B.C. POLICE HUNT ASSAULT SUSPECT

Penticton RCMP have spread their manhunt for David Wesley Bobbitt after a brutal attack on a woman found bound in his shop on Sunday. Bobbitt is wanted on a charge of attempted murder after a 22-year-old woman was found tied up and brutally beaten inside his store called Dave’s Second Hand Store in Penticton. Her two-year-old child was also found inside unharmed. Cpl. Dan Moskaluk said RCMP are working with detachments across the country in case Bobbitt tries to leave B.C. Police believe the man will not get far as he does not have a vehicle registered to him and because of the attention media is giving to the David Bobbitt incident. Friends of the victim said the woman was knocked out with a sledgehammer on her way out of the store. Police RCMP describe Bobbitt as a white male, 35 years old, 5’7”, 180 pounds, brown eyes, balding brown hair, medium build and clean shaven. Anyone who has seen Bobbitt or know of his current whereabouts are asked to immediately call 9-1-1, Penticton RCMP at 250-492-4300 or CrimeStoppers at 1-800-222-8477. Investigators would also like to speak to anyone who may have frequented Dave’s Second Hand Store on Saturday.

U.S. HOUSE PASSES BILL TO AVOID DEFAULT WASHINGTON (Associated Press)

The Republican-controlled House of Representatives passed compromise debt-limit legislation Monday night after a bitter fight, preventing a U.S. default on its obligations at a cost of deep cuts in government spending. The measure still must gain approval in the Senate before it goes to the White House where President Barack Obama has promised to sign it into law. It passed the House 269-161. Passage in the Senate was seen as nearly certain.

B.C. EYES MOBILE GAMBLING APPS TOM FLETCHER (Black Press)

Trying to maintain market share in rapidly evolving gambling business, B.C. Lottery Corporation is looking at expanding its online games and tickets to mobile phones and tablets. BCLC launched its gambling website PlayNow.com a year ago, as unregulated internet poker websites started cutting into the province’s lucrative casino and lottery business. B.C. was the first government in North America to jump into online gambling, and PlayNow.com now bills itself as “B.C.’s only legal gambling website.” At the July 2010 launch, cabinet minister Rich Coleman estimated that B.C. residents were spending $100 million a year on online gambling, and made no apologies for encouraging BCLC to go online and raise its betting limit to $9,999. Now some of those unregulated sites are moving to smartphone and tablet applications, and BCLC is preparing to do the same. A survey asks PlayNow.com customers if they would use their mobile devices to play lotteries, poker, casino games and sports betting. A BCLC spokesperson said no decision has been made yet to proceed with mobile gambling.

PlayNow.com now has 170,000 registered players, and is running ahead of expectations, despite an initial software glitch that mixed up player bank accounts and forced a month-long shutdown. Online gambling still represents only one per cent of the corporation’s revenues, but that’s expected to grow to four per cent by 2014.

The bulk of BCLC’s more than $1 billion annual profit comes from conventional lotteries and casinos, as slot machines have displaced bingo games in recent years. After returning some of the gambling-funded community grants that were cut in 2009, Premier Christy Clark appointed former Kwantlen University president Skip Triplett to review eligibility for the grants and stabilize funding for non-profit groups. Triplett’s community forums begin Aug. 11 on Vancouver Island, moving to the B.C. Interior and finishing in Metro Vancouver in September.

WOMAN ARRESTED AFTER STABBING IN MAPLE RIDGE MAPLE RIDGE NEWS (Black Press)

A woman has been arrested after a man was stabbed at an intersection in downtown Maple Ridge early Sunday. Ridge Meadows RCMP were called to at Dewdney Trunk Road and 222nd Street at around 5:30 a.m., said Insp. David Wendell. They found a man suffering from “knife” wounds. He was taken to hospital, where he remains with “extremely serious” but “non-life-threatening” injuries, Wendell said. Police arrested a woman at the scene. Wendell said the man and woman were well known to each other.

SCUBA DIVER DEAD AFTER ALBERNI ACCIDENT ALBERNI VALLEY NEWS (Black Press)

A man is dead after becoming entangled in a fishing net during a scuba dive at Alberni’s Harbour Quay, RCMP Staff Sgt. Kevin Murray said. Emergency crews responded to a call of a diver in distress at the quay at 8:50 p.m. on Sunday. Upon arrival, emergency personnel found a scuba diver tangled in a fishing net in the water. Emergency crews performed CPR on the man before rushing him to West Coast General Hospital where he was pronounced dead.

