The fate of the controversial harmonized sales tax will be known on Friday, Aug. 26. Elections BC said the results of the referendum on the future of the tax will be released to the Speaker of the Legislative Assembly. That will be followed by a news release that will be sent to media outlets across B.C. In addition, Elections BC will post referendum results on its website at electionsbc.ca. The HST is a tax that combines the seven per cent PST and five per cent GST and resulted in about 20 per cent of products rising in price via a hike in taxes, to 12 per cent from five per cent. Opposition to the tax was immediate following its surprise introduction immediately after the B.C. Liberals’ May 2009 election victory. Of the province’s three-million eligible voters, 51 per cent sent in a ballot on the HST question. A simply majority is required to keep or extinguish the tax. Premier Christy Clark announced a phased-in reduction of the tax to 10 per cent by 2014, while Finance Minister Jim Flaherty has said Ottawa would expect B.C. to repay the $1.6-billion it received when signing onto the tax system in 2009. Elections BC had hoped to have the results available today, but spokesman Don Main said yesterday the results will be available Friday, likely in the morning. Port Moody-Coquitlam MLA Iain Black is resigning his seat to take a new job as CEO of the Vancouver Board of Trade. Premier Christy Clark said she is “delighted and saddened” to see the man who succeeded her as a Port Moody MLA in 2005 leave politics. After serving in several ministries in former premier Gordon Campbell’s cabinet, Black was dropped from a slimmed-down cabinet lineup by Clark this spring and named parliamentary secretary for public transportation. At a news conference in Vancouver yesterday, Clark and Black both rejected suggestions that pressure from the premier’s office to prepare for the next election had anything to do with Black’s decision. Chilliwack-Hope MLA Barry Penner resigned as attorney-general last week, citing the need to declare his candidacy and appoint election officials. Black said he wasn’t looking for a career change, and the board of trade approached him. “And it took some convincing to tear me away from a job and a passion that I’ve had since I was a very young boy,” he said. Clark said she wasn’t expecting any further resignations from her
caucus, and it wasn’t related to election speculation. Black is spending a few weeks on constituency business before his resignation takes effect in late September. Unless a general election is called first, a by-election in Port Moody-Coquitlam would have to be called within six months of the seat becoming vacant. Elected in 2005, Black was Minister of Labour from Oct. 25, 2010 to March 14, 2011. Prior to that he
was Minister of Small Business, Technology and Economic Development from June 10, 2009 to Oct. 24, 2010, and Minister of Labour and Citizens’ Services from June 23, 2008, to June 9, 2009. Asked about the results of the harmonized sales tax referendum, due out Friday, Clark said her government is ready for either result, and a lot of work has gone into a “plan B” for reinstating the former provincial sales tax if the HST is rejected.

The five Pakistani men who jumped ship in Port Alberni in July and were arrested in Montreal pose no security threat to Canada and will likely be deported, Canada Border Service Agency spokesperson Jacqueline Roby said. CBSA officers arrested the men in a residence in Montréal, Quebec on Aug. 15. Roby would not comment about how the men ended up in Montreal or how CBSA found out they were there.
ONE DEAD AFTER FLOAT PLANE CRASHES NEAR NAKUSP ARROW LAKES NEWS (Black Press)
One person is dead and another has been injured after a small float plane crashed into the Upper Arrow Lake in front of Nakusp yesterday. Arrow Lakes Search and Rescue and the Nakusp Volunteer Fire Department were dispatched, speeding on small boats towards the downed plane, which was floating about 500 to 600 metres offshore. Police said there were two people on the plane. The passenger is deceased.

Burnaby RCMP’s latest sting targeting prostitution along Kingsway has resulted in the arrest of 10 “Johns” and four female sex trade workers. Conducted earlier this month, the effort was the third instance of the ongoing crime reduction project, started in June 2010 by the detachment’s prolific offender suppression team in response to concerns raised by area residents. The first phase of the project in June 2010 resulted in 20 arrests and charges, while the second, in December, led to 12 charges.

