Just how three-year-old Kienan Hebert was brought back to his British Columbia home undetected in the dark of night may have a deceptively simple answer: the doors were unlocked. Kienan was returned to his family home in Sparwood, B.C., early Sunday morning nearly a week after he disappeared from the very same two-storey house. The house was unoccupied at the time, with Kienan’s large family staying a few doors down, and just hours earlier, the boy’s father made an emotional plea for whoever had his son to leave him in a safe location. The sudden turn of events raised immediate questions about how a kidnapper could enter the home undetected for a second time, but Kienan’s father Paul offered the explanation yesterday. “We left the doors unlocked on purpose,” Paul Hebert, sounding exhausted but relieved, said in an interview. “We asked him to bring him back to a safe place, and he brought him back to our house.” Hebert declined to say whether he left the doors unlocked on the advice of police. The sole suspect in Kienan’s disappearance remains convicted sex offender Randall Hopley, 46, who was still at large. Police and the Heberts have publicly urged Hopley to turn himself in. Kienan hadn’t been seen since last Tuesday, when his parents put him to bed for the night. By Wednesday morning, he was gone, prompting a massive search of the surrounding area. Hebert said yesterday that his son – one of eight children – was coping with the ordeal and appeared to be OK. “Other than the personal invasion, being taken away in the middle of the night, nothing,” Hebert said when asked whether his son was harmed.

NDP leader Adrian Dix visited a college campus yesterday to call on the B.C. government to reinstate the student grant program it cancelled in 2004. B.C. was spending $80 million a year on grants to top up the federal-provincial student loan program, and an NDP government would reinstate a minimum tax on financial institutions to fund $100 million worth of grants per year, Dix said. Flanked by Camosun College students and local MLAs, Dix acknowledged that his announcement was to have formed part of an election campaign prepared for this fall. With the next B.C. election now put off to May 2013, Dix encouraged Premier Christy Clark to adopt his policy now to relieve debt that he said now averages $27,000 for B.C. post-secondary grads. Dix made a similar promise when running for leadership of the B.C. NDP this spring. Monday he had few other details, which he said would have to be worked out with post-secondary institutions based on previous grant programs. “My own view is that being 10th in Canada in student grants, doubling tuition fees, and having

the highest debt loads for students is not the direction we need to be going when we’re asking young people and needing young people to get access to the very education they need to fill the jobs of the future,” Dix said. Camosun College faculty association president Bronwen Welch joined Dix for the announcement. She said she sees students who can’t afford a $100 textbook for her

English literature classes and still make their rent, because of tuition and other costs. “What I don’t understand is at this point, why are people not rioting in the streets?” Welch said. “This is an investment in our future, this is not a cost.” The B.C. Liberals say average tuition paid in B.C. last year was $4,802, fourth lowest in Canada, and average student debt is third lowest.

An estimated 4.5 million sockeye salmon are returning to the Fraser River system this summer and the run size has fishery managers cautiously optimistic about the survival of the iconic fish. Granted, it’s a tiny fraction of the record 30 million sockeye that returned last year. But sockeye run on a four-year cycle, so managers aren’t comparing this run against last year – which was the high end of the cycle and was further amplified by mysteriously favourable ocean conditions.

A suspected 50-year-old drunk female driver struck a police car in Ladner on Sunday causing an estimated $10,000 in damage. According to Delta Police, the on-duty officer was hit while making a left turn in his unmarked police car. As the officer began to turn, his car was struck by a 2005 Kia. An investigation revealed the driver of the Kia was impaired by alcohol. She refused a demand to take a breathalyzer test and was arrested for impaired driving and refusal.

A Nanaimo man has died following a motorcycle crash on the weekend. Police said Thomas Lee Evans, 38, was driving a 1983 Montesa motorcycle on Laguna Way near Universal Place Saturday when the crash occurred. Residents told police they heard the bike turning onto Universal Way and then a loud scraping sound at about 7:15 p.m., but the accident was not discovered until 7:30 p.m. when a couple out for a drive happened upon the scene. Evans was rushed to hospital, but died of his injuries on Sunday.