WOMEN FACE CHARGES IN DUMPSTER FIRES NELSON STAR (Black Press)

Two women have been arrested in a rash of dumpster fires in Nelson over the weekend. Two of the fires occurred behind the Chahko Mika Mall overnight Friday-Saturday and another at the Bogustown Pub overnight Saturday-Sunday. Both are Nelson residents, although one, 30, is formerly of Grand Forks, and the other, 49, is originally from Prince George.

PROLIFIC CONVICT CAUGHT STEALING HOME TIM PETRUK (Kamloops This Week)

He stole a car in an attempt to get home in time for his court-ordered curfew. As a result, a Kamloops prolific offender will spend the next three months behind bars. Tyrell Malcolm Kinbasket pleaded guilty last week in Kamloops provincial court to charges of theft under $5,000 and flight from police. Court heard the 20-year-old and his girlfriend were at a friend’s house on the night of June 28. At about 11 p.m., Kinbasket began asking people for a ride home in order to make his court-imposed curfew. He asked the homeowner, who said she couldn’t because her vehicle wasn’t insured. The homeowner then went to bed, but awoke a short time later to find

her vehicle gone. Police spotted a car being driven erratically an hour later on Mount Paul Way. Mounties followed the vehicle south over the Red Bridge and onto Lorne Street. When an officer attempted to stop the vehicle, the driver raced off west toward Riverside Park. Police then called off the chase in the interest of public safety, but noticed the vehicle turn right onto a dead end. An officer then saw the driver – later determined to be Kinbasket – jump out of the car and head toward the river. After that, he was gone. Three hours later, a Mountie in the area of Kinbasket’s home noticed a taxi pulling up to the house. He saw a wet, cold Kinbasket getting out of the vehicle and promptly arrested him.

THREE KILLED IN NORTHERN HELICOPTER CRASH TERRACE STANDARD (Black Press)

Stewart RCMP responded to a report of a helicopter crash late Sunday afternoon on Nelson Glacier near Stewart. RCMP investigators reached the crash site by air and confirmed that the three souls onboard perished in the crash. The helicopter operated by Vancouver Island Helicopters had three people on board (pilot and two passengers) who were on a geological work related flight. The helicopter firm attended the area to assist in transporting the RCMP investigators to the location.

SUSPECT IN WIFE’S KILLING APPEARS IN COURT SURREY LEADER (Black Press)

The man charged with slaying Ravinder Kaur Bhangu appeared in court Friday to set a date for trial. Manmeet Singh, 26, was in Surrey Provincial Court, speaking to the judge through a court-appointed translator. Singh is charged with first-degree murder, aggravated assault and assault with a weapon related to the slaying of his wife, 24-year-old Ravinder Bhangu on July 28 at the Sach Di Awaaz Newspaper (Voice of Truth) office. Singh is scheduled for another court appearance on Aug. 5.

The Canada Border Services Agency has announced the removal from the country of a war-crimes suspect. Manuel De La Torre Herrera, from Peru, was arrested July 25 in Toronto, just days after the federal government launched a website featuring 30 alleged war criminals. The government says Herrera was part of a brutal regime in Peru, and was denied a refugee claim several years ago. He went underground and was only found last week.

Canada’s spy agency denies it practises a controversial anti-terrorism tactic that got it a firm knuckle-rapping from a federal watchdog. The Canadian Security Intelligence Service’s insistence that it does not employ the technique known as disruption is squarely at odds with the findings of the Security Intelligence Review Committee. The committee has recommended CSIS seek ministerial guidance on disruption – letting suspected terrorists know they are under investigation with the aim of prompting them to drop their plans.

OILSANDS WORKER DIES IN NORTHERN ALBERTA A worker has died in an accident at an oilsands site in northern Alberta. Flint Transfield Services says in a news release that the accident happened at a Suncor Energy site on Sunday evening. The company says the worker was taken to hospital in Fort McMurray but died yesterday. Pam Sharpe with Alberta Occupational Health and Safety told CHED radio the 55-year-old victim was working on a well pad when a piece of equipment came loose and struck him in the chest.

