British Columbia’s premier has for the first time ruled out a fall election campaign after months of hinting the province could be heading to the polls soon. Instead, Premier Christy Clark’s office said yesterday that the next vote will be held according to the province’s fixed election law in May 2013. Clark was not available to explain her decision. Clark was sworn in as premier in March after winning the Liberal leadership, and at the time Clark said she’d prefer a campaign before the fixed election date. Last week, the government suffered a major defeat after voters rejected the harmonized sales tax, an outcome that some pundits have speculated would have dampened the premier’s eagerness to head to the polls. Immediately after the referendum results were released, Clark still kept the door open but insisted she wanted to focus on jobs, not election speculation. But now her office says an early election is off the table. The leader of the Opposition NDP, Adrian Dix, blamed Clark for fuelling “disruptive” election speculation. “Her only consideration was her position in the polls – not the public interest, not the issues facing British Columbia,” Dix told reporters last night. “Ms. Clark has not responded to the key issues facing British Columbia. Instead, she has engaged in a perpetual election campaign that has brought disarray in her government.”

EX-NHL TOUGH GUY BELAK DEAD AT 35

Former NHL enforcer Wade Belak has been found dead. A Nashville Predators spokesman confirmed last night Belak was found dead in Toronto. He was 35. Specific details were not immediately available. But Toronto police confirmed they were called to a downtown hotel/condo in the early afternoon and are still investigating the matter. Belak spent the past three seasons with the Predators prior to retiring over the summer.

Belak was in Toronto to film the latest season of the CBC show Battle of the Blades. The six-foot-five, 222-pound Belak spent parts of 14 seasons in the NHL with Nashville, Florida, Toronto, Calgary and Colorado. He was taken in the first round, 12th overall, in the ‘94 NHL entry draft by the Quebec Nordiques. Belak, who collected eight goals and 1,263 career penalty minutes, is the third NHL tough guy to die this summer. Derek Boogard, a 28-year-old forward with the Minnesota Wild, was found dead May 13 at his Minneapolis apartment due to an accidental mix of alcohol and the painkiller oxycodone. Then on Aug. 15, forward Rick Rypien of the Winnipeg Jets was found dead in his off-season home in Crowsnest Pass, Alta., at the age of 27.

DISPUTES CAST SHADOW ON UPCOMING SCHOOL YEAR TOM FLETCHER (Black Press)

A work-to-rule campaign by public school teachers, set to begin on the first day of school, is only one dispute expected in education in the coming year. The B.C. Teachers Federation confirmed yesterday it will file strike notice to take effect Tuesday morning. The BCTF says phase one will be to refuse administrative duties such as meeting with principals, supervising playgrounds and writing report cards. The union and the employers’ association are far apart on a range of issues, including salary and a list of benefit improvements sought by the BCTF. One major point in dispute is the meaning of a B.C. Supreme Court decision handed down this spring on the government’s 2002 removal of class size and composition from teacher bargaining. BCTF president Susan Lambert says the decision means the government must add $336 million to the public school budget to guarantee a level of service. Education Minister George Abbott has repeatedly said any settlement must fit with the government’s “net zero” mandate that other public service unions have already accepted. Abbott said in an interview

yesterday that the BCTF is demanding “restoration of the world as it existed in 2001, and once that’s done, then they’ll start talking.” On another long-running dispute, Abbott said he hopes to have amendments ready for the fall legislature session to revamp the B.C. College of Teachers. He said the current system still allows teachers who have complaints against them to surrender their teaching certifi-

cate, avoid a disciplinary record, and then get reinstated to teach in a different district later on. A bright spot for the new school year is the completion of B.C.’s fullday kindergarten project, which is now available province-wide. There are 37,000 kindergarten students expected to enrol in the program, after a $150 million investment in classrooms and an operating budget expanded to $345 million.

KASH HEED FINED $8,000 FOR ELECTION VIOLATIONS VANCOUVER (Canadian Press)

Former B.C. solicitor general Kash Heed must pay at least $8,000 in fines for spending more than he was allowed during the 2009 provincial election campaign. Heed was forced to step down from his cabinet post last year after allegations that his campaign distributed flyers that weren’t reported to Elections BC. Elections BC ordered an audit and found Heed spent about $74,000 after the flyers were taken into account – exceeding the spending limit of $70,000. Heed later filed a revised finance report that said the total was about $75,600.

