A former Fraser Health technology manager has been handed a one-year conditional sentence and a year’s probation for improperly accepting benefits from a contractor supplying electronic health care systems to hospitals. James Roy Taylor, 64, was charged in 2010 along with an Abbotsford doctor and a former senior official in the B.C. health ministry. Taylor pleaded guilty yesterday in Victoria provincial court to one count of breach of trust, and three other charges were withdrawn. Taylor’s sentence begins with six months of house arrest. He was also fined $2,000, the value of a stay at a Kelowna condominium he accepted as a benefit without telling his supervisors. He must also perform 175 hours of community service. Ron Danderfer, former assistant deputy minister of health responsible for technology, also pleaded guilty in July to one charge of breach of trust. Danderfer and Taylor both admitted accepting benefits from Jonathan Burns, the Abbotsford doctor who pleaded guilty in February to two charges in the case. When charges were revealed in March 2010, prosecutors accused Burns of offering Danderfer and Taylor accommodation at a Kelowna condominium, employment income for relatives and “post-retirement income” in exchange for using their positions to give contracts to Burns and his company WebMed Technology Inc. Burns was sentenced to three years probation and 100 hours of community service. VPD RIOT REVIEW POINTS TO LACK OF REGIONAL POLICING JEFF NAGEL (Black Press)

A regional police force would have better handled the Stanley Cup riot, according to the Vancouver Police Department’s review of the incident. The VPD review largely echoes a provincial report in concluding the Vancouver force had no advance warning a riot was imminent and that no plausible number of deployed officers could have prevented it. But it also calls the playoffs a regional event that would have benefited from a regional police force in charge of all 3,800 police officers. “A regional policing service model would have provided a more efficient and effective delivery of policing services,” the report says. “If all Metro Vancouver police agencies were under the direction of a regional police service, consistency across training as well as equipment deployment would have been improved.” The VPD said ending the current patchwork quilt of municipal and RCMP forces would improve communication, standardize policy and practices, improve resource use, boost investigative and patrol capacities, reduce service duplication and end competition between

forces for recruits and other skilled personnel. At a minimum, the report said, a regional operational plan should have been drawn up to appropriately allocate officers from Metro Vancouver forces for the playoffs. The VPD suggested such a plan at a June 2 group of regional chiefs but says it was not implemented. “While there was excellent coop-

eration from police leaders in the region, they understandably were focused on their own municipalities,” the report said. “There was no one leader/agency that could make decisions for the region.” It says the lack of common standards and procedures across forces are a deficiency not just in riot control but in responding to anything from natural disasters to terrorist attacks.

The NDP says the rules may not have been followed when former Liberal premier Gordon Campbell was granted one of the province’s top honours. B.C. New Democrat house leader John Horgan says his inbox has been filled with comments from citizens who are wondering if the Order of B.C. was granted too soon. The deadline for nominations was March 11, but Horgan points out Campbell was an MLA until March 15 and that strikes him as out of order. Sitting politicians aren’t eligible to receive the Order of B.C.

It’s been over three months since 20-year-old Madison Scott went missing, and extensive search efforts to locate any trace of her remain unsuccessful. Scott left Vanderhoof on Friday May 27 with the intention of camping overnight at Hogsback Lake, 25 kilometres south of Vanderhoof. She was last seen by friends at the lake at 3 a.m. on May 28. Her parents originally offered a $15,000 reward for information leading to the safe return of their daughter. That figure has now been increased to $25,000.

Under the guise of a home renovator, a 47 year old is accused defrauding a senior of $200,000. Bank tellers were the ones to notice a problem. When they detected large cheques cashed from the 90-year-old man’s account, they investigated. Suspicious of the supposed renovation work, they went to the man’s home but found no evidence of any work. Victoria police arrested Richard Patterson, of no fixed address, last Tuesday. He faces a charge of fraud over $5,000.

