The Harper government is paying a high-powered management consultant firm almost $90,000 a day for advice on how to save money. Deloitte Inc. was hired on Aug. 15 on a $19.8million contract to advise the federal cabinet and senior officials on finding enough savings to balance the books by 2014. The contract, which runs until March 31, is to advise “senior and elected officials on public and private sector best practices in improving productivity and achieving operational efficiencies.” The federal government invited a select group of 20 “pre-qualified” firms to bid on the work on July 11, rather than use a fully open tendering process. Documents describing the work required were supplied directly to the invited bidders, rather than posted on a tendering website for anyone to see. Deloitte will advise the government on the Strategic and Operating Review, a year-long exercise announced in the March 22 budget that will eventually trim $4 billion from $80 billion in annual program spending. Tony Clement, Treasury Board president, has asked 67 departments and agencies to submit two scenarios this fall, one with cuts of five per cent, another with cuts of 10 per cent. Premier Christy Clark stopped at Thompson Rivers University in Kamloops yesterday to unveil the second part of her jobs plan, a goal of increasing the number of international students in B.C. by 50 per cent. But critics were quick to point out that at least one of the measures, an international education council, is already in place. Clark announced that B.C. will use existing trade offices to help connect international students to B.C. education opportunities, send more students overseas, and “create an international education council to help build strong relationships in both existing and emerging economies, like China, India, Brazil and Saudi Arabia.” Advanced Education Minister Naomi Yamamoto said the government is working with educational institutions and communities on “a more targeted, co-ordinated and strategic approach that takes advantage of the growth opportunities.” A detailed international education strategy was promised for release later this year. In November 2008 the B.C. government announced the formation of the B.C. Council for International Education. The 2008 announcement also described efforts to work with
Ottawa to allow more international students to remain as permanent Canadian residents. Clark said yesterday that regional workforce tables will be set up to work with local employers, labour, first nations and others to use $15 million in available federal funds for training to address local labour needs around B.C. Victoria-Beacon Hill MLA Carole James, who has been responding to Clark’s week-long rollout of
her jobs initiative, said the money is welcome but it only restores funds cut from apprenticeship and trades training. “I would have advised the premier to take a look at her own budget,” James said. “She cut $5 million this year, she planned to cut $5 million next year and year after. So she’s putting back $15 million. She’s holding the line, not increasing amounts of money for skills training.”

Another group is pulling out of the inquiry into missing and murdered women in B.C. because of a lack of funding for women’s organizations. The Pivot Legal Society says it’s withdrawing over the government’s refusal to pay for legal help for sex worker organizations, aboriginal groups and others to take part in the inquiry led by former attorney general Wally Oppal. The inquiry is scheduled to start on Oct. 11.

One man was airlifted to hospital with stab wounds and another was arrested Monday following an altercation at a South Surrey motel. The incident occurred around 6 p.m. Sept. 19, in a unit at the Cedar Lane Motel on 160 St. Surrey RCMP Cpl. Drew Grainger said police attended the area after a 48-year-old man reported he had been stabbed by his friend. “They got into an argument,” Grainger said, noting the two men involved have known each other for about 40 years and had been living at the motel together.
ARSON ARREST MADE IN NORTH VANCOUVER NORTH SHORE OUTLOOK (Black Press)
North Vancouver RCMP arrested a 30-year-old man in connection with an early-evening house-fire on Monday. The man remains in police custody after he was taken to hospital with burns to his hands as a result of the blaze. North Vancouver firefighters were able to quickly suppress the fire and conduct a search of the two-storey wooden home, which sustained significant damage to the first level. No one was home at the time. Police say the man in custody is a relative of the family who resides at the fire damaged home.

