Police harassment was one of many factors that made Vancouver street-level prostitutes easier prey for serial killer Robert Pickton, B.C.’s Missing Women Inquiry heard yesterday. SFU criminologist John Lowman, an expert on prostitution, testified police used a variety of tactics in the 1990s – from confiscating condoms to taking sex-trade workers on one-way “starlight tours” to distant areas – to get them out of residential areas where they irked neighbours. Prostitutes were pushed into a low-visibility industrial tract north of Hastings Street, where they ended up more vulnerable to predators, he said. Once the residential nuisance problem was solved, Lowman said, police were less likely to pay attention to the issues of sex-trade workers, many of whom reported hostility or indifference from officers. One of the women Pickton murdered – Sarah de Vries – wrote in her journal that police told her she “deserved” what she got after a client drove her to a wooded area near Port Moody and nearly killed her. Lowman said police on the North Shore didn’t receive bad date sheets with licence plate numbers of violent johns that were regularly sent out by Downtown Eastside groups because North Vancouver RCMP wouldn’t cover the postage costs to mail them over to their detachment.

BC Hydro is moving ahead with its cost-cutting program, eliminating 300 positions this week and announcing 150 more will be gone in the next two years. BC Hydro CEO Dave Cobb gave few specifics about the type of positions being eliminated. He said the reductions were identified starting in January as the Crown utility prepared for a review of its operations ordered by incoming Premier Christy Clark. About 250 positions were phased out before this week, for a total reduction of 700. Cobb said most of the reductions are through attrition, but there will be “some layoffs” to reach the number needed to limit rate increases as directed by the government review. Three deputy ministers reviewed BC Hydro operations and reported to Energy Minister Rich Coleman in August. Cobb and Coleman agreed to roll back the general rate increase to eight per cent this year and 3.9 per cent in each of the next two years. BC Hydro’s previous application to regulators was for a 9.73 increase in each of the three years. The Canadian Office and Pro-
fessional Employees, one of BC Hydro’s two unions, says it is losing 400 meter reader positions as a result of BC Hydro’s installation of wireless smart meters that automatically report consumption and power outages. The review endorsed BC Hydro’s business case for upgrading to smart grid technology. It focused on BC Hydro’s 650 staff engineers, and Coleman said the utility
should be contracting out more engineering work. The review found overall staff grew by 41 per cent between 2006 and 2010. Speaking on CKNW radio yesterday, Cobb said he is examining procedures for engineering projects, but he’s not convinced of the need for reductions given the utility’s current array of major construction projects. Hydro Quebec has 1,700 engineers on staff, he said.

The driver of the Columbia Fuels tanker who crashed and dumped 42,000 litres of gasoline and 700 litres of diesel into Goldstream River in April has been charged with impaired driving. CFAX radio reported that charges were sworn yesterday. James Smith, 34, of Nanaimo, is charged with driving while impaired, driving with a blood alcohol level above 0.08, and dangerous operation of a motor vehicle. Smith has his first appearance scheduled for Nov. 24 at Western Communities Courthouse.

Two children have been killed in a fire in the Fraser Canyon, northeast of Vancouver. RCMP in Lytton confirm the youngsters were trapped in a burning motorhome overnight. A four-year-old boy and five-year-old girl have died. Their grandmother and her partner are being treated in hospital in Kamloops. Police have not said what sparked the blaze. They say the parents of the children have been notified.

Students at a middle school in Kelowna have been told to leave their popular “I Love Boobies” bracelets at home. The bracelets were created to support a breast cancer awareness campaign, but Kelowna School District Sup. Hugh Gloster says some students at Springvalley Middle School were not being mature about them. The incident took place Oct. 7 at a grocery store, where she allegedly stole cold medicine worth about $10. After shaving her head and bilking people for thousands of dollars, Kirilow pleaded guilty to fraud over $5,000 and fraud under $5,000 in 2010. She served 10 months house arrest and is still on a two-year probation.

Air Canada demanded compensation yesterday from the flight attendants union which it accused of bargaining in bad faith. The airline, which did not specify how much it was seeking, said the union did not do enough to encourage the ratification of two tentative deals that were negotiated but later rejected by the flight attendants. In the complaint to the Canada Industrial Relations Board, Air Canada accused the union of changing its demands in the second round of bargaining that added more costs to the carrier.

