The Vancouver stadium set to host the Grey Cup next month could be behind picket lines by the end of the week. The B.C. Government Employees Union, which represents 3,000 workers at B.C. Place Stadium, has served 72 hour strike notice on the Crown corporation that operates the building. Union spokeswoman Karen Tankard says talks with the B.C. Pavilion Corp. have stalled and the union has asked a mediator to book out. She says job security has been the key issue in talks, with the union concerned about contracting out and reduced hours of work. BC Pavilion Corporation (PAVCO) responded to the notice with a statement saying it had already agreed to a number of unnamed union demands. “PAVCO has also agreed to accept the mediator’s recommendations in full,” the statement read. “Despite this setback, PAVCO remains optimistic that further progress will be made.” If a strike occurs, events at BC Place will have to be moved or cancelled, the company added. The next scheduled sporting event at the stadium is a soccer game between the Vancouver Whitecaps and the Colorado Rapids on Saturday. The stadium, home to the B.C. Lions, recently reopened after almost a half billion dollars in renovations that included a new, retractable roof. The Grey Cup is scheduled for B.C. Twenty-five-billion is earmarked for construction of 20 navy warships while a second contract, worth about $8-billion, will build Coast Guard vessels and supply ships. Clark held weekend discussions with the prime minister and said she was assured politics will not be a factor when selecting between the B.C. shipyard and two competitors in Nova Scotia and Quebec. The province is under pressure to quickly neutralize the impact of the harmonized sales tax on new home buyers in order to save thousands of jobs at risk in the construction industry. The HST is to be eliminated no later than April of 2013, but until then it continues to add seven per cent to the value of new homes over $525,000. The Urban Development Institute wants the province to immediately exempt all new homes from the provincial tax portion so the HST hit is no longer an issue for prospective home buyers who may delay purchases. “We are very concerned that there’s going to be a significant reduction in jobs for the next year,” executive director Maureen Enser said. “They’re going to remove the HST eventually so why not make people whole today?” Enser estimated at least 2,000 planned home starts have now been shelved since the HST referendum result and many more are likely. Each unit typically represents up to four industry jobs. Even if the province doesn’t

expand the rebate to all new homes, she said, business would be better if developers at least knew for certain the rules in the months ahead and the timing of the switch from the 12 per cent HST back to a five per cent GST on new home sales. tracts are nearly impossible to sign when tax implications are uncertain. Some buyers are waiting until the HST is repealed to purchase and Enser said that may make it harder for developers to sell existing units and then reinvest in new projects. “This has been a gong show since day one,” said Greater Vancouver Home Builders’ Association CEO Peter Simpson. He said the impacts go beyond actual builders and renovators to workers in local plants that make components like doors, windows and flooring. “I don’t think they have a good understanding of what this ripple effect of fewer housing starts is going to have.” Although housing starts in the region are currently running ahead of 2010 levels, Simpson said the vast majority of new construction is in multi-family units mainly priced under the $525,000 threshold. More expensive single-family house starts are way down, he said. Simpson said the province could use short-term tax credits or reduce the Property Transfer Tax to offset the lingering impact of the HST until it is repealed. A spokesperson for the finance ministry said no special arrangements are planned for home builders.

ESCAPED PRISONER REMAINS ON THE LOOSE TIM PETRUK (Kamloops This Week)

Police continue to search for Steven Michael Hodgins, a 22-year-old Kamloops Regional Correctional Centre inmate who escaped while working with other prisoners outside the east Kamloops jail yesterday. Hodgins, a prolific offender with a history of property-crime offences, wandered away at about 9:30 a.m. The search began immediately after Hodgins disappeared. It includes the use of a helicopter along with two police-dog teams, one of which followed a possible trail behind the prison and over hills leading to Mission Flats. Police are also looking into a possible sighting of the man at a construction site near Pacific Way shortly after his alleged escape.