A four-year-old Vanderhoof boy who went missing from his day care facility on Aug. 22 afternoon was found safe and sound 40 minutes later. RCMP Staff-Sergeant Dave Beach said that the boy’s sitter had been outside with the boy and had gone inside for a few seconds - when she came back he was gone. One of the constables searching door-to-door heard some crying coming from an apartment. He went in and located the boy. “The little guy walked into an unlocked house and the door closed and he couldn’t get out,” said Beach.

A tax on each shipping container that passes through Metro Vancouver is being eyed by area mayors as one way to help finance transit expansion without digging as deeply into the wallets of local residents. With 2.5 million containers passing through the port each year, even a $10 per container tax would generate $25 million a year – more than a third of the $70 million a year TransLink needs to raise to finance both the Evergreen Line and a broader package of transit upgrades.

It may seem like it costs a fortune to park in downtown Vancouver. But a new survey of parking rates shows it’s actually a bargain here compared to many cities around the globe. Parking on average costs $20 a day in Vancouver, according to Colliers International. That’s about 25 per cent higher than the average for both Canadian and U.S. major cities. But Calgary and Toronto motorists both pay more – $25 and $23 a day respectively. And parking for the day typically runs $30 to $40 in New York, Los Angeles, Chicago, Boston and Honolulu. Winnipeg is the cheapest Canadian city at $9 a day, while it costs just $4 in Memphis, Tennessee. The survey found monthly parking rates average

$288 in Vancouver – more than the $236 national average but less than the prices in Calgary ($472), Toronto ($332) and Montreal ($297). And all the North American pay parking prices pale in comparison to some European and Asian cities. Londoners pay more than $1,000 a month for parking and prices are $700 or more in Zurich, Hong Kong, Tokyo, Rome and Geneva. Charles Gauthier, executive director of the Downtown Vancouver Business Improvement Association, said those rates are less relevant than what’s charged elsewhere in the Lower Mainland. “I take it with a grain of salt that we’re not Calgary or Toronto,” he said. “That doesn’t really mean much when we’re competing with Burnaby, Surrey and Richmond.”

An autopsy has confirmed the latest foot to wash ashore inside a running shoe in B.C. is human, says a coroner who has a mystery to solve. Prime Minister Stephen Harper has chosen a political journalist to be his top communications adviser. Angelo Persichilli will replace Dimitri Soudas next week as Harper’s director of communications. Persichilli, 63, was a columnist for the Toronto Star and political editor of Italian-language newspaper Corriere Canadese. Born in Castellino, Italy, Perscichilli emigrated to Canada in 1975. Persichilli does not speak French, but says he will be working to learn the language.

But for those who survived the Blue Bird Cafe blaze on Sept. 1 1972 and for the families of those who didn’t, the years have been spent suffering in silence. Survivors and relatives of victims will get together today for what is believed to be the first time to hold a candlelit vigil at the site – now a parking lot. They are demanding that a memorial be placed at the site in time for the 40th anniversary in 2012.

An Alberta woman involved in a high school sex scandal will be going to jail for two years. Tanya Marie Cossette, 41, also received two years probation. She earlier entered guilty pleas to sexual exploitation and Internet luring. Cossette was arrested by Mounties in January 2010 after students at Oilfields high school in Black Diamond alerted staff about rumours of inappropriate relationships between two 16-year-old boys and Cossette, who worked in the principal’s office.

Public Safety Minister Vic Toews says Wasford Uriah Steer was arrested Monday in Toronto. The agency says Steer is in Canada illegally after he was convicted of various crimes, including possession of counterfeit money, assault causing bodily harm and assault with a weapon. Steer was last deported to Jamaica in 2000.

A British court yesterday rejected a last-ditch attempt to prevent 86 families from being evicted from an illegal travellers camp east of the capital. The High Court in London dismissed the application for a temporary injunction from lawyers representing 72-year-old camp resident Mary Flynn. Flynn’s lawyers had argued that she suffers from breathing problems, and that European law requires consideration of whether eviction was a proportionate response to her case. Residents of the camp have similar lifestyles, but are ethnically distinct from Gypsies, also known as Roma.

