The Missing Women Inquiry opened yesterday to blunt accusations that both Vancouver Police and the RCMP badly bungled their investigations, letting serial killer Robert Pickton murder several more women after he should have been caught. Cameron Ward, the lawyer representing 18 victims’ families at the inquiry, called the conduct of both forces “inexcusable and egregious.” In an opening statement to the inquiry, Ward said dozens of women vanished “right under the noses” of the VPD in the Downtown Eastside and were murdered under the noses of the Coquitlam RCMP on Pickton’s Port Coquitlam pig farm. “The families of the missing women are absolutely outraged by what happened in the handling of this case,” Ward said. “They believe the authorities are culpable in the deaths of over a dozen women because the authorities’ negligence enabled Pickton to & Best Price on New & Used Tires Wheels ies ie or ss ce Ac

High on Ward’s “list of wonders” of how police botched their jobs, is the fact Pickton in 2000 walked into the Coquitlam RCMP detachment and offered to let them search his farm but the Mounties turned him down, even though plenty of evidence by then pointed to him as the prime suspect. “They don’t bother,” Ward said.

“We know the remains are there. We know after 2000 many more women are murdered there. It’s literally unbelievable.” Police had an even earlier chance to stop Pickton in 1997, when he handcuffed and attacked a sextrade worker in his trailer, but the badly bleeding woman fought back, escaped and survived. He was arrested and charged with attempted murder, forcible confinement, aggravated assault and assault with a weapon but all charges were stayed in early 1998 amid questions about the credibility of the drug-addicted victim.

The federal government is moving to prevent a strike tomorrow by Air Canada flight attendants by sending the matter to the Canada Industrial Relations Board for review. Labour Minister Lisa Raitt told CTV News that a reference will be sent to the board asking it to examine the difficulties in winning ratification of two tentative agreements reached by company and union negotiators. “While the matter is before the CIRB, there cannot be a work stoppage,” Raitt said from Vancouver. Raitt said the board should not only look at the potential work stoppage and notice of strike issued Sunday, which set the clock ticking towards a legal strike, but the way in which the ratification failed. Air Canada issued a statement late Tuesday that said it had confirmed Raitt’s comments said the airline’s representatives would will appear before the CIRB as required. The tentative deal was reached Sept. 20 with the help of a federal mediator appointed by Raitt and the threat of back-to-work legislation that could have been quickly passed while the House of Commons was sitting. The reference buys the government time to pass back to work legislation once the House of Commons resumes sitting on Monday. MPs could have been recalled to pass any backto-work legislation. But House rules would have prevented any law from being passed until after the start of the threatened strike early on Thursday.

The Langley RCMP officers who arrested Mark Marohn for animal abuse in 2008 repeatedly violated and “trampled upon” his rights, a Surrey Provincial Court judge ruled yesterday. Judge Reginald Harris called the violations “serious” and excluded any evidence obtained when Langley RCMP officers searched Marohn’s barn and home without a warrant. However, the judge did not dismiss the charges, ruling there was enough evidence remaining to continue the trial. Marohn and his estranged wife Carol Schoyen-Marohn are each charged with causing an animal to be in distress and failing to provide “necessaries” for an animal. The charges were laid after an ailing and underweight former racehorse named “Buddy” was allegedly used to try and tow a car out of a ditch, a charge Marohn heatedly denied when he testified during the lengthy hearing on admissibility of evidence known as a voir dire or trial within a trial. In declaring much of the evi-

dence against Marohn inadmissible, Judge Harris indicated that he was particularly troubled by the conflicting statements made by Langley RCMP officers Bryn Savage and Liseanne Dumas, when they were asked to explain why they entered Marohn’s home without a warrant. Savage said it was to make sure no one else was hiding in the house, while Dumas said it was to search for the insurance papers for

the car in the ditch. The decision effectively limits the prosecution case to “Buddy” and to evidence obtained without the improper searches of the barn and house. Marohn’s trial is tentatively set to resume tomorrow. Schoyen-Marohn’s trial had to be postponed because she suffered a stroke. Her case is not scheduled to start until October of next year.

A Seattle man says his car tires were slashed Saturday while he was fishing the Vedder River, apparently by someone with a grudge against Americans. Brad Hole’s car was the only one with U.S. licence plates in the parking area. A local Canadian Tire employee said 12 U.S. visitors with slashed tires came in for repairs “on Saturday alone.” Chilliwack RCMP said there were nine reports of vandalism to American vehicles parked in the Keith Wilson Road area on Saturday.