Defence Secretary Leon Panetta warned Congress yesterday that cutting any more than roughly $450 billion US from U.S. defence spending over the next 10 years would devastate the military. “I don’t say it as a scare tactic, don’t say it as a threat,” Panetta told the House Armed Services Committee. “It’s a reality.” He and Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, told lawmakers that deeper cuts would mean reductions in the force, making it difficult to keep troops in all critical areas around the globe. Panetta and Dempsey would not detail any planned spending cuts or give specifics on how U.S. military strategy might be affected. They said they are still reviewing the issues. Panetta urged Congress to work with him on the budget, saying lawmakers must consider cuts to mandatory federal spending programs and increases in revenues. Rising deficits and deep debt have forced the federal government to slash spending – even at the Pentagon, whose budget nearly doubled to some $700 billion in the 10 years since the Sept. 11, 2001 terror attacks.

It’s been quite a while since Martin Short was a complete unknown, heading into an audition with sweaty palms and nerves gnawing at his stomach. Actually, it was way back in 1972, when a 21-yearold Short was angling for a role in the Toronto production of Godspell. After a gruelling day of auditions at the Masonic Temple, producers settled on a small cluster of hopefuls. Alongside Short, who had just landed his ďŹ rst professional job, was a golden group of then-anonymous talents: Gilda Radner, Eugene Levy, Andrea Martin, CANADIAN Victor Garber and Paul Shaffer. COMIC “It was kind of an amazing day,â€? Short said in an interview yesterday. “We didn’t realize it was quite amazing, but when you think back on it, you think that was quite a group of people.â€? The 61-year-old Hamilton native has now landed his latest gig, as a judge sizing up contestants on the upcoming Citytv series Canada’s Got Talent. He gives credit to those going through this particular audition process, knowing that every wrong note may be broadcast to a national audience. “Would I have had the nerve to get up and audition for something like this? Alec Baldwin is preparing for life after 30 Rock, working with New York public radio on an interview show that will be available via podcast starting Oct. 24. The first interview posted will be with actor Michael Douglas, who talks about watching Glee with his young daughter. Other interviews to follow will be with Republican campaign strategist Ed Rollins, reality-show celebrity Kris Kardashian Jenner, comic Chris Rock, Kathleen Turner, author Erica Jong and veteran talk-show host Dick Cavett, station WNYC said yesterday. Baldwin said that he’s been exploring other things to do, knowing that his life as crazed corporate executive Jack Donaghy is heading toward its end. Baldwin has won Emmys for his comic portrayal of a TV network boss. He said he likes to use his spare time to satisfy the need to do other things. His mixture of guests will take in several fields, although he leans toward fellow entertainers.

In Tintin’s home country of Belguim, movie journalists got a sneak preview of The Adventures of Tintin – The Secret of the Unicorn this week, and knives were sharpened in case it turned out that some Hollywood mogul had barged in and desecrated perhaps Europe’s greatest cartoon character ever. By the end of the movie, the critics were as beguiled by the movie as Tintin’s sidekick Captain Haddock by whisky. “Bull’s eye,” headlined the Dutchspeaking De Standaard newspaper. “A pure jewel” the Francophone Le Soir had on its front page, showing that the linguistic groups had found a rare issue on which they could agree. The Adventures of Tintin, co-produced by Peter Jackson, aspires to become a Christmas blockbuster in the United States. BlackBerry smartphone email, texting and Internet services were back to normal yesterday after four days of outages around the world. Mike Lazaridis, coCEO of Research In Motion, the company behind the popular smartphone device, said yesterday that services have been fully restored. “All the services are back up globally,” he said on a conference call to discuss the outage, alongside co-CEO Jim Balsillie in a rare appearance of both executives together. Millions of users around the world have been affected by the company’s biggest service outage, which began on Monday and lasted until early yesterday. “You should know we are taking immediate and aggressive steps to prevent this from happening again,” said Lazaridis.