Salmon tested after returning to B.C. show no signs of elevated radiation levels from their migration through ocean waters feared to be contaminated by the Japanese nuclear disaster earlier this year. “Twelve samples of domestic fish were tested and all products were below Health Canada action levels,” according to the Canadian Food Inspection Agency. All samples came back showing no detectable levels levels of radioactive cesium. Spokesperson Alice D’Anjou said the samples covered pink, chum, coho, sockeye and spring salmon and albacore tuna. “They were collected at various points across the
British Columbia fishery,” she said. Fraser River sockeye migrate as far west as the Bering Sea, although some observers say they were likely on their way back to B.C. when the March 11 earthquake and tsunami crippled multiple nuclear reactors and released radiation through the air and contaminated seawater. CFIA officials had said they didn’t expect anything to turn up, but conducted the tests out of an abundance of caution, primarily to reassure Canadian consumers and export markets. The agency had previously tested air samples, milk and foods imported from Japan. No further testing is planned.

Twenty-three years after he began stealing money from a dead man’s estate, disgraced Nelson lawyer Marvin Singleton has been sentenced to prison. He was convicted late last year of one count each of fraud and theft over $1,000. In the late 1980s, Singleton handled the estate of John Alexander George, worth just over $1 million, and stole nearly half for his own pet projects, including a wild rice plantation and horse logging equipment.

A 65-year-old Surrey man is facing charges under the Motor Vehicle Act in connection with an incident Monday on Highway 99 in which a tandem gravel truck impacted the 152 Street overpass. Police said yesterday that charges are pending, and likely to include driving without due care and having an insecure load. According to witnesses, the truck’s front trailer tipped upwards about a kilometre south of the overpass, spilling gravel onto the highway. The raised trailer then slammed into the overpass.

A new study suggests more Canadians are getting rid of their land-line telephones and replacing them with cellphones because it’s cheaper to go wireless. The Convergence Consulting Group says that by the end of this year, 15 per cent of Canadians – or about one in seven households – will have only wireless phone service. Prosecutors have asked a Paris court to dismiss a case of alleged corruption in a trial in which former President Jacques Chirac is the star defendant. The case centres on the alleged creation of more than two dozen fake City Hall jobs used to fund Chirac’s conservative party while he was mayor of Paris from 1977 to 1995 – before he became president for 12 years. Prosecutors argued yesterday there was not enough evidence to demonstrate that the jobs were indeed fake. The court is expected to set a date for its verdict on Monday.
People for the Ethical Treatment of Animals plans to create a pornographic website to promote its animal rights and vegan diet message. PETA spokeswoman Lindsay Rajt said yesterday that the Norfolk, Virginia-based group has applied with ICM Registry to launch the website peta.xxx. Rajt says the website will feature graphic videos and photographs. She noted that PETA has used porn stars and nudity to get its message across in the past. She says a pornographic site will allow PETA to reach a broader audience and that publicity about the site is just as important as the site itself.
The popular former governor of Mexico State says he will seek his party’s nomination to run for president next year. Enrique Pena Nieto is one of Mexico’s best-known politicians and is considered a favourite to win the July 2012 election for the Institutional Revolutionary Party, or PRI. The 45-year-old told the Televisa network late Monday that he will work hard for the nomination, calling the polls that put him ahead just a “snapshot” of the moment. Pena Nieto is seen as the PRI’s best hope to regain the presidency it held for more than 70 years.
An east German regional train struck a car and derailed yesterday, injuring more than 20 people, officials said. The car had been hit by another vehicle and pushed onto the tracks in Lauterbach, between Leipzig and Chemnitz, federal police spokesman Torsten Henkel said. The driver of the car managed to get out before the accident, Henkel said. He said three of the train cars derailed and one tipped over on its side. Six people were seriously injured and another 15 received minor injuries, according to local officials.