Guards at a Maple Ridge men’s prison remain on edge a week after receiving a tip that a gang member was hiding a homemade gun in his cell. Staff at the Fraser Regional Correctional Centre received an anonymous letter from inmates last Wednesday alleging that an inmate had a “pen gun,” which would be used to facilitate an escape. The prison unit was locked down after guards received the tip. Police are not investigating the threat. It remains an internal investigation.

B.C. MOVES TO PUT A VISE ON METAL RECYCLERS VANCOUVER (Canadian Press)

Metal thieves will take just about anything to make a few bucks at the nearest recycling company, from telephone and power wires to manhole covers and memorial plaques. Those brazen acts have now gained the attention of the British Columbia government, which intends to stem rampant metal theft with new legislation this fall. B.C. Solicitor General Shirley Bond said her government recognizes that the issue has a huge economic impact, but it’s public safety that is behind the planned new law. “Any time we see 911 going down as a result of metal theft, we have to do something about it,” she said. Shawn Hall, a spokesman with Telus, said there has

been 200 incidents this year alone of copper cable stolen from the telephone company and in each incident the phone lines are down for up to 36 hours. “Make no mistake about it, these thieves are putting our customers’ lives at risk. It’s only a matter of time before someone tried to dial 911 and can’t because someone’s cut our line.” It’s not just customers who are put at risk, those trying to steal wire from telephone poles or at power substations are also putting their lives on the line. Bond wouldn’t reveal details of the bill until it’s presented in the legislature, but said they want to be able to track metal sales in the province. “Lets face it, if we know the name and we know who you are, it’s a lot harder to actually sell that (stolen) metal.”

After a seven-month-long investigation, Burnaby RCMP have arrested a man in connection with a stalking and robbery incident Feb. 25. Early that morning, a man armed with a knife and wearing a disguise broke into a North Burnaby apartment. He bound the female resident, assaulted her with a weapon and stole several personal items. Hui “James” Chen has been charged with criminal harassment, break and enter, forcible confinement and robbery. Hui was known to the victim.

CANADA TARGETS FUNDS AT GADHAFI WEAPONS TRIPOLI, Libya (Canadian Press)

Canada is committing $10 million to help Libya recover and secure all arms stockpiles, including deposed dictator Moammar Gadhafi’s unaccountedfor weapons of mass destruction. Foreign Affairs Minister John Baird made the announcement on his second trip in Libya, this time to the country’s capital, Tripoli. Government officials said the funds would help Libya recover some of the 23,000 shoulder-to-air missile launchers that were looted or disappeared when rebel forces routed Gadhafi and raided his armouries. The money will also help the country’s new leaders with their efforts to hold elections and establish democracy, as well as assist Libya’s civil society and women’s groups. Baird announced the new Canadian spending after a meeting with Mustafa Abdul-Jalil, chairman of Libya’s new provisional government, the National Transitional Council. Canada has already contributed $10.6 million in humanitarian assistance since the anti-Gadhafi uprising began in February. The money will also help Libya corral the stockpile of weapons that Gadhafi used to have at his disposal, and is part of a larger international contribution to that effort. “The security situation in Libya is still quite volatile and the risk of these weapons falling into the

wrong hands or injuring civilians is very real. Canada sees this disarmament as a top priority in making Libya and the entire region safer,” Baird said. Baird offered “our congratulations on the transformative events that have been taking place in Libya, the fall of Tripoli. The establishment of a new government is exciting. We’re excited by the road map towards (electing) a national congress. We’re excited about the future role of women in Libya.” Baird offered Canada’s ongoing support, “particularly to get rid of weapons of mass destruction, which obviously exist in at least several warehouses of chemical weapons.” Canada’s ambassador to Libya, Sandra McCardell, recently said that getting guns out of the hands of young, heavily armed rebels is a way for Canada to contribute to Libya’s postGadhafi reconstruction. The money will be part of a larger international effort aimed at tying up the loose ends of Libya’s weapons of mass destruction program. Gadhafi normalized Libya’s relations with the rest of the world in 2003 when he swore off its use of weapons of mass destruction. At the time, Libya gave the United States many components of its nuclear weapons program, including centrifuges and stockpiled uranium. But questions still remain about whether all of Gadhafi’s arsenal is accounted for, especially in the weeks following his ouster by rebel forces, and the subsequent looting.