Forecasters say Hurricane Katia has formed in the Atlantic Ocean but that it is too early to know if it will threaten land. The U.S. National Hurricane Center said late yesterday that maximum sustained winds had whipped up to 121 kph. The centre in Miami is cautioning a U.S. public still recovering along parts of the East Coast from Irene not to stress over the storm. Katia could become a major hurricane. But it’s too soon to tell if it will ever come near land. Katia is still more than 3,000 kilometres east of the Leeward Islands.

Switzerland has ordered an independent investigation to uncover why Swiss officials ignored up to 10,000 asylum requests from Iraqi refugees. Swiss Justice Minister Simonetta Sommaruga says the applications were lodged with Swiss embassies in Syria and Egypt between 2006 and 2008. Sommaruga said yesterday that an earlier internal probe found the Federal Office of Migration had ordered the embassies not to process the requests. Sommaruga says the Iraqis were in UN refugee camps and none had come to harm. Half of the asylum applications have now been processed.

Retiring U.S. Army Gen. David Petraeus is arguing that cuts in defence spending must not be allowed to undermine the versatility and flexibility that U.S. forces have developed in fighting wars simultaneously in Iraq and Afghanistan. Petraeus made the statement Wednesday in looking back over his 37-year career at a retirement ceremony on the sun-splashed grounds of the Pentagon. He thanked those he has served with and cautioned the government not to make excessive cuts in the Pentagon budget in coming years. Petraeus will take over as CIA director on Sept. 6.

Romania’s foreign minister says his country has plans to evacuate some of the 15,000 Romanians who live in Syria. Teodor Baconschi says he had instructed the ambassador to make “a co-ordinated plan” with other EU embassies for possible voluntary evacuation. He condemns the violence in Syria, saying in an interview with French radio station RFI that Romania supports the opposition. Romania and Syria had close ties during the communist area and marriages between Romanians and Syrians were common.

A Canadian broadcast watchdog says its decision to deem a 1985 Dire Straits smash unfit for radio just ain’t workin’. The Canadian Broadcast Standards Council has tempered a ruling on Money For Nothing, which includes the word “faggot,” saying that while the homophobic slur in the song is inappropriate, it must be taken in context and that individual radio stations can decide what listeners want to hear. “The (council) wishes to make perfectly clear to those persons who have commended the CBSC for its ‘brave’ position regarding the disapproval of the hateful and painful term that it is not abandoning that position,” states the decision, released yesterday. “It is only saying that there may be circumstances in which even words designating unacceptably negative portrayal may be acceptable because of their contextual usage.” On Jan. 12, the council responded to a listener in St. John’s, N.L., who was offended by the song’s lyrics. The regional Atlantic panel of the council subsequently ruled that the song contravened the human rights clauses of the Canadian Association of Broadcasters’ Code of Ethics and Equitable Portrayal Code. When a public backlash ensued, the CRTC asked

the council to review its decision. The song’s writer, Mark Knopfler, has long maintained that he was writing from the perspective of a “bonehead” who he observed in a hardware store watching MTV, reacting with disgust to the fledgling network’s flamboyant rock stars. The council simply hadn’t taken such context into account when making its original decision, said the organization’s national chair Ron Cohen. The song was a massive hit upon its release in ‘85, winning a Grammy, reaching No. 1 on the charts in Canada and the U.S. and spawning a famous video that featured crude computer animation and became a staple on MTV.

It was a short summer for training, but a long few months for Daniel Sedin to deal with the pain and frustration of losing in the Stanley Cup final. The Vancouver Canuck forward says it still hurts to think about his team’s 4-0 loss to the Boston Bruins in Game 7 of the NHL final. “For a couple of weeks afterwards you think about it every day,” Sedin said yesterday after skating with several other players at a local arena. “You try to think what went wrong. “It was a tough time. You get stronger from that too. If we learned a few lessons, I think we will be ready for this year.” Sedin said he was both physically and mentally drained by the marathon playoff run. “The days after it was tough to get out of bed,” he said. “It’s a weird feeling. “You have to do it. You can’t really take any time off.” Like the rest of his teammates, Sedin didn’t have much time to lick his wounds. He started training again for the upcoming season just two weeks after the playoffs ended on June 15. Normally Sedin would take more than three weeks off. The last few Canuck seasons have ended in May.