Oliver RCMP are now in charge of investigating a fire that destroyed most of South Okanagan Secondary School yesterday. “We are involved at this time but it is way too early to tell what exactly happened,” said Cpl. Jason Bayda. “We handle all fires in this area until they are deemed not arson.” Firefighters were called to a blaze around 2 a.m. Monday morning that is believed to have started in or near the older part of the school. “We are in a mop up stage right now,” said Oliver fire chief Dan Skaros, at 9 a.m. “Most of the flames are knocked down and we lost most of the old school. We did save the new gym, the northwest gym and

most of the new cafeteria. Most of the new construction was saved but the library is gone. We think it started in the old east wing on the school.” Almost $30 million of provincial funding was given to the school district for renovations along with the construction of an addition. The renovations included 14 new classrooms, special education and counselling rooms, food and textile labs, a graphic arts room, a science lab, an art room as well as a new general office, washrooms and a multi-purpose room. “We are just making sense of it all. It’s pretty devastating,” said School District 53 superintendant Bev Young. “We are looking at coming up with a plan to relocate students and seeing what parts of the school might be accessible down the road.”

Abbotsford Police are investigating complaints about counterfeit tickets to the Taylor Swift concert in Vancouver on Sunday evening. There were six complaints from Abbotsford residents who bought the bogus ducats for the country singer’s show. Police have a strong lead. The tickets were sold in person, and one of the purchasers wrote down a vehicle licence plate and description.

Metro Vancouver mayors are being urged to approve a two-cent gas tax increase and work with the province to slap other new fees on motorists to finance TransLink’s latest expansion plan. The Sustainable Transportation Coalition, a group of planners and transportation advocates, says TransLink’s Moving Forward supplement must be approved for the long-term health of the region. The proposed revenue increases would raise an extra $700 million over 10 years.

Quebec’s proposed crackdown on the flourishing online ticket resale business would only drive customers to the black market or outside the province, opponents warned Monday. The Quebec government has tabled a bill that would make it illegal to sell sports and entertainment tickets at a higher price than the one authorized by the original vendor. The bill is aimed at Quebec-run sites that resell tickets and draw a commission from the buyer and seller. Outdoor scalpers would not be affected.

The government of Nunavut is hoping that better-trained teachers and more mental-health facilities will bring down suicide rates that are the highest in Canada. The suicide rate for Inuit youth is 11 times the national average and Nunavut has had 23 self-inflicted deaths so far this year.

The wayward penguin known as “Happy Feet” is missing in the Southern Ocean. Experts said that the most likely scenario is that the emperor penguin’s satellite transmitter fell off. The unit was attached to his feathers with super glue and was designed to fall off when he molted early next year. But the unit stopped transmitting Friday, just five days after the penguin was released into the ocean. Happy Feet was discovered on a New Zealand beach in June. After he was released, the penguin swam in a meandering route about 120 km southeast, in a pattern that experts say is typical for a penguin chasing fish.

At least 2,600 people have died in the six months of unrest that has swept Syria, the UN’s top human rights official said yesterday, as a panel was named to investigate abuses in the Arab country. Four men arrested on terror suspicions over the weekend in Sweden’s secondlargest city were identified in court documents yesterday as local residents in their 20s and originally from Somalia and Iraq. Police detained the men – three of whom are Swedish citizens – in a sting in the west coast city of Goteborg on Sept. 10, and a prosecutor said they were being interrogated on suspicions of preparing a terrorist act. About 400 people were evacuated from an arts centre in connection with the arrests, but police haven’t said whether the building was the target of the alleged plot.

Authorities says four men have been charged with slavery offences for holding a group of men in squalid conditions at a caravan site north of London. Prosecutors said the men, who were all from the same family, were charged yesterday with conspiracy to hold others in servitude and requiring them to perform forced labour. Police found 24 men, mostly of English and eastern European backgrounds, in poor health and in cramped and dirty conditions at the site. Officers said they believed some of the men had been working in a state of “virtual slavery” for up to 15 years.

