The defeat of the harmonized sales tax has nearly tripled B.C.’s deficit forecast for the current fiscal year, doubled it for next year, and left a $458 million gap for 2013 when the B.C. Liberal government has committed to balance the budget and call an election. Finance Minister Kevin Falcon revealed the latest projections in the province’s first quarter economic update yesterday. The ministry calculates that scrapping the HST will cost the provincial treasury $2.2 billion over three years, including $700 million less revenue once the old provincial sales tax is reinstated. Further revenue reductions are expected in later years before economic growth makes up the sales tax revenue. Falcon said he will be travelling the province this fall for the annual budget consultation, but he has already heard that the public has little appetite for new tax or fee increases to make up for undoing the HST. He said the cabinet has not yet decided if the “net zero” mandate for public sector union nego-

That is mainly due to borrowing to repay the federal government’s $1.6 billion HST transition fund.

Faith, optimism and even a little humility are helping the family of a missing three-year-old boy in southeastern British Columbia who police believe may be in the company of a convicted sex offender. Paul Hebert’s large family has gathered to maintain a round-the-clock vigil near their Sparwood home where little Kienan disappeared this week. An Amber Alert that was issued Wednesday has now been extended another 24 hours. “We’re 100 per cent optimistic that we’ll get him back and we’re 100 per cent sure we’ll get him back in an alive state,” the emotional father said when he spoke briefly with reporters Thursday evening. Randall Hopley “As time prolongs, we’ll see where that takes us. We have to be optimistic.” Randall Hopley, 46, the man at the centre of the dramatic manhunt, has had at least one brush with the law involving a child, has a lengthy criminal record for other offences and a childhood marked by turmoil, according to court records and people who know him. The RCMP said Hopley has no known connection to the boy, who vanished sometime Tuesday night or Wednesday morning, but they want to speak with him. Hopley is believed to be driving a brown 1987 Toyota Camry with the licence plate 098RAL.

STREET RACING TEENS MAY LOSE THEIR LUXURY CARS Tracy Holmes (Peace Arch News)

After impounding 13 luxury cars that were reportedly street-racing into South Surrey last week, police are hopeful at least some of the vehicles will never be returned to their owners. “We recommended that all 13 be made subject to civil forfeiture,” RCMP Cpl. Holly Marks confirmed Thursday. “I don’t think that all 13 met the criteria.” Police announced yesterday afternoon that they had provided details of the Aug. 31 incident to the Federal Integrated Proceeds of Crime Section and, subsequently, to the BC Civil Forfeiture Office, after investigation determined there was not enough evidence to proceed with criminal charges. The cars – some with novicedriver ‘N’s in their rear windows – had been impounded for seven days, and their drivers fined $196 each, after police fielded numerous calls regarding excessive speed and dangerous driving southbound on Highway 99 at the start of rush hour, around 3 p.m. Aug. 31. Six of the vehicles were pulled over in South Surrey, the other seven in White Rock. They included a Ferrari, two Maserati Turismos, three Lamborghini Gallardos, an Audi R8, three Nissan GT-Rs, a

Mercedes SL63, a Mercedes SLS and an Aston Martin DB9. The Integrated Proceeds of Crime Section recommended the BC Civil Forfeiture Office assess the case. Solicitor General Shirley Bond has reportedly said civil claims will be filed for five of the cars. Unlike in a criminal case, the proceedings do not produce a ruling of guilty or not guilty. Marks said pursuing forfeiture on a non-criminal matter is rare,

but not unheard of. “It’s not something that happens often on a provincial traffic offence, but it has happened,” she said. Bayview Towing spokesman Cory Rushinko said only six of the seven cars impounded at his lot will be released. Rushinko said police advised him Wednesday evening that they would be “seizing” one of the Mercedes. Three of the remaining six cars were picked up by noon yesterday.

Victoria police say they shut down a one-woman drug supply operation housed in an Esquimalt apartment yesterday. Const. Mike Russell said the woman is suspected of stocking dealers who sell in downtown Victoria. Police arrested a 47-year-old woman and seized evidence from two suites in the building. There are no other suspects in the case. Police haven’t released the type of drugs or the charges they’ll recommend against the suspect.

An updated regional parks master plan would entrench Metro Vancouver’s new strategy of allowing more for-profit recreational activities and other money-making ventures in its parks to help defray costs. The draft Regional Parks and Greenways Plan adds a new goal to “promote philanthropy and economic opportunities” in Metro parks. Police say a 19-year-old student at Acadia University in Nova Scotia who was reportedly involved in a night of heavy drinking has died. RCMP Sgt. NASA says one of its dead satellites will soon fall to Earth but there is very little chance that it will hit someone. The space agency does not know when or where its 20-year-old satellite will drop. It will probably be in late September but could fall in October. And it could land anywhere south of Juneau, Alaska, and north of the tip of South America. NASA says there is only a 1 in 3,200 chance of satellite parts hitting someone. The 6-ton satellite was used to monitor the atmosphere. Most of it will burn up during reentry. Only about 1,200 pounds of metal should survive.

