A settling of scores could be on the way between gangs in British Columbia after a notorious leader of the Red Scorpions was gunned down and a fullpatch member of the Hells Angels was wounded in a very public daylight attack, police say. The slaying of 30-year-old Jonathan Bacon outside a waterfront hotel in Kelowna Sunday has the potential to ignite violent reprisals, RCMP Supt. Bill McKinnon acknowledged yesterday. “I think retaliation is something we’re very cautious of,” the officer said. No arrests have yet been made. One expert in the province’s long-running gang violence said yesterday British Columbians should brace themselves for the possibility of ugly vengeance. “Definitely this won’t be taken lightly by the associates of the supposed victims here,” said Kash Heed, a former West Van police chief who helped spearhead B.C.’s anti-gang task force almost a decade ago. “I’m sure there will be attempts or certainly a lot of discussion regarding retaliation.” Heed, now a Vancouver-area MLA, said the public should be alarmed: “Just because we did not have an innocent bystander hurt here, we’ve have had innocent bystanders hurt and killed in the past,” he said, explaining that’s why he’s urging police to ramp up efforts and co-operation across jurisdictions before more bloody warfare erupts. “We’ve known the players for years. ... The infamous Bacon gang, the Red Scorpions, the UN gang, the Hells Angels, the Independent Soldiers. You just got to put the pieces of the puzzle together. And you need to do it with intel-led policing.”

CAMPBELL CONFIRMED AS U.K. AMBASSADOR TOM FLETCHER (Black Press)

The federal government has confirmed the appointment of former B.C. premier Gordon Campbell as Canada’s High Commissioner to the United Kingdom. A list of appointments by Foreign Affairs and International Trade Canada includes Campbell’s new job as part of a major update of foreign diplomatic posts. Also named are new ambassadors and consuls-general for the United Nations, the North Atlantic Treaty Organization, Afghanistan, Brazil, Qatar, Cameroon, Burkina Faso and Serbia. Canada’s top diplomatic job is ambassador to Washington D.C., and in 2009 Prime Minister Stephen Harper appointed former Manitoba premier Gary Doer to that post. Campbell’s appointment was leaked to Ottawa reporters in late June, but the federal government waited until it received formal acceptance from the U.K. government before confirming it. Meeting with federal officials in June, Premier Christy Clark said Campbell would be a good choice

to help Harper’s government negotiate a free trade agreement with the European Union. Campbell will also be in London for the 2012 Summer Olympics. Clark issued a statement yesterday congratulating Campbell and his wife Nancy for the

appointment, and thanking him for 26 years in city and provincial politics. Campbell announced his resignation as premier in November 2010, amid controversy over the introduction of the harmonized sales tax in B.C.

THREE KILLED IN HIGHWAY 10 CRASH SURREY LEADER (Black Press)

Three people were killed after a man sped the wrong way down Highway 10 Saturday morning and slammed into an oncoming vehicle. One woman survived the collision and was airlifted to hospital, but the man and two people in the other vehicle are dead. Police received a call at about 1:45 a.m. Saturday that a man was driving erratically westbound on Highway 10, just west of King George Boulevard. The car hit another at 136 Street and Highway 10. Police haven’t determined if drugs or alcohol contributed to the crash.

Abbotsford Police were called by U.S. border patrol to help search for three border jumpers on Saturday at about 7 p.m. The men from Mexico illegally entered Canada at 0 Avenue through some berry fields in Abbotsford. Police were unable to find them. A fourth man was arrested on the U.S. side. Sgt. Casey Vinet said border jumping typically increases during the summer months. Anyone with information on the three men is asked to call Abbotsford Police at 604-859-5225.

An electric bus was in Victoria for four days over the weekend to give B.C. Transit mechanics the chance to look under the hood. The vehicle costs $650,000, plus $40,000 for an electric charging dock, and can travel up to 250 kilometres on a single charge. “I think this is the future,” said Manuel Achadinha, B.C. Transit president and CEO. He unveiled the e-bus last Thursday, manufactured by China’s BYD Company, as well as an Alexander Dennis double-decker bus, outfitted with a new Cummins engine that burns less fuel, but has the same horsepower.