Cirque du Soleil founder Guy Laliberte and astronaut Chris Hadfield are among the Canadian judges for YouTube Space Lab, a Google-run contest that’s encouraging young students to dream up experiments to be performed in space. Students in two age groups, 14 to 16 and 17 to 18, will compete for a number of prizes, including a chance to undergo real astronaut training in Star City, Russia, where Russian cosmonauts are schooled. At least 16 actors dressed as zombies were injured on the set of a horror movie yesterday when they fell off a moving platform at a studio in Toronto. The incident occurred just before 8 a.m. on the set of Resident Evil: Retribution, police said. The victims were wearing costumes and makeup, making it more difficult for crews to assess their injuries, said Toronto EMS spokesman Peter Macintyre. The injuries were not considered life-threatening.

The federal government wants Mexico to do more when Canadians are victims of crime in that country. Diane Ablonczy, the minister of state for foreign affairs, says Ottawa feels “significant frustration” over how cases are handled by Mexican authorities. She says officials in Mexico and the Dominican Republic were receptive to her concerns about what happens when Canadians are killed abroad. She says it often appears that nothing is done to find the perpetrators in such cases.

AMNESTY DEMANDS ACTION ON AFGHAN TORTURE OTTAWA (Canadian Press)

Amnesty International wants Canada to check on the wellbeing of prisoners it handed over to Afghan authorities. The demand follows a blistering United Nations report that documents the torture of suspected Taliban fighters in Afghan jails. An Amnesty letter to Defence Minister Peter MacKay warns that Ottawa’s obligations under international law have not ceased just because troops are no longer capturing insurgents in the field and handing prisoners to local authorities.

The Quebec government is giving the green light to new safe injection sites for addicts to shoot up under supervision. Bolduc says the ruling removed the last hurdle preventing Quebec from opening similar government-supported centres. The province is accepting proposals for safe injection sites – which could open their doors in Montreal and Quebec City.

The determined resistance by forces loyal to ousted Libyan leader Moammar Gadhafi is “surprising” because the fighters can’t hope to reverse the situation on the battlefield, a NATO spokesman said yesterday. The comments by Col. Roland Lavoie appeared aimed at pressuring Gadhafi’s troops to lay down their weapons and engage in talks with one-time rebels who now rule the country. Instead, in places such as Sirte, Gadhafi loyalists are still fighting even though they can no longer be resupplied after the new government’s units won control of key parts of the town’s centre, Lavoie said.

The UN human rights office called yesterday for Israel to stop Jewish settlers from attacking Palestinian civilians in the West Bank, accusing the army of failing to restrain settlers while being quick to use force against Palestinians. The West Bank and Israel proper have experienced a spike in violence in recent weeks, with hundreds of olive trees uprooted, mosques attacked and Arab cemeteries vandalized. Extremist settlers are believed to be behind the violence, which they say is the “price tag” for army and government policies that they feel are unfair.

Egypt’s finance minister resigned yesterday to protest the government’s handling of weekend protests that left 26 dead, most of them Coptic Christian demonstrators, an aide to the minister said. Hazem El-Beblawi’s resignation, which state television also announced, is the first by a senior government official in the aftermath of Sunday’s clashes in Cairo. The resignation came after some 20,000 mourners chanted slogans denouncing the ruling military during a funeral procession overnight for 17 Christians killed in the protest.

China yesterday accused overseas followers of the Dalai Lama of inciting a string of self-immolations among Tibetans. Foreign Ministry spokesman Liu Weimin said members of the “Dalai clique” not only failed to condemn the incidents, but publicized them to inspire further such acts. “They publicly played it up, spread rumours and incited more people to follow suit,” Liu told reporters at a daily news briefing. Liu said the self-immolations were part of a plan to violently overthrow Chinese rule in Tibet.

Worried about its dwindling numbers, the Roman Catholic church in southern India is exhorting its flock to have more children, with some parishes offering free schooling, medical care and even cash bonuses for large families, church officials said yesterday. In the southern state of Kerala, where Catholics have long been a large, important minority, church authorities believe the state’s overall Christian population could drop to 17 per cent this year, down from 19.5 per cent in 1991. British and U.S. forces freed an Italian cargo ship hijacked by Somali pirates in a dramatic rescue yesterday after retrieving a message in a bottle tossed by hostages from a porthole alerting ships nearby the crew was safely sealed inside an armoured area. All 23 crew members of the Montecristo cargo ship were brought to safety, the Italian Foreign Ministry said. The 11 pirates were taken into custody. The crew, seven Italians, six Ukrainians and 10 Indians, locked themselves inside an armoured area of the vessel when the pirates boarded the ship Monday, Italian Defence Minister Ignazio La Russa said. Safe from the pirates’ threats, the crew continued to navigate the ship. “The criminals managed to cut off all means of communication, but the ‘prisoners’ tossed a bottle with a message through a porthole explaining the situation,” La Russa told a news conference. At that point, other ships in the area were aware that the Italian vessel had been boarded by pirates. But the message in the bottle gave an important signal the crew of the Italian ship were out of harm’s way and that a rescue operation could be launched without risking injury.

