The fate of TransLink’s expansion plan and a proposed two-centa-litre gas tax increase to help pay for it may be in the hands of Surrey Mayor Dianne Watts. Metro Vancouver mayors vote Friday on the controversial plan, which would ensure construction finally starts on the Evergreen Line to Coquitlam, along with a range of other transit upgrades. Because it will be a vote weighted by population, the region’s two biggest cities exert the most influence. Vancouver and Surrey had been expected to support the plan – they both voted for the framework deal reached with Transportation Minister Blair Lekstrom in July – but Watts now refuses to say which way she will vote. That’s raised the possibility the tentative deal may be set to crumble. Even with Watts on board, the vote may be close. The next biggest cities – Burnaby and Richmond – oppose the plan, as does Delta. Yes votes are expected from Tri-Cities mayors, who have long campaigned to build the Evergreen Line, as well as the North Shore cities and Langley City. The plan requires more funding than just the $40 million a year from the gas tax increase, so mayors and the province would have one year to negotiate another $30 million worth of new funding sources – perhaps road pricing, a vehicle levy or other mechanisms. If the province gets cold feet and refuses to grant new sources, property taxes would go up an average of $23 instead – a scenario that’s unacceptable to mayors like Richmond’s Malcolm Brodie and Delta’s Lois Jackson. Coquitlam Mayor Richard Stewart said he’s had “frank discussions” with other mayors, adding he’s disappointed in the opposition from Richmond and Burnaby. “It’s odd that the two com-
munities that have the newest SkyTrain lines appear to be prepared to vote down the supplement,” he said. The plan would allow TransLink to deliver its $400-million contribution for the 11-kilometre Evergreen Line, ensuring the long-stalled SkyTrain extension finally proceeds. Stewart is counting on both

A Surrey man’s body was found near Squamish on the weekend, and police say he was a victim of a targeted killing. At about 2 p.m. Sunday, hikers found the body of William Lim Woo, 55, and called police. The Integrated Homicide Investigation Team was called in to take over the investigation. IHIT will continue working with the Lower Mainland Forensics Team to determine more. The investigation is described as being in the “preliminary stages.” Police say Woo was well known to them.
BAIL HEARING IN “MR. BIG” STING ADJOURNED KAMLOOPS (Kamloops This Week)
Mark Lindsay, the son of former Edmonton police chief John Lindsay, was expected to appear in Kamloops provincial court yesterday for a bail hearing. It was adjourned until next week. Lindsay, 24, was arrested by Kamloops RCMP near McLure in the early-morning hours of Sept. 21. It’s believed he had been travelling in a pickup truck from Edmonton with an undercover Alberta Mountie, apparently as part of a Mr. Big sting operation. In Barriere, it’s alleged Lindsay stabbed the undercover cop and stole the truck.

A masked bandit has struck again. On Saturday at 5:10 p.m. a man walked into the Money Mart in Millstream Village with a handgun and demanded money. Another robbery occurred on Sunday just after 5 p.m. at Panago Pizza at 1108 Yates St. in Victoria. The suspect had a similar description and displayed a handgun. The man is described as being in his mid-20s, heavyset, 200 to 220 pounds and stands taller than six feet.

Canada is closing in on a key trade agreement designed to boost economic ties with China as the importance of the U.S. wanes, says Trade Minister Ed Fast. Fast told reporters in a conference call from Jakarta yesterday he will be travelling to China next week and that negotiations are nearing a close. “We’re hoping to complete those negotiations soon and if that happens I think it will increase investment for both of our countries in a very significant way,’’ he said.
Canada has been seeking a Foreign Investment Promotion and Protection Agreement since 1994, but the process picked up steam recently following Prime Minister Stephen Harper’s first visit to China at the end of 2009. The prime minister is rumoured to be planning a second visit later this fall. China is the world’s second-largest economy and a major buyer of Canadian resources – from coal and fertilizer to grain and lumber – while Canadian businesses have been seeking a firmer foothold in the world’s emerging economic superpower.

The wife of captured American fugitive George Wright said her husband told her he escaped from a U.S. jail but never revealed he had been convicted of murder or accused of an airplane hijacking. Maria do Rosario Valente said she was shocked to learn about her husband’s past after his capture in Portugal last week after 41 years on the lam. She said she thought the jail escape “was just a boast.” The U.S. is trying to extradite Wright to serve the remainder of his 15- to 30-year sentence for a 1962 murder in New Jersey. The FBI also says he was part of a Black Liberation Army group that hijacked a U.S. plane to Algeria in 1972. Wright’s lawyer says the American will claim a new identity to prevent the U.S. from extraditing him. The lawyer, Manuel Luis Ferreira, said that Wright became a Portuguese citizen called Jose Luis Jorge dos Santos in 1991. Wright’s new identity was given to him by Guinea-Bissau’s government when it granted him asylum in the 1980s, Ferreira said. At the time, Guinea-Bissau was a single-party Marxist state that looked kindly on black liberation movements.

