HYDRO RATE HIKES TO BE CUT BACK

BC Hydro should reduce its proposed rate increases by half and prune back a corporation that has become overstaffed and micromanaged, according to a review panel appointed by the province. Energy Minister Rich Coleman said yesterday he accepts the recommendations of a report by the three deputy ministers he appointed in April. They include reducing BC Hydro’s rate application to the eight per cent interim increase already being charged this year, followed by rate hikes of 3.9 per cent in each of the next two years. The B.C. Utilities Commission must approve any rate increases. The rate proposal currently before the commission is for increases of nearly 10 per cent this year, next year and 2013. With an aggressive reconstruction and expansion of the power grid underway, BC Hydro had been planning to raise rates by about 50 per cent in the next five years. Rolling back the increases requires BC Hydro to cut costs by $800 million over three years. The review panel estimates that would mean a reduction of up to 1,000 of the corporation’s 6,000 employees. BC Hydro CEO Dave Cobb said the corporation has already identified 250 positions that can be eliminated, and is working on efficiency measures that will cut another 350 jobs. NDP energy critic John Horgan focused on the panel’s recommendation that the province rethink its 2016 deadline for BC Hydro to become self-sufficient in electricity. That target was imposed by former premier Gordon Campbell to spawn a costly private power industry, and it should be scrapped altogether, Horgan said.

The only other mail-in referendum in B.C. was the 2002 vote on aboriginal treaty principles, which saw a return of 790,182 votes, about one third of the total sent out.

A three-old-boy was airlifted to hospital yesterday afternoon after toppling out of a second-storey window in Maple Ridge. The toddler was playing in his house on Cottonwood Drive near 116th Avenue when he pushed through a screen around 2:15 p.m., falling on to the pavement below. His fall was broken by a plastic playhouse, said fire chief Peter Grootendorst. Grootendorst added the child had no serious visible wounds but was in obvious pain. An air ambulance was called in to transport him to hospital so he could be checked for internal injuries. The boy was conscious and holding a teddy bear when he was loaded onto the helicopter, which landed at Thomas Haney secondary. He is the second child to tumble through a screened window in Metro Vancouver since Wednesday and the fifth so far this summer. On Wednesday, a two-year-old

boy fell from third-storey window of a townhouse in Surrey. In early June, a two-year-old New Westminster girl died of injuries sustained in a similar fall. “This is a reminder for all parents to be vigilant when children

are playing near open windows,” said Ridge Meadows RCMP Cpl. Alanna Dunlop. “Even though the opening had a window screen in place, this may not be enough to stop a small child from going through.”

The cat came back – all on its own. In the end, the $5,000 reward, hundreds of missing posters, national media coverage, online and social media campaigns, classified ads, a tracking dog request and 12 straight days of searching day and night were for naught. Kitty the feline, who went missing from a downtown Kelowna home on July 30, reappeared Wednesday in the same spot she disappeared from. “I have no idea what happened to her and probably never will,” said relieved owner Barb Cook. “She’s lost a ton of weight, is really dirty and smeared with grease and is traumatized. My best guess is that she ended up trapped in someone’s shed or garage and bolted as soon as she could to come back.” The irony of the extraordinary measures to find the cat to have it simply return are not lost on Cook. “I know,” she said with a laugh. “People have asked me in jest if the cat wasn’t here the whole time and I

Workers have uncovered a live artillery round on a West Vancouver construction site. West Vancouver police say they were called to the excavation site Tuesday afternoon where workers found a brassencased munition weighing up to 18 kilograms. Police say the part that ignites the round – the munition’s primer – was still intact. The RCMP’s explosives unit was called, who in turn called in the navy explosives disposal unit, which took the round away for destruction.

Former Tsawwassen resident and beauty queen Karla Paula Henry was stabbed in her condominium near Manila, Filipino media reports. Her pageant mentor said her lungs were slightly punctured but her condition is described as stable.

