An escalating labour dispute at Air Canada is throwing the relationship between a union and its members into the spotlight after flight attendants rejected a deal negotiated by their representatives for the second time. Some 6,800 flight attendants have served strike notice that could see them walk off the job early Thursday. Air Canada issued a statement saying it hopes to avoid a work stoppage, but will try to maintain a partial schedule if the strike goes ahead. However, the airline said it is now allowing customers who are booked to travel in the next six days, to change their dates for free. According to the statement, passengers who are booked on flights from Oct. 10 to

Oct. 15 can change their travel dates until Dec. 15 free of charge. That offer will be renewed every six days on a rolling window basis. Ottawa has said it won’t tolerate a lengthy strike, meaning employees could soon be back at work in the event of a stoppage. “I would highly recommend to both parties that they conclude some kind of deal that they believe can be ratified … It is their best interest to do so,” Labour Minister Lisa Raitt told CTV News yesterday. Raitt made it clear during the negotiation process that she was ready and willing to introduce back-towork legislation if the two sides were unable to make a deal by the deadline. Families of serial killer Robert Pickton victims have known the answer to who killed their loved ones for years. The process aimed at understanding why he was able to do it, how he was able to conduct such a prolific killing spree for so long, will get underway today. The families have been calling for public hearings since before Pickton was arrested and eventually convicted of six murders. Pickton’s trial brought out the gruesome details of the killings themselves, but it only revealed what happened, not why. Those answers are more complicated, and so too is the task of the Missing Women Commission of Inquiry, ordered by the B.C. government last year after Pickton’s final appeals were exhausted. “The trial of Pickton just focused on his culpability, and not the quality of the police investigation. It didn’t address why it took so long to apprehend that murderer,” said lawyer Cameron Ward, who is representing the families of at least 17 of Pickton’s victims at the hearings. Pickton was arrested in 2002 and convicted of six counts of second-degree murder. The remains or DNA of a total of 33 women were found on his farm, and he bragged to police that he killed 49. The public inquiry will examine the role of the Vancouver police and the RCMP, and why neither force was able to stop a serial killer – or even acknowledge that one existed – as sex workers vanished in the late 1990s and early 2000s.

Pat Bell’s latest assignment is simple. As Minister of Jobs, Tourism and Innovation, all he has to do is take B.C.’s success in reaching out to Asia for forest products, extend it to the rest of the economy, and make Premier Christy Clark’s jobs plan work. Bell is typically upbeat in an interview in his legislature office, offering a sample of tasty baked vegetable snacks. A Chinese company is considering a farm and processing plant for export to the U.S., and one of Bell’s duties is to secure that kind of new investment. “I often find out that an investor has been over here looking for a specific opportunity, and they’ve gone back empty-handed,” Bell said. “And I know there’s an opportunity in, say, Houston B.C. for that investor. But I didn’t know they were coming, so I couldn’t coordinate it.” He’s working to fix that, with a better inventory of land and other resources for every community. And he’s establishing a major investments office, to help B.C. land the rare big fish that come swimming by with a billion to invest in a large industry like mining or liquefied natural gas. As lands minister, Bell signed

FIRE CREWS FIND BODY IN HOARDER’S HOME VANCOUVER (Canadian Press)
Fire crews have found a body in a Vancouver home that was so packed with clutter they couldn’t get safely inside to put out the flames. The home caught fire early Sunday, and crews rushed to extinguish the blaze but could only pour water on it from the outside. When they were finally able to use heavy equipment to dismantle the home and look inside, they found a victim. The cause of the fire hasn’t be determined.
GOOD SAMARITAN DIES AFTER BEING STABBED ON BUS SURREY LEADER (Black Press)
An 18-year-old has died after being stabbed while trying to break up a fight on a bus in Surrey. Police told CTV News an altercation between two women and a man broke out at around midnight Friday night as the bus was pulling up to the intersection of 72 Avenue and 128 Street. RCMP Insp. Randall Marquardt said a teenage Good Samaritan tried to intervene in the fight, only to be stabbed in the upper chest by one of the participants.

Nelson police have seized a helicopter believed to have been involved in drug smuggling. The Bell 206 was confiscated from a property in Spallumcheen in May by members of the Nelson RCMP border integrity program, although it was only announced this week. It’s believed the chopper was being used to smuggle cocaine from the US to Canada. The 33-year-old owner of the helicopter was arrested but later released without charges.

