A tangle of technical issues is being sorted through by the B.C. Labour Relations Board this week as public school teachers and their employers prepare for another disputed school year. The B.C. Public School Employers’ Association (BCPSEA) applied to the labour board for a ruling expected by Friday on the scope of province-wide bargaining issues. The employer says the B.C. Teachers’ Federation (BCTF) has failed to present a full set of proposals at the provincial table. “The BCTF continues to attempt to negotiate provincial matters and matters that may not be bargained at this time (including class size, class composition and staffing ratios) at local tables,” BCPSEA said in a bargaining bulletin. In June, teachers voted 90 per cent in favour of a strike mandate. In July, BCTF negotiators tabled demands including wage parity with other provinces, doubled bereavement leave to provide 10 days paid leave on the death of a friend or relative, increased preparation time and a retirement bonus that would give departing teachers an extra five per cent payout for each year worked. BCPSEA calculates that the entire package of demands would cost an extra $2.2 billion. Education Minister George Abbott has said that a “net zero” mandate applies to teacher talks, with any extra costs offset by savings in other contract areas. COOL SUMMER KEEPS POLLUTION, FIRES DOWN JEFF NAGEL (Black Press)

A cooler than normal summer has put a damper on holiday fun but it’s also left many Lower Mainland residents breathing easier. No air quality warnings have been issued this year, due to an absence of hot weather in the Lower Mainland and an unusually low number of forest fires in the B.C. Interior. By this time last year, two air quality advisories had been issued spanning a total of six days. The hottest weather so far was last weekend – 30.6 degrees in Abbotsford Saturday and 27.4 in Vancouver. But that was the first time Abbotsford topped 30 so far in 2011, according to Environment Canada meteorologist David Jones, who added that there would usually be about seven 30-plus days by now. “That’s quite unusual,” he said. “It’s been a long cold spring, a slow start to summer and a total absence of hot spells.” The cooler weather has been widespread throughout B.C., he said, adding that’s helped keep forest fires down and helped with air quality in Metro Vancouver. “You need heat waves and big ridges of unchanging stagnant air to get air quality issues,” Jones

said. “And you need long stretches of hot dry air to create fire risk. We just haven’t had either of those this year.” Metro Vancouver air quality planner Julie Saxton said ozone concentrations tend to build when it’s hot and there’s lots of sunshine. Last year’s advisories were driven mainly by fine particulate from wildfire smoke, she added. “We’ve been very lucky this

summer that we haven’t had poor air quality affecting us,” she said, but added a hot spell could still develop between now and midSeptember. It’s the slowest year in at least the last 10 for wildfires, according to B.C.’s fire information centre. So far 469 fires have burned 11,782 hectares. An average year sees B.C. fight nearly 2,000 fires and lose almost 100,000 hectares.

Within six hours, she said, the organizers had moved over to the Davis Lake area on Sylvester Road, and again, police attended and turned away attendees.

A 30-year-old farm worker was injured after he slipped on a potato harvesting machine yesterday in Ladner. Police said the man’s leg was drawn into the machine, trapping it up to the hip, resulting in a crushing injury. Police responded to the distress call at 10 a.m. Emergency crews managed to extricate the man who was then flown to hospital. It is reported the victim did not suffer any broken bones, but there is a concern the damage sustained by the muscles and tissue in his leg may lead to further complications.

A massive condo fire in Coquitlam had fire crews and police evacuating the area Tuesday afternoon as billowing smoke choked residents out of neighbouring homes. The 99 Begin St. condo block appeared to be under construction at the time of the fire as the face of the building was covered in scaffolding. Smoke continued to pour out of the severely damaged roof and crews remained onscene into the evening yesterday.

A Richmond man has been sentenced to 18 months in prison for distributing child pornography. Clifton Bernhard Siemens, 44, pleaded guilty in Richmond provincial court earlier this year, and was sentenced last week by Richmond provincial court Judge Paul Meyers. A computer seized from Clifton’s home revealed hundreds of sexual images of children. According to police, Siemens was sharing the images online.

B.C. HIRES MORE SHERIFFS TO AVERT TRIAL DELAYS JEFF NAGEL (Black Press)

The province is hiring and training 36 new auxiliary sheriffs in a move expected to help avoid further trial delays from insufficient courtroom security. It represents a net increase of 30 sheriffs over and above the government’s commitment in June to restore the hours of auxiliary sheriffs that had been cut in May. This spring’s reductions, equivalent to the loss of 34 full-time positions, and coupled with a shift to a system of roving on-call sheriffs, prompted several judges to raise safety and security concerns and postpone trials. Acting Attorney-General Shirley Bond said the new recruits should be on the job by December and

will “help minimize the risk of court delays resulting from staff shortages going forward.” Sheriffs’ union spokesman Dean Purdy applauded the increase. “This is a move in the right direction,” he said. “It will help to ease the pain in the court system.” But Purdy estimated B.C. will still remain 70 to 100 sheriffs short of the number it had roughly three years ago, before their ranks were reduced through attrition. Provincial officials contend the gap will be less than half as big as the union claims. Purdy said sheriffs wages top out at $54,000 a year and many leave for higher-paying law enforcement jobs with the RCMP or Transit Police.