Co-CEO Balsillie said in that call that the outage has nothing to do with the company scaling back its workforce. RIM recently cut more than 2,000 jobs. He also noted that compensation to smartphone carriers was a discussion that “was not the priority.” “People understand the complexity of these systems and when something like this happens everybody pulls together because it’s all about serving the customers,” Balsillie said.
GALLEON HEDGE FUND FOUNDER GETS 11 YEARS NEW YORK (Associated Press)
A former billionaire who was the primary target of what prosecutors called the biggest hedge fund insider trading case in U.S. history was sentenced yesterday to 11 years in prison. Galleon Group founder Raj Rajaratnam also was fined $10 million. U.S. District Judge Richard J. Holwell announced the sentence after concluding that Rajaratnam made well over $50 million in profits from his illegal trades. “His crimes and the scope of his crimes reflect a virus in our business culture that needs to be eradicated,” Holwell said. The sentencing culminates a series of convictions and sentencings that followed the October 2009 announcement of Rajaratnam’s arrest. More than two dozen people were arrested; all were convicted. The other defendants got sentences ranging from a few months to 10 years.
CANADA’S TRADE DEFICIT WIDENS IN AUGUST OTTAWA (Canadian Press)
Canada’s trade deficit with the rest of the world widened in August as import growth outpaced exports, particularly due to a weakened United States, but analysts expect an improved economic performance in the third quarter will help reverse the trend. Statistics Canada reported yesterday that merchandise imports grew 0.7 per cent and exports increased 0.5, while Canada’s trade deficit expanded to $622 million in August from $539 million in July. Imports increased to $38.5 billion as prices were up 0.8 per cent and volumes decreased 0.1 per cent. Exports rose to $37.9 billion, as prices increased 1.6 per cent while volumes declined 1.1. Despite dubbing this year’s Grey Cup celebrations in Vancouver as “Raise the Roof”, politicians and organizers say it won’t be anything like the Stanley Cup final that spawned a riot in the city in June. The Raise the Roof title refers to the new retractable roof at B.C. Place Stadium, where the CFL championship will be played Nov. 27. Premier Christy Clark says the Grey Cup has always been more of a family event and the crowds downtown will be more dispersed than during the final game of the Stanley Cup. Grey Cup festival organizers say there will be no giant outdoor TV screens downtown for the game and no outdoor liquor sales. Alcohol and huge crowds drawn to outdoor screens for the Stanley Cup final are blamed for the eruption of violence that saw cars set on fire and stores looted in a rampage lasting several hours. Grey Cup organizers say their events will be smaller and spread around the city, and include street festivals, entertainment and a parade.

Ron MacLean says Don Cherry is being treated unfairly over his season-opening Coach’s Corner blast against a trio of former enforcers and their take on fighting. But the Hockey Night in Canada host acknowledges that the two weren’t as clear as they could have been. “I think part of it’s unfair, but I also accept I take a lot of beatings
in the media and there’s nothing I can do about that but go back and say ‘Well what could I have done differently to make it clearer?’” MacLean said yesterday. “The only thing is if you’re not clear – and we weren’t clear that night. “I can’t take full responsibility because I didn’t even know what the point was that night. I didn’t understand that there was Don Cherry anything wrong with what he’d said. I didn’t know if in fact Stu Grimson was misquoted or not. “I’m still uncertain a bit because I happen to think Grimson was sort of

laying out in an article on Grantland some things that make you link with what happened to (Wade) Belak to fighting.” Cherry called out former enforcers Stu Grimson, Chris Nilan and Jim Thomson, labelling them “pukes’’ for suggesting that NHL players who fight are prone to substance abuse. Cherry also lashed out at anti-fighting advocates in general, saying the summer deaths of former tough guys Derek Boogard, Rick Rypien and Wade Belak were used as a soapbox for their arguments.

The Paris prosecutor’s ofďŹ ce yesterday dropped an investigation into a writer’s claim that Dominique Strauss-Kahn tried to rape her, citing lack of sufďŹ cient proof, though it said the former IMF chief admitted to a lesser charge of sexual assault. Strauss-Kahn admitted during questioning to sexual assault against French writer Tristane Banon during a 2003 interview for a book she was writing, the prosecutor revealed. But the Paris prosecutor’s ofďŹ ce said it could not pursue a sexual assault case against Strauss-Kahn, because the incident occurred too long ago. The statute of limitations on that charge is three years; on attempted rape it’s 10 years. Thursday’s announcement was a second legal victory in a stormy year for Strauss-Kahn, who quit his job as head of the International Monetary Fund after a New York hotel maid accused him of attempted rape earlier this year. Prosecutors later dropped that case. Banon ďŹ led her complaint in France in July, after doubts about the maid’s credibility emerged.