MAN INJURED BY WIFE IN FREAK ACCIDENT CHRIS BUSH (Nanaimo News Bulletin)

What Mounties describe as a freak accident in Nanaimo on the weekend sent a Port Alberni man to hospital with life-threatening injuries. The 59-year-old man was airlifted to Victoria General hospital after the pickup his wife was operating backed over him. The mishap occurred Monday just before 10 p.m. at a home in the 3500 block of Monterey Drive. The man’s wife, 57, and their daughter, 40, were in the truck parked on a steep driveway, while the woman’s husband was standing on the curb. Police said the woman shifted the vehicle into reverse, but could not reach the emergency brake to release it, so she got out of the truck to pull the brake release, which

sent the truck backing down the driveway. The woman was thrown sideways and was hit by the driver’s door. The vehicle continued rolling down the driveway then struck and rolled over her husband. Their daughter was in the passenger seat, but could not stop the vehicle in time. Several people in the home helped the man until paramedics and police arrived. He was taken to Nanaimo Regional General Hospital, then airlifted to Victoria with head and internal injuries. The woman received scrapes and bruises but did not require hospitalization. Her husband was listed in critical condition yesterday. The incident is still under investigation and there has been no decision regarding charges.

HIKER DIES IN FALL ON EAGLE PASS MOUNTAIN REVELSTOKE TIMES REVIEW (Black Press)

A Revelstoke man is dead after falling from a ridge while hiking on Eagle Pass Mountain near Revelstoke on Monday. “The subject stumbled and fell a long way – maybe 1,000 vertical feet,” Revelstoke Search and Rescue manager Buck Corrigan said. The incident happened in the mid-afternoon on Monday on a sub-peak of the mountain. The victim, whose identity has not been released, was hiking with three friends when he fell from a cliff into the drainage below.

A Mission family won’t be living in their home for a while after a kitchen fire yesterday. Firefighters were called to the house on Ptarmigan Drive, where an unattended pot on the stove led to a blaze which destroyed the appliance and many of the cupboards, said Chief Ian Fitzpatrick. A father and son were home at the time, and managed to get the fire out before crews arrived. The two people were treated by B.C. Ambulance paramedics on scene, and released.

Former media baron Conrad Black has returned to prison to finish his sentence for fraud. Black will spend the time at the Federal Correctional Institution in Miami, a low security prison about 50 kilometres from the city’s downtown. Black had been free on bail for about a year after an

appeal court reversed two of his three FORMER fraud convictions. He was re-sentenced in June by MEDIA Judge Amy St. Eve, who also handed BARON down his original term of 78-months in 2007. With credits for time already served, Black was ordered to spend up to another 13 months behind bars. However, he may wind up spending as little as six to eight months in prison before he is released. Black spent his first stint behind bars at the Coleman Federal Correctional Complex in central Florida. Black’s empire once included the Chicago SunTimes, The Daily Telegraph of London and small papers across the U.S. and Canada.

A civil trial aimed at settling the multimillion-dollar estate of late Canadian boxing great Arturo Gatti is underway in Montreal. Gatti’s widow, Amanda Rodrigues, and the boxer’s family are embroiled in a bitter dispute over the fortune. At the centre of the debate is the validity of two wills with different beneficiaries. Gatti was found dead after committing suicide at the age of 37 in July 2009 at an apartment he and his family had rented in the Brazilian seaside resort of Porto de Galihnas.

A man has been charged after allegedly breaking into Celine Dion’s home near Montreal, snacking on a few cakes and pouring himself a bath. Police say the man was very calm as he asked them what they were doing there. The charges against Daniel Bedard include mischief and break and enter.

Students were greeted by picket lines as they arrived at Ontario colleges today in the midst of a strike by support workers. The union represents about 8,000 cleaners, food service staff, registration officers and other workers at the province’s 24 colleges. The colleges’ offer would see union members receive a 1.5 per cent salary increase for each of the first two years and 1.75 per cent in the third year. The union has been seeking a 3 per cent annual wage increase and job protection against part-time and temporary hires.

Some 38 per cent of Europeans, or 165 million people, suffer from mental illness or neurological disorders on a broad spectrum ranging from anxiety to dementia, a new study published yesterday says. Most are not being treated, though some experts said many may not need psychiatric help. The data covered more than 500 million people in the 27 European Union countries plus Switzerland, Iceland and Norway, according to the study paid for by the non-profit European College of Neuropsychopharmacology.

