Protesters opposed to former VP Dick Cheney’s visit to Canada hold a rally near the Vancouver Club yesterday. Cheney is in town to promote his new book In My Time: A Personal and Political Memoir. At one point, protesters got into a brief scuffle with police when nearly 20 people sat down on a sidewalk, blocking the rear driveway leading into the Vancouver Club. Peace activists accuse Cheney of war crimes for authorizing and endorsing the use of water boarding and sleep deprivation against detainees while serving in George W. Bush’s administration. Don Davies, the NDP immigration critic, argued that Cheney should not have been allowed into Canada. Davies said the water boarding and sleep deprivation techniques that Cheney authorized violated both Canadian and international law.

Vancouver police released a few seconds of grainy cellphone video yesterday in the hopes of identifying the apartment in which it was shot, where they believe an unidentified young boy may have been assaulted last year. It was an unusual public plea made all the more mysterious by the lack of information released, though police stressed they don’t believe the boy was injured or is currently in any danger. Police have yet to confirm whether the boy was, in fact, assaulted. Const. Lindsey Houghton said a police force from another province uncovered the cellphone video during an unrelated investigation, and then tracked the phone’s provenance to the Vancouver area. The video, shot at night in what appears to be a ground-floor or basement suite, shows a tour of a largely empty suite, and there are no people in the clip. Police don’t know which city suite is in, but believe it is somewhere in the Lower Mainland. Two men of Somali decent were believed to have been with the boy at the time of the alleged assault. Police don’t know the identity of the boy or the Somali men, said Houghton, but they don’t believe either of the two men were a parent or caregiver. The two-year-old boy is white, he said. While Houghton would not reveal what police believe happened to the boy, he said the child wasn’t injured and wasn’t sexually assaulted. He added that the boy’s parents aren’t suspects. Premier Christy Clark has shuffled her cabinet lineup before the legislature reopens next week, replacing Burnaby-Lougheed MLA Harry Bloy with Surrey-Panorama MLA Stephanie Cadieux as social development minister. Bloy has struggled to defend the social development ministry’s restructuring since being appointed to cabinet this spring, following the closure and restructuring of group homes for developmentally disabled people. Most recently, Community Living B.C., the agency responsible for adult disability programs, delayed for a year a decision to end funding that employs 29 people at the recycling depot in Maple Ridge. Clark said Bloy will continue as minister of state responsible for multiculturalism, remaining in cabinet. Replacing Cadieux as labour minister is Vancouver-Fairview MLA Margaret MacDiarmid, who was dropped from cabinet when Clark took over as premier in March. Clark said yesterday that MacDiarmid’s experience as a physician and president of the B.C. Medical Association, as well as a stint as education minister,
make her well suited to take over the labour ministry as negotiations with doctors and teachers continue. NDP leader Adrian Dix said Clark’s decision to appoint Bloy to cabinet had more to do with his support for her leadership bid than his ability to defend the government’s policies. “It’s obviously an admission that she made a very serious mistake, and continued on with that for
some time,” Dix said. “The people who have paid the price are people with developmental disabilities and other people served by the ministry.” Clark did not name a new attorney-general after ChilliwackHope MLA Barry Penner resigned from cabinet in August. Solicitor General Shirley Bond continues to serve in both roles, but Clark said a new attorney general will be appointed later.

The idea of slapping a tax on every shipping container that moves through local port terminals will be investigated in detail by Metro Vancouver. The regional board voted Friday to pursue the concept as a different mechanism to help fund TransLink – one that wouldn’t hit homeowners and motorists, unlike proposals to raise gas taxes or impose road pricing or a vehicle levy. Richmond Coun. Harold Steves said port expansion is putting more trucks onto local roads, but there’s no mechanism to share in the resulting costs.

The five-year-old boy who fell of a bridge at Gordon Bay Provincial Park this summer died in hospital as a result of his injuries, Lake Cowichan RCMP confirmed yesterday. Foul play is not suspected, and the BC Coroners Service now has control of the case. The incident took place at about 6 p.m., Wednesday, August 17, at Gordon Bay Provincial Park, when the boy fell approximately 10 feet over the side of a bridge, sustaining severe head injuries.