Sergeant Joe Schofield of the RCMP’s Central Vancouver Island Traffic Services confirmed yesterday that a 37-year-old man who had been driving a GMC pickup truck died from his injuries Monday evening. As well, Rikki Anne Easton, a 34-year old Campbell River woman, who had been driving a Chevrolet Cavalier also succumbed Monday evening. The male driver’s name has not been released.

An advertising campaign last summer warning Atlantic Canadians against paying “under the table” for home renovations was a big flop. But a new survey suggests Atlantic Canadians were unimpressed. The agency commissioned a telephone poll of about 1,800 Atlantic homeowners both before and after the campaign – and reported there was no change in attitudes toward the underground economy – nor in their likelihood to hire builders “under the table” without paying tax. The ad campaign cost the agency about $750,000.

The Canadian Medical Association wants commercial airlines to forbid passengers from bringing pets into airplane cabins in order to protect other travellers who suffer from allergies. The professional organization representing about 75,000 doctors nationwide is urging airlines to ban all pets – except for guide dogs and other service animals – from passenger cabins. They said there would be no problem with transporting pets in a pressurized cargo hold.

One of Spain’s richest nobles is to marry at the age of 85, wedding a man 25 years her junior despite initial opposition from her children. CGIL, a leftleaning labour confederation, announced the date yesterday. Union leaders contend that PM Silvio Berlusconi’s emergency package of spending cuts and new taxes won’t stimulate growth, but the taxes will put an unfair burden on workers drawing paychecks because of widespread tax evasion by the selfemployed. Parliament returns on Sept. 6 to debate austerity measures Berlusconi insists will calm financial markets.

Irene has lost some of its punch and is now a Category 1 hurricane. But the storm remains likely to regain strength and become a major hurricane. The U.S. National Hurricane Center said yesterday that Irene had maximum sustained winds of 145 kph as it lashed the Turks and Caicos Islands. Updated projections had the storm moving farther east than before, but models still show Irene could make landfall in North Carolina over the weekend. Irene’s centre was 80 kilometres southsouthwest of Grand Turk Island. It was moving west-northwest at 15 kph.

But day-to-day, Campbell is often smiling. “I’m really not worried about anything,” Campbell said. “You know those people who say, ‘Oh, geez, I wonder what’s going to happen tomorrow?’ Tomorrow’s cool. Just don’t mess it up. It’s just wonderful. I think where I am at right now in this universe, I wouldn’t want to be anything else than what I am.” That zen has been reached through the hard work of his wife, Kim, his children and business associates. They’ve created a carefully engineered environment meant to shelter and encourage Campbell at every turn, whether he’s at home or on the road. There are indeed moments of confusion. But for the most part, Campbell doesn’t realize he has Alzheimer’s. “You get a little forgetful,” Kim says. “Well, it may look like that, but I don’t want to hear it sometimes. Amy Winehouse had no illegal drugs in her system when she died, and it is still unclear what killed the singer, her family said yesterday. The family said in a statement that toxicology tests showed “alcohol was present” in the singer’s body but it hasn’t yet been determined if it contributed to her death. The 27-year-old soul singer, who had battled drug and alcohol addiction for years, was found dead in her London home on July 23, and an initial post-mortem failed to determine the cause of death. ANSWERS A statement released by spokesman WANTED Chris Goodman on the family’s behalf said “toxicology results returned to the Winehouse family by authorities have confirmed that there were no illegal substances in Amy’s system at the time of her death.” It said the family awaited the outcome of an inquest that is due to begin in October. Bank of Montreal got the Canadian banking industry’s earnings season off to a strong start yesterday, beating analyst estimates as revenue rose, provisions for credit losses fell and BMO Capital Markets strengthened. The bank’s net income was $793 million for the three months ended July 31, up 18 per cent from the same time last year. Its adjusted net income was $843 million, or $1.36 per share. Analysts had been looking for $1.32 of adjusted net income, according to estimates compiled by Thomson Reuters. Bank of Montreal’s total revenue was $3.27 billion, up $367 million or 13 per cent from the third quarter of fiscal 2010. The bank’s Capital Markets division increased its revenues 23 per cent to $837 million, or 26 per cent of BMO’s total revenues. The increase was mainly due to higher trading volumes and revenues from mergers and acquisitions fees.