Hodgins might be wearing a KRCC red jumpsuit or white thermal underwear. He is white and has a freckled complexion, standing about five-foot-eight and weighing 162 pounds with short brown hair and blue eyes. Police say Hodgins does not have a violent criminal history and want to remind the public it is a criminal offence to help an escaped inmate remain on the lam. Hodgins has been in jail since Sept. 27, when he was arrested on the North Shore. At the time, police said he was found in possession of break-in tools, and initially gave officers a false name. He pleaded guilty to a number of property charges on Oct. 13 and was handed a sentence of just under a year in jail, plus one year of probation.

The day-to-day work of the RCMP detachment in Kelowna is under review. Superintendent Bill McKinnon says a team of inspectors has arrived in the city to audit the force and grade the detachment. McKinnon says the team wants a snapshot of all investigations and will also assess everything from complaints against the force to the quality of court briefs forwarded to the Crown. Similar reviews are conducted in every RCMP detachment in Canada about every five years, with the Surrey detachment next on the list.

PROSTITUTION LAWS PUT SEX WORKERS AT RISK: EXPERT VANCOUVER (Canadian Press)

A researcher has told the Robert Pickton inquiry that Canada’s anti-prostitution laws and harassment by police officers put sex workers’ safety at risk. Kate Shannon of the B.C. Centre for Excellence in HIV/AIDS says the actions of police, from displacing sex workers into isolated areas to harassment and sexual assault by officers themselves, increases the likelihood that prostitutes will face violence. Shannon says that may be because women who are fearful of cops are more likely to move to dangerously isolated areas to avoid law enforcement.

DOG TEAM APPREHENDS 2 NEAR ‘DRUG HOUSE’ PEACE ARCH NEWS (Black Press)

Police are at the scene with a dog team on Pacific Highway in South Surrey, about two blocks from where a booby-trapped “drug house” was discovered earlier this month. Pacific Highway (176 Street) was closed to traffic – between 24 and 32 avenues – shortly after 11 a.m., and it reopened an hour later. Police say they have taken two people into custody after they located a small marijuana grow-up in the 2500-block of Pacific Highway.

PACKAGE OF DRUGS FOUND ON PRISON PROPERTY ABBOTSFORD NEWS (Black Press)

A package of drugs and other contraband, valued at more than $21,000, was seized Monday morning at Matsqui Institution in Abbotsford. It is believed that the package – containing marijuana, heroin and a digital scale – was lobbed onto the property, perhaps with a potato gun fired from a distance. Police were notified and the investigation is continuing, said acting assistant warden Scott Verwold.

Campbell River hospital will receive a mobile MRI machine, the Vancouver Island Health Authority (VIHA) announced yesterday. The portable Mobile Resonance Imaging machine will rotate between hospitals in Campbell River, the Comox Valley, Port Alberni and Duncan. The new machine is expected to be fully operational by late spring or early summer 2012. The news comes two months after VIHA announced it was backing out of mobile MRI services.

Prime Minister Stephen Harper will introduce legislation to increase the number of seats in the House of Commons for B.C., Ontario, Alberta and Quebec, but it’s not certain exactly when it will arrive.

Prime Minister Stephen Harper plans to give Ontario 13 additional seats in the House of Commons. That would increase the province’s presence in the Commons to 119 seats from the current 106. But it falls short of the 18 spots Ontario was slated to receive under previous legislation that died when Parliament was dissolved. The bill, which was introduced last spring, would

have also given seven more seats to British Columbia and five for Alberta. According to media reports citing sources yesterday, B.C. will now receive five new seats while Alberta will gain six and Quebec will get two. The federal government has not confirmed any of the new numbers. Ontario Premier Dalton McGuinty refused to speculate yesterday about the number of seats the country’s most populous province could end up with, but suggested that it could be fewer than expected. But there is a “broad consensus” on Parliament Hill that Ontario, Alberta and B.C. are under-represented in the Commons, the premier said. Harper confirmed last week that he was intent on giving Ontario, Alberta and B.C. more seats to reflect population growth, but didn’t say when the legislation might be introduced.

The federal broadcast regulator says he can understand why the CBC and the information commissioner are fighting in court over access to information – the law is poorly written. Konrad von Finckenstein told a Commons committee yesterday that a section of the Access to Information Act, which applies to the CBC, is confusing. The CBC is before the Federal Court of Appeals this week to argue that the information commissioner has no right to review documents the Crown corporation refuses to disclose under the act.