The B.C. Teachers Federation is going to court today in a gamble that it will gain more legal weight to throw behind slow-moving negotiations in the ongoing strike at B.C. schools. But one labour expert says the return to court is a risky move for the union. The 40,000-member BCTF will ask B.C. Supreme Court Justice Susan Griffin to clarify what she meant in April when she ruled the Liberal government violated the union’s constitutional rights to negotiate their workplace conditions. Griffin rapped the government’s knuckles for passing legislation in 2002 that stripped the rights of teach-
ers to negotiate class size and composition. BCTF president Susan Lambert said the court declared the laws unconstitutional and restored the union’s rights to bargain the class size and composition issues without the spectre of restrictive legislation hanging over the talks. But Education Minister George Abbott said the laws remain on the books as the two sides take the court’s direction and attempt to resolve the class size and composition issues. Prof. Ken Thornicroft, a University of Victoria labour relations expert, said the teachers are rolling the dice by taking the matter before the court once again. He said since Griffin’s clear-cut ruling in their favour, the Supreme Court of Canada has upheld soft labour laws from Ontario relating to union rights for agricultural workers. “I’m not so sure what their bargaining goals are, but I’m not so sure they are going to get it,” he said.

Batalia, a 19-year-old Simon Fraser University student, was shot several times on Sept. 28 at the parkade near the university. Her former boyfriend, Gurjinder (Gary) Dhaliwal, turned himself in yesterday to face charges for allegedly assaulting two people at a Surrey Tim Hortons on Sept. 24 One of those allegedly attacked was Batalia, who changed her Facebook status to “single” the next day.

An unruly passenger was taken off a WestJet flight in Kelowna. Westjet says the incident occurred when the Toronto-to-Vancouver flight was on the ground. He says it was diverted to Kelowna because of weather problems in Vancouver. Kelowna International Airport spokeswoman Jenelle Hynes says the passenger refused to sit in his seat and wouldn’t stop shouting when he thought his money had been stolen. She says the man’s luggage was searched and he was allowed to book another flight out of town.

Halifax-area police are searching for two suspects after a cab driver was attacked with a wooden pole while sitting in his taxi. Police say the attack happened Sunday night while the 45-year-old driver was waiting for a fare in Dartmouth. While he was waiting, police say two males approached the taxi and one smashed the driver’s side window with a wooden pole. The driver managed to grab a piece of the pole and fend off his attackers, who ran away. Police say the driver suffered minor injuries.

Wildfires continue to burn in southeastern Manitoba, but the threat of flames engulfing two communities is lessening. The province announced Sunday that evacuation orders had been lifted in several more communities, including an order for Woodridge. The community was threatened by a blaze that scorched nearly 200 square kilometres. But David Schafer, acting fire commissioner for Manitoba, said that blaze was still burning too close to Sandilands and that it wasn’t safe for residents of the village to return.

Small amounts of oil from a container ship stuck on a reef for days began washing up at a popular New Zealand beach yesterday, while work to extract oil from the vessel was called off because of weather concerns. The Liberia-flagged Rena struck the Astrolabe Reef about 22 kilometres from Tauranga Harbour early Wednesday, and has been foundering there since. The 236metre ship has been leaking fuel, leading to fears it could cause an environmental disaster if it falls apart. After beginning an operation Sunday to extract up to 1,700 metric tons of oil from the stricken ship, marine crews halted the pumping yesterday after managing to remove just 10 metric tons. Fist-sized clumps of oil were found at Mount Maunganui beach, a favourite spot for surfers, according to Maritime New Zealand, the agency responsible for shipping in the region. The agency believes the ship has about 1,700 metric tons of oil and 200 tons of diesel on board. So far, an estimated 30 tons have leaked into the Bay of Plenty, a spot noted for its fishing, diving and aquatic wildlife. Heavy swells and gale-force winds were forecast to hit the area yesterday and last for a few days.

Netflix U.S. is abandoning its widely panned decision to separate its DVD-by-mail and Internet streaming services because it would make them more difficult to use. Subscribers will be able to use both services under one account and one password, CEO Reed Hastings said yesterday in a blog post. Investors saw the reversal as an Oscarworthy move, sending the stock up $8.63, or 7.4 per cent, to $125.84 in morning trading after rising as high as $128.50. Less than a month ago, the Netflix said it would split the DVD rental business off on a new website, to be called Qwikster. Subscribers howled at the move, saying they saw Netflix as a destination for movies in general and didn’t want to manage two accounts. “It is clear that for many of our members two websites would make things more difficult, so we are going to keep Netflix as one place to go for streaming and DVDs,” Hastings said in the blog post. Even with Monday’s premarket bounce, Netflix’s shares have been savaged by the “Qwikster” initiative. They’ve lost more than half their value since July.

