A shipyard worker waves cheers in North Vancouver yesterday after Seaspan Marine won an $8 billion tender to build arctic and Coast Guard vessels.
Cheers were the order of the day in Victoria and Esquimalt after the federal government announced it had awarded West Coast-based Seaspan Marine Corporation an $8-billion noncombat shipbuilding contract. The more lucrative $25-billion combat-vessel contract went to Halifax-based Irving Shipbuilding. Quebec-based Davie shipyard came away with nothing. Another $2-billion plan to build smaller vessels will be allocated later. Seaspan, which owns Victoria and Vancouver Shipyards and the Vancouver Drydock, will build a non-combat naval fleet that includes Canadian Coast Guard ships, an icebreaker and joint-support navy ships. “You always hope for the biggest but this is nothing to sneeze at,” said Esquimalt Mayor Barb Desjardins. “It would have been nice to get the $25 billion but $8 billion is going to provide us with some stability at the shipyard (as well as) jobs.” Seaspan has said all along that the 20- to 30-year contract will result in new and long-term jobs, and prompt capital infrastructure investment at the shipyards. The company planned to
do most of the ship construction at its Vancouver yard beginning in late 2012 while 15 to 20 per cent of the workload will fall to Victoria Shipyards. The announcement yesterday is precedent-setting. Not since the Second World War has the federal government awarded shipbuilding packages of this magnitude. Together the contracts, which make up the National Shipbuilding Procurement Strategy, are worth $33 billion. The work is a win for B.C. since it will inject billions of dollars into the economy and create an average of 4,000 jobs over the next eight years, according to Seaspan. “It tells us that Canada works, so B.C. can get to work,” Premier Christy Clark said at a meeting of the B.C. Liberal caucus, which erupted in cheers when the announcement was made from Ottawa. “Eight billion dollars spent on shipbuilding, on the suppliers, $8 billion spent throughout the economy, and not just British Columbia’s economy,” she said. “This represents a really positive sign for our budget. You won’t see it in the next six or eight months, but its impact is absolutely going to be felt.”

As the opposition kept up the political pressure on the B.C. Liberal government to halt the closure of group homes for developmentally disabled people, the interim CEO of the agency responsible held a rare news conference at the B.C. legislature yesterday. Doug Woollard was promoted to replace Community Living B.C. CEO Rick Mowles, who was fired last week amid reports of families being pressured to accept homestay placements instead of group homes with 24-hour staff. Woollard acknowledged that there have been 15 to 20 cases where CLBC did not consult adequately with the families of clients before changing their living arrangements. He said the intent is to reach agreement with families before changes are made For one of those cases, the Williams Road group home in Richmond, Woollard gave a specific assurance: “If we don’t reach agreement with the families, we won’t change it.” Under opposition questioning in the legislature Tuesday, Social Development Minister Stephanie Cadieux announced that her dep-
uty minister, along with deputies from children and family development and the health ministry, are reviewing the way all provincial services go to developmentally disabled people. Cadieux continued to reject the NDP’s call for a moratorium on group home closures, and Woollard agrees. A moratorium would make the system too inflexible as it deals with rising demand, he said. He
confirmed that 65 group homes have closed, leaving 700 more around the province. CLBC has a budget of more than $700 million, and a waiting list of 2,800 people seeking either new or increased service. Woollard said the government is aware of the demand, and CLBC’s estimate that it would cost between $51 million and $65 million more to meet it all.

Seventeen months after moving from the Vancouver Olympics to CEO of BC Hydro, Dave Cobb is leaving the utility at the end of November. BC Hydro chairman Dan Doyle announced Cobb’s departure yesterday. Cobb is leaving to take a senior management position at the Jim Pattison Group. Cobb said his decision has nothing to do with the ongoing cost-cutting exercise at BC Hydro that led to the reduction of 550 jobs, with another 150 to come.
ASBESTOS VIOLATOR MAY BE JAILED FOR CONTEMPT JEFF NAGEL (Black Press)
A notorious Metro Vancouver demolition contractor who repeatedly exposed his unprotected workers to asbestos contamination has been found in contempt of court and could be jailed. The B.C. Court of Appeal ordered the arrest of Arthur Moore for violating an August 2010 court injunction that indefinitely barred him from operating his Surrey-based asbestos and drywall removal business. Moore is to be sentenced in B.C. Supreme Court after his arrest. He could be jailed up to 120 days.

Two more of the eight feet that have washed ashore in British Columbia since 2007 have been identified. The BC Coroners Service says the feet belong to a woman who committed suicide by jumping from the Pattullo Bridge in New Westminster in 2004. Her feet washed ashore along the Fraser River in Richmond four years later and autopsies showed the limbs had not be cut off, but separated from the legs naturally.