A 46-year-old Nanaimo woman faces charges of driving too fast for road conditions following a head-on crash on the Inland Island Highway near Parksville yesterday. Witnesses reported an older-model Volkswagen Jetta crossed the centre median into southbound traffic, hitting a Chevrolet Cobalt. Both vehicles sustained extensive damage. The driver of the Jetta and the 19-year-old male driving the Colbalt were transported to Nanaimo Regional General Hospital with non-life threatening injuries.

CAMPER SHOT TWICE, ALLEGEDLY MISTAKEN FOR BEAR TYLER CLARKE (Lake Cowichan Gazette)
Scared of what goes bump in the night, a camper allegedly grabbed a gun and shot his friend twice – once in the arm and once in the face – on the weekend. The incident took place Saturday, September 24, during a camping trip along the Nitinat River. Two 22-year-old men were camping, and had a licensed firearm they’d intended to make use of shooting clay pigeons with birdshot. At about 5 a.m., one of the men became spooked by what he thought was a bear outside his tent. “One of the males discharged his firearm in the direction he thought the bear to be,” Lake Cowichan
RCMP Sgt. Dave Voller said. The numerous shots were through the tent. The firearm was presumably filled with the same birdshot used to shoot clay pigeons. “The river is filling up quickly with salmon, so there’s no lack of bears at this time.” The man drove his friend to the Youbou area, where he was then picked up by an ambulance, and brought to the Cowichan District Hospital, and then the Royal Jubilee Hospital in Victoria. He’s currently in intensive care, in stable non lifethreatening condition. Both of the men are from out of town. The bear has yet to be found.

A Terrace-based RCMP officer has been arrested and charged with criminal harassment. Cst. Chad King, a Terrace-based RCMP officer belonging to the North District Traffic Unit was arrested in Prince George August 19 “in regards to a family matter” said police in a press release yesterday. King is not suspended from his job, but was not working at the time of the incident and has not yet started working again, said Terrace RCMP Insp. Dana Hart.
BREAK-AND-ENTER SUSPECT DOESN’T GET FAR CHILLIWACK PROGRESS (Black Press)
A 34-year-old Langley man was nabbed as a suspect soon after the break-in of a Chilliwack business early Sunday. Police said a security guard at the business saw a hole in a chain link fence just after midnight, and was writing up a report when he saw a male leaving the compound. The guard called police, and a member of the Fraser Valley Traffic Services was in the area and intercepted the suspect vehicle about 400 meters from the scene. The suspect has been charged.

Police quietly arrested dozens of protesters who crossed a barricade in front of the Peace Tower today. Several hundred people were milling in front of police barriers as a protest against the Keystone XL pipeline. One of the first to be cuffed with plastic ties was Dave Coles, president of the Communications, Energy and Paperworkers Union. Those seeking to be arrested were moving forward in orderly lines of six or seven at a time, waiting patiently for the police to act.

Canada is seeking an expanded airline agreement with Kuwait, one year after relations were sullied with its Persian Gulf neighbour, the U.A.E., over the same issue. Prime Minister Stephen Harper says Canada wants an air transport agreement with Kuwait, after welcoming the country’s prime minister, Sheikh Nasser Al-Mohammed Al-Ahmed Al-Jaber Al-Sabah, to Parliament Hill. Officials in Harper’s office do not yet have details of the proposed plan, but Sheikh Nasser says Canadian airlines are welcome in his country any time.
ASBESTOS CRITICS REFUSE TO BE CONVERTED Critics of Canadian asbestos say they’re not at all converted following meetings yesterday with an industry powerhouse. They met with Montreal businessman Baljit Chadha, who was in Ottawa as part of a plan to reach out to opponents of his industry. Chadha is trying to salvage the reputation of the asbestos sector while, at the same time, seeking a government loan guarantee that would reopen one of this country’s last two asbestos mines.

Quebec’s opposition parties insist any public inquiry into the construction industry must remain just that – public. The parties are cool to the idea that any such inquiry could be held behind closed doors. That was the idea floated this weekend by Jacques Duschesneau, head of the province’s anti-collusion unit. Duchesneau says an inquiry held out in the open could wind up disrupting police investigations. Premier Jean Charest has steadfastly resisted calls for any inquiry into reports of corruption.