Canada is slapping sanctions on five Iranian nationals accused of plotting to kill the Saudi Arabian ambassador to the United States. One expert after another is telling the federal government that its omnibus crime bill will only make the streets more dangerous. An accused Russian spy who worked as an assistant for a British Liberal Democrat lawmaker went to court yesterday in a bid to block her deportation – telling judges that she had a four-year affair with her boss but was not a secret agent. Ekaterina Zatuliveter, also known as Katia, was arrested in December on suspicion of using her job in the office of legislator Mike Hancock to pass information to Russian intelligence. She was not charged, but British authorities want to deport her as a danger to national security.

Police fired tear gas and rubber bullets yesterday to disperse a crowd supporting Uganda’s top opposition leader, Kizza Besigye, who was detained while trying to walk to work. About a dozen of his supporters were charged with treason, a political aide said. Police said opposition forces were trying to overthrow the government, which was the reason for the serious charges. Opposition parties held “Walk to Work” protests in Uganda in April and May over high prices and political corruption. Opposition supporters renewed the protests Monday.

A Florida woman got a shock when she opened a recent mobile phone bill: she owed $201,000. Celina Aarons has her two brothers on her plan. They are deaf and cannot speak, so the easiest way for them to communicate is by texting. Aarons has a data plan that usually costs about $175. But her brothers spent two weeks in Toronto and Aarons never changed to an international plan. A Milan court yesterday refused to indict Italian PM Silvio Berlusconi in a tax fraud case involving his Mediaset media company. The court, however, indicted Berlusconi’s eldest son, Pier Silvio Berlusconi, Mediaset chairman Fedele Confalonieri and nine other defendants. Trial is set for Dec. 22. The so-called Mediatrade case alleges fraud in the purchase of film rights by Mediaset. U.K. ORDERS ASSET FREEZE OVER ALLEGED ASSASSINATION PLOT LONDON (Associated Press)

Britain’s Treasury said yesterday it had ordered the assets of five men frozen in connection with the alleged Iranian plot to assassinate Saudi Arabia’s ambassador to the United States. The finance ministry confirmed that it had acted in response to the purported plan to kill Saudi envoy Adel Al-Jubeir in a bomb attack. The decision does not necessarily mean that the five men hold assets in Britain. Two men have been charged by U.S. authorities, who accused them of attempting to hire an alleged Mexican drug Adel al-Jubeir cartel member to carry out the killing. U.S. officials have described the plot as a clumsy but serious operation by Iran’s elite foreign action unit, the Quds Force. A spokesman for Britain’s Treasury said the ministry had imposed asset freezes against five men. They include both men charged in the case – Manssor Arbabsiar, a 56-year-old U.S. citizen who also holds an Iranian passport, and Gholam Shakuri, an alleged member of Iran’s Quds Force, who is at large in Iran. Britain also froze the assets of three other men allegedly involved in the plot.

BITTERSWEET JOURNEY FOR CAST Returning to the groundbreaking Canadian film that established a new era in homegrown movie-making was a bittersweet journey for Toronto director Don Shebib and the cast of Goin’ Down the Road. Only three of the four original stars were able to reunite last fall to shoot Shebib’s followup Down the Road Again, and the death of co-star Paul Bradley hung heavily over the gathering. The charmer passed away in 2003, and his troubled history with the bottle made it hard to separate the man from his BACK ON tragic onscreen persona Joey – a hardliving ne’er-do-well who descends into THE ROAD alcoholism when he falls out of work. Goin’ Down the Road traced the doomed efforts of two down-on-theirluck Nova Scotians who head to Toronto in search of jobs, ending with a calamitous mistake that sends Joey and his pal Pete on the road again, this time further west. Shebib says he lost touch with Bradley when the actor moved to Vancouver and Victoria in the ‘80s. “He was a great guy, Paul, I loved him dearly – as did everybody – but you always wanted to kill him,” Shebib chuckles. “He was a great guy and he could have had a huge career if he hadn’t had a problem with the drinking.” Forty years later, Down The Road Again serves as a memorial of sorts for Bradley – his character Joey

is now dead but he maintains a presence through a series of letters he leaves for his friend Pete, played by Doug McGrath. Upon receiving the letters, Pete takes a crosscountry trek to scatter Joey’s ashes in the Atlantic, travelling in the same beat-up Chevy Impala that took them out west in the first place.

