B.C.’s two-year-old “gangs and guns” strategy is working, and the province will continue to do its share to maintain it, Public Safety Minister Shirley Bond says. Bond issued a statement yesterday after community leaders questioned whether federal funds for Kelowna’s 16-member anti-gang squad would continue beyond this fall. A similar unit was also set up in Prince George after a string of gang-related shootings in B.C., with a three-year commitment shared by the federal and provincial governments. “Over 200 organized crime and gang members and associates have been arrested and charged with more than 400 serious offences since we brought in the gangs and guns strategy in February 2009,” Bond said. “Since 2008-2009 our government invested B.C.’s full $53.3 million share of the Police Officer Recruitment Fund for additional policing positions dedicated to combating gun, gang and organized crime. I can assure you, the province is committed to the continuing funding of these dedicated resources.” Kelowna was rocked Sunday by a brazen daytime shooting in the driveway of a lakefront hotel. Abbotsford gang leader Jonathan Bacon was killed and a member of the Hells Angels was seriously injured when their Porsche SUV was raked with automatic weapon fire from another vehicle. The findings by a study in Taiwan suggest just 15 minutes of moderate exercise a day can lead to a longer life. This “may convince many individuals that they are able to incorporate physical activity into their busy lives,” Dr. Anil Nigam of the University of Montreal said in an email. The latest study, a big one led by researchers at the National Health Research Institutes in Taiwan, sought to determine if exercising less than the recommended half-hour was still helpful. About 416,000 Taiwanese adults were asked how much exercise they did the previous month. Based on their answers, they were put into five groups of varying activity levels from inactive to highly active. Researchers kept track of their progress for eight years. The study found those who exercised just 15 minutes a day – or 90 minutes a week – cut their risk of death by 14 per cent and extended their life expectancy by three years compared with those who did no exercise. Both men and women benefited equally. And each additional 15 minutes of exercise reduced the risk of death by another 4 per cent compared with the inactive group.

Metro Vancouver will press area cities to consider universal water metering as part of a broader strategy to conserve water and forestall the need to expand local reservoirs. Metering single family houses – so residents pay for what they use and water wastrels are hit hardest – is one of the planks in Metro’s newly approved Drinking Water Management Plan. Not all Metro cities back the idea. “It’s simply a scam to make the consumer pay more money,” says Burnaby Mayor Derek Corrigan. He said the provincial government has repeatedly pressed Metro cities to adopt water metering so private firms can “satisfy a phoney need” and profit from the policy. “The numbers don’t work,” Corrigan said, adding there’s no solid evidence that water savings justify the steep costs of metering. He puts water meters to reduce waste in the same category as smart meters to block power theft by growops and TransLink’s installation of turnstiles to block fare cheaters. “It preys on people’s fear of being ripped off,” Corrigan said. “If you think someone’s ripping you off, no cost is too much to stop that.” Most cities in the region require water meters for multi-family and

commercial buildings. But several are moving to require meters in new single detached houses or that they be added when there’s a major renovation. Langley City and West Vancouver meter all homes while Surrey and Richmond now have most of their detached houses on water meters. Metering does deter waste, according to Belcarra Mayor Ralph Drew, who sits on Metro’s water committee. “People conserve more,” he said. “When municipalities switch to

metering, consumption is reduced by about 20 per cent or more.” Area residents might think water is abundant in Metro Vancouver, particularly during the rains of winter. But with the population growing by 35,000 a year, the region is steadily closing in on the limits of what it can deliver at peak demand periods in the summer. The plan warns climate change may bring longer, drier summers and smaller mountain snowpacks, increasing stress on the water system.

A third B.C. Liberal MLA has joined growing opposition to the province’s backing of a garbage incinerator in Metro Vancouver. Cariboo Chilcotin MLA Donna Barnett has sent a letter to Cache Creek councillors explaining her opposition to provincial support for a garbage incinerator in the Fraser Valley. Fraser Valley-area MLAs John van Dongen and John Les are also questioning the incinerator plan, saying the project could harm air quality in the region.

