The man arrested yesterday on kidnapping and child abduction charges in the disappearance of three-year-old Kienan Hebert was found hiding in an old mining cabin in southwestern Alberta, his scent picked up by an astute police dog. Randall Hopley, 46, was arrested in a remote area near Crowsnest Pass, a short drive away from Kienan’s home in Sparwood. “It doesn’t get any better than this,” a smiling Insp. By Tuesday morning, the dogs had reached a set of abandoned mining cabins. “As one (of the dog handlers) knocked on the door, the dog indicated that there was possibly some activity, and the dog master and the police dog pursued that and it resulted in Mr. Hopley being arrested in a short chase,” said Fitzpatrick. Hopley was arrested for kidnapping and abducting a child under 14, said Fitzpatrick. He was being held in Cranbrook, located about 70 km southwest of Sparwood, and is scheduled to appear in court this morning.

B.C. taxpayers got a break on forest fire costs this summer, but the transportation ministry is still busy with major repairs after an unseasonable number of road washouts. The latest closure is Highway 37A, leaving the northwestern B.C. community of Stewart without road access until a bridge 10 km east of the community is replaced. The Bitter Creek bridge washed out last week after more than 180 mm of rain fell over two days. Several other sections of Highway 37A were also washed out, forcing groceries to be brought in by barge along with heavy equipment for repairs. Highway 37 north of Stewart to the Yukon border has also been closed to traffic due to mudslides and flooding. The ministry reports that this year in the Bulkley-Stikine highways district there has been damage to 20 km of road, two bridges and eight large culverts. Another two bridges, two large culverts and two km of road have needed repair in the Fort George district, and two km of road damaged in the Skeena district. Estimated cost of emergency response and repair is
$5 million for the three areas. Heavy rains left a larger mess in the northeast of the province. A 64-km section of Highway 97 between Prince George and Chetwynd remains under construction after a 130 mm downpour in late June caused damage to 77 sites in the Pine Pass. Subsequent downpours in the Dawson Creek and Fort St. John areas damaged more bridges and
roads, with emergency response and repair costs for the Peace region estimated at $38 million. The Lower Mainland and Fraser Valley were spared widespread damage during the wet early summer. Major events include flood damage to five km of Highway 3 in the Skagit Valley, and a late-June landslide that briefly closed the Trans-Canada Highway at Herrling Island north of Chilliwack.

It didn’t take long for witnesses to call police after spotting an impaired suspect on the boardwalk along the Fraser River in New Westminster. Officers also had no trouble picking him out on the waterfront route. That’s because the 29-year-old Vancouver man was driving his Audi down the pedestrian-only walkway. The incident occurred on Monday night and police arrived in time to see the grey vehicle nosing its way off the boardwalk and onto a nearby street. Charges have been recommended, and no one was hurt.

Police are warning bank ATM users to be extra cautious, as fraudsters are stealing people’s debit card information in Greater Victoria. Saanich police have discovered multiple machines that have been modified to record a user’s PIN. A false front to the machines incorporated either a camera or a device to record keypad strokes. Sgt. Dean Jantzen won’t say how many tampered machines have been identified or where they are located. However, he said police are making headway in tracking down the individuals involved.

A 63-year-old Kamloops man is dead and his teenaged son is in custody. Phil Steel was found inside his home, and 18-year-old Joshua Steel was picked up outside late Monday. RCMP responded to a call from a Kamloops neighbourhood. Investigators have not said how Steel died. The young suspect does not have a criminal record. The killing is this year’s second homicide in Kamloops.

Nova Scotia’s finance minister has a withering opinion of the Fraser Institute even though the conservative think-tank gives the province a flattering assessment in its latest report. Graham Steele accused the Vancouver-based group yesterday of being a political organization that “produces junk.” “It is not a serious institution,” he said to reporters after giving an update on the province’s finances. “It is a political organization and it is no accident that their focus is on the Ontario election. They’re trying to make themselves relevant to the Ontario election.” In its annual report card on the fiscal performances of the 10 premiers, the institute called Ontario’s Dalton McGuinty and Quebec’s Jean Charest among the
worst managers of provincial finances. The report rates former B.C. premier Gordon Campbell as the best manager with Danny Williams, former premier of Newfoundland and Labrador, in second place and Nova Scotia’s Darrell Dexter third. Manitoba’s Greg Selinger, McGuinty, and P.E.I. Premier Robert Ghiz are ranked in the bottom three spots by the institute. Steele suggested that’s no coincidence. “It is no accident that the three premiers they rank at the bottom are three non-Conservative premiers who are all up for re-election right now,” he said. “It’s crap. I’m sorry, are ministers not supposed to say that?” Niels Veldhuis, a senior economist and VP of policy at the Fraser Institute, said he can’t understand Steele’s reaction to the report considering how well Nova Scotia fares.