Portugal’s prime minister says his government wants to cut the number of city and town councillors by more than 30 per cent. Boeing handed over the key for the first Boeing 787 Dreamliner to All Nippon Airways in a delivery ceremony yesterday at Paine Field, near the factory where the planes are assembled. The airline plans to put the plane into service in November in Japan. It’s a long-awaited milestone for Boeing after three years of delays for the all-new model. Boeing says a high-tech plastic fuselage makes the airplane lighter than planes it will replace, saving airlines fuel. It promises passengers more comfort with features such as bigger windows and larger luggage bins.
A 64-year-old man who broke his leg while hiking crawled through the Utah desert for four days near Canyonlands National Park before rangers rescued him. Amos Wayne Richards of Concord, North Carolina is now recovering at home. He was hiking alone Sept. 8 in the rugged Maze District when he fell 10 feet. Richards fell in the same canyon where climber Aron Ralston cut off his arm with a pocketknife after being trapped by a boulder in 2003. Ralston’s story was later adapted into the Oscar-nominated movie 127 Hours.
Six men appeared in a London court yesterday on terrorism charges – three of them charged with plotting suicide bomb attacks in Britain. The men were arrested in the central England city of Birmingham last week as part of a “major operation” by counterterrorism police and charged late Sunday. Four are accused of planning a terrorist act. Three of them – 30-year-old Irfan Nasser, 26-year-old Irfan Khalid and 26-year-old Ashik Ali – are accused of planning a bombing campaign, making explosives and stating an intention to become suicide bombers.
MTV’s Jersey Shore won’t get a New Jersey tax break because Gov. Chris Christie says the show hurts the state’s image. Christie yesterday blocked a $420,000 US film credit that was approved for the show last week by the state Economic Development Authority. He said in a statement he’s “dutybound” to ensure taxpayers aren’t footing a bill for a project that “does nothing more than perpetuate misconceptions about the state and its citizens.” The show centres on the cast living and partying along the beach and boardwalk in Seaside Heights.

The U.S. Congress finessed a dispute over disaster aid last night and advanced legislation to avoid a partial government shutdown only days away, ending weeks of political brinkmanship, The agreement ensured there would be no interruption in assistance to areas battered by disasters such as Hurricane Irene and last spring’s tornados in Joplin, Missouri, and also that the government would be able to run normally when the new budget year begins on Saturday. The Senate approved the resolution after a day of behind-the-scenes talks and occasionally biting debate, spelling an end to the latest in a string of standoffs between Democrats and Republicans over deficits, spending and taxes. The breakthrough came hours after the Federal Emergency Management Agency indicated it had enough money for disaster relief efforts through Friday. That disclosure allowed lawmakers to jettison $1 billion in additional funding for FEMA that had been included in the measure – and to crack the gridlock it had caused. The Democratic-controlled Senate approved the measure on a bipartisan vote of 79-12, sending it to the Republican-controlled House for a final sign-off.

A little over a year ago, Dan Mangan remembers playing a show in Norman, Oklahoma to a “crowd� – to use the term loosely – of about seven people. As is typical of the Vancouver singer-songwriter, he decided to interpret the sparsely attended gig as a timely break. He had new songs swirling around in his brain that he hadn’t had the chance to work through with his band, so the show morphed into a much-needed impromptu rehearsal. “I thought: ‘This is a perfect opportunity,’� Mangan said. “You don’t ever get a chance to rehearse on the road because you’re travelling all the time and you’re playing gigs. So basically, I would just start playing a song that the band had never heard, and then they’d catch up.� And with that, Mangan began to form the blueprint for Oh Fortune, which hits stores today. You see, by then it was becoming pretty uncommon for Mangan to play to barren bars. Sure, Mangan was comfortably ensconced in obscurity when he released his sophomore