Rihanna says she resented Chris Brown for a time, but has put that behind her and is happy that her former boyfriend has found success in music again. Rihanna tells Esquire magazine that disliking Brown “was taking up too much of my time” and that she has moved on from that. “It was too much anger,” the 23-year-old said. “I’m really excited to see the breakthrough he’s had in his career.” Brown, 21, is serving five years of probation after pleading guilty to felony assault for an attack on Rihanna in the early morning hours before the 2009 Grammys. Graffiti, the album he released 10 months after the attack, was a disappointment. But his latest release, F.A.M.E. (Forgiving All My Enemies), debuted at No. 1 on the Billboard 200 albums chart in March. “It’s incredible to see how he pulled out the way he did. Even when the world seemed like it was against him, you know?” Rihanna said. “I really like the music he’s putting out. I’m a fan of his stuff. I’ve always been a fan.” Overall, she says she wants to see Brown do well.

Eva Longoria says she lent her support to The Harvest, a documentary about child migrant labourers, not just because of her Latin American roots but also because she wants to know where her food comes from and take responsibility for it. Much of the harvesting work in the United States is done by migrants from Latin America, especially Mexico. But Longoria’s interest in the subject didn’t spring from her roots, but from concern over children growing up in the fields, the Desperate Housewives star says. “I’m ninth-generation MexicanAmerican. We have ranches in Texas but you don’t have to have that to have compassion,” Longoria said. “I eat food and I’m a responsible human being and if you are responsible, you have to know where your food comes from.” Longoria said a quarter of food eaten in the United States is harvested by children. That estimate could not be immediately confirmed. Human Rights Watch reported in 2010 that at least 10 per cent of

In the film, one of them, 12-yearold Zulema Lopez, notes that she started working at such a young age, she doesn’t even remember her first day. She adds that while picking onions in Texas from 5 a.m. to 5 p.m., she made $64 a week. The child field workers work under an unforgiving sun and in paralyzing cold and run the same risks and suffer the same deprivations as adult labourers, the film shows. Lopez, for example, recounts how she had to throw dirt on a wound to stop it from bleeding. The film also explains how migratory work makes it difficult for children to receive a proper education. The B.C. Lions are taking a wait-andsee approach on whether linebacker Solomon Elimimian will play in Sunday’s game against the Saskatchewan Roughriders. Elimimian, who is tied with Saskatchewan’s Jerrell Freeman for the CFL lead in tackles with 82, suffered a sprained right ankle in the Lions’ win over the Calgary Stampeders on Saturday night. Wally Buono, the Lions’ coach and general manager, said Elimimian has responded to treatment. “The big thing is we are not going to be stupid,” Buono said yesterday. “We are not in a big hurry. “He’s got a lot better today. Just weeks after raising the possibility of a strike in protest at the crowded tennis calendar, Andy Murray and Rafael Nadal acknowledged yesterday that bringing the top players together to formulate a plan might be difficult. Murray last month said a meeting would likely take place during this week’s Shanghai Masters, but the

withdrawals of Roger Federer and Novak Djokovic seem to have put paid to that. The No. 4-ranked Murray said yesterday that co-ordinating players’ schedules wasn’t easy. “Whether it happens or not, it’s quite a tough thing to do because there’s a lot of players to co-ordinate and sometimes guys don’t go to the same tournaments,” Rafael Nadal Murray said. “Tennis players aren’t always the easiest people to get hold of when they’re not at tournaments.” Nadal said the timing wasn’t right

ISRAEL, HAMAS ANNOUNCE DEAL TO TRADE CAPTURED SOLDIER In a much-anticipated prisoner exchange that could have broad implications, Israel and Hamas announced yesterday that an Israeli soldier abducted to Gaza five years ago would be swapped for about 1,000 Palestinians held by Israel and accused of militant activity. Israel’s government approved the deal early this morning following a three-hour debate after both Israeli Prime Minister Benjamin Netanyahu and Hamas leader Khaled Mashaal announced the agreement in televised comments. Netanyahu said the captured soldier, Sgt. Gilad Schalit, would return home within days.
