Three died and another nine patients were harmed after misdiagnosis by unqualified radiologists, a review of thousands of medical scans in British Columbia has found, prompting the province’s health minister to offer a profound apology. Health Minister Mike de Jong released the review yesterday and said the scandal caused hundreds of other patients to worry over whether they too were affected. “All of that occurred at a time when they should have been able to solely focus on getting well. To all of those patients and their families, I, we, are very, very sorry,” de Jong said. Health officials reviewed almost 8,000 tests such as mammograms, obstetrical ultrasounds, X-rays and CT scans. The Health Ministry was alerted in February to discrepancies in scans found as far back as October 2010 when some patients were told they had a disease or problem when they didn’t, or were told they were OK when they weren’t. Dr. Doug Cochrane, the chairman of the BC Patient Safety and Quality Council who conducted the review, found none of the four were qualified to read the scans they were interpreting. Cochrane said the radiologists practised in Powell River, Comox and the Fraser Valley. BC Ferries CEO David Hahn is leaving his post at the end of the year, part of a cost-cutting plan that freezes wages and reduces other executive salaries as the province’s ferry service endures a slowdown in traffic. Hahn’s million-dollar salary makes him the highest-paid provincial employee, and the BC Ferries board’s decision to increase his pension added to a storm of controversy that overshadowed the performance of the ferry service. BC Ferries board chairman Donald Hayes confirmed that quitting with a year left on his contract means he will be paid no severance. Hahn said he made the decision to go early, and he also forgoes salary as well as taking a reduced pension. Hahn has argued that a drop of three to four per cent in this year’s BC Ferries traffic is not a response to high fares, but fuel costs, the U.S. slump and a high Canadian dollar that have also reduced traffic at B.C.’s free inland ferries and airports. The B.C. Ferries Commissioner is reviewing the government’s user-pay mandate for ferries, which has been in place for nine years and led to steeper increases
on the minor routes. Until that review is complete and fares are set, Hahn said the company will cut costs by $11 million to offset an anticipated loss of $20 million this year. Cost-cutting moves include a two-year wage and salary freeze, hiring freeze on non-essential positions, “select early retirements,” reduced use of contractors, elimination of charity and community
donations and the cancellation of arena advertising for Vancouver Canucks games, BC Ferries said in a statement. Transportation Minister Blair Lekstrom intervened in May to cap ferry rate increases at 4.15 per cent for all routes next year. A preliminary ruling by the commissioner had indicated rates for smaller and northern routes would go up eight per cent.

A Maple Ridge water polo player caught on camera holding a flame to a shirt stuffed in the gas tank of a police car during the Stanley Cup riot has been handed a twoyear ban from competing for Canada. On Monday, Water Polo Canada imposed the suspension on Nathan Kotylak, 18, that will prevent him from participating in any national team programs until June 2013. Kotylak is also ineligible to receive Sport Canada funding for a two-year period.

Smokers who want to butt out can access free quit-smoking aids starting Friday. The provincial quit-smoking program is rolling out B.C. wide Sept. 30 and is expected to see $15 to $25 million tax dollars spent on quit smoking aids like nicotine replacement and pharmaceuticals. Starting Sept. 30, anyone covered by B.C.’s medical services plan can call 811 to register for the program. Once a smoker has a registration number, he or she will be able to get free nicotine gum or patches by mail or at a local pharmacy.

A 42-year-old Surrey man is dead after he lost control of his motorcycle and crashed into a pole in Delta. At just after 6 a.m. Tuesday, a motorcyclist was heading southbound on Nordel Court from River Road when he turned at the intersection and lost control of his motorcycle. The initial investigation indicates he turned on either an amber or red light, made a sudden maneuver and struck a pole. He died at the scene.