“It’s like a cancer in a human being: if you catch it in time, it will be OK, but if you don’t it will spread,” said Mirza, a professor emeritus of civil engineering at McGill University. The aging road network in the Montreal area has forced lane closures on several overpasses and bridges this summer, as engineers scramble to deal with the city’s crumbling infrastructure. There were no injuries as the morning collapse came during a quiet period along the normally busy stretch of highway – where an average of 100,000 vehicles roll by every weekday. Inspectors with the provincial Transport Department later noticed another unsteady concrete beam in the same tunnel and used a crane to rip it down.

Health-care professionals are still facing problems moving across borders within Canada more than two years after an agreement to eliminate those barriers. The provinces agreed in 2008 to a deal that was supposed to make it easier for doctors to have their licences recognized in other provinces. But some doctors say they are still having problems moving their accreditation from one province to another. They say the colleges who are responsible for licensing doctors are not respecting the spirit of the agreement.

A 30 year old man has been killed and two other people wounded in a shooting incident involving Toronto police. It happened Saturday evening along the route of Toronto’s annual Caribbean Carnival parade after the parade was over. Ontario’s Special Investigations Unit issued a statement on the weekend saying police responded to a report of a disturbance involving three men and that shots were fired when the officers interacted with the men.

Norway’s prime minister has called on political leaders to show restraint in their discourse as the country emerges from mourning the 77 victims of a bombing and youth camp massacre. NASA heads for Jupiter this week. And its mission can’t get much greener. A solar-powered, windmill-shaped spacecraft named Juno is set to become the most distant probe ever powered by the sun. The robotic explorer is equipped with three tractortrailer-size solar panels. A rocket is set to launch the spacecraft on Friday morning from Cape Canaveral. It will take Juno five years to reach Jupiter, the largest planet in the solar system. The spacecraft will orbit the planet for a year, sending back photos and other data.

Hundreds gathered in India’s capital to protest sexual violence against women. New Delhi is the latest city to hold an international series of protests known as “SlutWalk.” India’s protests featured none of the short skirts, fishnet stockings or lingerie typical in other cities. But the marchers’ message was no less adamant. While millions of women in India now work outside their homes, the country is still largely conservative. The protests originated in Toronto, sparked by a police officer’s remark that women could avoid being raped by not dressing like “sluts.”

Sri Lanka’s government has acknowledged for the first time that there were civilian casualties in the final phase of the country’s civil war against Tamil Tiger rebels. A Defence Ministry report released yesterday said “it was impossible” to avoid civilian deaths given the magnitude of the fighting and ruthlessness of the opponent. The report analyzes the events of the war and denies allegations of human rights violations by Sri Lankan troops. The decades-long war ended in May 2009 after a final offensive that saw tens of thousands of people killed in just a few months.

The European Union expanded its sanctions against Syria yesterday, imposing asset freezes and travel bans against five more military and government officials. The EU decision brings the number of individuals targeted by the EU to 35, including President Bashar Assad. Four government entities are also on the list. The FBI is investigating whether a dead man in the U.S. Pacific Northwest is D.B. Cooper, who hijacked a passenger jet in 1971 over Washington state and parachuted with $200,000 in ransom. Cooper has never been found. FBI agent Fred Gutt said yesterday the bureau is following up a “credible” lead in the unsolved case and is focused on a suspect who died more than 10 years ago. Gutt said the bureau received a tip from a retired law enforcement source about the dead man possibly being Cooper. FBI agents requested personal effects of the possible suspect, who died of natural causes. The FBI is trying to find fingerprints or DNA on the dead man’s effects to compare with items the hijacker left behind. Federal investigators have checked more than 1,000 leads since the suspect bailed out on Nov. 24, 1971, over the Pacific Northwest. The man who jumped gave his name as Dan Cooper and claimed shortly after takeoff in Portland, Oregon, that he had a bomb, leading the flight crew to land the plane in Seattle, where passengers were exchanged for parachutes and ransom money. The flight then took off for Mexico with the suspect and flight crew on board. The hijacker parachuted from the plane after dark as it flew south.

The press censor as Canadian hero? That’s the unexpected conclusion of a new book that lifts the veil on press censorship in Canada during the Second World War, and turns accepted wisdom on its head. Wartime newspapers, it turns out, were generally timid and supine, content to regurgitate government-approved handouts to fill columns about the war against the Axis powers. The censors, on the other hand, stood as a bulwark against a total blackout of information demanded by the military. They fought for the rights of newspapers to better inform Canadians about the war effort, including Allied failures – but often were greeted with a shrug by ink-stained editors. “The censors found themselves in the odd position of fighting the military for the release of information to newspapers that didn’t seem to care whether they got it or not,” author Mark Bourrie concludes in The Fog of War: Censorship of Canada’s Media in World War Two. “On paper, the censorship system had enormous power. In reality, it acted as shepherd to Canadian media that were usually all too willing to play the role of sheep.”