The story was picked up by newspapers and websites across Canada and Cook was flooded with calls of sympathy, support and tips of where to look for lost cats. It was Cook’s three-year-old niece, Caira, who spotted Kitty back in the yard Wednesday morning. Caira’s mother, who is Cook’s sister, won’t allow Cook to give the child the reward money. “I think what I’d do is use the $5,000 for a down payment as originally planned and then save and offer to pay for Caira’s tuition for first-year college or university in 15 years time,” Cook said. Kitty is now getting a bath and veterinarian check and then Cook will scour town again – this time to take down all the missing posters she put up and tell all the people she contacted that Kitty has come home.

Home prices are hanging onto big one-year gains in the Lower Mainland. The benchmark price for detached houses topped $898,000 in July, a 13.3 per cent increase from a year ago, reported the Real Estate Board of Greater Vancouver. The association reported apartment prices were up 4.5 per cent over one year to $405,000 while attached units were up 6.9 per cent to $525,000. Fraser Valley realtors said detached houses sold for a benchmark price of $534,000 there in July, a gain of about 4.6 per cent from a year earlier.

An eleven-year-old boy was airlifted to Children’s Hospital in Vancouver following a steer-riding accident at Chilliwack Fair Saturday night. Organizers said it was not clear whether the boy, who was riding in the under-15 event, was trapped between the steer and the metal fence, or whether the steer trampled on him after he fell off. His femur was broken just below the hip and was operated on Sunday morning. The child, who lives in Quesnel, was released from hospital and flew home Wednesday.

Statistics Canada says merchandise exports fell 1.7 per cent in June while imports decreased 0.2 per cent. The agency says the country’s trade deficit with the world widened from $1 billion in May to $1.6 billion in June. A Saskatchewan school division is facing a lawsuit over a student’s cellphone. It dates back to March 2010 when a boy was texting in class at Riverside School in Prince Albert. A statement of claim says the cellphone was taken away and brought to the vice-principal, who allegedly read a text message about a stolen car. The youngster was forced to bring police to the stolen vehicle. The lawsuit claims the boy had to move away because he fears retaliation for helping the police.

Police are probing the online musings of a Montreal man after receiving a deluge of complaints from around the world. In the past few days, more than 3,000 people have signed a petition calling on police to investigate reports of death threats against atheists and secular scientists. Each signature resulted in an email to police. Some people allegedly being threatened say the Montrealer, who goes by the online moniker “David Mabus,” has been at it for 20 years. Police say they are investigating threats primarily made using Twitter.

A dispute over ownership of a monastery in Croatia has led to unusual strains between the Vatican and Croatia, a staunchly Catholic bastion in the Balkans. The Vatican expressed “astonishment” yesterday that Croatian authorities have refused to go along with a decision by Pope Benedict XVI that Croatia’s Catholic church return the monastery to a Benedictine community in Italy and pay nearly $9 million in compensation. Lebanese authorities have informed the special court investigating the assassination of former Lebanese Prime Minister Rafik Hariri they are unable to arrest four suspects, all members of Hezbollah, or serve them with their indictments, the tribunal said yesterday. Court President Antonio Cassese appealed to the four men to hire lawyers and turn themselves in – or at least make themselves available by video link to participate in their trial. “The march to justice is inexorable, and one way or another we will end up with a trial,” Cassese said.

Venezuelan President Hugo Chavez is accusing his political opponents of representing U.S. interests and trying to stir discontent in the military while he is undergoing cancer treatment in Cuba. Chavez says in a phone call on Venezuelan state television that his opponents are, in his words, “subordinated to the empire” – his term for the U.S. The president also charges that political opponents are trying to divide and demoralize the armed forces. He says the military’s response to provocations from his opponents should be to remain unified.

Even words aren’t cheap anymore. The United Nations is putting a word limit on reports because of the costs of reproducing and translating them. Kassym-Jomart Tokayev, the UN’s director-general in Geneva, told the Conference on Disarmament yesterday that the new word limit is “due to increasing financial constraints and the strain on translation services.” He told nuclear arms negotiators to limit their reports to no more than 10,700 words, while reports from the UN’s own secretariat are limited to 8,500 words.

