The Ridley Island bulk commodity terminal at Prince Rupert will be expanded with a $90 million road and rail project, Premier Christy Clark announced yesterday. The B.C. government is pitching in $15 million, with another $30 million each from CN Rail and the Prince Rupert Port Authority. The project includes three inbound and two outbound tracks for coal, potash and other bulk terminal developments at Ridley Island, plus electrical and water connections for new facilities. Billed as “Canada Starts Here: The B.C. Jobs Plan,” the tour continued yesterday with a stop near Kitimat, at the site of a proposed liquefied natural gas (LNG) terminal for shipping to Asia and other international customers. “We want to create a new industry with the capacity to export B.C.’s liquid natural gas to markets overseas,” Clark said at her Prince Rupert stop. “And if we don’t fight for this opportunity now, we could lose it.” NDP MLA Carole James said Clark’s Prince Rupert port announcement is a belated commitment of money to a Pacific gateway export program announced in 2006 by former premier Gordon Campbell. The Prince Rupert announcement is the first stage of a week-long economic development tour being led by Clark and Jobs, Tourism and Innovation Minister Pat Bell. Announcements are scheduled today in Kamloops and Wednesday in Surrey, with a full description of the plan on Thursday in a speech to the Vancouver Board of Trade.

That is what our comprehensive crime bill will seek to do and I believe it has the strong support of Canadians.” NDP House leader Thomas Mulcair said the crime legislation is mere posturing aimed at the party’s base. “The facts are that crime is on the decrease in Canada,” Mulcair said. “They seem to be stealing a page from their opposite numbers in the U.S. where, interestingly enough, a lot of people who have long pushed for a very strong law-and-order agenda are starting to realize that it simply hasn’t worked.”

PICKTON’S PAROLE CHANCE JUST 12 YEARS AWAY JEFF NAGEL (Black Press)

It was only a year ago that serial killer Robert Pickton’s seconddegree murder convictions were upheld by the Supreme Court of Canada, ensuring he serves a minimum 25 years with no chance of parole. Several websites and news stories listed 2032 as the date for full parole eligibility – 25 years after a jury convicted him in December of 2007. So Wayne Leng, a friend of murdered Vancouver woman Sarah de Vries, was surprised when told the Port Coquitlam murderer could actually be out in the community without an escort in just over 12 years. Pickton’s eligibility date for day parole is Feb. 22, 2024. And he’s eligible for full parole in 2027 – 25 years after his original arrest date on Feb. 22, 2002. “Oh my God,” Leng said in an interview from Calgary. “I was thinking it was 2032. I thought he’d die in prison.” Leng runs the website missingpeople.net, which has acted as an online gathering place for families of Pickton’s victims. If granted day parole at the earliest chance, Pickton, now 61,

would be 74 and able to move freely by day – subject to conditions – while returning to a halfway house or prison cell at night. “The families would be absolutely against any kind of day parole,” Leng said. Some legal experts say the odds of Pickton ever being released are remote. Irwin Cohen, a criminologist at the University of the Fraser

Valley, said it’s “highly unlikely” Pickton would get full parole as soon as the 25 years are up. “There would be a massive public outcry,” Cohen said. “I can’t think of a Canadian example of somebody found guilty of the types of crimes he has who would get out on their first parole date.” He also noted Pickton could still be classified a dangerous offender and imprisoned indefinitely.

One week after a blaze ripped through the only high school in Oliver almost 500 students are returning to the books – but that doesn’t mean they’re all heading back to class. Classes are resuming for Grades 10 through 12, as senior students will be housed in existing portables, an undamaged section of the school and in the nearby church. The cause of the blaze remains under investigation.

Metro Vancouver will press the province to add refundable deposit fees to the price of milk and dairy products to improve recycling of empty containers. Metro’s waste committee has previously supported the idea, but decided Sept. 14 to mount a more public campaign for milk deposits. A voluntary non-deposit milk container recycling program by Encorp has return rates of less than 10 per cent. In contrast, the recovery rate is 80 per cent for all other containers where deposits are charged and refunded.

THIRD MAN CHARGED IN DOUBLE MURDER VIKKI HOPES (Abbotsford News)

A third person has been charged with the 2008 murders of Lisa Dudley and Guthrie McKay of Mission. Bruce Main, 64, of Maple Ridge joins co-accused Jack Douglas Woodruff, 52, of Surrey and Justin Andrew MacKinnon, 25, of no fixed address in two counts each of first-degree murder. Main made his first appearance yesterday in Abbotsford provincial court and is next scheduled for this Thursday, Sept. 22 – exactly three years since the murders. He has no previous criminal record in B.C., according to the provincial court database. Sgt. Jennifer Pound, spokesperson for the Integrated Homicide Investigation Team, said police are releasing few details about Main’s arrest or back-

ground, other than to confirm his charges. “We’re not speaking to the connection (among the three accused),” she said. Pound said police are continuing their investigation. Dudley, 37, and her boyfriend McKay, 33, were found by a neighbour on Sept. 22, 2008 in the 31000 block of Greenwood Drive in Mission four days after a 911 call was received that several shots had been fired in the area. McKay was pronounced dead on the scene. Dudley was in severe medical distress and died en route to hospital. Woodruff was charged in May, followed by MacKinnon in June. A trial date has not yet been set, but the preliminary inquiry is scheduled to begin June 5 in Abbotsford.