“You are used to working out for a longer period of time,” he said. “I liked it. It was short and hard. I think everyone is eager to get back.” Other Canucks at the workout were defenceman Alex Edler and forward Marco Sturm, who was signed as a free agent. Sedin’s twin brother Henrik is expected to arrive in Vancouver Friday. Last season saw Vancouver advance to the Stanley Cup final for the first time in 17 years. Sedin knows it will be a hard act to repeat. “I realize just getting to the playoffs is hard enough,” he said. “If we take 15 games off, we’re out of it. That’s how tight this league is.” The twins struggled in the final. Daniel had one goal and three assists in seven games. Henrik, the Canucks’ captain, led the playoffs with 19 assists but didn’t manage one against the Bruins. GRAND The native of Vernon, B.C. won the SLAM first Grand Slam match of his career yesterday by crushing Lukas Rosol 6-1, WIN 6-2, 6-1 to reach the second round of the U.S. Open. Pospisil needed just 82 minutes to dispatch the Czech after converting on seven of 13 break point chances. “This is my second slam, so I’m still new to the scene,” he said. “It takes a little bit of getting comfortable with these guys. “In the past maybe it wasn’t like that for me. But that is changing fast. I feel like I belong out there.” He’ll face No. 25 seed Feliciano Lopez in the second round. OHL CHANGES SHOULDER PADS AND ELBOW PADS TORONTO (Canadian Press)

The Ontario Hockey League is instituting equipment changes designed to make the game safer. The league announced yesterday that all players must wear soft cap shoulder and elbow pads for the upcoming season. The change came after a review of safety issues and is designed to “limit the number of head injuries suffered each season,” according to the league. Popular hockey commentator Don Cherry has urged the NHL to adopt a similar rule for years during his Coach’s Corner segment on Hockey Night in Canada. The OHL’s board of governors has also vowed to hand out more punishment to players who repeatedly get caught throwing checks to the head. The regular season starts on Sept. 21. Among the other changes announced yesterday was the creation of a rule that forbids goalies from leaving their crease to fight another goalie. Violators will receive a game misconduct and automatic two-game suspension.

French President Nicolas Sarkozy’s office vigorously denied claims in a new book that he personally took undeclared campaign cash from the heiress to the L’Oreal cosmetics fortune five years ago – claims that come just as the race for next year’s presidential elections is heating up. Sarkozy’s allies suggested the accusations are a campaign ploy against the unpopular president. Similar accusations first surfaced last year. An accountant for Bettencourt said a year ago that she gave 50,000 euros ($72,000) in cash in 2007 to Sarkozy’s party treasurer for the presidential campaign – well beyond the 4,600-euro legal limit on individual donations. The accusations surfaced during a series of investigations into the heiress’ finances. A book being released today suggests that Sarkozy himself received undeclared campaign money. The book, Sarko m’a tuer (Sarko killed me), quotes investigating judge Isabelle Prevost-Desprez as saying a witness she questioned “told me that he had seen cash handed over to Sarko,” a nickname used for Sarkozy.

As much as $60 billion in U.S. tax dollars has been lost to waste and fraud in Iraq and Afghanistan over the past decade due to lax oversight of contractors, poor planning and corruption, according to an independent panel. In its final report to Congress to be publicly released yesterday, the Commission on Wartime Contracting said the losses could grow as U.S. support for reconstruction projects and programs wanes, leaving Iraq and Afghanistan to bear the long-term costs of sustaining the schools, medical clinics, barracks, roads and power plants already built with American money. Government agencies should overhaul the way they award and manage contracts in war zones so they don’t repeat the mistakes made in Iraq and Afghanistan, the commission said. Among the report’s 15 recommendations are the creation of an inspector general to monitor contracting during contingency operations and the appointment of a senior government official to improve planning and co-ordination. The commission cited numerous examples of waste, including a $360

million U.S.-financed agricultural development program in Afghanistan. The effort began as a $60 million project in 2009 to distribute vouchers for wheat seed and fertilizer in drought-stricken areas of northern Afghanistan. The program expanded into the south and east. Soon the U.S. was spending a $1 million a day on the program, creating an environment ripe for waste and abuse, the commission said. “Paying villagers for what they