In an interview with British radio, the former supermodel turned singer says the pregnancy is “something very banalâ€? – even if “great newsâ€? for her personally. “I’m superstitious, so yes, I’ve been very careful,â€? she told the BBC. “But there isn’t much to say. So many women are expecting children and giving birth, and it’s so uninteresting for French people.â€? President Nicolas Sarkozy, who is potentially facing a tough campaign in France’s presidential election next spring, married Bruni in 2008, less than a year after he took ofďŹ ce. She has a son from a prior relationship, and he has three sons from two previous marriages. But I felt like if we just tried to take something that worked and do it again, it was going to end up being less honest and less good. Samsung asked a Dutch court yesterday to slap an injunction on Apple to prevent it from selling iPhones and iPad tablets in the Netherlands, saying Apple does not have licenses to use 3G mobile technology in the devices. The legal battle is the latest round in a series of claims and counterclaims of patent breaches by the rival technology heavyweights playing out in courtrooms around the world. Samsung lawyer Bas Berghuis told a civil judge at The Hague District Court that Apple “never bothered to ask about licenses” before it started selling 3G-enabled iPhones that use the Universal Mobile Telecommunications Standard commonly known by the acronym UMTS. Apple lawyer Rutger Kleemans hit back by claiming Samsung was using the patent dispute to “hold Apple hostage” because Apple had accused Samsung of copying its iPhone and iPad designs.
“It’s a holdup,” Kleemans said. “Because Apple dared to take action against Samsung’s copycat tactics.” Kleemans urged the court to reject the injunction request, saying the patents involved “are not designed to be used as a weapon against Apple.” Apple argues that because UMTS technology has been adopted as the industry standard for mobile telecommunications, Samsung is under a legal obligation to offer licenses for patents that underpin the standard on “fair, reasonable and nondiscriminatory” terms. Apple’s legal team said the company is prepared to meet such terms, but accused Samsung of making an “exorbitant” initial offer in license negotiations. Winfred Knibbeler, another Apple lawyer, said an injunction could have far-reaching consequences for the entire mobile telecoms industry by boosting the power of Samsung to exploit its UMTS patents. No date was immediately given for a ruling.

Google News, which has long relied on automation to deliver news content from countless providers, has announced a twist in its algorithm: It will now recognize “featured” content among the tens of thousands of stories it delivers every day. Google announced that news organizations can now add “standout” metadata tags to stories they’re proudest of – like exclusives, scoops and investigative projects – and the U.S. edition of Google News will consider including a “featured” label with the story on its news homepage and in search results. There’s no guarantee a story tagged this way will be featured, but Google’s algorithm will factor the tag into its decisions, the company said. “We can showcase that standout piece of journalism in Google News by putting a ‘featured’ label in front of it,” said Google News product specialist David Smydra.

An energy consultant sees gasoline prices headed a bit lower for the remainder of 2011, but not by as much as many motorists would hope. Fears of a double-dip recession have oil traders betting demand will fall – pushing the price down from around $100 US per barrel in July to just under $80 yesterday. But Roger McKnight with En-Pro International says the Canadian dollar takes a hit when oil prices fall, since so much of our economy is tied to the energy sector. So he says the weaker loonie is muting a lot of the positive impact the lower crude prices should have on consumers. Sidney Crosby believes he is getting closer to being cleared for contact. The Pittsburgh Penguins’ star was pleased after going through another trouble-free practice yesterday, a day after taking part in a scrimmage in which hits were banned. “Obviously, the more good days you have, the nearer you get, and, hopefully, we’ll get there shortly,” said Crosby, who is recovering from a concussion that occurred more than eight months ago. Crosby, who hasn’t played since Jan. 5, has not yet been officially ruled out for the Penguins’ Oct. 6 opener at Vancouver. However, it seems highly unlikely he will be ready by then as he has yet to take part in any contact work. Crosby sat out the Penguins’ three preseason games last week and isn’t expected to participate in any of the three this week, all of which are on the road. While Crosby skips any training camp scrimmaging that includes contact, he has looked fast and in shape while going through his regular on-ice work. He has been jostled during some drills, but has reported none of the concussion-related symptoms, including headaches, that bothered him for months
after he was hurt. “When you go through this for a while, you just want to feel good out there,” Crosby said. “Right now I feel good. When it’s ready to get that point (contact), I want to make sure I’m comfortable and confident.” Crosby said he has gone at a hundred-per-cent exertion level since camp began Sept. 17, if only to get back to playing at a game-like speed. “I think our practices are pretty intense,” Crosby said. “That’s just one aspect. You throw physicality in there and it’s a little different. It’s a little bit more fatiguing. It definitely changes things a bit.” During Sunday’s scrimmage, Crosby failed on a shootout attempt against goaltender Scott Munroe. Crosby was on pace for his best season production-wise with 66 points in 41 games before he absorbed two hard hits in a span of five days in early January. He was subsequently diagnosed with a concussion that affects the vestibular system, the part of the brain that controls a person’s movement and balance. Penguins coach Dan Bylsma is giving no hints when Crosby might be cleared to engage in full contact in practice, the final step before he is ready to play in games.

