A 10 per cent harmonized sales tax will cost an average B.C. family $255 a year less than returning to the former provincial sales tax, according to a new study. David Murrell, professor of public finance at the University of New Brunswick, released the first version of his study last year, examining the switch to the HST in B.C. and Ontario. He calculated a 12 per cent HST would cost an average B.C. family an extra $490 in new sales taxes paid. Factoring in low-income tax credits and grants, the B.C. HST would mean a net $320 tax increase. After the B.C. government announced it would reduce the HST rate to 11 per cent next year and 10 per cent in 2014, Murrell updated his calculations and released the results this week. “If I were a B.C. voter, based on this evidence, I would vote ‘no’ in the HST referendum,” Murrell said. Murrell did a similar study in 1997 when Nova Scotia, New Brunswick and Newfoundland expanded their provincial sales tax to include services, and cut the rate to eight per cent. He also found a net saving to taxpayers in

Goods that were subject to PST will now have it reduced to five per cent. The government has offered personal income tax credits to help compensate for the new HST. And businesses pass on savings from writing off taxes on material inputs and capital spending, lowering the price of products and services. Jock Finlayson, vice-president of the Business Council of B.C., said

Murrell’s study is the first independent academic analysis he has seen since the HST rate cut option was announced in May. Finlayson said he has heard many times that people don’t believe prices will be reduced as a result of HST tax breaks. But independent researchers have looked at the switch from retail sales taxes to value-added taxes around the world, and “without exception” they find that lower prices result, he said.

A new study says the next major earthquake to hit the Pacific Northwest could strike below Washington state’s Olympic Peninsula, south of Vancouver Island. Professor Andy Calvert of Simon Fraser University, the lead author of the study – published recently in the journal Nature Geoscience – says it shows the fault line between two tectonic plates in the Pacific Northwest is seven kilometres deeper than originally believed. He says the fault line underneath Washington state is actually 27 to 42 kilometres, not 25 to 35 kilometres as previously believed. Calvert said that’s important. While the new information won’t help determine when or where the Big One will come – nothing yet can do that – it will help scientists refine their calculations on any ground shaking that will take place during an earthquake. “Essentially, what we saw in Japan is what will happen in the Pacific Northwest sooner or later,’’ said Calvert, noting a major earthquake hits B.C. every 500 years. The last quake was in 1700. “We’re building up to a greater likelihood of a very large earthquake that will have minutes of ground shaking and a large tsunami coming in along the coast line.’’ Calvert said an earthquake in the Pacific Northwest could occur along the fault line and cover an area 100 to 150 kilometres east to west and an area of 500 to 800 kilometres north to south.

‘NEW ENERGY METERS NOT SO SMART’ GROUPS SAY The Green Party of B.C. is calling for a halt to Smart Meter installation across the province over health and environmental concerns, saying other options should be considered for saving energy. Party Leader Jane Sterk said yesterday that the meters that record energy use in homes and businesses expose people to electromagnetic radiation, much like microwaves and cellphones.She said people can choose not to have wireless technology in their homes or use cellphones but won’t have a choice when it comes to Smart Meters because BC Hydro doesn’t allow anyone to opt out of the program. Gary Murphy, chief project officer for the $930-million Smart Meter program, said BC Hydro started installing meters in Prince George and Richmond this week. He said misinformation about health concerns is causing anxiety for some people but that the program is supported by 30 years of research into radio frequencies, which are very low for the meters being used in the province. Sharon Noble, spokeswoman for a group called Citizens Against Unsafe Emissions, said 46 counties and cities in California are opposed to wireless Smart Meters. Noble said she called BC Hydro to ask if she could buy a wired meter, but was told that was not an option. “I told them I would accept only a wired meter and they said ‘No,’ so I said I would see them in court.’’

A man is in police custody after his seven-year-old son died yesterday morning. Campbell River RCMP were called out to assist ambulance attendants at a residence on Alder Street at 2:30 a.m. on July 27. On arrival, officers determined that the boy was suffering from serious injuries. He was then transported to hospital via ambulance where he succumbed to his injuries. Sgt Craig Massey of the Campbell River RCMP could not provide details on what the boy’s injuries were. Nor are names being released yet.