BC FERRIES WANTS TO CUT 400 SAILINGS BC Ferries is looking to cut as many as 400 sailings due to financial losses that are largely a result of declining traffic and passenger levels. David Hahn, the company’s chief executive officer, says the financial picture will likely get worse by the end of the year, so action is needed now. Hahn said passenger traffic has dropped by 2.9 per cent this quarter as compared to the same quarter last year, and vehicle traffic has dropped by 3.3 per cent. That amounts to the largest passenger decline in recent years and represents a 20-year low. Vehicle traffic is at an 11-year low. Hahn said in a news release the company originally planned for a net loss of about $20 million for this

Earlier this year, the ferry corporation announced plans to raise rates four per cent on major routes each year for the next three years, and eight per cent on minor routes.
A private viewing of slain Abbotsford gangster Jonathan Bacon was held last Friday afternoon at Henderson’s Funeral Home in Langley. It was announced discretely, and there were about 30 friends and family in attendance. Henderson’s would not confirm media reports that Bacon’s body has been cremated. Bacon, who police called a key figure in the Red Scorpions gang, was shot to death outside a Kelowna hotel and casino on Aug. 14.

Salmon farmers have agreed to provide fish samples to federal biologists who are investigating a newly detected virus they suspect is linked to the steep decline of wild sockeye. Dr. Kristi Miller, a genetics researcher with the Department of Fisheries and Oceans (DFO) in Nanaimo, said the virus “could be the smoking gun” that explains the deaths of millions of sockeye in recent years although another DFO researcher, Dr. Kyle Garver, said it is “pure speculation” to read too much into the findings so far.

Quebec Premier Jean Charest is ruling out a snap provincial election this fall. There has been speculation the premier might be tempted to capitalize on the current bickering within the Opposition Parti Quebecois. But speaking yesterday in Tokyo, where he is on a trade mission, Charest said he wants to concentrate on economic development and new business markets for Quebec. BURNED BODY OF STUDENT FOUND IN QUEBEC WOODS Police in western Quebec are investigating the slaying of a junior college student whose burned body was found in a wooded area. Police said her body bore marks of violence as well as burns.

The mayor of Seoul, South Korea, has lost a referendum on free school lunches but hasn’t said if he’ll resign. Police in a German state are phasing out the country’s namesake dog, the German Shepherd, in favour of the Belgian variety. But the preference of the Belgian canines has nothing to do with German Shepherds being “too dumb” for police work, said an officer in charge of dogs, responding to a question posed this week in a front-page headline in the Bild newspaper. Guenther Bonke, in charge of police dogs in the western state of North Rhine-Westphalia, said Belgian Shepherds protect their handlers better in crisis situations, are more robust, and act more aggressively when needed.
A large and powerful Hurricane Irene roared its way yesterday across the entire Bahamas archipelago, knocking down trees and tearing up roofs and posing the most severe threat to the smallest and least populated islands, officials said. Bahamian Prime Minister Hubert Ingraham said there have been no major injuries or deaths according to preliminary reports he has been receiving from throughout the widely scattered islands. But he added that they would not know the full extent of damage from the Category 3 storm until it is clear of the country on Friday.
The wartime leader of rebel Serbs in Croatia pleaded not guilty yesterday at the Yugoslav war crimes tribunal to charges of murdering hundreds of Croats and expelling tens of thousands more in one of the first ethnic cleansing campaigns of the Balkan conflicts. Prosecutors hold him responsible for atrocities early in the Balkan wars including the siege and systematic shelling of the town of Vukovar and torture and murder of some 260 prisoners who were herded out of the town’s hospital and executed at a nearby pig farm.
Syrian activists say tanks have stormed the eastern city of Deir el-Zour and made sweeping arrests there as the regime faced calls for an arms embargo and other sanctions. Citing witnesses on the ground, an activist group called the Local Coordination Committees says tanks rolled into Deir el-Zour early yesterday. The city has emerged as a flashpoint in the 5-month-old uprising. Deir el-Zour is an oil-rich but largely impoverished region known for its well-armed clans and tribes whose ties extend across eastern Syria and into Iraq.

It began three months ago when groups of young men left their homes in Tripoli and travelled to train in Benghazi with ex-military soldiers. Baja said Gadhafi had ordered the death of his cousin twenty years ago. “Eshkal carried a grudge in his heart against Gadhafi for 20 years, and he made a deal with the NTC – when the zero hour approached he would hand the city over to the rebels,” said Haroun. “Eshkal didn’t care much about the revolution,” said Haroun. “He wanted to take a personal revenge from Gadhafi and when he saw a chance that he will fall, he just let it happen.”

