BC Ferries is offering refunds for assured-loading passes that have expired. BC Ferries CEO David Hahn announced yesterday that the company will provide a one-time refund to customers who purchased assured loading tickets between 1984 and July 25, 2011. For a 90-day period, from yesterday to October 24, 2011, BC Ferries will provide a one-time cash refund to any customer who has an expired assured loading ticket. BC Ferries phased out printed passes for assured loading last year and enforced a two-year expiry that canceled about 15,000 trips that had been paid for. The move sparked protests and efforts to organize a class-action lawsuit to recover the money. Hahn said even if customers no longer have their expired assured loading tickets, if they can produce the credit card that purchased them, refunds can be arranged. “The reason why we are going to offer time-limited refunds for assured loading is to clarify any confusion about this particular product once and for all,” Hahn said. “From now on, all customers must register their cards online, and read and agree to the terms and conditions of the product before they can purchase it, so everyone will clearly acknowledge the tickets have a two-year expiry and are non-refundable.” Assured loading passes give priority travel on BC Ferries’ three major routes — the Lower Mainland-Vancouver Island crossings. They are only sold in groups of 10, for $1,250, and are good for one regular-sized vehicle and driver. “If a customer does not have a need for 10 assured loading trips in a two-year period, we strongly recommend that they not purchase this product and use BC Ferries reservation system instead,” BC Ferries said in a statement announcing the refunds. & Best Price on New & Used Tires Wheels ies ie or ss ce Ac

Vancouver police are once again calling for a federal law to prevent suspects from skipping arrest warrants by moving from one province to another, saying one man living in Vancouver has 113 outstanding warrants in Ontario. Police say the warrants for 34-year-old Colin Alain Bouchard include 32 for theft and

mischief, 12 for break and enter or the possession of break-in tools, and 62 for breach of probation. But the warrants are only effective within a 400 kilometre radius of Ottawa. The VPD says it’s disturbing to know that violent criminals are fleeing warrants in other provinces to settle in Vancouver, and there needs to be a federal law making it a crime to

do so. Bouchard is on a list of the top 10 suspects Vancouver police want to find and arrest so they can be shipped back to the provinces where they’re accused of crimes. The program, which is dubbed Con Air, is used by police both in Vancouver and Victoria, which have to pay to have the crooks sent back where they’re wanted.

A military investigation continues after a Canadian submarine struck the ocean floor off the west coast of Vancouver Island. The Canadian Forces launched a board of inquiry less than a week after HMCS Corner Brook hit bottom on June 4 while on a 12-day advanced submarine officer training exercise. Since June 10, the investigation team has been taking witness testimony and reviewing evidence to determine what led to the collision and who, if anyone, may be at fault.

A White Rock man who pleaded guilty to trafficking marijuana while on duty as a Vancouver police officer apologized yesterday, as his sentencing hearing concluded in Vancouver Provincial Court. “I would like to offer my sincere apology to my wife and children, who I have let down, and also to my family and friends,” Peter Hodson said before a courtroom packed with more than 30 supporters. “I offer a sincere and public apology to the VPD, specificially to my partners on the squad. I’m sorry for my actions and take full responsibility for them.”

Mounties are recommending a shopping list of charges against a 44-year-old man from Delta who allegedly tore through the streets of North Vancouver on a dangerous driving spree Monday. Police are calling for charges of impaired driving, dangerous operation of a motor vehicle, uttering threats, and assault with a weapon (the vehicle). The man could also face two counts of dangerous driving causing bodily harm, two counts of impaired driving causing bodily harm, and three counts of failing to remain at the scene of an accident.

MIGRANT ORDERED DEPORTED FOR WAR CRIME VANCOUVER (Canadian Press)

A Tamil refugee claimant who arrived off Canada’s West Coast aboard the MV Sun Sea has been ordered deported over allegations he committed a war crime in his home country of Sri Lanka. The migrant, who can’t be identified, appeared before the Immigration and Refugee Board in April, and a written decision was issued this week. The man admitted he was a member of the Liberation Tigers of Tamil Eelam, or Tamil Tigers as he testified at his hearing before the refugee board. The written decision is heavily redacted and does not outline the specific allegations against the migrant, but he was accused of counselling others to commit a war crime.