Takeover speculation that routinely swirls around Research In Motion could reflect moves by U.S. hedge funds to target the BlackBerry maker and cash in on its struggles. Shares in the Canadian technology icon have jumped wildly, then dropped back, for much of the last year – especially in recent days on the latest takeover rumour in the market. “Typically what happens is these funds take a position and they start spreading the rumour,” analyst Ashok Kumar of New York investment bank Rodman & Renshaw said. “Whether there’s smoke or fire, that’s hard to ascertain,” said Kumar, who doesn’t see a specific suitor for RIM at this time. The company faces big hurdles as it deals with mounting competition in the smartphone market and the growing speculation among analysts and industry experts that its days of rapid growth are behind it. On North American stock markets, RIM’s shares
have moved on rumours of activist investor Carl Icahn taking a position in the Waterloo, Ont., company. Icahn has made no comment. Shares have also jumped on a report that U.K. telecom giant Vodafone wanted to buy RIM and that RIM had hired an investment bank to review its strategic options, with the rumours coming at a time when the BlackBerry maker has lost market share to Apple’s iPhone and smartphones with Google’s Android operating system. RIM was once worth $70 billion and has, from time to time, been Canada’s most valuable company. Today it has a market value of about $12 billion or so, making it much more attractive as a takeover target. The trade minister said he is hopeful that negotiations on a foreign investment and protection agreement with China will be completed soon. On Sunday, Fast paid a visit to a BMO ChinaCo branch in Guangzhou branch and the headquarters of tech company Huawei in Shenzhen. In a release, the company says it employs about 400 people in Canada – it adds that it has committed $67 million over the next five years to further develop its research and development facility near Ottawa.

Quebec Premier Jean Charest says he hasn’t hammered out the details of a plan to environmentally protect half the territory in the province’s north. The premier, who is in Spain promoting his Plan Nord development project, wouldn’t rule out having forestry work in the protected zone. But Charest shut the door on any mining operations in the area, a possibility raised last week by his environment minister, Pierre Arcand. Anthony Calvillo is pro football’s career passing leader. The Montreal Alouettes quarterback broke Damon Allen’s all-time CFL record of 72,381 passing yards with a 50-yard touchdown pass to Jamel Richardson on the final play of the third quarter in last night’s game against the visiting Toronto Argonauts. Allen was at Percival Molson Stadium, along with CFL commissioner Mark Cohon, to honour the 39-year-old Calvillo when he set the record. After Richardson’s TD, play was stopped and Calvillo’s family came on to the field to mark the moment. Calvillo came into the game needing 258 yards to eclipse Allen’s record. It marks the third time this season Calvillo has broken one of Allen’s career marks, the previous two also coming against the Argos. On July 17, Calvillo threw two TD passes in a 40-17 home win over Toronto to break Allen’s all-time record of 394. Then on Aug. 4 in a 36-23 defeat of Toronto at Rogers Centre, Calvillo registered his 5,159th completion to surpass Allen in that category as well.

With the spotlight on concussion prevention as NHL teams officially took to the ice last week, Canadian researchers are unveiling a prototype brain-injury scanning device they hope will end up rinkside in coming seasons. The Halifax Consciousness Scanner, developed by Mindful Scientific Inc. in conjunction with scientists at the National Research Council of Canada, analyzes brainwaves to determine whether a player has suffered a concussion from “Effectively, a fall or hit to the head. Co-inventor Dr. Donald Weaver, a neurologist at Dalhousie University in Halifax, said the auditory stimuli could include a nonsense sentence such as “this pizza is much too hot to sing,” which the brains of people without a concussion or other brain damage “would recognize as unusual.” “And so if we had electrodes on your scalp, we would have picked up the signal where your brain went: ‘What? That didn’t make any sense,”’ said Weaver, explaining that the device translates the brainwaves into a measure that shows how aware or conscious the person is. The scanner can be used even when someone is unconscious, including in a long-standing coma, he said. Instead of the bad guys, it was Seattle’s most prolific self-styled superhero that ended up in handcuffs. Police officers arrested the 23-year-old man who calls himself Phoenix Jones early Sunday after he was accused of assaulting several people with pepper spray. He was booked in county jail on four counts of assault, with arraignment set for Thursday, police said yesterday. Jones, who wears a black mask with yellow stripes and a bulging muscle bodysuit, said he was only trying to stop a street brawl. “Just because he’s dressed up in costume, it doesn’t mean he’s in special consideration or above the law. You can’t go around pepper spraying people because you think they are fighting,” said Seattle police spokesman Det. Mark Jamieson. In capital letters, Jones wrote on his Facebook page that said he wouldn’t “ever assault or hurt another person if they were not causing harm to another human being.” He also released a video shot during the alleged assault. Police weren’t buying his Phoenix Jones handle, however. He was booked under Benjamin John Francis Fodor.