Seven scientists and other experts went on trial on manslaughter charges yesterday for allegedly failing to sufficiently warn residents before a devastating earthquake that killed more than 300 people in central Italy in 2009. The case is being closely watched by seismologists around the globe who insist it’s impossible to predict earthquakes and dangerous to suggest otherwise since seismologists will be discouraged from issuing any advice at all if they fear legal retaliation. The seven defendants are accused of giving “inexact, incomplete and contradictory information” about whether smaller tremors felt by L’Aquila residents in the six months before the April 6, 2009 quake should have constituted grounds for a quake warning. Prosecutors focused on a memo issued after a March 31, 2009 meeting of the Great Risks commission which was called because of mounting concerns about the months of seismic activity in the region. According to the commission’s memo – issued one week before the big quake – the experts concluded that it was “improbable” that there would be a major quake though it added that one couldn’t be excluded. Commission members also gave largely reassuring interviews to local media after the meeting which “persuaded the victims to stay at home,” the indictment said. The defendants’ lawyers have insisted on their clients’ innocence and stressed the impossibility of predicting quakes. The 6.3-magnitude temblor killed 308 people in and around the medieval town.

Republican presidential front-runner Rick Perry waded into a tense foreign policy dispute yesterday by criticizing the Palestinian Authority’s effort to seek a formal recognition of statehood by the UN General Assembly and assailing the Obama administration’s broader policies in the Middle East. In a speech in New York, Perry pledged strong support for Israel and criticized U.S. President Barack Obama for demanding concessions from the Jewish state that Perry says emboldened the Palestinians to seek recognition by the UN. “We would not be here today at this very precipice of such a dangerous move if the Obama policy in the Middle East wasn’t naive and arrogant, misguided and dangerous,” Perry said. He also criticized the administration’s belief that any negotiations should be based on the borders Israel had before a 1967 war that expanded the Jewish state. Perry called that stance “insulting and naive.” Perry and other Republican candidates are intent on showing they stand strongly behind Israel, an effort to appeal to Jewish voters and donors who play a pivotal role in presidential elections. They are also appealing to evangelical Christians, who play a key role in the Republican primary process and who support Israel for theological reasons.

Canadian film actor Henry Czerny says doing interviews for his new TV series, Revenge, is very different from talking about a movie role. “I’ve never promoted a series and so it’s kind of nebulous – this thing that will be arriving,” says Czerny, whose big-screen credits include The A-Team, Mission: Impossible and Clear and Present Danger. “A lot of stuff is out of your hands when you’re doing a movie, too, but at least you get to see what you perceive as the movie before you talk about it. And all I have to talk about is the pilot and ... the projections that the producer and the creator and the director are making about the series. How do you talk about that?” Czerny plays Conrad Grayson, a wealthy hedge fund manager who accrued his fortune through questionable means. Canadian Emily VanCamp stars as Emily Thorne, a mysterious woman who arrives at the Hamptons to exact revenge on the Graysons. Czerny says he was impressed with the 25-year-old actress, best known for portraying less cut-throat characters on Everwood and Brothers & Sisters. “There’s a savvy in her and I think that’s one of the reasons she’s doing what she’s doing so well – there’s an understanding, either innate or learned ... and then skill on top of that,” he says. Czerny says he was partly drawn to the show by the
tag line, the Confucius saying: “Before you embark on a journey of revenge, dig two graves.” “At this age in life I think: ‘Well, I’ve been exploring that anyway’ – you point a finger, you immediately create a finger pointing back at you,” says the Toronto native. “So, here we have a story about supposedly a young girl or a woman who was ripped away, I guess, from a life she was destined to have at an early age and has come back to wreak her vengeance. However, I think we’ll find out that vengeance, revenge, will have a toll on her.” Revenge debuts tonight on Citytv and ABC.

The Nielsen Co. said yesterday that was more than any other episode in the show’s first eight seasons, when Sheen was the star. Meanwhile, Sheen appeared Monday as the “victim” of a Comedy Central roast that reached 6.4 million people. The season-opening episode of Two and a Half Men, television’s most popular comedy, was much anticipated. The method of Sheen’s character’s death and Kutcher’s introduction were a closely guarded secret. Sheen had been fired from the show last season for drug use and erratic behaviour. Sheen’s Charlie Harper character was killed when he was hit by a subway train in Paris. Meanwhile, Kutcher appeared as an Internet billionaire unsuccessful in a suicide attempt over a crumbled relationship. He fell right into the show’s randy ways, picking up two women during a bar visit that same night.