The Bluth family’s frozen banana stand may be back in business. At an Arrested Development reunion Sunday, the creators and cast announced plans for another season of the short-lived but critically acclaimed TV show, which went off the air in 2006 after just three seasons. They also discussed more concrete plans for a much-awaited movie. Creator Mitchell Hurwitz said he wanted to do the movie originally but decided to tell where the nine main characters have been for the last ďŹ ve years. The Fox show starred Jason Bateman, Michael Cera and Portia de Rossi. Shooting for the TV show is tentatively set to begin next summer. The movie doesn’t have a release date, Hurwitz said, adding that the creative aspects have been largely worked out, but the business side is still being negotiated. “We’re all game,â€? he said. “We’ve hated being coy, but we’ve been trying to put together this ambitious idea.â€? The show featured a dysfunctional family who ran a collapsing real estate development company and frozen banana stand. Despite its rabid fan base, ratings were low, and it wasn’t a commercial success.

The episode they started from scratch last Thursday morning will be ďŹ nished just hours before it’s delivered to Comedy Central for premiering tomorrow. Not long ago, while in New York to bask in the triumph of their smash Broadway musical, The Book of Mormon, Stone and Parker took a few minutes to look ahead to the seven episodes of South Park facing them this fall. “Comedy Central would love it if we did the shows ahead of time,â€? Stone said. “But we just don’t work as well that way.â€? “Our best ones,â€? said Parker, “are always the ones where we

Chrysler Canada and Ford Canada both reported a double digit increase in September sales – some of their best sales in a decade or more. Chrysler Canada said it sold 19,255 vehicles last month, a 19 per cent increase from the year prior, for its best September since 2001. Ford Canada, which has reigned as the best-selling automaker in Canada so far this year, said it had its second-best September in 33 years –topped only by last year’s record month. Ford’s sales are up about 4.2 per cent for the yearto-date at 219,304 from 210,451 during the period last year.

Colby Lewis outpitched all-star David Price, Mike Napoli hit a go-ahead two-run homer and the defending AL champions survived a shaky night from the bullpen to hold off the Tampa Bay Rays 4-3 yesterday night in Game 3 of their post-season series. The Rangers’ fourth straight division series road win matches the third-longest streak in major league history and gives Texas a 2-1 lead heading into Game 4 today. Texas won three ALDS games here a year ago, when it eliminated Tampa Bay in five games. Playing in front of the first sellout at Tropicana Field since opening day, Desmond Jennings hit a pair of solo homers for the Rays. Tampa Bay kept it interesting by scoring twice off Rangers relievers before Neftali Feliz got four outs for his second save of the series. “It was three of the toughest innings that we experienced all year,’’ Rangers manager Ron Washington said of the late-game drama. Annie Bilodeau Nov. 7, 1991 - May 19, 2011 It is with great sadness that we announce the loss of our loved one, Annie (Mummies Special Little Girl). As hard as its been since she passed away we know how lucky and fortunate we have been to have had Annie in our lives. It is ironic how we spent so much time teaching her so many tricks over the years when in reality we should not have been teaching her but learning from her. Annie was full of life, always happy, full of love, never judging, loyal, had no ulterior motives; what you saw was real and what you got. She did not have a mean bone in her whole body and loved all she met. Above all she was a true best friend who was always there for us. Annie loved nothing more than snuggling with any of our family. She also loved to hunt grasshoppers and eat mummies homemade treats. Sadly Annie was predeceased by her best friend and birth mother Susie whom she will now again get to snuggle and play with. She will truly be missed but never, ever forgotten by all who knew her. We would like to thank Dr. Hofs and his two assistants Deb and Tanis for the many years of excellent care and support they have always provided to our entire family. Love Heidi (Mummy), Mike (Daddy), Grandma’s Wilma, Gerda, Elena, Grandpa Ben and Uncle Chris. In lieu of flowers or donations we ask for what Annie would have wanted and that is for you to give all of your loved ones (pets or people) big hugs, kisses and of course lots of treats.