A Russian space station supply ship crashed with a thunderous boom into Siberia minutes after launch yesterday, rattling NASA and others in this new era without any shuttles to bail out the orbiting outpost. The rocket failed barely a month after NASA’s final space shuttle flight. While the International Space Station has more than enough supplies, the accident threatens to delay the launch of the next crew, just one month away. That’s because the upper stage of the unmanned Soyuz rocket that failed is similar to the ones used to launch astronauts to the station. In addition, three of the six space station residents who are due to return to Earth in two weeks might end up staying longer. The Soyuz rocket soared right on time from Kazakhstan, and everything seemed to be going perfectly until just over five minutes into the flight. The third-stage ignited, but the rocket commanded the engine to shut down because of a problem, said NASA’s space station program manager, Mike Suffredini. All contact with the spacecraft was lost. Russian space officials declared it a total failure after reports of wreckage falling with a deafening roar in a remote area of Siberia. “The explosion was so strong that for 100 kilometres glass almost flew out of the windows,” Alexander Borisov, head of the Choisky region in Russia’s Altai province, was quoted by state news agency RIA Novosti as saying.

The European Union imposed sanctions yesterday against the elite unit of Iran’s Revolutionary Guard, saying the Quds Force is providing equipment and other support to help Syrian President Bashar Assad crush the uprising against him. RYAN GOSLING’S ON A ROLL WITH NEW FILM TORONTO (Torstar)
If only Mickey, Minnie, Goofy and Britney could see Ryan Gosling now. The Canadian actor is sitting beachside at the Cannes Film Festival, flexing muscles and tattoos in a striped tank top and chatting to film writers about becoming the new Steve McQueen. It’s the middle of May, and Gosling’s new film Drive, directed by Denmark’s Nicolas Winding Refn, has just had its world premiere. (It has its North American debut at the Toronto International Film Festival next month.) Suddenly Gosling is no longer being viewed as the scrawny kid from London, Ont., who got his start singing and dancing as a Disney Mouseketeer alongside a pre-fame Britney Spears, and who specializes in playing sensitive misfits. Drive puts him solidly behind the wheel as an action star, a Hollywood stunt driver turned underworld wheelman who can burn rubber in a ’73 Malibu better than any cop or crook alive. His character Driver also has a vicious streak, doing unspeakable things to people with his boots and a hammer, but only if they’re really asking for it. He became an actor almost by accident at age 12, when his parents took him to Montreal for an open casting call for child actors in a new version of The Mickey Mouse Club. Gosling was chosen out of 15,000
applicants and moved to Orlando, where he sang and danced alongside Spears, Justin Timberlake and Christina Aguilera. Later TV roles included Breaker High, before he moved to L.A. Since then he’s played mostly men of mind and heart: the romantic pauper of The Notebook, the drug-addicted teacher of Half Nelson (which brought him an Oscar nomination) and the childish lover of last year’s Blue Valentine. All that’s in the past. Gosling’s future is now moving faster than the speedometer on Driver’s soupedup sedan.

A major Canadian bank says the economy ground to a halt in the second quarter and could slip into recession if the United States continues to weaken. In a report yesterday, TD Bank estimated zero growth for Canada in the second quarter which ended June 30. The bank also said thereâ&#x20AC;&#x2122;s a reasonable chance the economy actually shrank in the spring quarter. â&#x20AC;&#x153;If a contraction is realized, worries that Canadaâ&#x20AC;&#x2122;s economy has already entered a recession will increase, especially in light of the ďŹ nancial market turmoil that erupted midway through the third quarter,â&#x20AC;? Sidney Crosby’s health issues are making for a very unsettled late Pittsburgh summer. Nearly a quarter-century since The Mysteries of Pittsburgh was a best-selling book, the region’s hockey fans are dealing with another riddle wrapped inside an enigma. One that clearly has them worried. How badly is Crosby still hurting after sustaining what appeared to be multiple concussions only days apart in January? Will his lengthy layoff stretch into the new season? And when No. 87 finally does play, will he again be hockey’s best player? Penguins fans got a glimpse behind the scenes yesterday when the team said in a statement that Crosby has been seeing concussion specialists around the United States in an effort to monitor his progress. The Penguins expect Crosby to be back in Pittsburgh for a few weeks, although no specific timetable has been set for his return to the ice. “I appreciate all the support I’ve received from my family, friends, teammates and fans and from the entire Penguins organization,” Crosby said in the statement. “I know they only want the best for my health, and for me to be fully ready when I return to
game action.” Crosby still hasn’t said anything publicly about his persistent post-concussion symptoms. Some of Crosby’s own teammates are privately wondering why they aren’t getting more information. The lack of any clear prognosis only adds to the puzzle. So does the secrecy, which resembles that during the multiple medical ailments of Mario Lemieux’s brilliant but oft-interrupted career in Pittsburgh. “I’m worried,” said Brian Smith, a 23-yearold Duquesne University graduate school student and Penguins fan from Pittsburgh. “I worked in the concussion lab at my undergrad school, and concussions can be serious, especially when you’ve gotten two in a row like that. They can really mess you up. He definitely needs to take his time. I want him to come back, but I don’t want him to ruin the rest of his life.” While at Penn State, the kinesiology student helped test football players with concussions. Most showed considerable improvement within a week or two. But Smith fears Crosby’s case is less predictable because it now appears the Penguins captain had concussions in separate games four days apart in January.