A Penticton man has been arrested in connection with the shooting death of his common-law wife. Police were called to a home in the gated-community of Sandbridge just after midnight yesterday, where the man was arrested without incident. RCMP have secured the scene and it will be processed by members of the RCMP’s Forensic Identification Section. An autopsy on the 55-year-old victim, will take place today. The name of the 56-year-old suspect is not being released pending charge approval.

The B.C. Civil Liberties Association approves of changes made by the province to improve the ethnic mix within B.C.’s jury pool. Executive director David Eby is pleased the revisions will ensure more First Nations members should be eligible as potential jurors. Eby says Elections B.C. data will no longer be used to select aboriginals for jury duty. Instead, he says native bands will be asked to submit lists of eligible residents.

Police are exploring any gang links to a shooting in Guildford Monday night involving three people known to operate in the criminal underworld. At about 10:40 p.m., gunmen approached an SUV at 100 Avenue and 153 Street and fired shots into the vehicle. One of the occupants was injured, but it’s unclear how they were wounded. Police could not say yet whether the shooting was a retaliation for the Kelowna killing Sunday of Jonathan Bacon.

A bear cub was shot and killed by a Langley RCMP officer yesterday morning as it wandered through yards in the Willoughby area, west of 200 Street. Eyewitness Angie Bilous said that when the bruin began moving directly toward the officer, who was armed with a shotgun, the Mountie fired twice. “He had no choice,” Bilous said. The bear appeared to be picking up speed as it headed toward the officer, she added. The bear interrupted a children’s street hockey game in a cul-de-sac near 196B Street and 72 Avenue around 10 a.m. It climbed over fences and stole food from a patio table before the fatal confrontation around 11:10 a.m.

Langley RCMP Sgt. Don Davidson said the officer who fired the shots was trying to get curious residents to go back inside their houses for their own protection at the time. “The bear may have taken that (the shouting by the officer) as aggressive,” Davidson said. The black bear was a one to one-and-a-half year old male. It was the second killing of a bear in Lower Mainland residential areas within a week. Last week, a mother bear was shot and killed in Anmore, orphaning three cubs who are now being cared for by Critter Care Wildlife Society in South Langley. Langley RCMP issued a written reminder to the public to be aware of wildlife in their area and try to secure garbage, BBQ’s and compost material.

A group of prominent Quebec sovereigntists has penned a manifesto that slams the Parti Quebecois as a spent force in the fight for independence. The group is calling itself the New Movement for Quebec and is composed of former members of both the PQ and the Bloc Quebecois. Wildlife protection agents have seized five spectacled caimans – typically found in South America – at a home near Levis, Que. A spokesman says agents seized the quintet at a residence where other reptiles and insects were also found. The caimans were all in good health and transferred to Granby Zoo, south of Montreal, where they’ll remain in quarantine for three months. Wildlife officials say the seizure serves as a reminder that it is illegal to possess venomous reptiles.

Western diplomats say the United Nations’ top human rights body will likely hold an urgent meeting next week to discuss the escalating crackdown in Syria. Diplomats from two of the Human Rights Council’s 47 member countries say they have collected enough signatures to call for the special meeting as early as Monday. Signatures so far include at least one Arab nation. The Genevabased council held a special session on Syria in April at which it commissioned a report – due this week – on allegations of human rights abuses by President Bashar Assad’s security forces.

Police are crediting an alert neighbour with saving a 6-year-old girl from a man who snatched her and shoved her into a van as she walked home from a neighbour’s house. A neighbour, Antonio Diaz Chacon, heard commotion and saw the girl being abducted. Police said he hopped in his car and chased the van; the van’s driver tried to lose Chacon but crashed into a light pole. Chacon rescued the girl while the suspect, who police identified as Phillip Garcia, ran away. After Chacon left with the girl, the suspect returned to the van and took off but was later apprehended by police.