BATTLE OF THE BLADES PLANS BELAK TRIBUTE FOR SEASON PREMIERE

The third season of CBC’s Battle of the Blades will kick off this weekend with a tribute to Wade Belak, the public broadcaster said yesterday. An hour-long episode, which features the recently retired NHL enforcer as he prepares for the televised reality show, will air on Sunday, a week before live competition is set to begin. The popular show, which is entering its third season, challenges professional hockey players to don figure skates, team up with a partner and master pairs skating in an effort to win $100,000 for charity. Belak, who was set to team up with ice dancer Kim Navarro, was found dead in a downtown Toronto hotel and condo building late last month in what police described as an apparent suicide. The tribute episode, titled Game On, will show footage of all the hockey players preparing for the competition, and pay particular tribute to Belak’s “enthusiasm and humour,” the broadcaster said. CBC said it is hoping to find a replacement for Belak to compete alongside Navarro. Other competitors include NHL players Bryan Berard and Brad May.

Madonna says she welcomes criticism of her new film, W.E. – as long as reviewers are judging the movie on its own merits. “I can tell when people are reviewing my film and when they’re reviewing me personally,” the pop star told a packed press conference at the Toronto International Film Festival yesterday. “I welcome criticisms of my film when it’s viewed as an artistic form, and not when people are mentioning things about my personal life, or my achievements in any other field, because they’re irrelevant to the film.” Early reviews of the ambitious film have been decidedly mixed, with one scathing notice from the U.K.’s Guardian summing it up as “an extraordinarily silly, preening, fatally mishandled film” in a one-star takedown. W.E. jumps back and forth through time to tell two stories: Andrea Riseborough plays Wallis Simpson, the controversial American whose romance with Edward VIII ultimately led to his abdication of the throne, while Australian actress Abbie Cornish portrays a downcast modern woman who is obsessed with her.

The cartoon character SpongeBob SquarePants is in hot water from a study suggesting that watching just nine minutes of that program can cause short-term attention and learning problems in fouryear-olds. The problems were seen in a study of 60 children randomly assigned to either watch SpongeBob, or the slower-paced PBS cartoon Caillou or assigned to draw pictures. Immediately after these nine-minute assignments, the kids took mental function tests; those who had watched SpongeBob did measurably worse than the others. Previous research has linked TV-watching with long-term attention problems in children, but the new study suggests more immediate problems can occur after very little exposure – results that parents of young kids should be alert to, the study authors said. The results should be interpreted cautiously because of the study’s small size, but the data seem robust and bolster the idea

that media exposure is a public health issue, said Dr. Dimitri Christakis. He is a child development specialist at Seattle Children’s Hospital who wrote an

Lillard said 4-year-olds were chosen because that age “is the heart of the period during which you see the most development” in certain self-control abilities. Specialty media company Astral Media says foreign Internet competitors like Netix should be subject to the same rules as Canadian broadcast providers. In a speech yesterday, Astral chief executive Ian Greenberg called it “unfair competition.â€? Astral and most other Canadian broadcasters have pressed the federal broadcast regulator for stiffer rules on Netix operations in Canada so all movie providers face a level playing ďŹ eld – no matter whether they broadcast over the airwaves, on cable or via the Internet. “The reality that currently exists with foreign Internet broadcasting competitors who reap the beneďŹ ts and revenues of doing business in this country, yet are not subject to the same rules of engagement as Canadian companies,â€? Greenberg said in prepared remarks distributed before a business luncheon speech yesterday.

The CRTC and the government need to ensure there is a level playing ďŹ eld for all, he said. Astral has long-term deals in place with most U.S. movie studios, giving it exclusive content to help counter competition from Internet movie provider Netix. Astral also has lengthy deals with U.S. cable channels HBO and Showtime for exclusive programming to broadcast on its pay TV services such as The Movie Network. Netix is competing for licensing rights with TV networks and pay TV services for content. It had 23.6 million subscribers in the U.S. and Canada at the end of March, double the amount from the same period two years ago. Astral is part of a 40-member group from the telecom, broadcasting, cable and satellite and production sectors, along with unions, that has asked the Canadian Radio-television and Telecommunications Commission to initiate public consultations on the matter.

Shaw and Cisco have struck a deal to set up an extensive and advanced Wi-Fi network in Western Canada to provide broadband wireless services. In a joint release, Shaw and Cisco said yesterday the nextgeneration network will allow Shaw customers to connect Wi-Fi enabled devices such as tablets, smartphones and computers to thousands of access points across Western Canada. Financial terms of the deal were not revealed. “Canadians’ use of smartphones and tablet devices has grown exponentially over the years and more than ever, consumers are relying on Wi-Fi to explore the Internet, connect with loved ones and enjoy entertainment,� Shaw president Peter Bissonnette said in a release. The new Shaw Wi-Fi network is set to begin operating in late 2011, with a consumer launch next spring.

