Still, Lai’s freedom may be short-lived, if it even happens at all. The Federal Court was set to hear an application today to stay his deportation order. If Lai’s request for a stay is turned down, he could be on a plane back to China as early as next week. And within hours of yesterday’s Immigration and Refugee Board decision ordering Lai released, federal government lawyers were in Federal Court asking that he be kept in jail. Immigration and Refugee Board member Geoff Rempel ordered Lai released, saying he was relying on Lai’s record while Lai battled through lengthy legal procedures to try to stay in Canada. “Mr. Lai, over the last decade, has demonstrated a long history of showing up as required for immigration proceedings,’’ said the adjudicator. Rempel released Lai with an 11 p.m. to 8 a.m. curfew and an order to stay away from certain gang members.

Vancouver police have identified hundreds of people who they will be investigating for participating in last month’s Stanley Cup riot. But just because officers know who they are, doesn’t mean charges will follow swiftly because police say they have to sift through a mountain of evidence to determine the extent of the crimes committed by individual people. The force said in a news release yesterday that 50 police officers and other Vancouver police experts are working on have identified the investigation, which hundreds of is already looking into 111 people who people, including 37 who they will be have turned themselves investigating in. The province should abandon the goal of becoming carbon neutral, because there are too many loopholes, making the concept ineffective, says Simon Fraser University professor Mark Jaccard in a policy brief released yesterday. Instead, he argues, the province should get tougher with its carbon tax and emissions bans. Jaccard said research done by himself and others around the globe indicates the trading of carbon offsets, where one organization or company purchases the right to emit from another that will reduce its emission, is not having the desired effect on the environment. There is little evidence, he said, that the seller wouldn’t go ahead with what they used the money for anyway, such as building a more efficient hydropower or wind turbine plant. “It’s the guilt thing,” said Jaccard, a New Westminster resident who was raised in Burnaby. “We humans are really good at deluding ourselves into thinking we’re making progress.” In many cases, said Jaccard, the public sector, such as hospitals and schools, purchases the offsets from private companies, which is a double whammy for the public sector because it is already paying a carbon tax while paying offsets to profitable companies that don’t pay an emission

tax. Jaccard praised the provincial government for already have a carbon tax that is stronger than most jurisdictions and for banning BC Hydro from building emission-emitting natural gas or coal plants to produce electricity. However, the carbon tax only targets 75 per cent of the province’s greenhouse gas emissions and he’d like it expanded.

“The carbon tax captures everything twhen it comes to fossil fuels. That’s pretty darn good, but it’s not perfect,” said Jaccard, head of SFU’s Energy and Materials Research Group. “There’s things like landfill that emit methane from garbage, that’s you and I, and the emission on that is not taxed. That’s 25 times more powerful than carbon.”

BC Transit’s annual report shows transit use in Prince George has leaped 16 per cent over the past year. Ridership in Squamish was up 10 per cent while Kelowna posted a nine per cent gain and Kamloops climbed eight per cent. BC Transit counted 51.2 million trips in the province over the last year, a five per cent increase over 2009.

In the last week, border guards seized 10 loaded handguns, a shotgun and rounds of ammunition at B.C. border points. Seven Americans were either arrested and charged or sent home. TREE PLANTERS STILL WAITING FOR WAGES A group of foreign tree planters found living in squalid, slave-like conditions in a remote B.C. forestry camp a year ago say they still have not been paid. The tree planters, some of them women and most of them of African heritage, were found by forestry workers at a remote camp near Golden, B.C., last July, living in squalor in containers with no washrooms. They said they were fed rotten food and subject to racial slurs and sometimes even violence. In January the B.C. Employment Standards Branch ordered Khaira Enterprises of Surrey, B.C., to pay $228,000 to 57 workers for unpaid wages.

Surrey | A four-year-old girl is in hospital after being severely burned by hot oil in an apparent cooking accident yesterday.

But the B.C. Public Interest Advocacy Centre says the tree planters have still not been paid, and the federal government has not corrected their hours or earnings in order for them to collect Employment Insurance benefits. B.C. Federation of Labour president Jim Sinclair says the workers have had to wait to far too long, and he’s calling on the various government agencies involved to help. Khaira Enterprises was banned from bidding on government contracts for one year, and is under investigation by the B.C. Forest Safety Ombudsman. There is also a complaint before the B.C. Human Rights Tribunal.

The Royal Columbian Hospital Foundation is out of the lottery business after suffering a $3 million loss on its B.C. Vacation Home lottery, said president and CEO Adrienne Bakker yesterday. But despite the deficit, direct donations will not be used to cover the shortfall, she said. The money will come from revenue sources such as hospital parking and television rentals. The foundation will also be able to liquidate some funds from an income portfolio it has.