Morocco has scheduled an early legislative election on Nov. 25 as part of the king’s pledge for democratic reforms, in response to a push for greater freedoms across the Arab world. The current parliament was expected to serve until late 2012, but the election was pushed forward as part of democratic reforms spearheaded by King Mohammed VI. A letter from former News of the World reporter Clive Goodman obtained by the Guardian says that phone hacking was widely discussed and expressly endorsed by senior journalists at the now-defunct tabloid. The newspaper said yesterday that the letter – written by Goodman four years ago after he was released from prison – claimed that the illegal eavesdropping was carried out with “the full knowledge and support” of the paper’s leadership. The claim is particularly damning because the News of the World and its parent comClive Goodman pany, News International, had long insisted that Goodman – who was fired, convicted and jailed for his role in the scandal – was the only reporter involved in intercepting voicemail messages. Goodman’s letter, addressed to News International’s director of human resources Daniel Cloke and dated March 2, 2007, argues that he should never have been fired because he was acting with the backing of senior journalists. Goodman also claims that other staff at the News of the World were hacking phones, adding that “this practice was widely discussed in the daily editorial conference, until explicit reference to it was banned by the editor.”

Investors who lost billions of dollars in Bernard Madoff ’s massive fraud are not entitled to recover fake profits that were described to them in phoney statements, a federal appeals court said yesterday. The U.S. Circuit Court of Appeals concluded that a trustee’s calculation of the losses was “legally sound” and that a court was correct when it rejected arguments from lawyers who said their clients should receive more than what they gave Madoff. A three-judge panel of the Manhattan court said customer statements showing that initial investments of about $17.3 billion had ballooned to more than $65 billion “reflect impossible transactions and the trustee is not obligated to step into the shoes of the defrauder or treat the customer statements as reflections of reality.” Amanda Remus, a spokeswoman for trustee Irving Picard, called the ruling “an important step forward for customers with allowed claims.” “We have maintained all along that our definition of net equity – which is supported by longstanding precedents in bankruptcy and securities laws – is the fairest approach to the determination of claims, and we hope that the court’s decision can be the final word on the issue,” she said.

Did Kathryn Stockett use her brother’s African American maid as the basis for a character in the bestselling novel-turned-movie The Help? For now, that question may go unanswered, by a court anyway. A Mississippi judge threw out a lawsuit yesterday in which Ablene Cooper alleged Stockett used her likeness without permission in a book about relationships between white families and their black maids in the segregated South of the 1960s. Hinds County Circuit Judge Tomie Green granted a motion for summary judgment, dismissing the case because a one-year statute of limitations elapsed between the time when Stockett gave Cooper a copy of the book and when the lawsuit was filed. The lawsuit sought $75,000 US in damages. Stockett was not in court in Jackson, the same city where the book is set. Cooper wiped away tears leaving the courtroom and went on a rant outside the courthouse. “She’s a liar. She did it. She knows she did it,” Cooper screamed. The judge did not make any determination on whether Cooper was the basis for the character, Aibileen, saying the statute of limitations trumped those matters. Besides the similarities in names, Cooper’s lawsuit says she lost a son shortly before going to work for Stockett’s brother, where she takes care of two

Netflix is giving kids and their parents a new reason to embrace its Internet video subscription service amid an outcry over an upcoming price increase in the U.S. A “Just For Kids” tab was added to subscribers’ accounts on Netflix’s website yesterday in both Canada and the United States. Clicking on the feature will pull up a list of kid-friendly recommendations drawn from the company’s library. The children’s feature grew out of Netflix’s recognition that its video streaming service is making it easier for kids to watch movies on a variety of devices at almost any time and any place. The video can be streamed through video game consoles, the iPad and smartphones. Netflix makes it even easier by allowing several people from the same household to stream through the same account. The children’s channel initially will only be confined to Netflix’s website. Todd Yellin, the company’s vice-president of product innovation, said the company plans to add the tab to accounts accessed through the Nintendo Wii and other game consoles, as well as the iPad.