TRIAL SET IN CHINA FOR MAN ACCUSED IN GIRL’S B.C. DEATH VANCOUVER (Canadian Press)

A trial date has been set in China for a man accused of killing a Chinese student in B.C. almost nine years ago. Ang Li will go on trial beginning Sept. 20 in Beijing for the murder of 21-year-old Amanda Zhao, whose body was found stuffed in a suitcase in Stave Lake in October 2002. Li, who was once Zhao’s boyfriend, became a suspect in the murder but fled to China before charges were laid against him. His cousin, Han Zhang, was also arrested and is accused of being an accomplice in Zhao’s murder.

GRAVEL TRUCK HITS FREEWAY OVERPASS PEACE ARCH NEWS (Black Press)

A truck travelling on Highway 99 struck the 152 Street overpass yesterday. Police said the tandem gravel truck was northbound on the highway when the incident occurred just before 2 p.m. Monday. The vehicle lost its load in the impact, which lifted the cab’s front tires off the highway. According to one witness, the truck’s front trailer tipped upwards about a kilometre south of the overpass, spilling gravel onto the highway. There were no injuries and no other vehicles were involved, police said.

The Pentagon says the military is adequately prepared for the official lifting today of the legal ban on gays serving openly. Press secretary George Little said yesterday that the ban will end at one minute after midnight. At that time, revised Defence Department regulations will take effect, to reflect the new law that will allow gays to serve openly. President Barack Obama signed the law last December, and in July he certified that lifting the ban will not diminish the military’s ability to fight.

Rescue workers raced yesterday to clear roads blocked by mudslides as they attempted to reach remote villages cut off after a powerful earthquake killed at least 55 people and damaged more than 100,000 homes in northeastern India, Nepal and Tibet. Soldiers and police cleared away concrete slabs, bricks and mud to rescue scores of people trapped under the debris of houses that collapsed after the 6.9-magnitude quake struck on Sunday evening. Most of the deaths occurred when houses, already weakened from monsoon rains, collapsed due to the force of the quake.

Former Eurovision Song Contest winner Dana Rosemary Scallon has announced she’s running to be Ireland’s next president. SeaWorld Orlando’s policy of relying on trainers to recognize when a killer whale poses a safety threat leaves gaps that can lead to injury or death, a government attorney said yesterday in support of safety citations issued to the theme park after a trainer’s death. The park argued during yesterday’s hearing the three citations are unfounded. They were issued after Dawn Brancheau was pulled underwater last year and drowned. “Whales are large, powerful,” said John Black, an attorney for the federal Occupational Safety and Health Administration. SeaWorld attorney Carla Gunnin told the administrative law judge hearing the case that the resort has a history of rescuing marine animals and is a leader in marine mammal research. Administrative Law Judge Ken Welsch said his role was not to determine if whales should be held in captivity or if the theme park resort is responsible for the accident, but to decide the merit of the three OSHA citations given to SeaWorld. Brancheau died Feb. 24, 2010, when a killer whale named Tilikum grabbed her hair and violently dragged her underwater. The medical examiner said she drowned and suffered traumatic injuries.

After a lengthy career of largely francophone roles, Quebec actress Karine Vanasse is preparing for her career to take off in English as one of four sexy flight attendants on the new ABC drama Pan Am. The saucer-eyed brunette, best known in English Canada as the star of Denis Villeneuve’s 2009 feature Polytechnique, says she’s overwhelmed by the marketing machine surrounding the big-budget production, but is whole-heartedly embracing a whirlwind of opportunities she never thought she’d have. “I’ve mainly worked in Quebec when I was younger and somehow I thought that my career would end in Quebec,” Vanasse said during a recent stop at the Toronto International Film Festival to promote another English-language project, I’m Yours. “In my early 20s, I focused more on the movie Polytechnique than developing other markets. So when Polytechnique came out I was like, ‘OK well, that was my choice.’ My choice was to work on one specific film instead of developing my career elsewhere. Monsieur Lazhar follows in the footsteps of Incendies, which won the prestigious Toronto prize in 2010 and quickly afterwards was chosen as Canada’s submission to the Academy Awards. Falardeau says his first priority is to make sure Monsieur Lazhar finds a Canadian audience and does well. “Listen, everybody has been talking to me about selections and Canadian selection for the Oscars and I try not to think about it,” Falardeau said. “For me, it is not that important. On an 30-degree, late-summer day in South Florida, the Florida Panthers tried to get people thinking about hockey. Twice. The NHL pre-season started in most unusual fashion yesterday, with the Panthers hosting the Nashville Predators for a doubleheader – one where no player actually skated in both games. Nashville won the first game 5-3, a matchup that began at 3:08 p.m. with an estimated 500 or so people in the seats, many of them ardent fans who wore Panthers jerseys. Nearly seven hours later, Florida finished off a 4-3 win in the nightcap. So it wasn’t exactly a playoff atmosphere. Players didn’t seem to mind. “I think it’s a neat idea,” said Panthers forward Steven Reinprecht, who had an assist on Florida’s first goal of the afternoon game. “And it’s definitely created a buzz. I know there’s a lot of talk about the doubleheader. ... So it’s nice to be able to showcase most guys in one day. Pretty neat idea.” The Panthers called it “Hockey Day in South Florida,” with autograph sessions preceding both games and plenty of reminders everywhere that the season starts for real next month. Florida home games drew an average of 15,685 last season, meaning 81 per cent

