Up to 20 million tons of tsunami debris floating from Japan could arrive on British Columbia’s shores by 2014, according to estimates by University of Hawaii scientists. A Russian training ship spotted the junk – including a refrigerator, a television set and other appliances – in an area of the Pacific Ocean where the scientists from the university’s International Pacific Research Center predicted it would be. The biggest proof that the debris is from the Japanese tsunami is a fishing boat that’s been traced to the Fukushima Prefecture, the area hardest hit by the March 11 disaster. Jan Hafner, a scientific programmer, said yesterday that researchers’ projections show the debris would reach Hawaii’s shores by early 2013, before reaching the West Coast. They estimate the debris field is spread out across an area that’s roughly 3,200 kilometres long and 1,600 kilometres wide located between Japan and Midway Atoll, where pieces could wash up in January. “It’s a common misconception it’s like one mat that you could walk on,” he said. The magnitude-9.0 earthquake produced the sort of devastation Japan hadn’t seen since the Second World War, leaving more than 21,000 dead or injured. We want laws that focus on the criminal and those who use firearms illegally,” said Public Safety Minister Vic Toews. Toews has said that the more than $1 billion spent on the registry would have been better spent putting police officers on the street. There are hints that some provinces – namely Quebec and Ontario – might begin registering long guns if the federal legislation succeeds. But they would have to start from scratch. PREMIER: B.C. TOURISM TO FOCUS ON SKIING, ASIA TOM FLETCHER (Black Press)
The B.C. government has revamped its tourism marketing strategy to focus on areas of strength, with a more modest growth target than the one set before the 2010 Olympics. Premier Christy Clark announced a new five-year strategy at a tourism industry conference in Victoria yesterday. Its goal is to increase B.C. tourism revenues five per cent each year until 2015, rather than doubling tourism by that time as was ambitiously projected before the Olympics. “It recognizes that the world economy is in rough shape, and I think we need to be more real about the goals that we set,” Clark told reporters after the speech. The strategy focuses on eight kinds of tourism where B.C. has an advantage: touring vacations, city experiences, skiing and snowboarding, aboriginal tourism, conventions and outdoor adventure-ecotourism. “It’s a switch from promoting B.C. generically to promoting specific activities, the reasons why people come to British Columbia,” said Pat Bell, minister of jobs, tourism and innovation. This winter’s ski promotion has a budget of $1.1 million, half of which will go to advertising in
Ontario. The rest will be shared between Seattle, San Francisco and Los Angeles, where B.C. has long promoted its “super natural” attractions in generic campaigns. Longer-term efforts will be directed to emerging markets in China, India and Mexico, in addition to Japan, South Korea, Australia, Germany and the U.K. Clark also promised a new destination marketing organization
with industry representation will be developed. The B.C. government surprised the industry with its 2009 announcement that it would disband Tourism BC and bring the post-Olympic tourism marketing program back into the government. NDP tourism critic Spencer Chandra Herbert said the new agency is an admission that the government made a mistake that alienated the tourism industry.

MAN DIES AFTER VEHICLE FALLS OFF CLIFF MISSION CITY RECORD (Black Press)
A 20-year-old Surrey man died yesterday after his truck went over a 350-foot cliff off Norrish Creek forest service road. Mission RCMP Sgt. Miriam Dickson said Justin Vandenburg was driving a truck as part of a work crew that was heading up the road, and “his workmates saw the truck go over the edge” after the back tire started to slip off the roadway. Rescue workers were called shortly after 7 a.m. The steep terrain made access impossible without ropes, and the tree canopy was too dense for a longline rescue by helicopter.

Two men face charges of stealing and trying to sell a huge number of TransLink FareSaver tickets that were slated to be shredded. Patrick Robert Parry, 46, of Surrey, and James Gordon Hemenway, 40, of Vancouver are alleged to have stolen about 80,000 of the prepaid transit tickets worth $153,000 that had been taken to the shredding firm where they worked, Transit Police said. “They were selling them on the streets,” said Transit Police Insp. Brian MacDonald.