Canada’s economic growth will slow to 2.4 per cent this year, RBC Economics said yesterday, marking a 0.8 percentage point downgrade from its June forecast. Tom Brady threw his first interception since October, so he wasn’t perfect in the New England Patriots’ opener. He was close, though. Brady threw for a team-record 517 yards and four touchdowns, including a 99-yarder to Wes Welker, and the reigning AFC East champions started with a victory for the eighth consecutive season last night by beating the Miami Dolphins 38-24. Defensive end Jared Odrick picked off a deflected pass to set up a Miami touchdown and end Brady’s NFL-record streak of 358 passes without an interception. Otherwise Brady and the Patriots picked up where they left off last season, when he threw for 36 TDs and his team led the league in scoring. New England totalled 622 yards, the most in franchise history and the most allowed by Miami. Brady’s performance overshadowed Miami’s Chad Henne, who threw for a career-high 416 yards. The 906 net yards passing by both teams was an NFL record. Brady, who went 32 for 48, became the 11th quarterback to throw for at least 500 yards. The hockey team wiped out by a plane crash last week will not take part in this year’s Kontinental Hockey League season, Russian sports minister Vitaly Mutko said yesterday. Mutko said that Lokomotiv Yaroslavl would be demoted to a lower league as part of a gradual rebuilding program, in line with the team management’s wishes. “At a meeting with the president, we arrived at the conclusion that we must support those decisions taken by the club,” Mutko said after a high-level discussion on plans for Lokomotiv chaired by Russian President Dmitry Medvedev. Lokomotiv president Yury Yakovlyev said the team might begin playing in December in the Major Hockey League, which is the second tier of Russian hockey. By way of a concession, Lokomotiv will be automatically eligible to compete in next year’s playoffs, regardless of where it places in the MHL. The crash Wednesday of a chartered Yak-42 jet outside the western city of Yaroslavl took the lives of 28 players, two coaches and seven other Lokomotiv staff. Alexander Galimov, the only member of the team to initially survive the crash in which a total of 44 people were killed, died yesterday of his injuries in a Moscow hospital. Top hockey officials had earlier expressed hopes Lokomotiv could be revived in time to take part in the current season, which began yesterday, by drafting in players from other KHL teams. LIONS KICKER ENJOYS BIG STREAK SURREY (Canadian Press)

The most consistent member of the B.C. Lions this season is also the oldest player in the CFL. Placekicker Paul McCallum has been Mr. Automatic during a year where the Lions have sometimes struggled to find the right gear. The 41-year-old, who grew up only blocks away from the team’s training facility in Surrey, has kicked 21 straight field goals this season. He is getting close to Dave Ridgway’s record of 28 in a row, but McCallum has a bigger goal in mind. “It would mean something to me if I finished the rest of the year and didn’t miss at all,” McCallum said yesterday after the Lions had a brief run-down. “It means I have some more to go. I will take it one field goal at a time. We’ll see what happens at the end of the season.” McCallum went four-for-four in the Lions 28-6 win over the Toronto Argonauts Saturday. The 19-year veteran has made 27 of 29 field goals this season. He missed a 47-yard attempt in the opening game against Montreal, then was wide and about a yard short on a 57-yard try on the last play of a 34-32 loss to Calgary the following week. Since then McCallum has been perfect. His consistency is one reason why the Lions have won four of their last five games and moved into third spot in the West with a 4-6 record.

A pivotal stretch in the NBA lockout begins today, when full bargaining committees return to the table. That could move players and owners closer to a new labour deal, but it also could send things in the wrong direction with time running down if more voices in the room leads to discord. Any setback now would diminish hopes of the pre-season opening without delay.

“The reality is our training camp would be scheduled to start on Oct. 3rd I believe, and so if there’s any intention of trying to get that started on time, then we both have to figure some things out very quickly,” players’ association president Derek Fisher of the Lakers said last week. “That’s just the reality of the situation.” The process toward getting a new collective bargaining agreement seems to have gotten back on track after three meetings in the past two weeks between top negotiators from each side. They decided their full committees have to return before they can go any further, so the owners’ labour relations committee and the union’s

executive committee were told to come to New York for a session today, and perhaps even tomorrow. On Thursday, both sides will report back to their memberships, with owners meeting in Dallas and players headed to Las Vegas, where more than 40 are taking part this week in a series of games at the Impact Basketball academy. Large groups from each side haven’t met since late June, when players expressed frustration that owners were still sticking to points from their original proposal from back in January 2010. That included changes to the current salary cap system along with pay cuts and shorter contracts for the players.