Al Capone was infamous for evading police but the thieves who stole a propeller from one of the run runner’s Prohibition-era boats might not be so lucky. The propeller, salvaged from a vessel named the Texada, was being used as a prop on the patio of the Horseshoe Bay offices of Joe Spears, a maritime consultant, and lawyer Jay Straith. It was reported missing on Friday. West Vancouver police Const. Fred Harding said the brass propeller “had been located in Vancouver” yesterday and was dropped off at WVPD headquarters. Harding said “information from the public” helped in locating the propeller’s whereabouts. For the sake of the ongoing investigation, no more information is available at this time. The Texada ran aground in the Burnaby Narrows, near Prince Rupert, in 2000 while carrying a load of

diesel fuel. Spears came into possession of the propeller for his work co-ordinating the pollution response and salvage of the ship. The only other remaining part of the Texada is its wheel, which is being stored at the Gwaii Haanas National Park Reserve in Haida Gwaii. The 112-foot boat was used by infamous mobster Al Capone to smuggle alcohol during the 1930s. It later became a provincial police boat in B.C., before serving as a home for silviculture workers in the north of the province. The propeller wasn’t fastened to the patio because it weighed about 300 pounds and, Spears said, would have taken “three or four guys to lift.” The patio is fenced in and surrounded by large trees, so seeing the propeller as a passerby, he added, would be diffi cult. “The thing is heavy, you wouldn’t believe anyone was going to steal it,” said Harding, echoing Spears’ sentiments. “It’s like concrete.”

Sto:lo Nation member bands can’t legally sell the sockeye salmon they catch in the lower Fraser River this summer. The bands stretching from Pitt Meadows to Yale could have had an authorized commercial fishery – as happened in past years – but not enough of them were willing to sign a sales agreement with the Department of Fisheries and Oceans. Without such a deal, the Sto:lo are supposed to fish only for food, social and ceremonial purposes and not sell any of their catch.

WEST COAST EXPRESS SERVICE TO CONTINUE MISSION CITY RECORD (Black Press)

West Coast Express (WCE) service will cost the District of Mission more, and the full run to downtown Vancouver will continue until at least 2015. A new four-year agreement has recently been signed, with an option to extend to 2019, but Mission will begin a five-year incremental increase in cost. The district’s contribution of $316,062 will increase from five per cent of the total operational costs for the Mission portion of the WCE to 20 per cent.

A $50-million legacy fund for last year’s G8 summit was run out of the local constituency office of federal minister Tony Clement, documents show – a process that allowed the Harper government to avoid scrutiny by the auditor general. The NDP discovered the paper trail by doing an end run around the federal government and using Ontario freedom of information laws to get municipal records. ETHICS The hundreds of pages of documents ATTACK reveal Clement’s MP office in Parry Sound, Ont., soliciting legacy project submissions more than 18 months before the June 2010 international summit in Huntsville, Ont. And despite documentary evidence that federal civil servants sat in on many of the project meetings, no records were available to the auditor general when Sheila Fraser looked into the G8 spending late last year. When Fraser’s long-delayed report was finally tabled well after the May 2 election that returned the Conservatives with a majority, interim auditor John Wiersema had called the absence of documents “very unusual and troubling.” “There is no paper trail behind the selection of the 32

The federal government will pour $51.4 million into construction of a new convention centre in downtown Halifax, a project that’s been dogged by criticism for the past year. Defence Minister Peter MacKay, Nova Scotia’s representative in federal cabinet, announced the funding yesterday. The convention centre has long been the focus of criticism by opponents who say it’s a waste of taxpayers’ money and will ruin the view of the city’s harbour.

Authorities say a 19-year-old Japanese woman studying in Canada is presumed to have drowned after being swept over Niagara Falls when she fell from a railing along the Canadian side of the Niagara River. The student and a friend were visiting the falls Sunday when one of them climbed onto a railing near the river’s edge and sat on a block pillar. The woman stood up and apparently lost her footing, falling into the river 24 metres upstream from the brink of the falls. Officials say the river’s swift current swept her over the falls.

