HOMICIDE RATE DROPS TO LOWEST LEVEL IN 44 YEARS TORONTO (Torstar)
The homicide rate in Canada has fallen to the lowest level in 44 years, Statistics Canada reported yesterday. This decline also was reflected in fewer firearm-related killings and fewer gang-related murders. In 2010, police reported 554 homicides in this country, 56 fewer than the year before, in a decline that follows a decade of relative stability. Last year’s rate of 1.62 murders for every 100,000 in population was the lowest homicide level since 1966. For the second straight year, Thunder Bay, Ont. recorded the highest homicide rate (4.2 per 100,000 population) followed by Saskatoon and Regina (3.7). Of the major cities, Winnipeg and Edmonton ranked the highest. Winnipeg had 22 homicides for a rate of 2.8 and Edmonton had 32 murders for a rate of 2.7. Vancouver saw 36 homicides and a rate of 1.5. British Columbia recorded 35 fewer homicides in 2010, reaching the lowest point since the mid-1960s.

Reform Party founder Preston Manning says his former colleague John Cummins is going the wrong direction by trying to revive the B.C. Conservative Party. Manning was invited to the B.C. legislature Tuesday to speak to the B.C. Liberal caucus about his work with the Manning Centre For Building Democracy, his main project since retiring as federal opposition leader in 2002. Premier Christy Clark was visibly pleased to have Manning’s public endorsement, as Cummins and other former Reform and Conservative MPs build a campaign against B.C.’s governing party. “I know all those folks, and I have a long association with John Cummins,” Manning said. “I think he’s one of the most knowledgeable people on the fishery that there is in the country. But I disagree with John on the tack that he’s on. I think in British Columbia it would be better to work within this broader coalition of the Liberal Party.” Manning said the B.C. Liberals are the most open party in the country about being a coalition with common goals. Former premier Gordon Campbell and now
Clark have reduced the polarized politics established in B.C. during W.A.C. Bennett’s 20 years as premier, he said. “I think positioning one’s self openly as a coalition is the way of the future,” Manning said. “Most parties are, but very few of them talk as openly about it as the premier does.” Cummins was first elected as a
Reform Party MP in 1993, and was re-elected to represent Richmond and Delta five times through Canadian Alliance and Conservative affiliations. Since being acclaimed leader of the long-dormant B.C. Conservative Party in March, he has campaigned against B.C.’s carbon tax and opposed treaties. Clark said she regularly phones Manning to ask his advice.

Two months into a work-to-rule campaign by B.C.’s public school teachers, the bargaining agent for school districts is seeking an order forcing teachers to provide report cards. Education Minister George Abbott declined to comment on reports that the B.C. Public School Employers’ Association wants to have the option of cutting teacher pay by up to 20 per cent if they don’t produce report cards and perform other duties. But he agrees that reporting on student progress should be an essential service. “Report cards and reporting generally are hugely important to us,” Abbott said Wednesday. “It is not acceptable to me, nor to the ministry of education, to have children and parents in British Columbia not understanding how they are progressing.” The ministry has directed principals and vice principals to send out report cards, but Abbott acknowledged that without teacher input, they may contain little more than an attendance report. The last contract with B.C.’s 41,000 public school teachers expired in June. In addition to wage and benefit increases, the B.C. Teachers’ Federation wants restoration of class size and special needs support rules, after a court ruling gave the government a year to consult with teachers on appropriate levels.

POT DISPENSARY BOUGHT FROM GROW-OPS: COP DAN FERGUSON (Langley Times)
An RCMP claim that the Langley medical marijuana dispensary obtained product from illegal pot growing operations has drawn a strongly-worded denial from the owner. The charge was made in a written statement issued Tuesday by Superintendent Derek Cooke, the officer in charge of the Langley RCMP detachment. “There is absolutely no doubt in my mind that the drugs being sold at the dispensary came from illegal marijuana grow operations, and anyone who has been impacted by such an operation knows what a blight they have been on our community,” Cooke said. Dispensary operator Randy Caine denies any involvement with the big grow ops that supply drug traffickers.
“That’s a bold-faced lie,” Caine said. “I find this really insulting.” The dispensary, Caine said, only bought from small “mom and pop” growers who signed exclusive contracts promising they would only grow for the dispensary. On Tuesday, Caine, who is running for a seat on Langley City council, was charged with possession of a controlled substance in an amount exceeding three kilograms for the purpose of trafficking. The charge related to the RCMP raid on the Langley dispensary on July 19 when officers seized more than eight pounds of marijuana and what the RCMP release describes as “a large quantity of marijuana products, including cookies and candies.”