Robert Rodriguez deliberately tried to make his latest Spy Kids adventure a bit of a stinker. Rodriguez, who helped usher in the new age of 3D movies with the franchise’s third installment in 2003, is billing Spy Kids: All the Time in the World as a 4D ick, adding scent cards so audiences can follow along on the action with their noses. Here’s how it works: Viewers are given scratchand-sniff cards with circles numbered 1 to 8. When a number appears on screen, they rub the corresponding circle on their cards, which give off a whiff matching what the characters are smelling. Rodriguez calls his gimmick “Aroma-Scope.â€? He tried it out at test screenings and found that children and parents had a good time with it. “When it came time to do Spy Kids 4, I couldn’t just go back and do 3D like everybody else is now. I had to bring something extra,â€? Rodriguez said. “Just watching my own kids with interactive gaming, you ask them to watch a movie, it just feels so passive to them. I

That’s why news of Rypien’s sudden death Monday came as a shock to Jaffray and others who watched Rypien battle his way, physically and mentally, into the NHL. “Everyone knew he had some issues that he had to get taken care of last year and he was definitely a new man when he came back and ... he was definitely the happiest I’d ever seen him,” Jaffray said yesterday from his home in Olds, Alta. “We actually had joked around about bringing a Cup back to Winnipeg.” Rypien was scheduled to fly to Winnipeg on Sunday night to have his knee checked Monday, Jets assistant general manager Craig Heisinger said. But he never boarded that flight. “He had left me a message Sunday morning ... he just wanted to know whether there was ice to skate at,” Heisinger said during a news conference yes-

terday. “I spent some time trying to track him down (Monday) and was unable to do so.” Rypien had been dealing with depression for at least a decade, said Heisinger, who was the GM of the Manitoba Moose when Rypien played for the AHL team. By the summer, Heisinger said, Rypien appeared to have gained the upper hand. “He seemed really excited to be back here,” Heisinger said. “I think there was a comfort zone here for him. “Either something happened very quickly or we all missed the boat.” The Jets and Canucks confirmed Rypien’s death in statements Monday night. The RCMP in Crowsnest Pass, Alta., said they received a call Monday afternoon concerning a “sudden and non-suspicious” death. There was no immediate word on the cause of death. Rypien had been getting treatment, although Canucks GM Mike Gillis would not go into great detail. “Over the course of the last three seasons, we participated in a variety of different initiatives with him and we were all really close with him,” Gillis said yesterday. “We had an understanding of what we thought was going on and had a number of outside agencies involved in assisting us and we felt we were on course.”

The Boston Red Sox turned their first triple play in 17 years last night against the Tampa Bay Rays, the second triple play TWO in the Majors in as many days. IN A The Milwaukee Brewers also turned one Monday night against the Los ROW Angeles Dodgers. According to STATS LLC, the last time there were triple plays on consecutive days was May 22-23, 1981. On the 22nd the Mariners converted a triple play against the Rangers. The next day the Cleveland Indians converted a triple play against the Yankees. Last night’s triple play got the Red Sox out of a huge jam. B.J. Upton and Casey Kotchman started the top of the fourth inning with singles off of Ottawa’s Erik Bedard, who got out of the jam when Sean Rodriguez hit a hard grounder to third. Jed Lowrie fielded it cleanly, stepped on the base and fired it to Dustin Pedroia, who got the ball off quickly to Adrian Gonzalez at first and beat Rodriguez to the bag. It was Boston’s first triple play since shortstop John Valentin turned one by himself on July 8, 1994.