Jarrod Bacon referred to himself as “the enforcer” and his co-accused Wayne Scott as “the middle man” during an August 2009 meeting with an undercover police agent, according to wiretap evidence presented yesterday in B.C. Supreme Court in Vancouver. “I don’t sell drugs. I’m just the enforcer,” Bacon is heard telling police agent G.L., whose full name cannot be used due to a publication ban. Bacon and Scott are on trial, each charged with one count of conspiracy to traffic cocaine. The meeting on Aug. 13, 2009 was held behind Scott’s home in Abbotsford. Bacon and G.L. met to discuss arrangements for the transportation of up to 100 kilograms of cocaine from Mexico, where G.L. had connections with a supplier.
The pair agreed that Bacon and his funders would pay $30,000 for the first 10 kg of product, with plans to purchase another 10 kg a day until the supply was gone. Bacon said a friend who he had known all his life – and who was fronting the cash for the deal – would handle the movement of the cocaine. “My parents would disown me if they thought I was involved in some kind of deal,” Bacon said. However, in a taped conversation on Aug. 27 between Scott and G.L., when they met at the Maclure Road Mennonite Cemetery to discuss the arrangements, Scott said the Bacon parents – David and Susan – were aware of the drug scheme. “They know all about this, too. They were sitting at the .... table,” Scott said, referring to a meeting he had the previous day with Bacon.
Roughly 300 family members and friends of murdered teen Jamie Kehoe gathered in Surrey to mourn the 18-year-old at Fraser Heights Chapel yesterday, where hundreds of people turned out for the memorial service. Kehoe, 18, was fatally stabbed on Oct. 8 after an altercation broke out on a bus. Police said Kehoe, a Surrey resident, tried to intervene, only to be stabbed in the upper chest by one of the participants. He was taken to hospital where he died. There have been no arrests.

Quebec has announced a public inquiry into allegations of widespread corruption in the province. The inquiry will be presided by Superior Court Justice France Charbonneau and must produce its final report by October 2013. Part of the testimony will be heard behind closed doors – and the commission will not have the power to force anyone to testify. The announcement comes after two years of persistent reports implicating the construction industry, political parties and organized crime.

A new study on expected lifespans in Canada shows aboriginal men and women may live substantially shorter lives than other Canadians. The Statistics Canada report released yesterday suggests aboriginal men live about four to six years less on average than non-aboriginal men. And for aboriginal women, life expectancy is shorter than nonaboriginal women by five to seven years. The report also found that the wealthiest Canadian men live seven years longer on average than those in the lowest income bracket.

Guy Parent has told a Senate committee that the number of veterans in Canada is not decreasing, as Veterans Affairs Canada recently suggested. Parent says the cuts fail to take into account the number of new veterans entering the system, a number that he suggests could be over 700,000.

The top court ruled yesterday against Wayne Crookes, who argued that posting links to sites with defamatory statements was the same as publishing the defamatory material. In its ruling, the Supreme Court said there is a difference between simply linking to a website and actively encouraging someone to follow a link to a website with defamatory content.

Theft and mischief charges have been laid after police say a Markham, Ont. truck driver tried to cover up the theft of $415,000 worth of cigarettes by concocting a tale of a robbery. Police say the driver reported being pulled over by a police officer only to be kidnapped by three masked men, taken to Durham region, and robbed of his truck’s cargo. The truck was found empty of its contents. Police say no kidnapping took place and that the theft was planned. The driver was arrested Oct. 12.

The British lawmaker allegedly snared by Russian intelligence says he’s quitting the House of Commons’ Defence Committee. Liberal Democrat Mike Hancock is the central figure in the attempt to deport alleged Russian spy Ekaterina Zatuliveter, who worked as his research assistant for 2 1/2 years. The 26-year-old acknowledges having an affair with the married lawmaker but denies taking advantage of the relationship to pass sensitive information to Russian intelligence. A Hungarian lawmaker has presented a draft bill that would make it easier to prosecute Hungary’s former communist leaders and others who participated in the repression after the failed 1956 revolution against Soviet rule. The draft presented yesterday in parliament would make Hungary’s law include international legal principles on crimes against humanity. Adam Gellert, a lawyer who helped draft the legislation, says that while Hungary has ratified international treaties that declare those principles, in practice they are not enforced because they have not been written into Hungarian laws.
The German Aerospace Centre says one of its retired satellites is hurtling toward the atmosphere and pieces could crash into the earth as early as Friday. Most of the satellite named ROSAT, which is about the size of a minivan, will burn up during re-entry. However, up to 30 fragments weighing a total of 1.9 tons could crash into the earth between Friday and Monday. It’s not known exactly where it will come down, beyond a broad estimate of somewhere between 53-degrees north and 53-degrees south – a vast swath of territory that includes much of the earth outside the poles.
Swiss customs officials say they intercepted a man at Zurich airport carrying hundreds of endangered spiders in his luggage. Customs officials found 261 Mexican red-kneed tarantulas packed into individual plastic bags inside six boxes belonging to a Swiss man arriving from the Dominican Republic in August. Officials said yesterday that the shipment was destined for an unidentified Swiss dealer. A search of the dealer’s home uncovered 665 further tarantulas and 72 giant flesh-eating centipedes that had also been smuggled into Switzerland.
A senior Libyan official says the country’s transitional government has formally recognized the Syrian opposition’s council as the country’s legitimate representative, making it the first country to do so. Members of the Syrian National Council are visiting the Libyan capital to drum up support for their 7-month-old uprising against President Bashar Assad. The Syrian council is a broad-based opposition umbrella group that was formed in September. Syria’s government has threatened tough measures against any country that recognizes the opposition council.