B.C. cities remain deeply suspicious of the province’s plan to unleash a municipal auditor-general to uncover their wasteful spending despite government assurances the findings will be non-binding. Civic reps ripped into the idea yesterday at the Union of B.C. Municipalities convention, raising questions about the costs and potential loss of local autonomy. “To me this is redundant,” said Nelson Coun. Robin Cherbo, who said the province should turn over the money that it would spend on the office to cities to shore up aging infrastructure. “Who is going to do a value-for-money audit on the municipal auditor-general?” demanded Oliver Mayor Pat Hampson.
DOMESTIC DISPUTE PRECEDED FATAL SHOOTING
Delta Coun. Bruce MacDonald wanted to know if the spending watchdog might press Delta to give up its municipal police force. They spoke after Community Minister Ida Chong told UBCM delegates the province will pass legislation in October to set up a municipal auditor-general. She urged cities to work with her to “shape” the office and determine how it works. “It’s not another layer of bureaucracy,” Chong said. “It should be treated as a benefit, a resource.” Chong pledged the province will pay for the municipal auditor costs – a key concern of the UBCM. She said cities will decide whether to implement recommendations, but added councils that don’t will be answerable to their taxpayers.
Investigators say a domestic dispute led the RCMP to fatally shoot a man in west central B.C. last weekend. Twenty-four-year-old Justin Zinser of Williams Lake was killed in the gunfire last Saturday in the community of Nimpo Lake. Delta police, who were called in to investigate, say the shooting happened after the RCMP got a report of a domestic dispute involving an assault. They say Mounties were waiting for backup when an armed man approached the officers on foot and the shooting occurred.

A man was killed while falling a tree in east Maple Ridge just before noon yesterday. The 40-year-old man was working for Leader Silviculture along a B.C. Hydro right-of-way, clearing trees near high-voltage power lines not far from the Fraser Regional Correctional Centre. Work Safe B.C. is investigating the fatality and was on scene soon after the accident. Emergency personnel struggled to reach the man, who was working off a steep incline, near a stream.

The Conservative government is flexing its majority muscle, forcing an early vote in Parliament on a massive crime bill that critics say will send Canada down the route of the failed U.S. war on drugs. A vote yesterday in the House of Commons limited debate on the omnibus legislation to two days before punting it to a Conservative-dominated committee for what is likely to be a perfunctory study. “They’re going to impose the guillotine no matter
what,” predicted Thomas Mulcair, the NDP House leader. The bill includes nine separate pieces of legislation that previous Parliaments failed to pass, including several highly contentious items: – Barring anyone with more than three indictable convictions from ever being allowed to apply for a criminal records pardon. – Setting new, mandatory, minimum sentences for growing six or more marijuana plants, among other drug offences. – Centralizing and politicizing control over the transfer of Canadians imprisoned abroad back to Canada. New Democrats want those elements of the bill hived off for separate debate, while fast-tracking measures in the legislation that would toughen sentences for crimes against children, enshrine victims’ rights in parole hearings and increase the good-behaviour waiting period for pardon applicants.

Ottawa has finally approved bold new labelling for cigarette packages, telling tobacco manufacturers they have until March to conform. The new labelling will cover 75 per cent of cigarette packages, and include graphic pictures of a cancer-infected mouth, and of an emaciated, cancer-stricken Barb Tarbox. She was an anti-smoking activist before dying of lung cancer at the age of 42, and her story – among others – will be featured in the new packaging.