A cougar that killed a horse in the rural Dove Creek area eluded conservation officers. A 20-year-old mare named Dawn was slain Thursday night. Conservation officers staked out the site, but the cat did not return. A neck bite was the only mark on the horse, which still had a mouthful of hay, said owner Henny Brydges. A cougar was spotted on the Labour Day weekend at a Courtenay park in a residential area.

ICBC has activated another 35 traffic camera sites to detect and ticket red light runners. The extra camera sites – almost all in Metro Vancouver – include 13 in Vancouver, six in Surrey, four in Coquitlam and two each in Maple Ridge and the North Shore. There are now 105 high-risk intersections equipped to use intersection traffic cameras and the full 140 sites planned under the new digital camera program are to be activated by the end of the year. Violators are fined $167, less $25 if they pay within 30 days.

The Conference Board says income inequality has been rising more in Canada than in the United States since the mid-1990s, and faster than in many peer countries. Passport Canada is promising it will start issuing new electronic travel documents by the end of next year. Canada is the only G8 country that has yet to make an electronic passport available to its citizens. The rollout of the new passport had initially been slated for this year. EPassports are like regular paper passports, but are embedded with an electronic chip and enhanced security features including face-recognition data.

Canada is reopening its embassy in Libya’s capital, even as fighting continues in pockets of the country still held by loyalists of the hunted dictator Moammar Gadhafi. A motorcyclist who was pinned under a burning car after a collision says he’s grateful for the help of strangers who lifted the vehicle to rescue him. Authorities say the accident Monday near the Utah State University campus in Logan happened when the 21-year-old Wright collided with a car pulling out from a parking lot. The bike and car burst into flames and Wright was trapped underneath. A camera nearby captured a group of people tilting the car up to pull Wright to safety. Logan police are heralding the group as heroes. Wright was taken to the hospital in critical condition.
Germany, France and Spain are warning the European Union not to meddle in the management of their borders, insisting that’s a security issue that touches the core of national sovereignty. The EU Commission is expected to present plans Friday to better manage the Schengen zone of borderless travel through much of Europe, and the three nations fear it would try to shoehorn its way into making decisions on border issues. CRTC ORDERS BROADCASTERS TO TURN DOWN THE LOUD ADS GATINEAU, Que. (Canadian Press)
Canada’s broadcasters have a year to turn down the volume on their TV ads. The Canadian Radio-television and Telecommunications Commission has ruled that commercials are indeed annoyingly loud, and will give broadcasters until next September to do something about it. They got help in the verdict from over 7,000 Canadians who responded with an resounding “yes” to the question it posed in February of whether they thought ads were too loud. The number of submissions was unusually numerous for a CRTC notice of comment, and 10 times higher than the complaints it received the previous three years combined. “Broadcasters have allowed ear-splitting ads to
disturb viewers and have left us little choice but to set out clear rules that will put an end to excessively loud ads,” the CRTC chairman, Konrad von Finckenstein, said in a release yesterday. “The technology exists, let’s use it.” The commission says 2009’s international standard for measuring and controlling television signals will apply to minimize fluctuations in loudness between programming and commercials. Under the standard, broadcasters will have to ensure that both programs and ads are transmitted at the same volume. In an interview, von Finckenstein said the commission decided to go against a voluntary approach because broadcasters had two years to follow the international standard and have done little.

The View hosts, particularly Whoopi Goldberg and Joy Behar, are often combative with guests they disagree with politically. All Goldberg wondered was where Cheney had been during the Sept. 11 terrorist attacks. Behar asked if the Iraq and Afghanistan wars would have gone differently if it wasn’t an all-volunteer army, and Cheney said that “you have to deal with the world the way you find it.” Cheney’s wife, Lynne, sat on The View couch between him and Behar. “Are you scared to be alone with us?” Behar said. “You brought your wife.” Cheney didn’t reply. The toughest question came from Barbara Walters, who asked Cheney if the Iraq war was worth it given the human and financial costs. Cheney said it was, then stopped Walters cold when she tried to interrupt to introduce a commercial. “I listened to the question,” he said. “I get to give the answer, Barbara.”