It also wasn’t clear whether the migrant offered any type of defence. Geoff Rempel, the refugee board adjudicator in the case, wrote that his decision was based in large part on the migrant’s own account of what happened in interviews with border officials and in testimony at his immigration hearings. Rempel wrote that statements the migrant made “amounted to him deliberately urging or inciting’’ others to commit a war crime. The migrant was among nearly 500 men, women and children arrived aboard the MV Sun Sea last year. All were ethnic Tamils from war-torn Sri Lanka, and all made refugee claims. Most have been released, but eight men, including the migrant in this case, remain in detention.

The Assembly of First Nations wants an immediate clarification from the federal government about reports that Ottawa is moving to cut off specific land claims negotiations. The AFN is drafting a letter to Aboriginal Affairs Minister John Duncan asking him to come clean about his intentions for the hundreds of land claim negotiations that deal with the wherewithal of many bands across the country. APTN National News is reporting that Ottawa is leaving Indian bands with a take-it-or-leave-it option on the government’s final offer. “We need immediate clarifi-

cation on this. Is this actually going to be case?’’ said Don Kelly, spokesman for the AFN. Aboriginal leaders have suspected for some time that the federal government was about to impose an ultimatum on some of the ongoing claims. AFN figures say there are almost 600 claims up for negotiation right now. The chiefs say about 65 active negotiations would be affected by the Ottawa ultimatum. But there is a growing sense of despair within the government that the land claims negotiations often drag on with no end in sight, costing the federal government millions in legal costs.

Canadian scientists say there’s a link between the abuse of methamphetamines and the development of Parkinson’s disease. Researchers at the Centre for Addiction and Mental Health in Toronto used medical records for more than 40,000 people in California who had been hospitalized for abusing meth- or amphetamine-like stimulants from 1990 to 2005. They were compared

to records for more than 200,000 people admitted for appendicitis, and more than 35,000 diagnosed with cocaine use disorders. A diagnosis of Parkinson’s was identified from hospital records or death certificates. The study found that the methamphetamine group had a 76 per cent higher risk of developing Parkinson’s disease. Dr. Stephen Kish, co-author of the paper, says it’s important to note that the findings

don’t apply to patients like those with ADHD who take amphetamines for medical purposes, since they use much lower doses. Researchers have long suspected that abuse of these drugs could predispose users to develop Parkinson’s disease, which is a dopamine deficiency neurological disorder. That’s because meth and other amphetaminetype stimulants can damage dopaminergic neurons.

An Ontario agency tasked with improving cancer care says test results for almost 6,500 people may have been lost in the mail. Cancer Care Ontario says it is investigating whether 15 reports containing patients’ personal information were successfully delivered to doctors in February and March. The agency used Canada Post’s Xpresspost courier service to mail the reports, which included the names, health card numbers and colon cancer screening results for 6,490 patients.

Environment Canada has determined a tornado that touched down during a weekend thunderstorm near Sarnia, Ont., was an F-2 twister. More than 150 northwestern Ontario residents who were forced out of their homes by a rash of forest fires in the area have returned to their community. But thousands of people remain displaced as crews continue to battle the blazes. Officials say 153 members of the Mishkeegogamang First Nation, which is accessible by road, returned home by bus. There are still 3,438 evacuees waiting for the smoke to clear up so that they can also return home.

Syria sent troop reinforcements yesterday to two Damascus suburbs that have witnessed anti-government protests as authorities rounded up dozens in the capital, a human rights activist said. Activists expect protests to escalate during the Muslim holy month of Ramadan, which begins next week. President Bashar Assad’s regime has unleashed a brutal crackdown on the four-month-old uprising, and activists say more than 1,600 people have been killed since it began. The uprising has been the most serious threat to the 40-year ruling dynasty of the Assad family. The government blames the unrest on terrorists and foreign extremists.