TRIAL BEGINS FOR MAN CHARGED IN HIT-AND-RUN DEATH

Brent Parent and an unidentified female companion arrive for the start of his road rage trial yesterday.

Brent Parent said nothing as the charges against him were read out by a court clerk yesterday in a B.C. Supreme Court chamber in New Westminster. As each count, his lawyer spoke for him, saying “Mr. Parent pleads not guilty.” There were five road rage-related charges against the Langley man. They include criminal negligence causing the death of 21-year-old Silas O’Brien of Abbotsford on March 13, 2008 in Langley, dangerous operation of a motor vehicle and

leaving the scene of the accident. More than a dozen family and friends of O’Brien showed up for the first day of court, forcing court administrators to change courtrooms to find one big enough to accommodate everyone. In her opening statement, Crown Prosecutor Donna Ballyk said the evidence will show that immediately after Parent ran O’Brien down, he went home and sat in his hot tub having beer with his brother and talking so loudly that they disturbed a neighbour. The next day, police arrested Parent and his brother as they were leaving the property. Ballyk said the evidence will show that O’Brien and two friends were in a Chevy Silverado heading to the airport and a flight to Hawaii when they made contact with a Ford F250 truck driven by Parent, whose brother was riding with him. The Silverado was hit by a glancing blow on the passenger side, while the Ford suffered a scrape on the driver’s side. After that, Ballyk said, Parent ran the Ford off the road into a ditch, then returned and ran O’Brien down. At the time, Parent was 38. The first witness called by the prosecution was a former New Westminster Police officer who was a member of the regional Integrated Homicide Investigation Team (IHIT) assigned to the case. At press deadline, Natasha Purba was testifying about the paint scrapings that show the Parent and O’Brien vehicles made physical contact. She also took the judge through the initial IHIT photographs of the crime scene that included images of the blood stain left where O’Brien hit the pavement. According to the prosecution, as O’Brien and his friends, Sam Dooley andLuke Stevens, also 21, were driving to the airport around 2 a.m. to make their flight. They came upon a white Ford F250 driven by Parent with a sled carrier for snowmobiles and other recreational vehicles on the back. The Ford was stopped in the the road in the 25800 block of 16 Avenue. When the Silverado went to drive around it, the Ford began moving, which is when the two vehicles made contact. The Ford circled back and ran the Silverado off the road, causing it to flip into a ditch. The three occupants were standing on the side of the road surveying the damage when the F250 returned. Dooley and Stevens jumped out of the way but O’Brien was hit. He died at the scene. O’Brien left behind six siblings, parents, and many friends. He also had a girlfriend Megan Williamson, a competitive figure skater with the Langley Skating Club. The trial has been scheduled to last for 10 days before B.C. Supreme Court justice Terence A. Schultes. The Crown lawyer is expected to wrap up the prosecution case by the end of the week. Then it will be the turn of defence lawyer Vincent Michaels. Parent faces a possible sentence of life in prison if convicted.

A UN report into the raid, released earlier this month, said Israel’s naval blockade was legitimate but accused Israel of using “excessive and unreasonable” force in the raid. The idea that Osborne – now one of the country’s most powerful politicians – could have been deliberately cast in a sympathetic light by a Murdoch paper have raised new questions about whether the nowdefunct tabloid was playing favourites with its political exposés. The story begins with Rowe’s 2005 claim that she and Osborne used to snort cocaine together years ago. At the time, it was exactly the kind of story the brash News of the World loved – a mix of sex, politics and drugs – and even came with a picture of the youthful pair that the tabloid said

showed them arm-in-arm with a white substance in front of them. In her interview with Australian Broadcasting Corp. television, Rowe claims that she was hoping to publish her allegations in the Sunday Mirror, which put out a story entitled “I snorted cocaine with top Tory boy” on Oct. 16, 2005.