(6-6) has moved to within two points of first-place Calgary and Edmonton in the West Division standings with four of their six remaining games against conference rivals. That includes two against the Eskimos, with one each against the Stampeders and Roughriders. The Lions play their first game in revamped B.C. Place on Friday night against Edmonton in a big West Division matchup. In fact, the club will play four times at the refurbished facility, the site of the Grey Cup game Nov. 27, heading into the CFL post-season. Saskatchewan’s playoff hopes will depend largely on being able to beat its division rivals. Five of the Riders six remaining games will be against Western clubs, including two each against Edmonton and Calgary. Saskatchewan is 0-5 within the West Division. Edmonton plays four games within its conference, one more than Calgary. The Eskimos head into their stretch run having clinched the season series with the Stampeders, giving them the tie-breaker should both finish with identical records. Winnipeg (league-best 8-4 record) also holds its fate in its hands with four of its final six contests against East Division competition.

Hundreds of villagers in eastern China demonstrated last week against pollution they say is caused by a solar panel factory, with some protesters storming the compound and overturning vehicles, local authorities and residents report. More than 500 villagers in Zhejiang province’s Haining city gathered in front of the Zhejiang Jinko Solar Co. factory demanding an explanation for the alleged pollution, the Haining government said in a statement. The company is a subsidiary of a New York Stock Exchange-listed Chinese solar company, JinkoSolar Holding Co. Calls to both the Zhejiang company and its parent firm rang unanswered. It is the latest protest in China driven by environmental concerns and highlights citizens’ increasing boldness in demanding action from the authoritarian government. Some of the protesters charged into the factory compound, overturned eight company vehicles and destroyed its offices, the government said. Demonstrators damaged four police vehicles. Video footage posted on the website of the city government’s information office showed that the factory’s windows had been smashed and that dozens of police officers were deployed to the site. The factory’s waste disposal has been failing pollution tests since April and despite being warned by authorities, the plant has not effectively controlled the pollution, the official Xinhua News Agency cited Chen Hongming, deputy head of Haining’s environmental protection bureau, as saying.
A 64-year-old Hongxiao villager surnamed Shi said not only does the factory discharge waste water into a river, it also spews dense smoke out of a dozen chimneys. “An elementary school and a kindergarten are located less than a kilometre from the plant. My house is only about 500 metres from the plant. Many fish died after the factory discharged waste into a small river,” Shi said in a phone interview.

Years of combing tropical mountain forests, shining flashlights under rocks and listening for croaks in the night have paid off for a team of Indian scientists which has discovered 12 new frog species plus three others thought to have been extinct. It’s a discovery the team hopes will bring attention to India’s amphibians and their role in gauging the health of the environment. Worldwide, 32 per cent of the world’s known amphibian species are threatened with extinction, largely because of habitat loss or pollution, according to the group Global Wildlife Conservation. “Frogs are extremely important indicators not just of climate change, but also pollutants in the environment,” said the project’s lead scientist, biologist Sathyabhama Das Biju of the University of Delhi. Many of the newly found frogs are rare and are living in just a single area, so they will need rigorous habitat protection, Biju said. The 12 new species include the meowing night frog, whose croak sounds more like a cat’s call, the jog night frog, unique in that both the males and females watch over the eggs, and the Wayanad night frog, which grows to about the size of a baseball. “It’s almost like a monster in the forest floor, a huge animal for a frog, leaping from one rock to another,” Biju said.

Cities in Iran, India, Pakistan and the capital of Mongolia rank among the worst on the planet for air pollution, while those in the U.S. and Canada are among the best, according to the first global survey, released yesterday by the World Health Organization. The southwest Iranian city of Ahvaz walked away with the unfortunate distinction of having the highest measured level of airborne particles smaller than 10 micrometers. WHO released the list to highlight the need to reduce outdoor air pollution, which is estimated to cause 1.34 million premature deaths each year. The list, which relies on country-reported data over the past several years, measures the levels of airborne particles smaller than 10 micrometers – so-called PM10s – for almost 1,100 cities. WHO recommends an upper limit of 20 micrograms for PM10s, which can cause serious respiratory problems in humans. They are mostly sulfur dioxide and nitrogen dioxide from power plants, auto exhausts and industry. Ahvaz’s annual average of
