The federal government has introduced rules to limit the amount of caffeine allowed in so-called energy drinks such as Red Bull and Monster. But the limits are much more lenient than those suggested by an expert panel. They cap caffeine at 180 milligrams per drink – as much as a medium cup of coffee – instead of the recommended 80. Health Minister Leona Aglukkaq will also require the drinks to have clear labels that list the amounts of caffeine, vitamins and other ingredients. And the drinks will have to carry a warning that they are not recommended for children or pregnant or breastfeeding women and should not be mixed with alcohol. The rules are a response to longstanding concerns that the caffeine-loaded beverages are being overconsumed by teens and tweens who don’t understand the potential side effects. “I believe today’s changes will be especially helpful to the parents of teenagers who regularly consume energy drinks,” Aglukkaq said in a statement. An expert panel wanted Health Canada to treat the drinks as medication, label them as “stimulant drug-containing drinks” and allow sales only from behind the pharmacist’s counter.

While a new poll shows Metro Vancouver residents overwhelmingly want upgraded transit, most don’t want higher taxes on motorists or property owners. Angus Reid Public Opinion conducted the poll for the union representing area bus drivers, which has urged mayors to support TransLink’s expansion plan. Seventy-five per cent of those surveyed want more money simply transferred from the province – a free lunch scenario most mayors admit won’t happen. Another 47 per cent would make transit riders pay higher fares, 46 per cent support raising parking taxes, 34 per cent back tolls on roads and bridges and 30 per cent back further increases in the carbon tax if the money is steered to TransLink. Just 26 per cent back a higher gas tax, 22 per cent support a vehicle levy and only 20 per cent would put the bill on property taxes. The plan being voted today by Metro mayors would generate nearly half the required money by raising the TransLink gas tax two cents to 17 cents a litre. The rest would be determined later – cities would work with the province to negotiate new funding sources. If they don’t materialize,

a property tax increase would kick in. Mayors have been talking up possible funding sources that wouldn’t directly hit households or motorists. Those options include charging developers extra to build at high densities near rapid transit stations. “You capture some of the windfall profit associated with the location of SkyTrain stations,”

Coquitlam Mayor Richard Stewart said. “You apply some of it to the construction of the transit system that creates the profit in the first place.” Selling corporate naming rights for SkyTrains and stations is another idea mayors have raised. The mayors say they want Victoria to grant them a variety of new sources, but concede much of the money must come out of local pockets one way or another.

A 26-year-old Surrey SFU student whose research focused on airplane safety and who died in a plane crash in Nepal late last month has been granted his master of science degree posthumously. Andrew Wade was a student in the School of Interactive Arts and Technology and was returning from a sightseeing trip to Mt. Everest when the plane he was on crashed, killing all 19 passengers. His SFU degree was granted at a convocation ceremony yesterday.

VANCOUVER BORDER LIES COST U.S. MAN $8,000 VANCOUVER (Canadian Press)

A U.S. man has been fined $8,000 for asking several workers to lie to Canadian border guards when they entered the country through Vancouver this past summer. Steven Gordinier pleaded guilty in a B.C. court to allegations he instructed the workers to clear customs by saying they were meeting friends and attending a mountain biking festival in Whistler. In fact they were working at the festival. The lie was discovered when a border guard found an email from Gordinier on one worker’s cellphone that spelled out the planned deception.

The case of a man charged in the alleged hit-and-run deaths of two women in Coquitlam is one step closer to trial. The lawyer for Cory Sater said he has received the appropriate documents from the Crown and is now ready to move forward with a trial. Tony Serka had been pushing the Crown to disclose early drafts of an accident reconstruction report he said were essential to his case. Both the defence and the Crown will appear before the presiding judge next Thursday to set a trial date.

Civil Liberties Association said they will not participate when hearings begin in Vancouver Oct. 11. A Kelowna man has been found guilty of manslaughter in the death a young woman 18 years ago. Neil Snelson had originally been charged with first degree murder in the killing of 19-year-old Jennifer Cusworth, but a B.C. Supreme Court jury delivered a guilty verdict on the lesser charge of manslaughter. Cusworth’s body was found in a ditch on Oct. 17, 1993, several hours after she’d been at a house party where Snelson was also a guest. She had been beaten on the head with a blunt object and strangled.