Victoria police used a Taser on Sunday afternoon to conclude a tense standoff in a small apartment suite on the 1200-block North Park St. Responding to a 911 call, the police entered the apartment and found the man slashing himself with a large kitchen knife. When the man moved the knife to his throat, the cops Tasered him and caused the 46-year-old Victoria man to drop the knife. He was taken into custody.

When it comes to higher learning, the study of sewage may not be the first academic pursuit that springs to mind. But Metro Vancouver is betting its new $9-million Annacis Wastewater Centre will offer a tempting real-life lab for scientists and engineers while yielding long-term benefits. It officially opened Oct. 21 at Metro’s biggest sewage treatment plant on Annacis Island. And Metro officials say it’s just the first in a series of planned sustainability academies where the regional district plans to partner with university researchers and private firms to find leading-edge solutions to regional problems. Board chair Lois Jackson said the region wants to stop treating sewage simply as a waste.
“Sewage is a source of renewable energy and vital nutrients and the work that will take place in the academy will allow us to find novel and innovative ways to extract these important resources,” she said. No researchers have moved in so far. But the first to arrive will be a UBC team exploring how to best reclaim phosphorous – an increasingly scarce commodity needed for fertilizer – from sewage. The Annacis academy is to examine new ways to capture heat from hot water that goes down the sewers and the potential reuse of reclaimed grey water for purposes like irrigation or toilet flushing. UBC civil engineering professor Don Mavinic said the academy is a welcome addition that will allow researchers to test and demonstrate new green technologies.

Tammy Marion Bouvette appeared in provincial court in Cranbrook yesterday, charged with the second degree murder of 19-month-old Cranbrook youngster Iyanna Teeple. The little girl died in Alberta Children’s Hospital in Calgary on May 29, three days after she was found in a Cranbrook home, unconscious and not breathing. A forensic autopsy confirmed the baby died of drowning after being left with an adult babysitter.

Daycare workers in Fernwood called police last week when a man, allegedly armed with a sword, was practising martial arts techniques near the facility. An officer found the suspect nearby, who explained his house is too small to allow a full range of motion with the sword. The officer then explained swordplay next to a care centre for young children wasn’t ideal. The officer ran the man’s name and discovered he had a history of mental health-related runins with police. He gave up the sword.

Finance Minister Jim Flaherty says he’s not expecting a recession in Canada, but will be flexible on the issue of stimulus spending if conditions worsen. The finance minister says he has the latest consensus on economic growth from private sector economists and the news is no better than a projection from the Bank of Canada delivered earlier yesterday. Both the central bank and private sector economists say the economy is slowing and will record at
best moderate growth to wind up this year and into next year. GROWTH: The economists say the economy NOT will advance by 2.2 this year and 2.1 next year, a little more optimistic GREAT than the central bank’s 2.1 and 1.9 per cent call. Flaherty says that’s not great growth, but neither is it a reason to despair. He said officials have been drawing up contingency plans should conditions deteriorate. “We’re of course concerned we could have external events damage our economic growth to the point where other measures will be necessary in Canada, particular with respect to jobs. We’re watching the jobs market very carefully,” he said. Any new stimulus measures is likely to extend the period Ottawa will need to balance the budget, as is a prolonged period of slow growth, which would lessen government tax revenues.

Toronto city council has voted overwhelmingly in favour of banning shark fin products. Council voted 38-4 yesterday in favour of banning the sale of shark fin products in the city. Shark finning is a process by which fishermen catch sharks, slice off their fins and tails, then throw the fish back into the water to die. Shark Truth says up to 73 million sharks are killed through finning every year to meet the demand for shark fin soup, leading some shark populations to decline by as much as 90 per cent in recent years.