Steven Stamkos says the NHL needs Sidney Crosby. The Pittsburgh Penguins superstar has been out of action since January with post-concussion syndrome and it was rumoured this week he suffered a setback in his recovery. Stamkos said it’s difficult to see Crosby on the sidelines, both for the health of the league and as a fellow player. “It’d be tough, we need him. He’s the face of the NHL,” the Tampa Bay Lightning sniper said yesterday at an NHL fitness camp in Toronto. “It obviously would take away from our game not having him in the lineup, so hopefully everything goes well.” Crosby hasn’t appeared in a game since Jan. 5 when he took a blow to the head for a second straight game and was diagnosed with a concussion. Stamkos, who recently signed a big extension with Tampa Bay, added the amount of concussions in the league is alarming.

“It’s scary with the amount of concussions, not only with him, over the past couple years,” Stamkos said. “As a fellow player in the league, you want to prevent that sort of thing.” There have been calls in some circles that Crosby should consider retiring, but Stamkos said it’s too early for that. “Who knows how he’s feeling? He’s got to be the judge of that. You just hope that guys are smart when it comes to their health because that’s definitely more important than the game,” Stamkos said. “Everyone’s competitive – you want to be able to get back out there and play the game that you love. Hopefully he’s OK and good to go for the season.” Last week, Penguins general manager Ray Shero said Crosby “has progressed really well this summer,” adding the star centre was due to return to Pittsburgh for evaluation before the team opens training camp Sept. 17. However, Shero stopped short of predicting whether Crosby would be in the lineup when the Penguins open the regular season in Vancouver against the Canucks on Oct. 6. The Toronto Blue Jays have traded second baseman Aaron Hill and infielder John McDonald to the Arizona Diamondbacks for second baseman Kelly Johnson. Jays general manager Alex Anthopoulos announced the deal yesterday before Toronto’s game against the Kansas City Royals at Rogers Centre. The 29-year-old Johnson, long rumoured to be an Anthopoulos target, has appeared in 114 games for Arizona this season, posting a .209 average to go along with 18 home runs, 49 RBIs and 13 stolen bases. A first-round pick of the Atlanta Braves in 2000, Johnson is a career .260 hitter with 89 home runs and 326 RBIs in 758 games. “He has the ability to get on base, draw some walks and he’s got power to all fields,” Anthopoulos said. “He’d be the first one to tell you I’m sure he’s not performing the way he expected to, especially off the year he came off of last year.” Hill has struggled the last two seasons with the Blue Jays, but said he will cherish his time in Toronto, noting the club’s bright future.

A former foreign minister announced his candidacy to lead Japan yesterday just hours after unpopular Prime Minister Naoto Kan said he would be out of the picture by early next week. Kan has been criticized for lacking leadership after the March 11 earthquake and tsunami and subsequent nuclear crisis, and survivors of the disasters complain of slow relief and recovery efforts. Polls show his approval rating is below 20 per cent. Former Foreign Minister Seiji Maehara said last night he wants to take over the leadership to restore public trust and hope, especially among disaster victims. “We must regain public trust in politics, and achieve policies that can help people sense of safety and hope for the future,” Maehara said. Kan had promised in June to step down as soon as parliament passes two key bills – related to budget and renewable energy each – which it is set to do Friday. That would allow a leadership election Monday within Kan’s ruling Democratic Party of Japan and a new prime minister – Japan’s sixth in four years.

The Philippine president expressed “deep regret” yesterday for the deaths of eight Hong Kong hostages in a botched police rescue last year but rejected the families’ call for a formal apology. President Benigno Aquino III said the lone gunman and not the state is to be blamed for the tragedy. He compared the incident to last month’s attack by a “deranged gunman” who killed 77 people in Norway. He told reporters on the anniversary of the hostage-taking that an apology connotes that the state harmed the tourists, which he said was not correct. The tourists were taken captive on their bus by a fired policeman fighting for reinstatement. Hours of unsuccessful negotiations turned bloody when he opened fire, prompting police to chaotically storm the bus. The gunman was killed by a police sniper. A Hong Kong inquest earlier this year concluded that Philippine officials contributed to or caused the deaths of the tourists. Philippine Interior Secretary Jesse Robredo has said that police fire did not kill

any of the hostages. No one has been charged criminally for lapses in the police operation and only one official has been fired. “This was the act of one man, in the same token that some of us citizens have been affected elsewhere in the world, we do not blame the entire population,” Aquino said yesterday. Tearful relatives and a survivor

offered flowers and lit incense at the downtown Manila park where the 11-hour drama unfolded on live television the year before.