Henrik Lundqvist made 40 saves as the New York Rangers stole a 4-0 victory from the Vancouver Canucks last night. The Canucks outshot the Rangers 40-19 while holding them under 10 shots in the first two periods, but they had no solution for Lundqvist’s stellar goaltending. Mike Rupp, Ryan McDonagh and Brian Boyle – with their first goals of the season – and Marian Gaborik scored third-period goals for New York as the Rangers (1-1-2) posted their first win of the season. So far, they have played all of their games on the road while Madison Square Garden undergoes renovations. The Canucks (2-3-1) remained winless at home after two games at Rogers Arena. It was the Rangers’ first win in Vancouver since Oct. 11, 1997, when Wayne Gretzky registered his 50th career hat-trick in a 6-3 decision. Vancouver failed to convert on eight power-play chances while the Rangers were denied on just three man-advantage opportunities. After two scoreless periods, Rupp scored the only goal the Rangers needed early in the third as he one-timed Michael Del Zotto’s rebound home from a sharp angle. It was the only game of the season between the Rangers and Canucks, who rarely face each other due

to the NHL’s scheduling quirks. Ryan Kesler returned to Vancouver’s lineup after missing the first five games of the regular season and all of the pre-season while recovering from off-season hip surgery. Kesler’s return resulted in Cody Hodgson moving to right wing on the second line that he had centred in the 2010-11 Selke Award winner’s absence. The Canucks outshot the Rangers 13-5 in the first period, but despite having two power plays the Canucks could not beat Lundqvist. He stopped defenceman Kevin Bieksa on a two-onone in the early going. Then during the first power play, Lundqvist got his arm on an Alex Burrows wrist shot from the slot. During the second man-advantage situation, Lundqvist used his arm to block an Alex Edler slapshot. After a largely harmless 40 minutes, the Rangers scored in bunches in the third period. Seven and a half minutes later after Rupp opened the scoring, McDonagh put New York ahead 2-0 as beat Luongo with a shot from the slot after taking a feed from Brandon Dubinsky. Boyle added to New York’s lead less than two minutes later as Luongo misplayed a harmless looking shot. After allowing the goals, Luongo was jeered while making saves. The coolest person at the World Series is C.J. Wilson. The Texas Rangers pitcher chilled out as he prepared to face the St. Louis Cardinals in tonight’s opener. He spent 2 1/2 minutes in a Dallas cryotherapy chamber, where liquid nitrogen lowered the temperature to a frosty -146C in an effort to speed body recovery. “So 35 degrees (1C) should be no big deal, right?” Wilson said Tuesday after examining the frigid forecast for Game 1 at Busch Stadium, where he starts against the Cardinals’ Chris Carpenter. “I’m kind of an experimental guy. I’ll go for the hyperbaric chamber, drink a new type of sports drink that’s supposed to keep your blood sugar regulated. I’ll do whatever,” said Wilson, one of baseball’s best talkers. Eric Rauscher, managing director of the Millennium Ice facility that Wilson uses, said the treatment has been available in the U.S. for about three years. It’s an improvement over an ice bath, which lowers the skin-surface temperature to about 9C. “The body goes into fight-or-flight syndrome, and surrounds the major body organs with enriched blood,” Rauscher said. “Basically you stand in this freezing can and cold air circulates around you. I did it a couple days ago,” Wilson said. The treatment costs $85. “It gets really cold, really quick. And your body’s response is it pulls all the blood from your extremities in around your vital organs, kind of going into safety-survival mode,” Reed said. “You walk out about 2 1/2 minutes later, and that blood in theory has been enriched and oxygenated.”
