authority has hired five quick response case managers – based at Royal Columbian, Surrey Memorial, Burnaby, Abbotsford Regional and Peace Arch hospitals – to work with geriatric nurses to flag incoming patients at ERs who can instead be sent home with bolstered supports. That’s one of a series of initiatives underway collectively dubbed “Home is Right” – a broad effort to change the mindset of hospital officials, health care workers and families. “Home with appropriate supports – not hospital, not residential care – is the best place for seniors to manage their chronic conditions and live out their final days,” says Lynda Foley, Fraser Health’s executive director of home health and end of life care. Most seniors prefer to stay in their own homes, with their pets, belongings and family. They have what they need, can be more active and social, and they avoid the risks of hospital-borne infections. Parked in a wheelchair or stretcher in hospital, they can quickly lose muscle strength and typically take longer to recover. And hospitals will simply hit a breaking point as the demographic bulge of seniors grows if the chronically ill elderly continue to be primarily handled by the acute care system.

REGIONAL FEES TO SOAR 44 PER CENT OVER FIVE YEARS JEFF NAGEL (Black Press)

Even if local city councils freeze their property tax rates, home owners across Metro Vancouver are in for years of steep increases in the regional taxes and utility fees they pay. The typical home now pays Metro Vancouver $513 a year when the regional district’s property tax and fees for sewer, water and waste are all added up. But that’s slated to rise to $600 by 2013 and hit $740 per home by 2016 – a 44 per cent increase over five years. The numbers are contained in a financial projection tabled at Metro Vancouver’s finance committee yesterday. The main culprit so far is the recently built $800-million SeymourCapilano water filtration plant, which is now driving up water rates. But Richmond Mayor Malcolm Brodie, who chairs the finance committee, said garbage and recycling costs are also set to climb – how high won’t be known until the provincial government decides how Metro should dispose of excess garbage and the region signs contracts with either a landfill or waste-to-energy firm. The analysis estimates Metro’s garbage tipping fee will climb from $97 per tonne now to $153 by 2014 and $205 by 2016.

The projected increases are conservative and could come in lower than estimated, Brodie added. The biggest bill on the horizon is the more than $1.4 billion required to rebuild the Iona and Lions Gate sewage treatment plants over the next two decades. Brodie said Metro wants the provincial and federal governments to provide “major contributions” to

those costs, particularly since the upgrades from primary to secondary sewage treatment are mandated by Ottawa. The region is also weighing whether to adjust the formula for paying for the sewage projects. Under the current system, much of the burden is to fall on the cities that use Iona and Lions Gate – Vancouver and the North Shore.

The driver of an SUV was shaken but escaped major injury after his vehicle collided with a moose on Highway 3 just east of Castlegar yesterday afternoon. The moose was killed in the collision, which happened at about 12:15 p.m. roughly two kms east of the city on the way to Salmo. The driver, who was walking around his vehicle after the collision, noted that his airbag had deployed in the collision, which caused major damage to the front end of his SUV.

It’s not the first time politicians have rallied motorists to “axe” a gas tax. The BC Conservatives moved quickly to exploit anger over a proposed two-cent-a-litre gas tax hike in Metro Vancouver to build the Evergreen Line. Researchers at UBC say they have identified a genetic mutation that causes late-onset Parkinson’s — a breakthrough they hope may one day lead to a way to prevent or cure the degenerative disease. The team used a process called exome sequencing on the DNA of two members of a Swiss family that has 11 members who’ve developed the disease, along with thousands of others. What they found was a mutation on a gene called VPS35.

A two-year-old fell out of a second-storey window in Surrey yesterday afternoon and was evacuated by air ambulance to hospital with undisclosed injuries. According to Surrey RCMP, the incident happened just after 2 p.m. in a townhouse complex in the Sullivan Heights neighbourhood at 151 Street and 62A Avenue. The child - who was with a caregiver – managed to push through the screen of an open window on the second floor of the townhouse.