Erica Kane wouldn’t leave quietly if she felt she’d been wronged. Neither is Susan Lucci as All My Children nears its end. Lucci has memorably portrayed Kane on the drama, which airs its last episode on ABC on Sept. 23, and it’s unclear whether she will be a part of an attempt to migrate the series online. In a newly published epilogue to her memoir, Lucci sharply criticized her ABC bosses for axing All My Children, which has been on the air since 1970. She said the decision to cancel the show was motivated by greed and said the head of ABC’s daytime unit, Brian Frons, has “that fatal combination of ignorance and arrogance.” Frons, in cancelling All My Children and One Life to Live in April, said the soaps were a victim of declining interest. He said trying to prop up shows in severe decline was like “trying to catch a falling knife.” Lucci told her own story in the paperback edition of All My Life, a memoir published in hardcover earlier this year. The actress said Frons told her that it would be 40 per cent cheaper to make the cooking and weight-loss series that are replacing the two soap operas.

And he said, ‘We should make a movie together. We should make a documentary about Comic-Con.’” Standing nearby was an agent who also thought it was a great idea, telling Spurlock he should meet with a client he had coming to town a day later. Spurlock was having breakfast the next morning with Buffy the Vampire Slayer creator Joss Whedon, and in a perfect storm of geekdom, their documentary was off and running. Lee and Whedon signed on as executive producers, and they joined dozens of filmmakers, writers, actors and artists to offer observations about the value of Comic-Con, among them Kevin Smith, Guillermo del Toro, Eli Roth, Seth Rogen and Seth Green. A year without a new BlackBerry launch has hurt Research In Motion in the competitive North American marketplace, enough that even a decent quarterly ďŹ nancial performance might not dispel concerns about the company’s long-term performance, analysts say. “Our investment concern remains that RIM’s existing products are not competitive to sustain market share over the long term,â€? says National Bank Financial analyst Kris Thompson. Research In Motion will release its second-quarter results Thursday after markets close, with late summer sales of the updated BlackBerry Bold and the Torch expected to help the Waterloo, Ont. company. RIM has been late delivering some products in recent years, which has been noted by analysts as a competitive drawback. The PlayBook came late into the tablet game, well behind Apple’s

Air Canada’s passengers could face their second work stoppage this year after ight attendants overwhelmingly endorsed a strike that could begin as early as next week. The Canadian Union of Public Employees said Tuesday that after a 10-day vote, employees voted 98 per cent to back a strike. Unless a last-minute deal is reached, 6,800 ight attendants could walk off the job next Wednesday, Sept. 21. The key areas of dispute are wages, pensions and crew rest, working conditions and work rules, the union said. The union must give 72-hour notice before launching a strike at Canada’s largest air carrier, which operates across the country and has major continental and international routes.

The sense of shared grief following a plane crash that took the lives of 28 Lokomotiv Yaroslavl hockey players could serve as the basis of improved relations with the NHL, Kontinental Hockey League president Alexander Medvedev said yesterday. “I would like very much for this to be no mere surge of emotion, but that we move in step with each other,” said Medvedev, who added he plans to soon meet with NHL president Gary Bettman to discuss how the two leagues can co-operate better. “This was a tragedy for the entire family of hockey. Now we will consider our differences with the NHL in quite a different light. Through co-operation, we will ensure that hockey is made better than is possible when we are divided or in isolation.” The crash Wednesday of a chartered Yak-42 jet in western Russia killed 28 Lokomotiv Yaroslavl players, two coaches, and seven other team staffers. Alexander Galimov, the only member of the team to initially survive the crash in which 44 people were killed, died Monday of his injuries in a Moscow hospital.
Relations between the NHL and KHL have been tested over recent years by a competition to sign the best players. Growing prosperity among KHL clubs means they are now more often able to hold onto homegrown players and lure others back from the NHL. Medvedev also said the KHL is preparing proposals to create a centralized system of flights using modern Russian and foreign aircraft. “The league is willing to pay two months in advance for teams’ flights and then settle up later,” Medvedev said. The Yak-42 that crashed in Yaroslavl belonged to a small Moscow-based charter company. Many KHL teams tend to rely on such companies to carry them on their long flights. Until the tragedy, the Kontinental Hockey League had 24 professional teams across Russia, Belarus, Latvia, Kazakhstan and Slovakia. Lokomotiv was a leading force in Russian hockey and finished third in the KHL last year. It was also a three-time Russian league champion in 1997, 2002 and 2003. The KHL also said the withdrawal of Lokomotiv from the league means the total number of games to be played in the first half of the season has been revised to 621, from 672 previously. Each team will play 54 matches over the season.