Brett Lawrie’s solo homer off Louis Coleman to lead off the bottom of the seventh inning was the difference as the Toronto Blue Jays picked up a 4-3 win yesterday over the visiting Kansas City Royals. Lawrie’s drive came off Louis Coleman, who had just come on in relief of starter Luke Hochevar. It was the fourth of the year for the native of Langley, B.C., and went along with an RBI triple in the fourth inning. Jose Bautista also went deep for the Jays (66-63) with his Major League-leading 37th homer of the season in the fourth. Hochevar had, for the most part, kept the Jays’ bats quiet. The Kansas City (53-77) starter gave up three runs, all of them in the fourth on only four hits in his six innings of work. Trailing 2-0 in the fourth, Bautista tied things with one swing of the bat. The right-fielder hit a towering home run to left field with none out. His shot went off the facade above the second deck at Rogers Centre. That drove in Yunel Escobar who was on base after being hit by a pitch to lead off the inning. Later in the inning, Lawrie came up with two outs and Edwin Encarnacion on first base. After fouling a few pitches off from Hochevar, the Canadian hit a hard line drive to gap in left-centre field. The triple drove in Encarnacion and gave Toronto the lead. Jesse Litsch (5-3), who came onto pitch in relief of Romero in the seventh, picked up the win for Toronto.

BURRIS NOT BEHIND LEWD TWEET: STAMPS CALGARY (Canadian Press)
The Calgary Stampeders vow to get to the bottom of a tweet that landed quarterback Henry Burris in hot water. A message re-tweeted on Burris’ Twitter account yesterday contained a reference to oral sex. The tweet was deleted and Burris later posted: “I got word some weird tweet was on my page! If anyone saw that, I don’t know where that came from and I’d never tweet that! Apologies!” Stampeders president Lyle Bauer says he and head coach John Hufnagel have met with Burris and were satisfied their quarterback was not responsible for that post. Bauer says the club will try to find out if Burris’s Twitter account was hacked and if so, how. “Henry denies making that tweet and we believe Henry,” Bauer said. “Henry is a great ambassador for the football team, the community, as well as the CFL and we certainly owe him that consideration. “We will be doing our own review of what was posted, how it was done etcetera and find out if we can get to the bottom of what and how. One thing I want to say is we take this very seriously.” The 36-year-old is in his seventh season as Calgary’s starting quarterback and led the club to a Grey Cup in 2008. Burris has almost 4,000 followers on Twitter.

Japan’s nuclear regulator said yesterday that the operator of a crippled nuclear plant knew it might be hit by a far bigger tsunami than it was designed to withstand. The Nuclear and Industrial Safety Agency said the operator informed it just four days before Japan’s massive March 11 earthquake and tsunami that waves exceeding 10 metres could hit the Fukushima Dai-ichi nuclear plant. The plant was only designed to withstand a tsunami about half that height. Agency officials said yesterday they recommended that Tokyo Electric Power Co. take measures to prepare for a bigger tsunami but did not give specific instructions. The March tsunami hit the plant with waves higher than 15 metres, destroying its cooling systems, triggering explosions and fires and sending large amounts of radiation into the environment. The cores of three of the plant’s six reactors melted within a few days. About 20,000 people died or are missing after the quake and tsunami devastated large parts of Japan’s northern coast. More than 100,000 people were forced to evacuate from the nuclear plant’s vicinity because of radiation threats.