NTV television said Turkish troops have Tayyip Erdogan gone some four kilometres into Iraq and that helicopters were ferrying commandos across the border. Dogan news agency said more than 20 Kurdish rebels were killed in ensuing clashes, but did not provide a breakdown. Neither report identified its sources. The offensive began hours after the rebels, who are fighting for autonomy in Turkey’s southeast, staged simultaneous attacks on military outposts and police stations near the towns of Cukurca and Yuksekova. Federal prosecutors said they will fight a “brazen” attempt to restore U.S. citizenship to a man deported to Germany and convicted on Nazi war crimes charges. In a U.S. District Court filing Tuesday night, prosecutors said retired Ohio autoworker John Demjanjuk was trying to cast himself as a victim following his May 12 conviction in Germany on more than 28,000 counts of accessory to murder. Demjanjuk’s attorneys charge that the government failed to disclose important evidence, namely a 1985 secret FBI report. It indicates the FBI believed a Nazi ID card purportedly showing that Demjanjuk served as a death camp guard was a Sovietmade fake. There was no immediate comment from the family or defence team in response to the filing. Demjanjuk, 91, was convicted by a court that found he had served as a guard at the Nazi’s Sobibor death camp in occupied Poland. He was sentenced to five years in prison. Demjanjuk denies serving as a guard at any camp and is free pending his appeal. He’s been in poor health for years and has been in and out of hospital since his conviction.

The former doctor who admitted that he stalked Shania Twain had yet another outburst yesterday after he was denied bail. A judge “quite reluctantly” denied Giovanni Palumbo’s request to be freed while he awaits his next court date on Nov. 15, citing an insufficient release plan. After Justice Richard Schneider reached that conclusion, Palumbo swore under his breath before shouting. “You know you’re all very sick, you really are – it’s so sad,” Palumbo said. “Have fun, because I’m going to keep having fun, wherever I am ... What a bunch of psychopaths. Woo hoo.” Last month, Palumbo pleaded guilty to criminal harassment by watching and besetting, and one count of failure to comply with a court order. Crown lawyer John Flaherty requested that Palumbo undergo a psychiatric evaluation before sentencing. While Dr. Helen Ward’s report concluded that Palumbo suffers from bipolar disorder and a narcissistic personality disorder, she also deemed him criminally responsible for his actions. But after Palumbo testified, Flaherty asked for further clarity on the evaluation. Ward will testify on Nov. 15, and Palumbo could face sentencing.

Las Vegas icon Wayne Newton said a year-long effort to turn his sprawling Sin City estate, Casa de Shenandoah, into a tourist destination is almost complete. Coffee lovers across North America beware: if someone offers you a free cup of java on Facebook, it’s probably too good to be true. A scam popped up on Facebook over the weekend promising users a free Tim Hortons gift card if they liked a page and shared it with their friends. Users were then asked to provide their email address and other sensitive personal information. The scam soon branched out to Starbucks fans, with a page purportedly offering free gift cards to celebrate the Seattle coffee giant’s 40th anniversary. Thousands of people shared the pages before they were removed by Facebook. Free voucher scams are a standard formula for fraudsters gunning for people’s personal information. Tim Hortons confirmed the offer was a fake on its Facebook page on Sunday.