Former Vancouver Canuck captain Trevor Linden, Olympic snowboard champion Maelle Ricker and B.C. members of the POPULAR 2010 Olympic gold medal hockey team were inducted into the B.C. Sports Hall CANUCK of Fame yesterday. Also inducted in the athlete category were Gary and Paul Gait, the Victoria twins considered two of the best lacrosse players of their time, and Paralympic skier Lauren Woolstencroft. Selected in the team category were Roberto Luongo, Scott Niedermayer, Duncan Keith, Brent Seabrook and Shea Weber, all members of Canada’s Olympic gold medal hockey team. Linden, one of the most popular Canucks ever, recorded six 30-goal seasons and led Vancouver to Game 7 of the 1994 Stanley Cup final. Ricker, who grew up in West Vancouver, won the gold medal in snowboard cross at the 2010 Winter Olympics. Gary Gait is credited with helping to revolutionize modern lacrosse. He was named MVP of the National Lacrosse League a record six times and remains the NLL’s all-time leader in goals and points. Paul Gait won 12 twelve major championships during his career, led the NLL in goal scoring four times, and won the league’s MVP award in 2002. Woolstencroft won five gold medals at the 2010 Paralympics in Whistler. She became the first Winter Paralympian to win five golds at a single Games.
WAKEFIELD GETS 200TH WIN AS RED SOX POUND JAYS BOSTON (Associated Press)
Tim Wakefield earned his 200th win on his eighth try, Dustin Pedroia hit two homers in Boston’s highest-scoring game of the season and the Red Sox ended a five-game losing streak with an 18-6 rout of the Toronto Blue Jays last night. The Red Sox needed the victory badly after their AL wildcard lead over Tampa Bay had dropped from nine games to three over the previous nine days. And the 45-year-old knuckleballer was eager to end the long wait – 0-3 in seven outings since his last win July 24 – to become the 108th pitcher with 200 wins. Wakefield (7-6) went six innings and overcame a shaky outing to retire his final six batters. He left with a 6-5 lead after allowing six hits and two walks. He struck out two. The crowd at Fenway Park clapped and chanted “Wakefield! Wakefield!” as Junichi Tazawa pitched the ninth for Boston, which moved four games in front of the Rays. Tampa Bay lost 4-2 at Baltimore. The Red Sox added to their cushion with four runs in the sixth on a double by Carl Crawford, an RBI single by Jarrod Saltalamacchia, a single by Jacoby Ellsbury and a threerun homer by Pedroia, his 20th of the year.

Hard-serving Canadian Milos Raonic will square off against American Pete Sampras in a tennis exhibition in November. Sampras will meet the 20-year-old Raonic on Nov. 17 at the Air Canada Centre in the first-ever tennis event held at the facility. Raonic, who grew up in Thornhill, Ont., is currently ranked No. 30 on the ATP Tour while
Sampras, 40, captured 14 Grand Slam titles during his 15-year career before announcing his retirement in August 2003. One of the most secretive figures of Hosni Mubarak’s inner circle testified yesterday at the ousted leader’s trial under a complete media blackout, facing questions over whether his former boss ordered the use of lethal force against protesters. Omar Suleiman, who was Mubarak’s longtime intelligence chief and was named vice-president during the last weeks of his rule, is the first in a string of members of the ousted leader’s senior leadership to appear in the court. Hussein Tantawi, Egypt’s current military ruler, who was Mubarak’s defence minister, was due to testify on Sunday but failed to appear. It is unprecedented for a court in Egypt to summon such high-level figures – particularly authorities from the highly secretive military and intelligence services. The judge closed the court for the testimonies, barring anyone from attending except lawyers. Not only are journalists forbidden to attend, they are not allowed to report anything on the testimony or even quote lawyers who attended the session. The session lasted nearly four hours.

James Murdoch is being recalled for another grilling before Britain’s Parliament after former News Corp. executives raised serious doubts about his role in the country’s tabloid phone hacking scandal. The committee of lawmakers investigating the scandal hopes to tie up “one or two loose ends” by recalling the younger Murdoch, committee Chairman John Whittingdale said yesterday. But the committee said News Corp. chief Rupert Murdoch – who appeared alongside his son at a July 19 U.K. hearing that was televised around the world – was not being recalled. The two Murdochs gave a dramatic performance earlier this summer, apologizing for a scandal that has shaken Britain’s establishment but refusing to accept responsibility for the illegal behaviour which happened at newspapers under their watch. Ex-News Corp. employees have cast doubt on several claims made by the father-and-son media magnates. Former News of the World tab-
loid editor Colin Myler and former legal adviser Tom Crone insisted that James Murdoch was wrong when he claimed not to have been aware of a critical piece of evidence suggesting that illegal espionage was far more widespread at the tabloid then was being claimed at the time.