India’s president has rejected the mercy petitions of three men sentenced to death for the 1991 assassination of former Prime Minister Rajiv Gandhi, the presidential office said Thursday. Gandhi was killed by a suicide bomber belonging to Sri Lanka’s Tamil Tigers while campaigning for his Congress party in southern India. A total of 26 defendants were sentenced to death in 1998 after a sixyear trial. However, an appeals court commuted the sentences of 22 defendants to life imprisonment and another had her clemency plea accepted.

Israel’s interior minister gave final authorization to build 1,600 apartments in disputed east Jerusalem and will approve 2,700 more in days, officials said yesterday, detailing a plan that could complicate diplomatic efforts to dissuade Palestinians from declaring statehood at the United Nations. Betty Ford Center managers learned this week that the former first lady’s final wishes call for the rehab centre that bears her name to receive $500,000 US in donations. Betty Ford authorized a $400,000 donation in her final will, the centre said. The facility will also receive another $100,000 from a foundation former President Gerald Ford and his wife founded a decade ago. The centre was co-founded by Betty Ford in 1982 and it has treated nearly 100,000 patients, including numerous Hollywood celebrities, for drug and alcohol dependency. Despite its high-profile clientele, the facility remains one of the most respected treatment centres in the United States. The outspoken former first lady personally greeted patients at the centre for years and remained a high-profile advocate for treatment solutions, especially for women. She granted the Betty Ford Center rights to use her name forever, the facility said. “Mrs. Ford was and always will be the heart and soul of this place of healing,” Mary Pattiz, chairman of the Board of Directors. “It means so much to us that after all she had given over the past 30 years, the centre was still front and centre in her mind during her final days.”

BIN LADEN MOVIE IGNITES U.S. FEUD WASHINGTON (Associated Press)

A movie about the hunt for Osama bin Laden, expected in theatres just weeks before the 2012 U.S. presidential election, is already generating a partisan political feud. Rep. Peter King, R-N.Y., chairman of the House Homeland Security Committee, says he’s worried that the Obama administration will only be too happy to give sensitive details about the Navy SEAL mission to the Oscar-winning moviemakers behind the project. White House spokesman Jay Carney suggests that King should have better things to do than complain about a movie. King has sought an investigation by the CIA and Pentagon inspectors general, wanting them to review the administration’s co-operation with director Kathryn Bigelow and screenwriter Mark Boal, both Academy Award winners for The Hurt Locker. King said too much information already has leaked out about the Navy SEAL raid in May that killed bin Laden in Pakistan, and he noted that Pentagon officials have cautioned against further discussion of the mission. Among other things, King asked the inspectors general to determine what consultations occurred in the administration about providing Hollywood with access to covert military operators and clandestine

CIA officers. Carney told reporters, “When people, including you in this room, are working on articles, books, documentaries or movies that involve the president, ask to speak to administration officials, we do our best to accommodate them to make sure that facts are correct. That is hardly a novel approach to the media. “We do not discuss classified information. And I would hope that as we face the continued threat from terrorism, the House Committee on Homeland Security would have more important topics to discuss than a movie.”

Royce da 5’9” has enjoyed a No. 1 album thanks to his collaboration with Eminem, but he doesn’t enjoy the same amount of fame. He’s still aiming high, though. “It would be great if I could be in that position,” says Royce. The rapper has toiled under the radar for years, but is enjoying a different side of fame since working with Eminem, whom he has known for years. Their joint album Hell: The Sequel under the moniker Bad Meets Evil was a success, and Royce appeared on stage with Eminem at the recent Lollapalooza festival in Chicago. “It’s one of the most massive things that I’ve ever been a part of performance-wise. It was crazy, the energy was great, everybody showed Marshall a lot of love,” Royce said in an interview about Eminem, whose real name is Marshall Mathers. “Once you reach that level of superstardom, like when you’re beyond hip-hop, that’s like something else. Not everybody is built for that,” says the rapper. But Royce is hoping to ride the wave of his Bad Meets Evil success with his new album, Success Is Certain, which was released this week.