Veterans Affairs Minister Stephen Blaney says all of the new benefits for wounded soldiers promised last year by the Harper government have now been implemented. As part of the changes, the government introduced a new $1,000-a-month supplement for the most seriously wounded veterans who are unable to find a job in civilian life. It also changed how a $285,000 lump-sum disability award is paid, allowing disabled soldiers to receive it all at once – or over time.

The Conservative government is making an effort to ratchet down fears that tough new drug laws will send thousands of weekend pot smokers to prison. Ten workers were injured Thursday at a crude oil refinery when a pipe leaking diesel fuel and hydrogen gas caught fire and sent an explosion tearing through part of the plant. The fire at the Consumers’ Co-operative Refineries facility on Regina’s outskirts began shortly after 2 p.m. and was brought under control within an hour, said safety manager Gilbert Ledressay. Eight of the injured were taken to hospital with burns. Ledressay said there was no immediate word on their condition.

Former Bosnian Serb Army commander Ratko Mladic has complained about his health, courtroom cameras, handcuffs and what he called lies about him in Belgrade media during an hour-long pretrial hearing at the Yugoslav war crimes tribunal. In a feisty appearance before the United Nations court yesterday, the 69-year-old former general said he is in pain caused by a kidney stone and asked for Serbian doctors to examine him. The hearing was called to monitor progress toward Mladic’s trial on charges of masterminding the worst atrocities of the Bosnian war.

A man accused of driving around Denver with a dead friend in the back of a car and running up a bar tab on the friend’s account says he thought the man was drunk, not deceased. Forty-three-year-old Robert Young faces charges including abusing a corpse. He spoke before a court hearing yesterday in Denver. Investigators allege Young and 25-year-old Mark Rubinson drove around with the body of their 43-yearold friend Jeffrey Jarrett in their car in August. Rubinson and Young aren’t charged in Jarrett’s death. The cause of Jarrett’s death is not yet known.

An Athens court has ordered three Greek domestic terror suspects to be released on bail because they have been held in pretrial detention for 18 months, the maximum allowable under the country’s law. The court said yesterday the trio must be released on bail by Oct. 11. The trial, scheduled to start Wednesday, was delayed by a lawyers strike. They were among eight suspected members of the Revolutionary Struggle group, which first appeared in 2003 and is best known for firing a rocket-propelled grenade into the U.S. Embassy in Athens in 2007.

Britain’s chief prosecutor says he blocked an attempt to serve visiting Israeli politician Tzipi Livni with an arrest warrant. Prosecutor Keir Starmer’s decision yesterday comes weeks after Britain tightened its law on universal jurisdiction, a principle that allows British courts to prosecute foreigners accused of crimes against humanity, wherever they were committed. Starmer did not say who sought the warrant for Livni. However, pro-Palestinian activists have previously sought the arrest of Israelis using the law.

More than 60 people have filed lawsuits alleging their phones were hacked by the defunct tabloid News of the World, including parents of two child victims of horrific violent crimes. Lawyer Tamsin Allen, who represents some of the plaintiffs, said yesterday that 63 claims have been filed against the newspaper’s publisher. Claimants include Shaun Russell, whose daughter Josie survived a 1996 hammer attack in which her mother and sister were killed, and Sara Payne, whose 8-year-old daughter was murdered by a pedophile in 2000.

Palestinian President Mahmoud Abbas has appealed to European countries to recognize a Palestinian state, saying “there is no more appropriate time” than now. Abbas addressed the parliamentary assembly of the 47-member Council of Europe yesterday after applying two weeks ago for United Nations recognition, despite a threatened United States veto in the Security Council. Seventeen members of the Council of Europe have recognized the state based on 1967 borders with Israel, Abbas said. The assembly is made up of national Mahmoud Abbas lawmakers in Europe – not to be confused with the European Union’s Parliament – and focuses on human rights. Abbas wants as many European countries as possible on board. “There are European states that have said they will do so: they will recognize a Palestinian state at the appropriate time,” he said. “I believe there is no time more appropriate than this moment.” The largely sympathetic assembly has urged its six members with Security Council seats – France, Russia, Britain, Germany, Portugal, and Bosnia and Herzegovina – to support the Palestinian bid at the UN.