Taylor Armstrong of The Real Housewives of Beverly Hills said in a TV interview that her late husband subjected her to an abusive and frightening life. Appearing on Entertainment Tonight yesterday, Armstrong talked about her marriage to Russell Armstrong, who committed suicide last month, and the incident’s effect on their daughter. “He grabbed me by the neck and shoved me against the wall and he said, ‘If you ever make my children a pizza without a vegetable again, I’ll kill you,’â€? Taylor Armstrong told Entertainment Tonight. The couple was estranged when Russell Armstrong hanged himself Aug. 15. He was depressed about ďŹ nancial issues and problems with his wife, according to a coroner’s report. Taylor Armstrong says she explained his death carefully to her young daughter. “I just told her Daddy got sick and he died, and that we could pick a star in the sky that could be daddy and that she could talk to him every night,â€? she said. Taylor Armstrong ďŹ led for divorce July 15. Russell Armstrong had yet to respond to her petition when he committed suicide.

Aaron Sorkin, who collaborated with Rudin on last year’s The Social Network and won an Oscar for the screenplay, did a new draft of the Moneyball script, sharing the writing credit with Zaillian. The studio took a risk on a director to replace Soderbergh, choosing Bennett Miller, a 2005 Oscar nominee for Capote. Moneyball probably wouldn’t have happened without Pitt going to bat for it, Miller said. “It needed a champion for it to happen, because there’s not a ton in the book that screams box ofďŹ ce. It’s not an obvious translation to ďŹ lm. Baseball movies are not really attractive to investors because the markets are limited once you get out of the (U.S.),â€? Miller said. “Unless you have Brad Pitt saying, ‘I want this to happen, and I’m going to see this thing through,’ I’m sure it goes away.â€?

The company makes ships, submarines, missile parts and other weapons for Japan’s military. Mitsubishi Heavy said it had been attacked in August with viruses apparently programmed to breach its computers and servers to gain unauthorized access to protected data. The attack involved more than 80 servers and computers at 11 of the company’s facilities related to nuclear power, missiles and submarines.

Mark Scheifele couldn’t even dream his debut with the Winnipeg Jets would be this good. The Winnipeg Jets’ first-round pick in this year’s NHL draft (seventh overall) had a pair of goals and added two assists as the re-born Jets defeated the Columbus Blue Jackets 6-1 in their first home game last night. “I actually did have a dream about it,” said the 18-year-old native of Kitchener, Ont. “It wasn’t getting four points, it was getting one nice goal. But I imagined the fans and they were that and more.” Paul Postma also notched a goal and three assists in the split-squad game before a jubilant sellout crowd of 15,004 at MTS Centre. It was a moment local hockey fans had been waiting to celebrate for 15 years. The Jets left Winnipeg after the 1995-96 season to become the Phoenix Coyotes, leaving fans to adopt the American Hockey League Manitoba Moose that fall. Jets captain Andrew Ladd, Kevin Clark and Ivan Telegin also scored. Columbus got its lone goal from Ryan Johansen. The Blue Jackets took the other game yesterday in Columbus, Ohio 5-1, with Evander Kane scoring the
Winnipeg’s only goal. As players left the Winnipeg ice, they raised their sticks to the screaming crowd. Fans had been chanting “Go Jets Go” before the puck even dropped. And when they did step on the ice, they were greeted by a standing ovation and loud singing of the Canadian national anthem. Ladd even likened the atmosphere to a Stanley Cup final game. “I was fortunate to be on the ice (during the anthem) and have the opportunity to be out there,” Ladd said. “It was pretty special to see the reaction of the crowd and then how loud they got. It reminded me of Edmonton when (I) played (with) Carolina in the Stanley Cup finals there.” Columbus head coach Scott Arniel, a forward who played five seasons for the Jets between 1981 to 1991, had to smile about the crowd despite the loss. “I think there was probably 15 years of pent-up frustration and excitement coming out of all the fans tonight. “It was very loud. It was good to see. I wished it had been a little tighter game, but in saying that, I imagine everybody’s heading home feeling good about that first game.”