Immigration Minister Jason Kenney confirmed yesterday that as many as 1,800 new Canadians could be stripped of their citizenship because they were obtained fraudulently. “We are in the process of notifying them that we will be revoking their citizenship because Canadian citizenship is not for sale,” Kenney told the Economic Club of Canada. Kenney said some of the individuals are believed to have used “unscrupulous” immigration consultants who submitted fraudulent applications on behalf of people who did not meet the qualifications for citizenship.

Saskatchewan’s information commissioner says the government should consider prosecuting a physician for the largest patient record privacy breach ever in the province. Gary Dickson makes the recommendation in his report into the discovery of 2,682 patient medical files last March in a recycling bin at a Regina mall. Dickson says thousands of people who worked and visited the mall had access to the confidential information in the files.

His escape comes after a 44-year-old woman walked away from the same hospital early this month and has still not been found.

A military report says pilot error and an overly dusty landing zone are to blame for a helicopter crash in Afghanistan two years ago that killed two Canadians and a Briton. The report says the unidentified pilot at the controls was distracted by an engine check during takeoff and lost sight of the ground because of a huge dust cloud thrown up by the rotors. The chopper drifted off course in the cramped landing zone, struck a wall and burst into flames as it crashed.

The New Brunswick government says it’s thinking about delaying the next minimum wage increase for six months. The government says it has heard from a number of businesses that say they need time to adjust to the recent series of increases. The minimum wage has gone from $8 an hour in April 2009 to the current $9.50 an hour. The rate is supposed to hit $10 on Sept. 1, but the proposed delay would mean it would not go up again until next April.

The world is not on track to wipe out polio by the end of 2012, a group of independent health experts warned yesterday. Since 1998, the World Health Organization has been trying to get rid of the paralytic disease that mostly hits children. But progress has stalled in recent years and some have questioned whether polio can actually be eradicated. An independent group said in a new report released yesterday that it was “unshakable” in its view that the global effort to stop polio by the end of next year is at risk. Two previous eradication targets have already been missed and the effort costs about $1 billion every year.

What’s in a name? An insult, according to Romania’s Gypsies who are pushing for the nation’s leading dictionary to add “pejorative” to its definition of the word “Gypsy” as “people with bad habits.” Roma, or Gypsy, rights groups have pressured the editors of the DEX dictionary to change that particular definition. Romanians use “Gypsy” to describe someone who is uncouth or dishonest. Dictionary editor Eugen Simion told the Romania Libera daily yesterday the change would be made, but warned it would not wipe out use of the word’s pejorative meaning among Romanian speakers.

The European Union said yesterday that its two newest members, Romania and Bulgaria, need to make urgent reforms to their judicial systems and step up their efforts to fight corruption. A statement from the European Commission, the EU’s executive arm, said Bulgaria’s fight against organized crime needs to be significantly improved. Both countries joined in the EU on January 1, 2007. They had, however, “certain weaknesses” in judicial reform and other areas, so a five-year system of monitoring was instituted.

Parts of southern Somalia are suffering from famine, a UN official said yesterday and tens of thousands of Somalis have probably already died in the worst hunger emergency in a generation. The Horn of Africa is suffering a devastating drought compounded by war, neglect and spiraling prices. Some areas in the region have not had such a low rainfall in 60 years, aid group Oxfam said. The UN needs $300 million in the next two months, said Mark Bowden, the UN’s top official in charge of humanitarian aid in Somalia. In 1964, an enterprising 18-year-old snapped pictures of the Beatles’ momentous first U.S. concert in Washington, D.C. Yesterday, Christie’s auction house put 50 silver gelatin prints, that the photographer, Mike Mitchell, made from the negatives, up for sale. The images, plus photos from another Beatles’ concert were estimated to fetch a total of $100,000. THE FAB They eventually went for $361,938. FOUR The Beatles played their first U.S. concert at the Washington Coliseum on Feb. 11, 1964, two days after their debut on The Ed Sullivan Show. Mitchell was there, shooting photos from just feet away and even jumping onto the stage for the group’s preconcert press call. Among the highlights is a backlit shot of the band that he took while standing directly behind them. It sold yesterday for $68,500; its pre-sale estimate was $2,000 to $3,000. An image of an animated Ringo on the drums sold for $8,125. It was estimated to bring $3,000 to $5,000. Christie’s said the shot depicts a rare moment where Ringo was both drummer and lead singer on a song written by Paul McCartney and John Lennon, but made famous by The Rolling Stones: I Wanna Be Your Man. Also included in the sale are photos of the band’s Sept.