Amanda Knox hasn’t slept much since arriving home in the United States after four years in an Italian prison, her father said yesterday. “I think she’s literally running on adrenaline right now, because she hasn’t slept very much – hardly at all. I think she’s so joyful to be around her family and kind of reconnect with everybody,” Curt Knox told KOMO Radio. The 24-year-old and her family left Italy immediately after an appeals court this week threw out her conviction in the slaying of her roommate Meredith Kercher in Perugia, where both were studying. She was overwhelmed by her release from prison and the large number of reporters who awaited her arrival at the airport on Tuesday. The family has not yet decided on whether to seek counselling. “It is going to take some time before we figure out what that new normal will be,” Curt Knox said. Producer Lawrence Hott admits he was no expert when he began work on the documentary The War of 1812. “All I knew about the War of 1812 was that it took place in 1812 and even in that I was wrong,” says Hott of the war, which lasted until 1815. Hott ended up spending seven years on the project, about as long as hostilities between the new nation of the United States and Great Britain – backed by native North Americans and citizens of Upper and Lower Canada – took place. About 200 years after the war, PBS affiliate WNED has commissioned a comprehensive look at the conflict and its lasting consequences. The two-hour documentary is scheduled to air Oct. 10. The story is told through re-enactments shot on both sides of the border, with most of the land battles filmed in Canada and the sea battles in the U.S. “We knew we had to get everything right,” says Hott. “We were working with some very prickly scholars who made sure we weren’t biased.” Among them were Rene Chartrand, for three decades a senior curator with Canada’s National Historic sites and Donald Graves, the leading military historian of the war. Donald Fixico, a history professor at Arizona State University, provided insights into the Shawnee Native American involvement as well as on the great leader Tecumseh. While historians often disagree on who won the

war, there is little doubt who lost: native North Americans. “The War of 1812 was the death knell for native American sovereignty,” says Hott. “When Tecumseh loses that battle on the River Thames, the idea of a confederation and the idea of treaties that will hold up against the juggernaut of white settlement is completely gone and the next 80 or 90 years of Indian wars are but a coda to the War of 1812.”

The 2011 Nobel Prize in literature was awarded yesterday to Tomas Transtromer of Sweden, whose surrealistic works about the mysteries of the human mind won him wide recognition as the most influential Scandinavian poet of recent decades. Characterized by powerful imagery, Transtromer’s poems are often built around his own experiences and infused with his love of music and nature. His later poems are darker, probing existential questions of life, death and disease. Transtromer is considered a master of metaphor, weaving powerful images into his poems without much embellishment. The award citation noted that his collections “are characterized by economy.” “Waking up is a parachute jump from dreams. Free of the suffocating turbulence the traveller sinks toward the green zone of morning,” reads the prelude to The Great Enigma, his last collection. Transtromer has been a perennial favourite for the Nobel and in recent years Swedish journalists have waited outside Transtromer’s apartment in Stockholm on the day the 10 million kronor ($1.7 million Cdn) award is announced.

Evgeni Malkin scored the deciding goal in a shootout as the Pittsburgh Penguins opened their NHL season with a 4-3 win over the Vancouver Canucks last night. Malkin waited for Canuck goaltender Roberto Luongo to go down, then lifted a shot over him into the net. Kris Letang also scored in the shootout for Pittsburgh. Vancouver shooters Mikael Samuelsson and Alex Burrows both missed on their chances. Vancouver twice battled back from two-goal deficits to force overtime. Daniel Sedin tied the game at 7:51 of the third with Pittsburgh being called for a delayed penalty. He fired a hard shot over a diving Penguin defenceman into the short side of the net. Sedin, who was last year’s scoring champion, also had the best chance in the five-minute overtime, sending a puck just wide of the net. Vancouver’s Cody Hodgson almost scored the winning goal in the game’s dying seconds. His long shot just dribbled by the open corner of the Penguin net. Matt Cooke scored on the power play and short-