The Quebec government is opening the door, just a crack, on the idea of holding an inquiry into corruption in the province. The government has repeatedly refused until now to hold such a probe. Britain’s television network ITV admits that a documentary about the Irish Republican Army mistakenly used a scene from a video game and claimed it was a real IRA attack. Monday night’s broadcast of Exposure: Gadhafi and the IRA recalled how deposed Libyan dictator Moammar Gadhafi supplied the outlawed IRA with weaponry in the mid-1980s. The documentary lifted footage from the Internet that shows a clip from a military simulation game called Arma II. The program falsely described it as footage of a 1988 IRA attack on a British army helicopter.
A convicted killer who escaped a New Jersey prison in 1970, then hijacked a U.S. airliner two years later, has been captured in Portugal. The FBI says George Wright was arrested Monday by Portuguese authorities at the request of the U.S. government. The FBI says Wright became affiliated with the Black Liberation Army and in 1972 he and his associates hijacked a Delta flight from Detroit to Miami. After releasing the passengers in exchange for a $1 million ransom, the hijackers forced the plane to fly to Boston, then on to Algeria. Wright was the last remaining fugitive.
A spokeswoman for former Ukrainian Prime Minister Yulia Tymoshenko says prosecutors have asked the judge in her abuse-of-office trial to sentence her to seven years in prison. The spokeswoman, Natasha Lysova, says prosecutor Liliya Frolova also asked the judge yesterday to fine the country’s top opposition leader 1.5 billion hryvna ($190,000) for the alleged damages she caused and to make her ineligible to occupy government posts for three years. Egypt’s ruling military decreed yesterday that the country’s first parliamentary elections since Hosni Mubarak’s ouster will begin Nov. 28, ending months of speculation on the timing of the key vote. The elections for parliament’s two chambers will be staggered over several months, with the vote for the legislative People’s Assembly starting Nov. 28 and the less powerful Shura Council, the chamber’s upper house, on Jan. 29. The first session for the People’s Assembly will be held on March 17. The Shura Council will convene on March 24.
Officials in Georgia say a city’s ban on saggy pants has generated nearly $4,000 in fines in less than a year. Albany City Attorney Nathan Davis says 187 citations have been issued and $3,916 in fines collected since the ordinance went into effect Nov. 23, according to the Albany Herald. Officials say the ordinance bans anyone from wearing pants or skirts more than 3 inches below the top of the hips, exposing the skin or undergarments. First-time offenders face a $25 fine. On further offences, the fine can rise to $200.

The U.S. decided last week against selling new F-16s that Taiwan wants to replace other aging aircraft, but has still angered China by agreeing to the upgrades of the fleet of 145 F-16s that the U.S. sold it in the 1990s. China has told the U.S. it will respond by cancelling or postponing some U.S.-China military exchanges. But Willard said Beijing was very likely to retain the highest-level exchanges of visits because of their importance to China. Many members of the creative team came to Taymor’s defence, including lead actor, Reeve Carney, and U2’s Bono, who called Taymor a “card-carrying genius.” Taymor says that the show didn’t change much after she left and that she’s no longer bitter. Canada’s housing market stands out globally for its strength but economic uncertainty and weaker consumer conďŹ dence could keep potential new buyers on the sidelines, says a Scotia Economics report. “Overall, you’re probably in an environment where businesses and consumers will be a little bit more cautious and that would spill over to the housing market,â€? senior economist Adrienne Warren said yesterday, after the bank released a report on global real estate trends. The Scotiabank report said Canada’s housing market is notable for its “resilience and longevity.â€? And even though Canadian real estate prices were up ďŹ ve per cent year-over-year in the April to June period, they started to level out in July and August, Warren said from Toronto.

Scotiabank noted that of the nine major developed markets it tracks, only Canada, France and Switzerland showed housing price increases year over year. Warren said Canada has had a strong housing market since about 2000, but expects house prices to more or less level off over the next couple of years.

The currency jumped 0.88 of a cent to 98.13 cents US. Reports said that European ofďŹ cials were working on a plan to recapitalize banks in the eurozone, using leverage to bolster the European Financial Stability Facility, the euro zone’s bailout fund. The November crude contract on the New York Mercantile Exchange advanced $3.26 to $83.50 US while the December copper contract on the Nymex was up 17 cents to $3.45 US. Bullion prices also recovered with the December contract ahead $62 to $1,656.80 US an ounce.