Britain’s justice minister says he has no objection to allowing TV broadcasts of some proceedings in English and Welsh courts. Justice Secretary Kenneth Clarke said yesterday that he would favour initially allowing broadcasts from the Court of Appeal before opening up the lower courts for coverage of sentencing sessions. Clarke spoke to Sky News ahead of the government’s announcement of plans to promote transparency in the courts. He says that allowing the public to see judges explaining their reasoning would give the public more confidence in sentences for criminal offences.

The lower house of Parliament has overridden a veto by the Senate to approve the Czech government’s unpopular health care reform. Tuesday’s 103-68 vote approved a plan to increase the daily fee charged to hospitalized patients. The changes also will require patients to pay for many drugs they now get for free and to pay for any extra care that is not considered essential. The lower house had approved the changes in June but the upper house, the Senate, which is controlled by the left-wing opposition, rejected them July 21.

Germany’s top criminal court has thrown out the conviction of former arms-industry lobbyist Karlheinz Schreiber, ordering a retrial after saying errors were made in the 2010 process. The 77-year-old German-Canadian was found guilty last year of tax evasion for failing to report some 14.6 million Deutsche marks, or about $10 million, in income. Rogers Communications is hoping to expand beyond the telecom business by starting up a bank that would focus on credit and payment services. The owner of Canada’s largest wireless telephone service provider has told the federal finance department that it will apply to become a financial institution called Rogers Bank, with its HQ in Toronto. There are no plans to expand beyond that area into a full-service deposit-taking bank, a Rogers spokswoman said an emailed statement. “We routinely explore opportunities to strengthen our position as a leader and innovator in the communications industry,” Rogers spokeswoman Carly Suppa wrote. “The licence, if granted, would give us the flexibility to pursue a niche credit card opportunity to our customers should this make sense at a future date.” Iain Grant, managing director for market research and technology firm SeaBoard Group, said Rogers could be positioning itself to become a leader in mobile money transfers.

The company also expects to open 700 coffee shops in South Korea by 2016, up from 370 now, Wang said. Starbucks is eyeing fast-growing emerging economies to help boost sales. Jaguar is proposing that RIM benefit from the “surge” of mergers and acquisitions among tech companies that hold patents with Alboini noting the “enormous” value of patents. It’s estimated that RIM has 10,000 to 15,000 patents. Jaguar noted that RIM’s stock has fallen from a peak of $149.90 in June 2008 to $29.59 on Sept. 2 at the Toronto Stock Exchange.

The lighter shade is known as “aviator blue.” Both blue colours have links to the RCAF – the lighter shade matches its historical colours while the darker comes from the paint used on many of the military’s current aircraft. Both home and away sweaters also feature the team’s new RCAF-inspired circular logo on the chest. “We wanted to create a new look ... but also honour the rich history of hockey in our city and fit the era of the Royal Canadian Air Force, which inspired the primary logo,” said general manager Kevin Cheveldayoff. The colours are essentially the same as those worn by the original Winnipeg Jets, who left the city in 1996 when the team relocated to Phoenix and was renamed the Coyotes. The reborn Jets are the former Atlanta Thrashers. Winnipeg’s first regular season game is Oct. 9 at home against the Montreal Canadiens.

The Cleo Lemon era with the Toronto Argonauts is over. The Argos have released the veteran quarterback less than two seasons after signing him to be their starter. The former NFL pivot appeared in 25 regular-season and two playoff games with Toronto, compiling a 11-14 record overall. Toronto was just 2-6 with him under centre this season. The Argos released Lemon after he was benched in the second half of their 29-16 home loss to the B.C. Lions on Friday night. Lemon was 11-of-15 passing versus the Lions for just 57 yards. The move comes with veteran quarterback Steven Jyles scheduled to come off the nine-game injury list this week. Argos head coach/GM Jim Backer has said Jyles will immediately be added to the Argos’ 46-man roster.

Crosby has seen concussion specialists around the United States this summer. They have been monitoring his progress as he tries to shake headaches and other concussion symptoms. No specific timetable has been set for his return to the ice. The 2007 NHL MVP made progress over the summer and took part in his normal off-season workout program that includes skating, shooting, stickhandling and off-ice work. However, when Crosby got to 90 per cent exertion in his workouts, the headaches returned. At that point, his doctors and trainers altered his workouts accordingly. Training camp opens Sept. 16 and Pittsburgh plays its first regular-season game Oct. 6.