Two men who tried to smuggle a record-setting 1,000 kgs of cocaine onto Vancouver Island have been sentenced to 16 years in prison. When time already served is factored in, Scott Pedersen of Port Hardy and Vincent Serrano-Hernandez of Mexico will face 14 years and seven months behind bars. They were arrested near Port Hardy in March 2010 after travelling from Panama in Pedersen’s sailboat.

Fight HST leader Bill Vander Zalm says he has concerns about the openness of the process to count ballots in the harmonized sales tax referendum, but Elections BC says the former B.C. premier has nothing to worry about. Vander Zalm said yesterday the ballots for the mail-in referendum are being stored at a secret location. Ballotcounting observers, including himself, are only permitted to be present when the ballots are actually counted. The former premier sent a letter to the Liberal government asking for “an open process at all stages of ballot handling ... (and) full protection of the peoples’ ballots.”

Vander Zalm said gathering the ballots at an undisclosed location will leave people with the perception that the observing process was not completely open from start to finish. “There is a secret warehouse where the ballots come and they are sorted – to what extent we don’t know,’’ said Vander Zalm at a news conference outside Elections BC’s offices. “We don’t know what’s happening at this first facility and that leaves a lot of questions for a lot of people.’’ Elections BC spokesman Don Main said HST vote counting observers, including Vander Zalm, will have the same observer access to the process as official scrutineers do on provincial election nights.

A self-educated chemist is facing charges after the first known clandestine fentanyl lab in the country was found in North Surrey. A 30-year-old Surrey man, who was living with his 59-year-old mother, is facing charges of production of a controlled substance and possession for the purpose of trafficking. It came to light after medical crews responded to a man in distress in the 15400block of 101A Avenue.

Ailing NDP Leader Jack Layton joined his caucus colleagues by telephone yesterday morning as they endorsed his pick of Quebec MP Nycole Turmel as his interim replacement. NDP MPs on Parliament Hill listened as Layton, speaking from his home in Toronto, laid out his reasons for choosing Turmel to lead the party as he seeks treatment for a new bout of cancer. And then in an emotional turn, dozens of MPs lined up to speak to Layton and offer their best wishes as he confronts this latest health scare. “We’ve had a wonderful discussion supporting each other and our leader,” said NDP MP Libby Davies after the meeting ended. Layton was in “great spirits,” said party president Brian Topp, who talked to the leader before the meeting. “His voice was strong. He was in good humour,” Topp said. He added that Layton was grateful for the thousands of messages of support from across the country since

he announced Monday that he was taking leave to battle cancer. “He’s drawing great power and spirit from them,” he said. The Parliament Hill meeting involving the 103-member caucus was a mix of business and peer support as NDP MPs meet for the first time since Layton’s sad announcement earlier in the week. Though Layton has pledged to be back in Ottawa by mid-September, his gaunt appearance and raspy voice on Monday rattled many as he revealed he was battling an undisclosed type of cancer. Caucus backed Turmel to lead the party in the interim. Today the party’s federal council will meet to finalize the pick. Though just elected on May 2, many have praised Turmel’s skills during her time as president of the Public Service Alliance of Canada. “These are terrible circumstances, no doubt about that. No one celebrates what is happening here. But I think we’ve got the bench strength on this team to step forward and handle it,” Topp said. Topp said that while the NDP has “great politicians” who are ambitious, he doesn’t fear anyone making a play for the leadership while Layton is away. Anyone who does “would probably regret it,” he said. “Jack Layton is the most successful federal leader the NDP has ever had. … I would be astonished if there were egregious or unhelpful members of the team,” Topp said.

A group of 65 independent pharmacy owners in Newfoundland and Labrador is backing away from a threat to withdraw from the provincial drug prescription card program. Members had warned that they were going to pull the plug today in a dispute with the provincial government that would have required customers to pay upfront for their medications. However, the association now says it will fight the government through other means.

National Defence plans to drop the use of a dedicated civilian cargo ship to haul military supplies and equipment after discovering the federal government lost millions of dollars in the arrangement. The ship has been used 13 times since October 2007. Documents reveal that most of the time the ship had either been waiting for orders or sailing empty at a cost of $21.3 million to taxpayers. Defence bureaucrats say had they leased ships on a spot basis, it would have likely cost a total of $13 million.

The Halifax Regional Municipality can be run by seven fewer councillors, a Nova Scotia regulatory body decided yesterday. The Utility and Review Board ruled that city council be reduced to 16 members from the current 23, plus the mayor. Mayor Peter Kelly supported the cut to 16, while others called for an even smaller council. The majority of councillors wanted to maintain the status quo.

