Smokers may be forced to pay higher Medical Services Plan premiums to reflect the heavier burden they put on B.C.’s health care system, Health Minister Mike de Jong says. He offered no details, calling it a concept under consideration at this point. “It’s something I’m seriously looking at,” de Jong said in an interview after floating the idea in a panel discussion at the Union of B.C. Municipalities convention. An MSP surcharge on smokers would be a new stick to persuade smokers to quit, on top of existing taxes on cigarettes and a growing plethora of restrictions on where tobacco addicts can light up. “I think smokers would be upset to be singled out,” de Jong said. “But we want them to be upset because they are engaged in a behaviour that is costing the rest of society billions of dollars.” A higher MSP premium on smokers could help raise extra money for the embattled health system, de Jong added. The minister warned the government plans to carve money out of existing health spending to fund new initiatives to prevent chronic illness and reduce long-term costs. B.C. already spends nearly $100 million a year on health promotion and disease prevention. Victoria’s latest move is to fully fund nicotine patches and

other smoking cessation aids. Smokers will no longer have the excuse of not being able to afford to pay for help to quit smoking, de Jong said, adding the $15 million required will come from other parts of the health budget. “We think it’s a good investment,” he said. Smokers make up just 14 per cent of the B.C. population – the lowest rate in Canada – but de Jong said cutting that to 12 or 10 per cent would

still save billions of dollars. B.C.’s health budget has climbed from $4.8 billion in 1990, when it made up 32 per cent of all government spending, to $16 billion now or 45 per cent. “We keep plundering other budgets to feed an insatiable appetite in health care,” de Jong said. “We are going to have to live within our means in health care and actually shift the emphasis.”

A man who dragged a Maple Ridge gas station attendant to his death six years ago will be out of prison in a month. Darnell Darcy Pratt has been given a second chance at parole and will be released from a federal penitentiary on Nov. 3. The last time Pratt was granted statutory release, in June 2010, he violated curfew and was back in prison within 48 hours. The 22-year-old Maple Ridge man has been racking up charges while in prison – including using drugs, and verbally abusing corrections staff.

A former Penticton man has been charged with sexual assault and sexual interference against two male youth, and RCMP believe there may be more victims. Robert John Graham, a 38-year-old West Kelowna resident, was arrested on outstanding warrants out of Penticton for two charges of sexual assault and three charges of sexual interference. Anyone who believes they have been a victim of Graham are being asked to come forward to Penticton or West Kelowna RCMP.

The federal Transportation Safety Board says the Concordia, a Nova Scotia-based tall ship that capsized off South America last year, was lost in a squall because the risk of a knockdown was not understood by the crew. The board says as a result, appropriate responses such as reducing sail or changing course were not taken before the squall hit. The vessel was carrying 64 students and staff from a sailing school in Lunenburg, N.S., when it went down on Feb. 17, 2010. Everyone was rescued.

For the second time this month, Egyptian security officials in civilian clothes raided the Cairo office of Al Jazeera Live Egypt, part of the Qatar-based broadcaster’s network, roughing up its staff, detaining an editor and confiscating equipment, the news chief said yesterday. The raid on Al Jazeera Egypt Live’s office comes after Egyptian authorities said the station and its staff were operating without permits. Activists and rights groups view the raids on the station, which broadcasts live around-the-clock from Egypt, as part of a larger crackdown by authorities on independent media.

Kenya’s deputy prime minister testified at an International Criminal Court preliminary hearing yesterday to defend himself against charges of fomenting violence after his country’s disputed 2007 presidential election. Uhuru Kenyatta’s testimony is crucial to his attempt to have crimes against humanity charges – including murder and rape – dismissed before they go to trial. Kenyatta denied allegations that he met with members of a criminal gang called the Mungiki before and after the 2007 election to discuss attacks on supporters of presidential candidate Raila Odinga, who is now prime minister.

A convicted American killer who disappeared after a 1972 hijacking lived openly in West Africa under his real name for years and even socialized with U.S. embassy officials there, a former U.S. ambassador said yesterday. The comments by John Blacken, a retired U.S. ambassador to Guinea-Bissau, raised new questions about a decadeslong FBI manhunt for George Wright, who managed to elude authorities for 41 years until being arrested Monday in Portugal. Blacken told AP he was stunned to hear about Wright’s arrest because he George Wright knew him and his wife – who might have even worked on translation projects for the U.S. embassy. But Blacken had no idea that Wright was a fugitive. Wright’s years on the lam took him across the globe – from New Jersey to Detroit to Algeria to France to Guinea-Bissau and then Portugal, at the very least. When Blacken served as ambassador from 1986 to 1989 in the former Portuguese colony of Guinea-Bissau, Wright had already escaped from jail in New Jersey while serving time for murder and was wanted in the 1972 hijacking by the Black Liberation Army of a U.S. plane to Algeria.