HSBC BANK TO CUT 30,000 JOBS WORLDWIDE LONDON (Associated Press)

British banking company HSBC said yesterday it will cut 30,000 jobs worldwide by 2013 and sell almost half its bank branches in the U.S., part of a new strategy to cut back on retail operations in some parts of the world and focus instead on fast-growing emerging markets. The bank, which reported a three per cent increase in pretax profits to $11.5 billion in the six months to June, has already cut 5,000 jobs this year. Bank spokesman Patrick Humphris said another 25,000 will be slashed by 2013. HSBC currently employs around 296,000 people worldwide. Randy Moss is calling it a career after 13 seasons in the NFL as one of the most dynamic and polarizing players the league has ever seen. Moss’s agent, Joel Segal, said yesterday that the receiver was considering offers from several teams, but made the decision to retire. Segal declined to comment specifically on the offers, instead saying his 34-year-old client felt the time was right to step away. “Randy has weighed his options and considered the offers and has decided to retire,” Segal said. If this indeed is the end for Moss, he leaves the game with some of the gaudiest statistics ever posted by a receiver. His 153 touchdowns are tied with Terrell Owens for second on the career list, and he’s also fifth in yards (14,858) and tied with Hines Ward for eighth in receptions (954). Voters in a suburban New York community already paying some of the highest property taxes in the U.S. overwhelmingly rejected a referendum yesterday to borrow $400 million US for the construction of a new hockey arena and ballpark. With about 71 per cent of the vote counted, no votes outstripped yes votes by a 57-to-42 per cent vote, according to unofficial returns from the Nassau County Board of Elections. NBA talks have started again and are apparently going nowhere. A downcast commissioner David Stern said “nothing” gave him reason for encouragement after a 2 1/2-hour meeting yesterday between owners and players, the first to include leadership from both sides since the lockout began exactly a month ago. “I don’t feel optimistic about the players’ willingness to engage in a

serious way,” Stern said. Stern added nothing had changed since the last meeting on June 30, hours before the old collective bargaining agreement expired, and said he doesn’t feel players are bargaining in good faith. Players argue that although owners insist they are committed to making a deal, their proposals say otherwise. Neither side offered a new proposal yesterday, exactly three months before the Nov. 1 scheduled opening of the regular season that seems more in doubt than ever. Stern and deputy commissioner Adam Silver were joined by San Antonio owner Peter Holt, who

heads the labour relations committee, and Board of Governors chairman and Minnesota owner Glen Taylor represented ownership. Players’ association executive director Billy Hunter, and president Derek Fisher and vice-president Theo Ratliff, both of the Lakers, attended along with union lawyers. “It’s a tough position to be in,” Fisher said. “I think Peter, Glen Taylor, commissioner Stern, Adam Silver are articulating certain things in the room, expressing their desire to get a deal done, but where their proposal lies makes it hard to believe that.” Fisher said the sides would try to meet at least two or three more times in August.

CZECH CARTOON HERO LITTLE MOLE RETURNS FROM ORBIT

A stuffed toy of Little Mole, the Czech cartoon hero, returned home Friday after a voyage to outer space on NASA’s shuttle Endeavour. The 19-centimetre toy accompanied American astronaut Andrew Feustel on NASA’s last shuttle mission. Feustel’s wife, Indira, is of Czech origin. Feustel arrived in Prague Friday carrying the toy – modeled after the character created by Czech animator Zdenek Miler and known locally as “krtek.” The Little Mole character is always cheerful and ready to help those in need. He has appeared in many cartoons since his creation in 1956 and is popular among children in Eastern Europe and countries such as Germany, Austria, China and India. He said the mole enjoyed the flight, but was not allowed to space walk because he didn’t have a proper suit. “Krtek spent a lot of time floating around the international space station,” Feustel said. On its last voyage that ended June 1, Endeavour took the Alpha Magnetic Spectrometer to the International Space Station where it will collect evidence of antimatter, dark matter and other elusive elements of the universe over the next 20 years.