A black Labrador puppy that was rescued from the top of a freight train now has a new home in the U.S. Tina Parker says she and her family were at a train crossing in South Carolina on Sunday night when they saw the dog moving around on a boxcar. She called emergency services and followed the train for about 10 kilometres. A Norfolk Southern spokeswoman says they stopped the train. The Parker family helped firefighters find the car, and they used a ladder to reach the pup. No one knows how the dog ended up there, but she appears healthy and happy.
A U.S. jury has convicted a man of a federal firearms charge in what authorities said was a plot to take over a courthouse in Tennessee and force President Barack Obama out of office. The jury convicted Darren Wesley Huff yesterday in Knoxville of carrying a firearm in interstate commerce with the intent to use it in a civil disorder. Huff was arrested in 2010 after telling officers he brought his firearms from Georgia into Tennessee to support efforts to arrest local officials who refused to indict Obama. He once belonged to the ‘birther’ movement that disputes Obama’s U.S. citizenship.

The moderate Islamist party that appears to have won Tunisia’s landmark elections was in talks with rivals yesterday about forming an interim coalition government to lead the birthplace of the Arab Spring through its transition to democracy. Partial results released yesterday supported the Ennahda Party’s claims that it had won the most seats in a 217-member assembly tasked with running the country and writing its new constitution. But results so far indicate the Islamists had failed to win an outright majority, meaning a coalition must be formed. Ennahda’s ability to win an election as well as work with other groups will be closely watched in the Arab world, where other Islamist parties are to compete in elections soon. Tunisia has a strong secular tradition, and Ennahda officials promised a broad-based coalition. “We will not exclude any party, independent personality or social movement,” said Abdel Hamid Jelassi, Ennahda’s campaign manager. “We were once the victims of a politics of exclusion and our goal is to create a government of national unity.” Ennahda has estimated that it has taken more than 40 per cent of the 217 seats in the new assembly. The Tunisian electoral commission said the Ennahda party has won 15 out of 39 domestic seats so far. Tunisians overthrew their longtime dictator in January, a move that sparked similar movements in other Arab countries, including successful revolutions in Egypt and Libya.

Police in riot gear began clearing antiWall Street protesters from one California city before dawn yesterday, making arrests in the plaza where demonstrators have been camped out for about two weeks. News footage showed numerous people in plastic handcuffs being led away from the Oakland site around 5 a.m. The protesters did not appear to be resisting, although an ofďŹ cer did ďŹ re a non-lethal projectile at a protester who threw a bottle, authorities told the San Francisco Chronicle. One of those arrested, Aiyahnna Johnson, had been living at the camp with her two-year-old daughter. “We want the best for you guys, that’s all,â€? the San Francisco Chronicle quoted her telling two ofďŹ cers who were leading her away. The Occupy protests over economic inequality have spread from a single camp in New York City to cities across the United States to Canada and beyond since mid-September, overlapping with similar, earlier protests in Europe. An attempt earlier this month to clean the New York site ended with authorities backing off. Yesterday’s action began around 4:40 a.m., when an ofďŹ cer on a loudspeaker told the protesters they were illegally blocking the plaza and were subject to arrest.

Scarefests such as The Walking Dead, Ghost Hunters, True Blood and Lost Girl – as well as the upcoming American Horror Story and Grimm – are doing their part to keep Halloween running 365 days a year, making the macabre more mainstream. “In a sense you could say every episode is a Halloween episode,” actor Chris Leavins says of his Canadian horror-comedy Todd and the Book of Pure Evil. Ghosts, ghouls, vampires, zombies and creatures of all sorts have overtaken the small screen – and they’re no longer just relegated to specialty digital channels, says genre expert Teddy Wilson of Space’s flagship entertainment show InnerSPACE. Johnny Depp vividly recalls the ďŹ rst time he met Hunter S. Thompson, sparks ying as the author parted a bar crowd with a cattle prod and a Taser. Seventeen years later, Depp is making good on one of his close friend’s last wishes, producing and starring in a ďŹ lm adaptation of Thompson’s The Rum Diary, written in the early 1960s but not published until Depp stumbled on the manuscript a quarter-century later. Depp and Thompson, who died of a self-inicted gunshot wound in 2005, bonded instantly at that ďŹ rst meeting in 1994, when the actor was spending Christmas in Aspen, Colo., near the author’s home. A fan of Thompson’s since reading his Fear and Loathing in Las Vegas, Depp jumped at the chance to meet him. Thompson and Depp quickly discovered they both were born in Kentucky and shared many literary heroes. Around 2:30 that morning, they were at Thompson’s house, where Depp admired a shotgun.