The federal ethics commissioner has ruled former Conservative MP and junior cabinet minister Helena Guergis breached her ethical obligations in 2009 in writing Simcoe municipal officials to promote a business she knew could potentially benefit her husband Rahim Jaffer. Conflict of Interest and Ethics Commissioner Mary Dawson released her findings yesterday following a complaint filed by the NDP. Dawson said Guergis’ letter encouraged Simcoe officials to consider allowing a constituent, Jim Wright

of Wright Tech Systems Inc., to make a public presentation on his company’s green waste management. “I determined that Mr. Jaffer was building a business relationship with Mr. Wright during the period when Ms. Guergis prepared and sent the letter to Simcoe County officials,” Dawson wrote. “I also found that Mr. Jaffer had a private interest in relation to the letter, as the work that he did relating to Mr. Wright, Wright Tech and its related marketing firm, Green Rite Solutions Inc., was carried out in the expectation that Mr. Jaffer would at some point receive a financial benefit.”

Divorce settlements —

The Supreme Court of Canada has left open a legal loophole that could see spouses get out of paying divorce settlements with a strategic claim of bankruptcy. But the top court says Parliament needs to act to close the gap.

In a unanimous decision, the court upheld defining equalization payments as debts, meaning they are wiped off a person’s slate on a declaration of bankruptcy. It also means an ex-spouse owed such a payment can no longer receive it.

Since 1983, “Weird Al” Yankovic has released 13 albums, with six of them going platinum and four reaching gold status. It’s a pretty good batting average for any artist, and an especially great one for a comedian-musician. “In the 90s I was getting kind of cocky. I was just assuming that every album that I put out would go gold ... and now it’s a huge goal for anybody to reach that level,” he said. “People just aren’t buying albums the way they used to.” His latest release, Alpocalypse, debuted at No. 9 on the Billboard 200 albums chart. “It’s still a huge thrill for me to make the Top 10 because that’s all relative ... but sales-wise, it’s not what it used to be,” Yankovic said. The album’s lead single is a parody of Lady Gaga’s Born This Way. Yankovic says getting his version out wasn’t an easy process. First, Lady Gaga’s management wouldn’t allow it, but once she heard the cover, she approved his sample. “It was a little depressing actually,” Yankovic said. “(I thought) I was never going to be able to release my Lady Gaga parody officially.”

Glee co-creator Ryan Murphy has confirmed that the upcoming season of the high school musical will be the last for Canadian actor Cory Monteith and several of his high-profile co-stars. Lea Michele, Chris Colfer and other cast members will “graduate” after the third season of the hit Fox show, Murphy told the Hollywood Reporter in an interview published this week. Murphy told the magazine that he wanted to be “true to life” and not keep his lead characters in high school for the sake of the show. Murphy said he hadn’t discussed the news with Monteith, but that he presumed the 29-year-old Calgary native was aware he would eventually be graduating. Michele responded to the news on her popular Twitter feed, reassuring fans that her graduation from the show was “all part of the plan.” She added that the impending departure of several of the show’s stars would make the upcoming season “amazing.”

He was always destined to be remembered around here as the guy who threw it away when it mattered most. Nothing Thomas Bjorn could do about that, especially when it looked as if he wouldn’t even play this year at Royal St. George’s. During practice rounds this week, spectators munching on fish and chips in the concession area watched footage on giant TV screens of Bjorn trying to get out of the sand on the 16th hole the last time the British Open was held here. No matter how many replays, the sad ending was predictably the same. After perhaps the most improbable round of his career yesterday, Bjorn insisted that debacle never got him down, never drove him to despair. You want to believe him, but the fact he hadn’t set foot on these seaside links in the eight years since suggests he might still be in denial over the claret jug he let Ben Curtis walk away with. You also want to hope he’s got enough left to make it to another Sunday and a better ending. The best guess, though, is that his opening round 65 was a one-off wonder by a 40-year-old determined to make the most—if only for one day—out of an unexpected last whack at a hole and course that treated him so cruelly before. For a day, at least, Bjorn had a bit of revenge. And for a day, at least, he was tied for the lead in the British Open. “If I can last all the way until Sunday, well, only time will tell,’’ Bjorn said. “But I’m very, very delighted with today.’’ Winning on Sunday would be the ultimate triumph. Maybe then he’ll finally admit that the golf course really did owe him one.

They brought Chilliwack a new dining experience to broaden our horizons, and that is exactly what they did. The Firestone Grill is the first restaurant of its kind in Chilliwack and it offers something totally new: traditional Korean barbecue. On each table is a description of the cooking style and its rich history. The first thing a diner will notice is that at the centre of each table is a large stone grill. Meats are cooked on the super hot grill, locking in flavour and freshness. They are served with a variety of side dishes and assorted vegetables.