The trial of a doctor accused of stalking Shania Twain has resumed after court ruled there were no questions about the defendant’s mental fitness. That after a dramatic twist yesterday morning when the accused interrupted the pop star’s testimony to withdraw his not-guilty plea. The blue-eyed Scottish actor, his burr especially pronounced, says that making Machine Gun Preacher “kind of beat the s--out of me,” but it was a worthy trade-off to get to the heart of the story of a bad news biker who finds God and embraces a new life as a minister and humanitarian. Butler plays Sam Childers, a drug dealer who gets out of jail to find his wife has found a new life in an evangelical church. Inspired by a visiting preacher’s stories of the torment suffered by children in Sudan, Childers goes to Sudan to help build an orphanage, but soon becomes a solider in the war for the children. The roles he’s taken on have fit a pattern, says Butler. He prefers to do movies where he’s forced to learn a new skill or to rise to a difficult challenge. “I generally take on roles that will somehow be taxing, whether it’s training for 300 or learning to sing for Phantom of the Opera,” he says. “But without a doubt this one was one of the most exhausting films just because of the pressures. We had to film in all the worst parts of Detroit. We were filming long, long hours and the movie was so emotionally taxing it took it into being physically taxing.”

At one point in the new Pearl Jam documentary, a young Eddie Vedder flails on stage with so much intensity, he seems possessed. Considering Vedder’s been doing it now for 20 years, it begs the question: How does he come down when the houselights come up? The question is offputting to Vedder: He says the idea of thinking about his mindset during a performance makes him “uncomfortable.” But the frontman explains: “It really is like riding a wave, you know. It’s almost like – it’s like Mother Nature or something. You just kind of don’t question it. It’s like songwriting. Sometimes it’s best not to dissect.” But Vedder and the rest of Pearl Jam were subject to much more introspection in the new film, Pearl Jam Twenty, directed by Cameron Crowe. What do you get when you combine Stephen Sondheim and dinosaurs? No, not Jurassic Park: The Musical. Those lucky enough to attend a gala benefit on Monday night at the American Museum of Natural History will find out. Sondheim, a legendary puzzle maker besides being a cherished songwriter, has created his first ever treasure hunt to be held among the dinosaur bones. The event is to celebrate the 20th anniversary of Friends In Deed, a non-profit crisis centre that provides emotional and spiritual support for anyone diagnosed with life-threatening physical illnesses. “I’m just excited to see what he’s going to do,” says Raul Esparza, who has appeared in such Sondheim musicals as Sunday in the Park With George and Company. Esparza will be one of several hundred guests split into teams who then follow Sondheim’s clues as they wander the museum’s two massive dinosaur halls. “I expect the clues to be ... very cryptic,” says Friends in Deed board member Anthony Rapp. “But he probably has to scale the difficulty to some degree because it can’t take all night.”

Crowe weaves a narrative thread that illustrates the passionate journey behind making the music and dealing with the world around them. “We really started cooking it up about ten years ago. We did a film called Single Video Theory, that was around the Yield album and (we) started seeing all this footage that was not going to be usable in what we were doing. It made sense to kind of do a Kids Are Alright, which is one of our favourite rock movies, with Pearl Jam,” Crowe said. “So that’s where it started to come together. So over the years, it became more and more real. Then about three years ago, it was like ‘OK,’ we’re doing it.’ And then it was going through the footage, which was voluminous.”

IT company CGI Group has hired the military leader who developed a plan to modernize the Canadian Forces to head a new defence, public safety and intelligence unit. Andrew Leslie, who retired as a lieutenant general earlier this month after a 30-year career, led a review which recommended $1 billion in cuts through a reorganization of National Defence headquarters, including the chopping of up to 11,000 personnel. The Montreal-based company said it was attracted to Leslie because of his efforts to improve the efďŹ ciency of military spending, knowledge of IT spending and military experience on the ground. CGI spokesman Lorne Gorber added that Leslie’s knowledge of the key decision-makers is what makes him especially invaluable. For one year, the retired general will be restricted by government rules from making directly representations to the Defence Department on behalf of CGI.

We want to be governed. We want to be under rules,’’ Mark Hominick, a featherweight fighter from Thamesford, Ont., said amidst a buzz of MPs and Hill staffers. “We want the law on our side.’’ Current federal law says anyone who engages in or aids, abets, umpires or reports on a prize fight “is guilty of an offence punishable on summary conviction.’ The only exception to the “prize fight’’ definition in the law are provincially sanctioned events in which “the contestants wear boxing gloves of not less than one hundred and forty grams each in mass.’ The law effectively dates Mark Hominick and Justin Trudeau back to the mid-1800s, say advocates for mixed martial arts, and doesn’t reflect current realities. Defeat can be a cruel teacher. The Vancouver Canucks believe losing Game 7 of last year’s Stanley Cup final to the Boston Bruins taught them some valuable lessons that will help them this NHL season. “The experience makes you stronger,” said defenceman Kevin Bieksa. “It makes you better, it makes you mentally stronger.

“I think we have the major pieces all back. We are all better because of last year. There is no reason why we shouldn’t be better this year.” Better means winning the Stanley Cup. Veteran Mikael Samuelsson understands better than most of the Canucks how hard it is for a team to return to the final. He played for the Detroit Red Wing Kevin Bieksa teams that won the Cup in 2008, then lost to Pittsburgh in 2009. “It’s a bit of a grind and we know it’s going to be a long year,” said Samuelsson, who saw his playoffs

cut short due to surgery to repair an abdominal injury last spring. “We have to start off from Day 1 doing the right things.” The Canucks were a dominant force in the league last year. Vancouver won the President’s Trophy for the best record in the NHL while setting franchise records with 54 wins, 117 points and 27 road victories. The Canucks scored more goals than any team and allowed the least. They had the NHL’s best power play and third-best penalty kill.