Get ready to rev your engines – Grand Theft Auto 5 is coming. Just how soon, we still don’t know. Rockstar Games, the creator of the blockbuster videogame franchise, debuted the news with a simple message on the company’s homepage saying “Grand Theft Auto 5â€? followed by the date November 2, 2011. It is believed that an ofďŹ cial teaser trailer will be launched on that day. No other information – like potential release date, the game’s setting or on what consoles it will be available – has been released at this time. Of course, this has caused an avalanche on speculations online about the games content and also what impact it might have on the video game industry. The Grand Theft Auto series is a huge franchise in the videogame world, with more than 114 million units sold since the ďŹ rst game was launched in 1997. Grand Theft Auto IV was released in 2008. The games are hugely inuential due to their open-world (also known as sandbox) environments where players can explore and take part of a range of activities.

They developed the project together for years, and Depp became even more committed to bringing the story to the screen after Thompson killed himself amid declining health. Though Thompson was gone, Depp made him a spectral producer from beyond, insisting there be a chair with Thompson’s name on the set, beside it an ashtray, a packet of Dunhill cigarettes, a bottle of Chivas Regal and a highball glass.

Retail sales in Canada rose a better-than-expected 0.5 per cent to $37.8 billion in August, suggesting that Canadian consumers have pretty much shrugged off a period of severe turbulence on financial markets. Gains were reported in six of 11 subsectors representing 70 per cent of retail sales, Statistics Canada said yesterday, largely offsetting a July decline of 0.5 per cent. The increase was led by higher sales at gasoline stations and motor vehicle and parts dealers. The August numbers were “admirable given the headwinds that included a plunging stock market and drop in consumer confidence to the lowest level in two years,” BMO Financial economist Robert Kavcic wrote in a note to clients. By volume, sales rose 0.3 per cent overall. The biggest gain was at gas stations, where sales were up 1.9 per cent.

Various reports say the Cubs aren’t through bringing in staff, and San Diego’s GM Jed Hoyer and Padres assistant Jason McLeod could be reunited with Epstein in Chicago. The three worked together in Boston.

An international rights group warned yesterday that Egypt’s ruling generals may try to cover up the circumstances surrounding the killings of more than 20 Coptic Christian demonstrators when the military broke up their protest by force earlier this month. Egypt’s ruling military council, which took power after the February ouster of Hosni Mubarak in a popular uprising, have portrayed the Oct. 9 protest and the ensuing bloodshed as the work of provocateurs, thereby shielding the soldiers present from any blame. A number of the Christian protesters were killed when military vehicles ran them over. “The military has already tried to control the media narrative, and it should not be allowed to cover up what happened on October 9,” said New-York based Human Rights Watch spokesman Joe Stork. The clashes left 27 people dead, at least 21 of them Christians. The violence on Oct. 9 began when about 1,000 Christians tried to stage a peaceful sit-in outside the state television building in the Maspero district along the Nile. The protesters said they were attacked by “thugs” with sticks and the violence spiralled out of control after a speeding military vehicle jumped onto a sidewalk and hit some Christians.

The Italian government and a broad European plan to save the euro were both at risk on Tuesday, with Prime Minister Silvio Berlusconi locked in a high-stakes battle with coalition partners to muster support for emergency growth measures demanded by the European Union. But the plan risked being delayed, yet again, as governments failed to agree on details.