When Top Gun was released 25 years ago, Kelly McGillis says she was constantly confronted by fans crooning You’ve Lost That Lovin’ Feelin’, the song Tom Cruise serenades her with in the hit film. “It was horrifying, I couldn’t go anywhere without people looking at me and singing to me,” McGillis recalled. “It was terrible! If I never heard that song again I would be happy ... because every time I went any place people would sing to me.” McGillis shot to stardom in the blockbuster as Charlie, the flight instructor who falls for cocky pilot Maverick, played by Cruise. For ‘80s film-goers, the couple’s initial encounter became a classic cinematic meeting: Maverick notices McGillis’s character sitting at a bar, grabs a microphone and begins to warble an off-key rendition of the Righteous Brothers hit, soon joined by a chorus of other pilots including his wingman Goose (Anthony Edwards). Maverick is ultimately rebuffed, and is mortified the next day when he realizes Charlie is his instructor at the elite Top Gun academy.

With its awe-inspiring flight sequences and steamy love scenes, the film was a smash in the summer of 1986, inspiring legions of movie-goers to purchase aviator glasses and leather flight jackets. McGillis, who turned in an acclaimed performance in Witness,

says she was unprepared for the attention she received upon the release of Top Gun. “I just became so famous it was overwhelming,” she said. “I never thought about that. I never aspired to be famous so that was really scary and overwhelming to me.” While Cruise went on to have a long career, McGillis largely dropped out of the spotlight after Top Gun, with the exception of her turn in 1988’s The Accused. After two failed marriages, she came out as a lesbian and last September, the New York Times reported that she and her partner were joined in a civil union. Although she still has acting projects on the go, McGillis also works full-time at a New Jersey rehab centre speaking about her struggles with addiction. “I have no training and I’m not a therapist ... I just spend a lot of time with the girls ... I’m really the lowest man on the totem pole,” she said. “What I do get to do, is spend all my time with the people and I get to share my experience of being a drug addict and an alcoholic and how I got help and how I got better. And I can’t think of a better gift to be able to give back.”

The 24-year-old Serb kept his strong season alive with a 7-5, 6-3 victory over Marin Celic of Croatia yesterday to reach the quarter-finals of the $2.43 million US Masters Series event. He’s the last of the top four seeds still alive in the tournament after No. 3 Roger Federer was upset by 13th seed Jo-Wilfried Tsonga 7-6 (3), 4-6, 6-1. In his second match since taking over the No. 1 ranking with a victory at Wimbledon four weeks ago, Djokovic broke the lanky Cilic’s heavy serve twice in the second set to improve to 50-1 this year – including 26-0 on hard courts. He had beaten another former top-10 player, Evgeny Davydenko, in straight sets in the second round. “Both of the matches I’ve played here were against good players, but I didn’t get any rhythm in either match,” he lamented. “Conditions were quite different today. “There was a lot of wind. It wasn’t a beautiful match to play or watch, but I guess in the right

moments I kept the ball in the court to make my opponent make unforced errors. I was just more patient and played well, so I guess that’s the positive.” The tournament had already lost defending champion Andy Murray and second-seeded Rafael Nadal to upsets in the early rounds before losing Swiss star Federer in third-round action. Yemen’s embattled president is now objecting to key points of a U.S.-backed deal that calls for him to step down in return for immunity from prosecution, a member of his ruling party said yesterday. The ofďŹ cial said President Ali Abdullah Saleh spoke during a meeting with his top party ofďŹ cials in the Saudi capital Riyadh, where he is recuperating from severe burns and other wounds sustained in a June attack on his compound in Sanaa, the Yemeni capital. The remarks reect yet another stalling manoeuvre by Saleh, who has clung to power in the face of nearly six months of street protests demanding his ouster and a deteriorating economic and security situation in Yemen. Yemen’s uprising was inspired by the revolts that swept across other parts of the Arab world this year. The protests have often turned violent, with Saleh’s security forces using deadly force against the protesters. The power transfer deal, proposed by a Saudi-led group of Arab Gulf nations, envisages Saleh stepping down and handing power to his deputy, who would rule during until presidential and parliamentary elections take place.

The Chinook helicopter that insurgents shot down over the weekend burst into ames before hitting the ground, leaving wreckage scattered on both sides of a river in eastern Afghanistan and killing 30 Americans and eight Afghans, witnesses told The Associated Press yesterday.