As if the Saskatchewan Roughriders don’t have enough to concern themselves with, given their dismal 1-6 record. But there’s another factor adding to the significance of the Riders’ game Thursday night against the Toronto Argonauts at Rogers Centre. Saskatchewan has a bye week following its game versus Toronto. But a loss to the Argos could result in firings or cuts – or both – prior to the Riders’ traditional Labour Day home-and-home series with the Winnipeg Blue Bombers. Yet despite the dark shadow that looms overhead, it was business as usual for the Riders as they prepared to face the Argos. “We’re aware of what’s at stake,” quarterback Darian Durant said yesterday prior to the club’s departure for Toronto. “Right now, it’s all about winning.” First-year head coach Greg Marshall echoed those sentiments, albeit more emphatically. “Whether we’re going into the bye week or not,” Marshall said, “I think the guys realize the importance of getting this thing turned around.” Many football fans and pundits in Saskatchewan, however, remain convinced that such a turnaround will require change. But Durant doesn’t see it that way. Saskatchewan boasts the CFL’s lowest-scoring offence (147 points) but Durant is encouraged by how the unit played in Friday’s 45-35 home loss to the Calgary Stampeders. “We’re trying to build on what we started last week,” he said.

NEW YORK YANKEES VETERAN POSADA WANTS TO PLAY IN 2012 Jorge Posada would like to play another season; he’s just not sure someone will give him the chance. The Yankees’ longtime catcherturned-designated hitter has struggled most of the year, even causing a stir by taking himself out of the lineup at one point. He had recently lost his job as the regular DH, but Posada made a spot start Saturday

at home against Tampa Bay and hit a grand slam while driving in six runs. Posada is batting .237 with 10 homers and 37 RBIs, though most of the damage to those numbers came during an early season slump. He’s batting over .300 in 30 starts since the first week of June, despite a 1-for-13 slump. Posada, a career .274 hitter, is in the final year Jorge Posada of a $52.4 million, fouryear contract. He turns 40 today. “It’s tough for me to tell you exactly what I’m going to do, to tell you the truth,” Posada said, when

asked about playing next season. “I really won’t know until the season is over and I get home, and see what happens in the off-season. I’ll work out and stuff. I haven’t really thought about it, but I still think that I will (play) right now.” Posada said he isn’t sure he’ll be back with the Yankees, where he’s played his entire career, or even what position he might play. The five-time all-star said he could still catch if given the chance to work behind the plate in spring training, and he can also play first base in addition to designated hitter.

The UN’s World Food Program insisted yesterday it won’t reduce emergency aid shipments to Somalia despite allegations of fraud, saying that though such complaints are frequent it doesn’t believe there have been big losses. WFP said it is bringing 5,000 tons a month of food into the Somali capital of Mogadishu to help the faminehit nation. Tens of thousands of people each week are fleeing famine in Somalia to neighbouring Ethiopia and Kenya. An investigation on the ground by The Associated Press found that sacks of grain, peanut butter snacks and other food staples meant for starving Somalis are being stolen and sold in Somali markets, raising concerns that the unscrupulous are stealing from international famine relief efforts. One official in Mogadishu estimated to the AP that up to half of the recent food shipments may have been stolen. WFP officials disputed that figure yesterday. Lauren Landis, the new director of WFP’s Geneva office, said it seems “implausible” that a large amount of food is being diverted because it would pose a huge logistical challenge.

Church abuse probe | Dutch prosecutors are to investigate the deaths of 34 boys in a Catholic institute for the mentally disabled in the 1950s – the latest probe in a long-running inquiry into sexual abuse in the church.

A 16-year-old boy was ordered yesterday to stand trial for the murder of a retiree attacked when he confronted rioters in London, as British judges and prosecutors used tough punishment and name-and-shame tactics against hundreds of alleged participants in the mayhem. The government said police would get better training and stronger powers to deal with a new and unpredictable era of street disturbances. “We will make sure police have the powers they need,” said Home Secretary Theresa May – including, she suggested, the power to impose blanket curfews in troubled areas. A teenager, who has not been named because of his age, appeared in court yesterday accused of killing 68-year-old Richard Bowes, who was found lying in a street during violence in Ealing, west London, on Aug. 8. CCTV footage captured Bowes being punched and falling to the pavement after he tried to stamp out a fire set by rioters. He died of head injuries three days later. The suspect, dressed in a black shirt and with his arms crossed,