Tour operator Transat A.T. is taking a step to restoring its profitability by eliminating 143 non-union positions across Canada, including 115 layoffs in a bid to save $10 million a year. Transat staff were informed of the layoffs on Tuesday. About 60 per cent of the lost jobs, or 80 positions, are in Quebec. “The main thing is that it was essential for us to return to profitability and to go there we had to make efforts on several levels and this is one of them,” spokeswoman Debbie Cabana said in an interview. Over and over, Chris Carpenter insisted his elbow was fine. Sure, he got treatment, but who isn’t sore this time of the year? There was no let up from the Cardinals ace, who gave his all on defence and kept it close for six innings in St. Louis’s 3-2 victory in the opener of the World Series last night. He gave the bullpen a bit of a break, too, becoming the first Cardinals pitcher to go six innings since his three-hit shutout over close friend Roy Halladay and the favoured Phillies in the deciding Game 5 of the division series. The 36-year-old Carpenter is 3-0 this post-season, 8-2 for his career and 2-0 lifetime in the World Series. Counting the postseason, he’s 36-14 at 6-year-old Busch Stadium. His willingness to sacrifice his body to make a play on the second batter he faced had to impress his teammates in Game 1. With one out in the first, first baseman Albert Pujols ranged so far to his right to field Elvis Andrus’ grounder he might as well have been playing second base, and Carpenter had to dive to snare a low, longdistance toss. While sliding, Carpenter tagged the
base with the glove and then slapped it again with his right hand to make sure, then pulling it back just in time to avoid Andrus’ foot. Both Carpenter and Pujols made nice plays on Michael Young’s grounder down the first-base line to end the sixth. Pujols made the play several feet past the bag and timed the throw perfectly for a sprinting Carpenter. Carpenter lasted only one inning longer than his Game 3 victory in the NLCS against the Brewers, when he gave up three runs and received treatment on his elbow afterward. When manager Tony La Russa opted for a pinch hitter yesterday, it was more about tactics than a pitcher running on fumes, given the Cardinals had two men on with two outs in the bottom of the sixth in a game tied at 2. The move paid off with Allen Craig’s go-ahead single off Alexi Ogando. The lone damage against Carpenter was Mike Napoli’s two-run homer in the fifth. Carpenter was quick enough to the plate that Yadier Molina had enough time to throw out Ian Kinsler attempting to steal after leading off the game with a hit. Five games into the season, the B.C. Lions just wanted to win a game. Now they’re thinking about winning their division. The confident Lions head into Hamilton on an eight-game winning streak, looking to solidify their claim to first place in the CFL West. B.C. is currently tied with Edmonton atop the division. The Lions (9-6) meet the Tiger-Cats (7-8) on Saturday at Ivor Wynne Stadium. With a win, the Lions can move closer to clinching home-field advantage in their first playoff game. Their current situation is a sharp contrast from earlier in the season, when the Lions were trying to turn around an 0-5 start. “The great thing about what we’re doing now is, we’ve won a lot of these games many different ways,” said centre Angus Reid after practice yesterday. “Some have been pretty, some have been ugly, some have been blown out, some have been last-second, some have been defence, offence – and that’s the mark of what a good team we really are right now. NBA owners and players ended negotiations yesterday after more than eight hours. Federal mediator George Cohen said the two sides would resume bargaining this afternoon. Owners had to leave to attend board of governors meetings last night through midday today. “The discussions have been direct and constructive, and as far as we are concerned, we are here to continue to help assist the parties to endeavour to reach an agreement,” Cohen said. The two sides met for more than 24 hours in a 32-hour span. Without a deal this week, Commissioner David Stern might have to decide when a next round of cancellations would be necessary. The season was supposed to begin Nov. 1, but all games through Nov. 14 have been scrapped, costing players about $170 million in salaries. Players believe owners’ attempts to make the luxury tax more punitive and limit the use of spending exceptions will effectively create a hard salary cap, which they say they will refuse to accept. Also, each side has formally proposed receiving 53 per cent of basketball-related income after players were guaranteed 57 per cent under the previous collective bargaining agreement.

The Canadian ebook company Kobo is getting into the crowded tablet market and beating a major competitor to the punch. Orders are now being taken for the Kobo Vox, a full-colour seven-inch tablet about the same size as the BlackBerry PlayBook. It’s selling for about $200 and shipping starts on Oct. 28. It’s a Wi-Fi only device, runs on the Google Android operating system and has eight gigabytes of built-in storage, with the ability to add up to 32GB more with an SD card. Kobo says the Vox will run for up to seven hours, if the WiFi setting is turned off. The Vox will compete against a long list of tablets on the market, including Apple’s bestselling iPads, the PlayBook, Samsung’s Galaxy Tabs, Motorola’s Xoom and a host of smaller rivals. But the Vox is about 60 per cent cheaper than the least-expensive iPad. Kobo’s largest ebook competitor, Amazon, also announced its own tablet recently with similar specifications. Called the Fire, it’s not due for release until Nov. 15 and is also selling for $199 in the U.S. There’s no release date set for Canada. Kobo says the Vox will also come with three free colour books, 12 magazines and seven newspapers. It will be available in black, green, pink or blue.