CANADA IMPOSES NEW SANCTIONS ON N. KOREA The Canadian government has enacted new sanctions against North Korea. The Tories originally promised the measures last fall in response to the regime’s involvement in the sinking of a South Korean navy ship in March 2010. The new round of sanctions bans all exports and imports to North Korea as well as all new investment in the country. The sanctions don’t cover any humanitarian assistance or financial or other support provided by the Canadian government itself.

Angus compared the situation to the sponsorship scandal under the former Liberals that helped propel the Conservatives to power in 2006 – in part on public disgust at evidence revealed by the auditor general. The Prime Minister’s Office directed all inquiries on the matter to Clement, who is on vacation. Critics howled when they discovered the G8 spending included funding for public toilets, gazebos and other local beautification projects hours away from the summit site in Clement’s sprawling Ontario riding. The audit, released in June, found that the Conservatives passed off the $50 million G8 legacy cash as part of an $83 million fund to reduce border congestion when Parliament voted on the appropriation.

Canada’s justice minister has shot down a resolution by the Canadian Bar Association on mandatory minimum sentencing. The resolution passed by the association says judges should have more discretion in cases where there could be an injustice by use of a mandatory minimum sentence. But Rob Nicholson told the association’s annual conference in Halifax yesterday that the government believes current sentencing guidelines are “reasonable and appropriate.”

Chancellor Angela Merkel’s candidate for the governorship of a German state has withdrawn from the race after admitting he had a relationship with a 16-year-old girl. Australian police say a man has been arrested in the U.S. in connection with an attack on a Sydney teen who had a fake bomb chained to her neck. The New South Wales state police say the 51-year-old Australian was arrested in Louisville, Kentucky yesterday. Madeleine Pulver was attacked in her home in a wealthy Sydney suburb two weeks ago. Police say a masked man broke into her home, chained a device that looked like a bomb to her neck and left a note of demands before he fled. Police have said they are treating the case as an extortion attempt.

More than 5,000 Palestinian refugees have fled a camp in the besieged Syrian city of Latakia after President Bashar Assad’s forces shelled the city during a broad military assault to root out dissent, the UN said yesterday. UNRWA, the UN agency that aids Palestinian refugees, said the Palestinians fled after Latakia came under fire from gunboats and ground troops attacking the city over the weekend. It was not clear where the refugees were seeking shelter. “We are calling for access to the camp to find out what is going on,” said UNRWA spokesman Chris Gunness.

A woman who attacked a painting at Washington’s National Gallery of Art earlier this year has struck again, this time lashing out against a Henri Matisse painting at the museum. Susan Burns was arrested Aug. 5 after police say she walked over to Matisse’s 1919 painting The Plumed Hat, and slammed the painting repeatedly against a wall, damaging its frame but not the painting. The 53-year-old Burns was arrested in April for attacking Paul Gauguin’s Two Tahitian Women. As a condition of her release she promised she would stay away from museums and art galleries in Washington.

A trial against a Kurdish-language TV station with a Danish broadcasting license has started with the prosecution arguing the channel is promoting a terrorist organization. Prosecutor Jakob Buch-Jepsen said yesterday that ROJ-TV is “glorifying” and promoting the PKK, or the Kurdistan Workers’ Party, which is considered a terrorist group by Turkey, the U.S. and the European Union. The PKK rebels are waging a campaign for autonomy in Turkey southeast. The conflict has killed tens of thousands of people since 1984.