Thailand’s anti-corruption body has filed complaints against three former Cabinet ministers and an ex-governor of Bangkok that allege wrongdoing in a contract to buy fire trucks and boats for the Thai capital. Allegations about the contract signed in 2004 are not new. Thailand’s attorney general office had dropped the case for lack of evidence, but the National Anti-Corruption Commission can file complaints directly to the Supreme Court. The case it filed Monday accuses the four officials and the former head of Bangkok’s fire department of abuse of authority, price collusion and corruption over the contract.

Germany’s national disease control centre says it is declaring the country’s deadly E. coli outbreak over. The Robert Koch Institute said yesterday no one has fallen ill for three weeks – a period that covers the disease’s incubation time. There were 52 deaths in all – 50 in Germany and one each in Sweden and the U.S. That made it the world’s deadliest E. coli outbreak. The bacterial strain involved caused an unusually high number of cases of a severe complication that can lead to kidney failure. A total of 4,321 people fell ill in Germany – 852 with that complication.

Ukrainian prosecutors say a Turkish national has been convicted of bribing a navy official to get information on navy patrols in the Black Sea peninsula of Crimea. The Prosecutor General’s Office yesterday said the 41-year-old man, who was not identified, paid the navy official about $7,000 US last year to learn when and where navy ships go on patrol missions. He was convicted to three years and three months in prison. The navy official notified Ukrainian security services and was instructed to feed him erroneous information while the authorities worked on detaining him.

Israel’s prime minister offered a crash program to speed up housing construction yesterday in an effort to defuse a growing wave of protests that has brought about a sharp drop in his approval ratings. Calling the protests “justified,’’ Benjamin Netanyahu announced his plan, which includes creating more apartments for students and allows for giving away some government land at a discount or free of charge in order to lower prices for home buyers. “The housing problem in Israel is one that can be solved,’’ Netanyahu said at a press conference. The Long Shadow of 9/11: America’s Response to Terrorism, a compilation of essays, is being released as the Senate meets to confirm a new nominee for director of the National Counterterrorism Center. The centre was envisioned as a way to share and streamline intelligencegathering among the CIA, FBI and other agencies so as to head off another terror attack. The nominee is Justice Department lawyer Matthew Olsen. The problem now is almost the opposite of that which caused 9/11, according to Olsen’s predecessor, Mike Leiter, who chose to leave after serving two administrations in almost five years at the post. Leiter says there is so much data that it is difficult to figure out which poses the most clear and present danger.

Heather Matarazzo has played some tough parts in her career – from Dawn Weiner in Welcome to the Dollhouse to Sadie Atkins in the Manson Girls. With New York becoming the sixth, and largest, state to legalize same-sex marriage, Matarazzo plans to wed longtime girlfriend Carolyn Murphy. But the couple had no desire to make history last Sunday by getting married on the first day the law took effect. “I always wanted a wedding,” Murphy says. “Not a trip to City Hall.” Wanting to share their union with their friends and family, the couple have opted to plan their dream wedding. Though they can offer few details at this time, both seem to fancy a bucolic setting in the fall or spring. And with large families, Murphy expects the wedding list to top 200 guests. Engaged for three years, the couple originally planned to marry in California. But their plans were nixed when Proposition 8 eliminated the rights of same-sex couples to marry. Now they hope that impending court challenges do not reverse New York’s law before they can say, “I do.”

Davis Guggenheim’s From the Sky Down – a look at supergroup U2 – will kick off the Toronto International Film Festival, the first time a documentary has landed the coveted opening night slot. The festival, which runs Sept. 8 to 18, will also feature Brad Pitt’s Moneyball and the George Clooney political thriller The Ides of March. Two high-profile Canadian films will also unspool at the annual movie extravaganza: Sarah Polley’s Take This Waltz and David Cronenberg’s A Dangerous Method. Moneyball features Pitt as Oakland A’s general manager Billy Beane, while the The Ides of March takes place in the days before a tight presidential primary. It’s one of two Clooney films scheduled for the film fest, along with the Hawaii-set dramedy The Descendants, from Sideways director Alexander Payne. Last year, festival co-director Cameron Bailey broke with tradition and chose a non-Canadian film for opening night. This year, he went a step further by selecting the documentary by Guggenheim, who won an Oscar in 2007 for An Inconvenient Truth.