Authorities in Quebec have seized a collection of shoes so big it would make Imelda Marcos blush. The RCMP seized the name-brand shoes this week – mostly from a warehouse near Quebec City.

A Minnesota woman whose motor oil was mistaken for heroin says she isn’t going to sue the Canada Border Services Agency because she can’t afford to. Janet Goodin spent 12 days in a Manitoba jail after border guards found a canning jar of brown liquid in her van. The border guards who tested the substance at the scene believed it was heroin, and Goodin was jailed until lab tests showed it was, in fact, motor oil.

Hundreds of unticketed tourists have been turned away from Machu Picchu this week as Peru’s famed Inca ruins reached capacity. Britain’s advertising standards council says it has banned two magazine advertisements for makeup featuring actress Julia Roberts and model Christy Turlington. The Advertising Standards Authority has found that the airbrushed images used by L’Oreal were misleading, as they exaggerated the results of using its products. The advertising watchdog said yesterday the magazine ads could no longer be used. It acted after a complaint from a female lawmaker. The digitally altered photographs show Roberts and Turlington promoting foundation sold by Lancome and Maybelline, two brands marketed by L’Oreal.

But the policy allows research on embryos that were culled long ago through private funding. U.S. District Judge Royce Lamberth last year said the lawsuit was likely to succeed and ordered a stop to the research. But under protest, the U.S. Circuit Court of Appeals overturned Lamberth’s injunction and said the case was likely to fail. Lamberth said in his opinion yesterday that he is bound by the higher court’s analysis and ruled in favour of the administration’s motion to dismiss the case. “This Court ... must find that defendants reasonably interpreted the Dickey-Wicker Amendment to permit funding for human embryonic stem cell research because such research is not ‘research in which a human embryo or embryos are destroyed,’” Lamberth wrote.

Jean Holmgren doesn’t like country music and had never heard of Blake Shelton. Then came The Voice. A few months later, she’s the proud owner of Shelton’s new album, one of more than 116,000 fans who made Red River Blue the tall Oklahoman’s first No. 1 on the Billboard album charts this month. “Once Blake was on my radar from The Voice, I heard his new single and I was really impressed,” said Holmgren. “I was never a country fan but he has such a good voice. The song Honey Bee is really cute and I guess it’s kind of a crossover song, if you want to call it that. From there I watched some videos on his YouTube channel and followed him on Twitter. I love his sense of humour!” While The Voice, American Idol and other talent shows are designed to make stars out of unknown talent, they’ve also had the effect of boosting the fortunes of some of the contest’s singing celebrity judges. This year Steven Tyler and Jennifer Lopez became judges on Idol, marking the first time the panel had singers still with viable careers. The Voice relied solely on current hitmakers in its first season and found a winning combination with Shelton, Cee Lo Green, Christina Aguilera and Adam Levine. Shelton hit the publicity trifecta when The Voice became a sensation, taking an already solid country career that was on the rise to a nation looking for someone interesting.

Shelton has watched his fan base grow week by week at the same time, on Twitter and even on the streets. “It actually blows me away,” Shelton said. “It’s definitely obvious. Just walking down the streets of New York City ... people are stopping me and wanting to say hi and take a picture or something, and it’s always about that show. I’ve been going to New York City and Los Angeles for 10 years and you can count on one hand how many times someone has recognized me in New York City.”

The Empire has struck out. Britain’s Supreme Court yesterday defeated a bid by George Lucas’ company to stop a prop designer making and selling replicas of the iconic stormtrooper helmets from the Star Wars ďŹ lms. The court did, however, prevent him from selling them in the U.S. Andrew Ainsworth sculpted the helmets worn by the sinister galactic warriors in the original Star Wars ďŹ lm in 1977, and now sells replicas. LucasďŹ lm Ltd. has been trying for years to stop him. LucasďŹ lm’s lawyers argued that the stormtrooper suits are sculptures and therefore works of art covered by copyright law. Two lower courts ruled in 2008 and 2009 that the costumes were props, not artworks – victories for Ainsworth. The country’s highest court yesterday upheld those decisions. The panel of ďŹ ve judges said “it was the Star Wars ďŹ lm that was the work of art that Mr. Lucas and his companies created. The helmet was utilitarian in the sense that it was an element in the process of production of the ďŹ lm.â€?