Billionaire investor Warren Buffett is calling on the so-called “mega-rich” to pay more in taxes. Buffett said yesterday in a New York Times opinion piece that he would immediately raise rates on U.S. households with taxable income of more than $1 million, and he would add an additional increase for those making $10 million or more. He also recommends that the 12 members of Congress charged with devising a deficit-cutting plan leave rates for 99.7 per cent of taxpayers unchanged. “My friends and Warren Buffett I have been coddled long enough by a billionaire-friendly Congress,” Buffett wrote. “It’s time for our government to get serious about shared sacrifice.” Buffett noted that the mega-rich pay income taxes at a rate of 15 per cent on most investment income but practically nothing in payroll taxes. The middle class, meanwhile, typically falls into the 15 per cent and 25 per cent income tax brackets and is hit with heavy payroll taxes. He said Washington legislators “feel compelled to protect us, much as if we were spotted owls or some other endangered species.”

U.S. President Barack Obama kicked off a three-day campaign-style bus tour yesterday with a rare direct attack against the newly emboldened Republican presidential field, criticizing his potential 2012 rivals for their blanket opposition to any deficit-cutting compromise involving new taxes. Obama’s tour comes after the president spent much of the summer holed up in Washington enmeshed in bitter, partisan negotiations on the U.S. debt crisis that cratered his approval ratings and those of Congress amid a faltering economy and high unemployment. Obama recalled a moment in last week’s Republican presidential debate when all eight of the candidates said they would refuse to support any deal with tax increases, even if tax revenues were outweighed 10-to-1 by spending cuts. “That’s just not common sense,” Obama told the crowd at a town hall-style meeting in Minnesota, as he launched a tour through the Midwest. “You need to take a balanced approach,” he insisted. Obama didn’t mention any of the candidates by name, and prefaced the remark by saying, “I know it’s not election season yet.” But his comment underscored that election season is indeed underway. The bus tour, although an official White House event rather than a campaign swing, also takes Obama through Iowa and Illinois, all states

he won in 2008 but where he now needs to shore up his standing. Later in the town-hall meeting, Obama got a question on his signature health care reform law, and took a hard shot at Mitt Romney, a Republican front-runner who has had to defend implementing a health care plan while governor of Massachusetts that’s similar to the federal version. “You’ve got a governor who’s running for president right now who instituted the exact same thing in Massachusetts,” Obama said, referring to a central component of his law – the requirement for nearly everyone to carry health insurance. “This used to be a Republican idea,” Obama said.

Thousands of sacks of food aid meant for Somalia’s famine victims have been stolen and are being sold at markets, depriving the Somalis who have flooded into the country’s capital of urgently needed sustenance, an Associated Press investigation has found. The UN’s World Food Program for the first time acknowledged it has been investigating food theft in Somalia for two months. The WFP said that the “scale and intensity” of the famine crisis does not allow for a suspension of assistance, saying that doing so would lead to “many unnecessary deaths.” The UN says more 3.2 million Somalis – nearly half the population – need food aid after a severe drought that has been complicated by Somalia’s long-running war. More than 450,000 Somalis live in famine zones controlled by al-Qaida-linked militants, where aid is difficult to deliver. International officials have long expected some of the food aid pouring into Somalia to go missing. But the sheer scale of the theft taking place calls into question aid groups’ ability to reach the starving. It also raises concerns about the willingness of aid agencies and the Somali government to fight corruption, and whether diverted aid is fueling Somalia’s 20-year-civil war.

STEINEM REFLECTS WITH MEMOIR, FILM NEW YORK (Associated Press)

“It’s shocking, I know,” says Gloria Steinem, allowing herself a wry grin. And for once, the author, activist and feminist icon isn’t talking about a case of gender inequity at home or a human rights violation across the globe. This time, she’s talking about her age. Steinem is 77, and most people are even more shocked than she is. Not only because she looks 50ish, but because she is, in the minds of many, frozen in the 1970s – a tall, slim, striking woman with long streaked hair (it’s still streaked, but shorter now) and those big aviator glasses. But four decades have indeed passed since Steinem helped launch the women’s movement. And this summer finds her in a reflective mode: working on a book about her years on the road – a combination of essays and memoir – and promoting a new documentary celebrating her life. Gloria: In Her Own Words premiered last night on HBO. Steinem acknowledges that often such tributes come at the end of one’s life and career – and she has no intention of either ending anytime soon. But, she says, maybe this isn’t such a bad time to look back a little. “My hope is, this film will make people think: It’s been 30 or 40 years. Where do we want to be 40 years from now?” Besides, she adds: “I want people to real-