Friends and family said goodbye to Amy Winehouse yesterday with prayers, tears, laughter and song at a funeral ceremony in London. The singer’s father, mother and brother and close friends, along with band members and celebrities – including producer Mark Ronson and media personality Kelly Osbourne, her hair piled beehive-high in an echo of the singer’s trademark style – were among several hundred mourners attending the service at Edgwarebury Cemetery in north London. The Jewish service was led by a rabbi and included prayers in English and Hebrew and reminiscences from Winehouse’s father, Mitch Winehouse. The cab driver and jazz singer, who helped foster his daughter’s love of music, ended his eulogy with the words “Goodnight, my angel, sleep tight. Mummy and Daddy love you ever so much.” It ended with a rendition of Carole King’s So Far Away, one of Winehouse’s favourite songs.

Testing on the brains of four former CFL players who all died within the last year shows two of them suffered from CTE, or chronic traumatic encephalopathy, a neurological disease that’s been linked to repeated concussions. Jay Roberts, an Ottawa Rough Rider, both had a history of repeated blows to the head during their professional football careers and both their brains showed the hallmarks of CTE, researchers say. CTE, which leaves a distinct pattern of protein deposits in the brain, can cause memory impairment, emotional instability, erratic behaviour, depression and poor

impulse control. The condition also may eventually progress to dementia. Kris Draper loved playing hockey and he loved playing for the Detroit Red Wings. Once the 40-year-old Draper learned he wasn’t a sure bet to play for Detroit next season, he decided to hang up his skates for good. COACH DIES AFTER COLLAPSING WINNIPEG (Canadian Press)

Richard Harris, the Winnipeg Blue Bombers assistant head coach and defensive line coach, died yesterday afternoon after collapsing at Canad Inns Stadium. He was 63. A league source requesting anonymity said Harris collapsed in his office FOOTBALL and was rushed to hospital where he was pronounced dead. Harris was in his sixth season with the CFL club. Bombers president Jim Bell confirmed Harris’s death. “This has struck our entire Richard Harris organization from the top down,’’ he said in a statement. “We are all in a state of shock and first and foremost would like to express our deepest sympathies to his family. “The Winnipeg Football Club has lost not only a great coach, but an even better man.’’ Harris joined the Bombers in 2006 as their defensive line coach and was appointed assistant head coach prior to the start of this season. Winnipeg’s defence has played a major role in the club’s resurgence this year. The Bombers (3-1) are tied with Montreal atop the East Division standings after posting a league-worst 4-14 record in 2010. He is survived by wife Tami and children Kimberly, Chianti, Jennifer and Michael.

McDonald’s Canada is adding dairy and trimming some of the fat from its Happy Meals as part of a broader health push. By the beginning of next year, the children’s meal boxes will come with a serving of strawberry yogurt and a smaller, 31-gram serving of fries that contains 100 calories. The changes come as the fast food industry faces criticism from health officials and others, who blame the chains for childhood obesity and other healthrelated problems. Louis Payette, a spokesman for McDonald’s Canada, said the initiative will be tested in the fall and rolled out at the end of the year. “It’s all part of our menu evolution, which is an ongoing process,” said Payette. “We’re continuing to listen to our customers and trying to meet their needs. People are asking us for more variety, more choice, and we’re glad to provide it to them.” McDonald’s Corp. in the U.S. also announced changes to its Happy Meal yesterday. It plans to include a half-order of apples and a half-order of fries, with all fries or all apples available on request. Customers can already choose between apples and fries, but only about 11 per cent of U.S. customers were ordering apples, the restaurant said.