The chances that Finance Minister Jim Flaherty will miss his target to balance the budget by 2014-15 have increased because of a slowing economy, the parliamentary budget watchdog said yesterday. Kevin Page said projections done by his ofďŹ ce earlier this year gave Flaherty a one-in-ďŹ ve chance of balancing the books by that deadline. But since then, the outlook for the global and Canadian economies has worsened. “It will be less likely now,â€? Page said of the chances Flaherty will have a balanced budget in three years. The Senators jumped out to a 2-0 lead on goals by Zibanejad, who continues to make it harder for the Senators not to include him on the opening night roster, and Smith, who caught Reimer moving side-to-side to beat him on the short side. The Leafs tied the game with a short-handed goal by Grabovski and a power-play goal by Liles. The Senators ended the first period leading 3-2 as Foligno dug the puck out of a pileup in the crease and pushed it past Reimer. Toronto made it 3-3 midway through the second as Kulemin pushed the puck in from under Lehner’s glove after the goalie failed to smother it tightly. The Leafs took the lead for the first time in the opening minutes of the third as Boyce tipped the puck past Lehner. MacArthur scored with less than two minutes remaining in regulation to seal the victory.

The Boston Red Sox maintained a share of the AL wild-card lead last night, using four home runs to beat the Baltimore Orioles 8-7 and set up a dramatic conclusion to the regular season. The skidding Red Sox were 6-19 in September before rebounding to edge the last-place Orioles. The win, combined with Tampa Bay’s 5-3 victory over the New York Yankees, kept Boston and the Rays tied with one game left. After blowing a nine-game lead in the span of 23 days, the Red Sox will send Jon Lester (15-9) to the mound against Baltimore tonight in an effort to get into the post-season for the fourth time in five years. Lester, Boston’s winningest pitcher, will be throwing on three days’ rest. Boston will be looking to put together its first winning streak since sweeping a doubleheader from Oakland on Aug. 27. If the Rays and Red Sox remain tied after tonight, Tampa Bay will host a one-game playoff tomorrow. Rookie Ryan Lavarnway became the unlikeliest of heroes for Boston, hitting his first two major league homers after being thrust into the lineup because of injuries to catchers Jarrod Saltalamacchia (sore collarbone) and Jason Varitek (knee). Lavarnway, a Yale philosophy major who never played a big league game before August, hit a three-run drive in the fourth inning and added a solo shot for an 8-4 lead in the eighth.

The influential Russian finance minister who was ousted by President Dmitry Medvedev warned yesterday that Russia’s budget is overextended because of increased spending on defence and social needs. Alexei Kudrin was forced out Monday after a public spat with Medvedev over the finance minister’s statement that he would refuse to serve in the government if Medvedev became prime minister. Medvedev and Prime Minister Vladimir Putin announced over the weekend that they intended to swap jobs next year. Many suspect Kudrin had hoped to be named prime minister under Putin. In his first comments since the ouster, Kudrin, who has been Russia’s finance minister since 2000, said his statement on the country’s financial health was “well thought out and well founded.” “For the past several months, despite my numerous objections, some of them made publicly, decisions were taken on budget policies that without doubt have increased budget risks,” he said in a statement. “And budget risks are connected first of all with exces-
sive commitments in the defence sector and social sector that will inevitably affect the entire national economy.” Medvedev had decided to raise budget military spending by 1.3 per cent of Russia’s gross domestic product. Annie Bilodeau Nov. 7, 2991 - May 19, 2011 It is with great sadness that we announce the loss of our loved one, Annie (Mummies Special Little Girl). As hard as its been since she passed away we know how lucky and fortunate we have been to have had Annie in our lives. It is ironic how we spent so much time teaching her so many tricks over the years when in reality we should not have been teaching her but learning from her. Annie was full of life, always happy, full of love, never judging, loyal, had no ulterior motives; what you saw was real and what you got. She did not have a mean bone in her whole body and loved all she met. Above all she was a true best friend who was always there for us. Annie loved nothing more than snuggling with any of our family. She also loved to hunt grasshoppers and eat mummies homemade treats. Sadly Annie was predeceased by her best friend and birth mother Susie whom she will now again get to snuggle and play with. She will truly be missed but never, ever forgotten by all who knew her. We would like to thank Dr. Hofs and his two assistants Deb and Tanis for the many years of excellent care and support they have always provided to our entire family.