ize that if a very imperfect person did this, maybe they can, too!” That self-effacing tone runs through much of what Steinem says – she likes to stress, for example, that if she had never come along, the same progress for women would have been achieved anyway. Her admirers say they’re not so sure. “It would have been like Christmas without Santa Claus – she was the goddess of the movement,” says Sheila Nevins, co-producer of the new documentary with Peter Kunhardt, who directed. “She doesn’t take credit, but I give it to her.”

BREAKING BAD RENEWED FOR ONE FINAL SEASON

The AMC network and producers of its popular Breaking Bad series about a chemistry teacher gone bad have agreed on making a fifth and final season of the show. Production on the final, 16-episode run will begin early next year and hasn’t been scheduled for air. Negotiations with series maker Sony Television had reportedly been tense, with Sony even contacting other networks to see if they’d be interested in picking up the show if AMC bowed out. The cable network, with another costly and popular series in Mad Men, was looking to keep expenses down and had been seeking a shorter run of episodes. Producers may have gained leverage with the strong performance of the series in its fourth season this summer. The season debut on July 18 had the series’ highest ratings ever, and overall Breaking Bad has 28 per cent more viewers this season than it had the last, the Nielsen Co. said. Actor Bryan Cranston has won three Emmy Awards for his portrayal of lead character Walter White, who uses his chemistry knowledge to become a drug kingpin after receiving a cancer diagnosis.

A rapper could face criminal charges after a tweet from his account incited a telephone flash mob that overwhelmed the emergency phone system at one of busiest stations of the Los Angeles County sheriff ’s department, the agency said Saturday. The sheriff ’s department alleges the Game tweeted the phone number of the Compton station Friday and told his 580,000 followers to call the number if they wanted an internship. The southeast LA County station’s lines were jammed for more than two hours. During that time people with legitimate issues that included a missing person, spousal abuse and two robberies were also trying to call in, department spokesman Steve Whitmore said. The rapper later posted that his account had been hacked but also tweeted that it was an accident. Investigators will document what happened and turn over the information to the district attorney’s office, Whitmore said. The rapper could face obstruction of justice or other charges related to delaying a peace officer from doing their job, he said.

Sidney Crosby’s summer vacation is almost over. Still, there’s no telling when the Pittsburgh Penguins star will return to work. General manager Ray Shero said yesterday the former MVP is still dealing with concussion-like symptoms and it’s too soon to know if Crosby will be available when the Penguins open camp next month. “There’s no expectation from me that he won’t be ready or he will be ready,” Shero said. Crosby hasn’t played in a game since Jan. 5, missing the rest of the regular season and Pittsburgh’s first-round playoff loss to Tampa Bay as he slowly recovered from a concussion. He said in April he would be back for training camp, but with about a month to go before the team reports, Shero wouldn’t guarantee No. 87 will be in uniform. The 24-year-old Crosby has spent the summer at home in Nova Scotia working out on his own. Shero doesn’t anticipate Crosby returning to Pittsburgh until a week before camp begins. Crosby will undergo a thorough evaluation before he’s cleared to participate in full-contact drills. “He won’t be pushed to come back,” Shero said. Though Shero acknowledged Crosby has dealt with lingering symptoms “off and on” over the summer

they have not forced him to shut down his workout program. “The good news is he continues to work out, he’s worked out hard during the summer,” Shero said. “We’ll see where we are come training camp.” Coach Dan Bylsma doesn’t think the team will need to treat Crosby with kid gloves whenever he’s cleared. Bylsma doesn’t anticipate holding Crosby out of the pre-season if his superstar has been OK’d by doctors. “I don’t think when Sidney Crosby is healthy and ready to go, he’s not going to shy away from contact, nor is he going to shy away from competition,” Bylsma said. “It would take quite a bit to keep him out of getting ready for the start of the regular season.” Crosby was in the midst of an MVP-type season before the injury, amassing 66 points (32 goals, 34 assists) in 41 games. He sustained hits in consecutive games in early January before being diagnosed with the concussion. He flirted with returning during the playoffs before a series of setbacks kept him off the ice. Shero senses Crosby’s frustration and doesn’t think setting an arbitrary deadline for his return would do anybody any good. “I want him to feel good about himself,” Shero said. “He’ll be back at some point to play hockey.”