The hockey season hasn’t started for real yet but Daniel Sedin has already bettered twin brother Henrik. Daniel had the highest score among Vancouver Canucks players in a fitness test the team uses as a yardstick to measure conditioning. “As long as I beat Henrik I’m happy,” Daniel said at the Canucks’ training CANUCKS camp. “That’s all I care about.” CAMP Daniel had extra motivation. Henrik had beaten him in the VO2 test last year. The test measures the maximum capacity of a body to transport and use oxygen during exercise. Dealing with the disappointment of losing to the Boston Bruins in last spring’s Stanley Cup final is another reason the brothers from Ornskoldsvik, Sweden, worked so hard training this summer. The Sedins struggled in the seven-game final. Daniel, who won the NHL regular season scoring title, had one goal and three assists. Henrik, who led the playoffs with 19 assists, didn’t manage one against the Bruins. “In a series where you’re not doing what you are capable of, that’s a tough thing,” said Henrik, the Canucks captain. “That makes you work harder in the summer time to get back into good shape.” There are several reasons why the Bruins managed to shut down the twins. Boston had a hot goaltender and the Bruins played a physical game that broke up the brothers’ passing. But at the end of the day, two of Vancouver’s best players were not good enough when it counted. “We still haven’t won it all and that’s what we have to do,” said Henrik. “That means you have prove you can go all the way. “That’s what we are going to try to do.”

Sidney Crosby was uncommonly upbeat a few minutes before his fourth training camp practice in as many days yesterday, regularly flashing smiles while fending off the playful kidding of his Pittsburgh Penguins teammates. The reason for Crosby’s cheerfulness seems evident. He appears to be getting closer to being cleared for contact – the biggest remaining hurdle as he recovers from a concussion that has sidelined the Penguins’ star for 8 1/2 months. Only two weeks after being asked repeatedly during a news conference if he would play this season, Crosby is fielding questions about how well he will play once he is back. It’s a sign his on-ice comeback from a serious injury is going even better than he might have expected after a few workouts. “I’m pretty happy with the way they’ve gone so far,” Crosby said. Crosby clearly has progressed significantly from a few weeks ago. Back then, he was forced to cut back on his off-season conditioning work due to concussion-related side effects that occurred once he reached the 90 per cent exertion rate.

Thousands of terrified survivors of a Himalayan earthquake that killed 81 people and shook parts of India, Nepal and China crowded yesterday into shelters and relatives’ homes or stayed out in the open for fear of aftershocks. Families in pickup trucks stacked with mattresses and jugs of water fled Moammar Gadhafi’s hometown of Sirte yesterday ahead of an expected new push by revolutionary forces to seize the city from die-hard loyalists of the fugitive leader. Fleeing residents said they had been living under a state of siege with Gadhafi’s forces preventing them from leaving, while living conditions deteriorated and the city came under constant rocket fire and NATO bombardment. “I tried to leave earlier with my family, but Gadhafi’s forces wouldn’t let me,” said Abdullah Mohammed, a 34-year-old computer engineer travelling with his wife, two daughters and son. “We managed to run away at dawn by taking back roads out of the city.” Youssef Ramadan, 35, said there has been no power since Aug. 20, a day before revolutionary forces swept into the capital Tripoli and forced Gadhafi into hiding. “There’s no fuel and food is running low,” he said. “A lot of civilians are stuck in their houses because of the fighting.” Rama-