handed for Pittsburgh. James Neal also scored a power-play goal. Defenceman Keith Ballard and centre Maxim Lapierre also scored for Vancouver. Henrik Sedin added two assists. The Stanley Cup finalist Canucks looked tentative to start the game. Several of the players appeared nervous and fought the puck. It took almost 40 minutes for Vancouver to show the speed and finesse the team used to win the Presidents’ Trophy last season and advance to the final against the Boston Bruins. Luongo stopped 25 shots but allowed a couple of soft goals. Pittsburgh’s Marc-Andre Fleury kicked one puck into his own net, but looked solid most of the night blocking 33 shots. Fleury made a great glove save off Daniel Sedin in the first period and took away what looked like a sure goal from Burrows early in the second. The crowd at Rogers Arena was announced as a sellout of 18,860, but there were many empty seats. The building seemed quiet for the first half of the game but the fans began to make noise by the third period. Cooke’s first goal came on a power play at 12:30 of the first period, making the score 2-0. Pascal Dupuis sent the pesky forward a pass from behind the net. Cooke fired a shot that beat Luongo on the far side. Cooke made it 3-1 early in the second period with Pittsburgh playing short-handed. He shot a puck through defenceman Kevin Bieksa’s legs from the top of the face-off circle that grazed Luongo’s blocker and went into the net.

Matthew Lombardi scored in his first game in almost a year and James Reimer picked up right where he left off as the Toronto Maple Leafs got their season off to a winning start. Reimer stopped all 32 shots he faced and Lombardi provided the only offence Toronto needed in a 2-0 victory over the Montreal Canadiens last night. After he and Mike Brown came in on a 2-on-1, Lombardi swooped around the net and knocked the loose puck past Carey Price. The veteran centre was playing his first regular season game in 358 days after missing almost all of last season with a concussion and pumped his fist enthusiastically. Top-seeded Rafael Nadal advanced to the quarter-finals of the Japan Open with a 7-5, 6-3 victory over Canada’s Milos Raonic yesterday. The No. 2-ranked Nadal will take on unseeded Santiago Giraldo of Colombia in the final eight. Giraldo beat Dmitry Tursunov of Russia 6-4, 7-6 (4). “I was happy with almost every-

thing today,” Nadal said. “I was focused with my serves without mistakes. I lost very few points on my serve in the last set.” Raonic, from Thornhill, Ont., qualified and reached the second round here last year when he also lost to Nadal 6-4, 6-4. It was just Raonic’s second ATP World Tour match since injuring his hip in a fall June 22 at Rafael Nadal Wimbledon. Raonic, who lost a Davis Cup singles match in Israel last month, had surgery on the hip on July 5. Trailing 6-5 and serving at 30-30 in

the 12th game of the first set, Raonic double-faulted to hand Nadal a set point and then hit a forehand long to give the Spaniard the set. Egypt’s military ruler said yesterday the country is going through a critical period, particularly on the security and economic fronts, and called for national unity to achieve a democratic state under civilian rule. Field Marshal Hussein Tantawi, delivering a televised address to mark the 1973 war against Israel, also said disagreements and mistrust have plagued the period following the uprising that ousted former President Hosni Mubarak in February. Protesters and political groups have widely criticized Tantawi for his reluctance to implement sweeping changes and dismantle elements of the former regime. “Egypt is going through a critical period of its history. It is witnessing a comprehensive transformation of its national course ... as changes and crises loom in the horizon,” Tantawi said. “People, despite their different political and nonpolitical orientations, must realize the ramifications and what it takes to get out of that rough road.” Government officials have been sounding alarm bells about worsening economic indicators in Egypt since the revolt that toppled Mubarak on Feb. 11. They point to declining foreign reserves and tourism revenues, as well as a growing trend among local investors to withhold their cash because of uncertainty over the nation’s political and economic future.