UN humanitarian chief Valerie Amos plans to visit North Korea from Oct. 17-21. Stephanie Bunker, spokeswoman for the UN Office for the Coordination of Humanitarian Affairs, said yesterday that “she will be going there to get a first-hand look at the humanitarian situation on the ground, including the food shortage.” She said donors have provided just 10 per cent of the $218 million the UN has requested to meet humanitarian needs in North Korea. The UN launched the appeal in April after a survey concluded that 6 million people needed emergency food aid.

A senior security chief has testified at the trial of Hosni Mubarak that his superiors told troops to drive armoured vehicles into peaceful protests but he never heard orders to fire live ammunition. British health officials say they will lift the ban on gay men donating blood – as long as their last sexual contact with another man was more than one year ago. The U.K. health department said yesterday the change would be implemented in November after a new review found no evidence to support the ban. The decision reverses a policy first adopted in the 1980s when officials feared AIDS could be spread in the blood supply. Other countries including Australia, Japan, South Africa, Sweden and New Zealand also allow gay men to donate blood with similar conditions.

An analysis of 2 million-year-old bones found in South Africa offers the most powerful case so far in identifying the transitional figure that came before modern humans – findings some are calling a potential game-changer in understanding evolution. The bones are from Australopithecus sediba. The research places that pre-human branch of the evolutionary tree as the best candidate to be the ancestor of the human line, said Lee R. Berger of the University of Witwatersrand in South Africa. The bones, found in 2008 in the fossil-rich cave region of Malapa near Johannesburg, show a head-to-foot combination of features of Australopithecus and the human genus, Homo. “It’s as if evolution is caught in one vital moment, a stop-action snapshot of evolution in action,” said Richard Potts, director of the human origins program at the Smithsonian Institution. U2 DOC DEPICTS BAND ON BRINK OF BREAKUP TORONTO (Canadian Press)

Davis Guggenheim discovered one major drawback to directing a documentary about the biggest band in the world. When it comes to U2, everyone’s an expert. “The downside of a movie like this is the audience thinks they know the subject – people feel like they have a relationship already with the band,â€? Guggenheim, 47, said in a telephone interview this week from his Los Angeles ofďŹ ce. “The only way to sort of puncture that is to have tremendous access.... I just kept pushing to go deeper and deeper and deeper, and they went with it, which is really wonderful.â€? The result is From the Sky Down, which opened the Toronto International Film Festival last night, the ďŹ rst time a documentary has done so. Screaming fans waited for hours to watch U2 lead singer Bono and guitarist the Edge walk the red carpet ahead of the premiere. Guggenheim’s documentary captures the Irish rockers during what should have been a period of triumph following the release of 1987’s worldwide smash The Joshua Tree. But as From the Sky Down casts its lens back to that era – using a mix of fresh footage, new interviews and a wealth of archival clips – we learn that the band struggled to adapt to its rapidly expanding proďŹ le.

As Bono himself puts it in the ďŹ lm, the band appeared on the verge of imploding. And over the course of his lengthy interview process, Guggenheim says it became clear that U2 really was on the brink of breaking up ahead of their seminal 1991 album Achtung Baby. “Yeah, absolutely,â€? said the affable Oscar-winning director of An Inconvenient Truth and Waiting for Superman. “(Talking to) each one of them, you could just feel it.â€? COCA COLA’S FRENCH PLAN HALTED OVER SODA TAX PARIS (Associated Press)

Coca-Cola said Thursday it has suspended plans for a euro17 million ($23.3 million Cdn) investment in France to protest a tax on sugary sodas that’s part of government efforts aimed at shrinking the country’s huge debts. The investment in the factory in Pennes-Mirabeau in southern France is on hold pending parliament’s debate on the tax, said Tristan Faradet, head of Coca-Cola Enterprise, which produces and markets the firm’s drinks in France. A seemingly intoxicated moose has been discovered entangled in an apple tree by a stunned Swede. Per Johansson says he heard a roar from his vacationing neighbour’s garden in southwestern Sweden late Tuesday and went to have a look. There, he found a female moose kicking about in the tree. The animal was likely drunk from eating fermented apples. With the help of police and rescue services, the 45-yearold Johansson later managed to set the moose free in part by sawing off tree branches.