Research suggests that despite the long gradual decline of Arctic sea ice, it’s just as likely in the short term to experience a few years of stability or even growth. “You know where the road is going, but there’s some bumps along the way,” said Jennifer Kay, a researcher at the U.S.based National Center for Atmospheric Research. “You’re going downhill, but you have to go uphill to get there and sometimes those hills are bigger than you thought.” Kay’s study is based on computer modelling. Such studies are usually conducted over at least several decades, but Kay shortened the span to see what could be predicted for five- or 10-year periods. “What we saw is that it was equally likely to have an increase or a decrease in the amount of ice on a 10-year time period,” she said. Satellite data shows that July’s northern sea ice has declined an average of 6.8 per cent per decade starting in 1979. The U.S. National Snow and Ice Data Center in Boulder. Colo., reports that sea ice this July was the

lowest for that month in the satellite’s records. Kay said this doesn’t change the long-term picture. “If you go to a 20-year time period, you see large declines. Short-term fluctuations don’t negate what climate scientists think will happen to sea ice in the longer term.” Still, there could be years when ice stabilizes or grows. Wind patterns or “natural climate variability” are behind the unpredictability, said Kay. The finding could complicate plans for commercial use of Arctic waters. Sea lanes such as the Northwest Passage could shorten cargo routes between Europe and Asia. The opening of those waters has led to speculation about the fabled waterway becoming a northern Panama Canal. But shippers and insurers require dependable and accurate forecasts of hazards such as ice before they sail. The uncertainty in Kay’s findings could also affect the plans of energy companies to drill in the Arctic. Both Canada and the U.S. are considering rules under which drilling would be allowed. Probable ice conditions are a major factor in those discussions.

An array of 42 radio telescopes seeking signs of intelligent life in the universe will continue that work after private donors raised enough money to keep them going. The Search for Extraterrestrial Intelligence (SETI) Institute received more than $200,000 US, including donations from actress Jodie Foster, to keep operating, The San Jose Mercury News reported. The array was originally a joint project between the SETI Institute and the UC Berkeley Astronomy Laboratory, which pulled out earlier this year because of the loss of National Science Foundation grants and state budget cuts. Senior SETI astronomer Seth Shostak said he was gratified the money could be raised during these tough economic times. “People still think this very fundamental question – is there somebody out there as intelligent or more so than us? – is important and worth doing,” he said. The telescopes will be turned back on in September, recalibrated and operated 24 hours a day for the rest of the year as more funds are sought. The array costs $2.5 million a year to operate with a full staff of 10 people. As a whole, the SETI Institute has an $18 million budget and 140 employees.

Britain must confront a culture of laziness, irresponsibility and selfishness that fueled four days of riots which left five people dead, thousands facing criminal charges and hundreds of millions in damages, Prime Minister David Cameron said yesterday. As rival political leaders staked out their response to England’s unrest, Cameron pledged to deliver a raft of new policies by October aimed at reversing the “slowmotion moral collapse” which he blames for fostering the disorder. “This has been a wake-up call for our country. Social problems that have been festering for decades have exploded in our face,” Cameron told an audience at a youth centre in Witney, his Parliamentary district in southern England. “Just as people last week wanted criminals robustly confronted on our street, so they want to see these social problems taken on and defeated.” Work and Pensions Secretary Iain Duncan Smith said yesterday he was checking whether those involved in the riots should have their welfare payments cut, while London mayor Boris Johnson said young people convicted in the dis-

order would lose their right to use public transportation for free.