of the available seats were filled – the 25th-best mark in the 30-team NHL. But the team hopes a slew of roster changes, along with a new coach and aggressive marketing campaign helps generate more attention, an ongoing battle in some of hockey’s nontraditional markets. “Since they’ve moved hockey more to the south, it might get people interested,” said Nashville’s Colin Wilson, who scored the first goal of the day. “We want to make it as exciting as possible so we can get more people in the stands. And obviously if you’re playing against the Winnipeg Jets right now, it’s going to be filled up.” Everyone seemed to be enjoying themselves, even though the early game was filled with mostly young players who won’t open on their respective NHL clubs. Florida was holding some of its top players off the ice all day, including forward Stephen Weiss, defenceman Ed Jovanovski and newly acquired goalie Jose Theodore. “I’m staying for both games,” retiree Donald Miller, a South Florida transplant from the Buffalo, N.Y., area said early in the afternoon contest. “It’s good to be cold again.” The final numbers for the day: 15 goals, 110 shots, 25 penalties, and one fight, all before an attendance of 7,327.

The RCMP say former Edmonton Eskimo football player Adam Braidwood faces weapons charges in British Columbia after a shooting during the weekend The 27-year-old is scheduled to appear in court on Wednesday to face charges related to possession and discharge of a firearm, as well as breach of a recognizance. Police say in a news release that several residents in Port Coquitlam called 911 on Sunday morning reporting what appeared to be a break-and-enter. Officers arrived and found a man holding a gun, who was immediately arrested. The news release says there was no sign of a break-in, but shots had been fired and the man they arrested was injured. Braidwood, who was released from the Eskimos in April, is currently out on bail for charges for two incidents in Edmonton that include uttering threats, assault, sex assault and firearms offences. Sunday’s shooting in Port Coquitlam forced organizers of the annual Terry Fox Run to reroute the event.

MAN WHO RAN OVER SILAS O’BRIEN TESTIFIES DAN FERGUSON (Langley Times)

For the first five days of his trial, Brent Parent maintained an impassive, guarded demeanour as he heard the evidence against him. That changed yesterday when he took the stand in his own defence and gave his account of the events of March 13, 2008 in Langley which led to the death of 21-year-old Abbotsford resident Silas O’Brien and his trial on multiple road rage-related criminal charges. Parent, a Langley resident, testified that he did collide with the truck O’Brien and two friends were using to drive to Vancouver International airport for a holiday trip, but he did not know he’d run over and killed O’Brien until the next day. When Parent’s lawyer, Vincent Michaels, asked his client how he felt at hearing the news, Parent, who had testified in a calm, clear voice up till then, was unable to speak for a moment. “Sorry,” the 42-year-old said, removing his eyeglasses and dabbing at his eyes with a tissue. “I felt sick,” he said. “I felt sick to my stomach.” According to Parent, he was driving his Ford F350 diesel pickup quad cab heading home with his brother after a night out on 16 Avenue near 264 Street, when he was overtaken by another, fast-moving truck, a Chevy Silverado that flashed its high beams at him.” “The high beams came on and stayed on,” he said. Parent said he tapped his brakes to get the other vehicle to back off, and when it tried to go

around him and pass, he accelerated. He heard a “rubbing noise” and saw the other truck go into the ditch. Parent denied deliberately turning into the other truck to force it off the road. An ambitious museum devoted to the 1,000-year history of Poland’s Jews will open on the anniversary of the Warsaw ghetto uprising, officials said yesterday. Some 500,000 visitors are expected each year to the Museum of the History of Polish Jews to view multimedia exhibits on the life and culture of Jews in Poland, their fate in the Holocaust and the present day, as Jewish culture is being gradually revived. “The Jews were a part of the Polish landscape, now they are gone,” said historian Marian Turski. “We want to fill in this vacuum.” “This (museum) is about people who were here, who created their works here, who contributed to the progress of the civilization,” said Turski, who is head of the Jewish Historical Institute, which is co-operating on the project. It will open to visitors on April 19, 2013, the 70th anniversary of the doomed uprising by Warsaw’s Jews against the Nazis, said Agnieszka Ruzinska, the museum’s head. Poland’s Jewish community numbered 3.5 million before World War II, but most were murdered during the Holocaust under German Nazi occupation. Today, the community has some 20,000 members and is growing.