A Surrey Mountie who shot and killed a 28-year-old man after an exchange of gunfire on March 2 has been cleared of any wrongdoing. An external investigation by Saanich Police, released yesterday, concluded that an RCMP officer did not contravene the Criminal Code when he fired 30 rounds from his 9-mm sidearm to reduce the threat posed by Adam Brian Purdie. Purdie was found dead in his car with the barrel of a 22-calibre rifle pointed at the cruiser the officer was in.

A 74-year-old Burnaby man is the City of Vancouver’s 15th traffic fatality of 2011. At about 8:45 a.m. Tuesday, the car the man was driving left the roadway in the east lane of the 3500-block of Worthington Drive. It travelled a short distance across a grass park before striking a pole. The man was unresponsive when citizens and emergency crews arrived to help. Vancouver police are investigating and it’s not yet known whether the man’s death was due to a medical condition.

CANADIAN WHEAT BOARD SUES FEDERAL GOVERNMENT WINNIPEG (Canadian Press)
The Canadian Wheat Board’s board of directors is taking legal action against the federal government. Board chairman Allan Oberg says a lawsuit is being filed in Federal Court. The lawsuit claims the government broke the law when it introduced legislation last week to take away the wheat board’s monopoly on western grain sales. The directors say the government was obliged under current laws to hold a plebiscite among affected farmers.
QUEBEC TO FIGHT AGAINST HARPER ON GUN REGISTRY QUEBEC (Canadian Press)
The Quebec government says it’s fiercely opposed to the end of the federal long-gun registry and will fight to keep using its data. Public Security Minister Robert Dutil says the province will do everything in its power to keep the information. Dutil refused yesterday to rule out legal action. Quebec announced months ago that it wanted to keep using some kind of long-gun registry but this week Ottawa made it clear that not only would it destroy the registry – it would also destroy the data compiled over the past decade.
RETIREMENT FALLS FARTHER AWAY: STATSCAN OTTAWA (Canadian Press)
A new study says Canadians are working longer into what were once their retirement years. Statistics Canada reports that a 50-year-old worker in 2008 could expect to stay in the labour force 3.5 years longer than they would have in the mid-1990s. The report says older workers have been increasingly delaying retirement since the mid-1990s. In 2008, an employed 50-year-old could expect to work another 16 years.
CANADA PLEDGES $350M TO WORLD FOOD PROGRAM OTTAWA (Canadian Press)
Canada has pledged a total of $350 million over five years to the World Food Program and the Canadian Foodgrains Bank. International Co-operation Minister Bev Oda says some of the money, coming on the eve of the WFP’s 50th anniversary, will help the UN agency feed people facing natural disaster and humanitarian crisis. The World Food Program is CIDA’s largest humanitarian partner.

They may not be able to cast a ballot for their local Bloc Quebecois candidate, but that hasn’t stopped some Canadians outside Quebec from giving money to the separatist party. Elections Canada’s online database of political contributions shows the Bloc has raised $32,000 from people who live in other parts of the country since 2007. Most of the Bloc’s contributors from outside Quebec who gave $200 or more live in Ontario, and the rest are scattered across the country.

British scientists recently unveiled a new breed of the vegetable that experts say packs a big nutritional punch. The new broccoli was specially grown to contain two to three times the normal amount of glucoraphanin, a nutrient believed to help ward off heart disease. To create the vegetable, sold as “super broccoli,” they cross-bred a traditional British broccoli with a wild, bitter Sicilian variety that has no flowery head, and a big dose of glucoraphanin. After 14 years, the enhanced hybrid was produced, which has been granted a patent by European authorities. No genetic modification was used.

Jordan’s king said yesterday he will give lawmakers a say in appointing the cabinet, the latest reform aimed at heading off Arab Spring-style protests. Under the current system, King Abdullah II has sole power to appoint all cabinet members. The change, starting next year, will allow the elected 120-seat parliament to choose a prime minister, who the king can either appoint or veto. If he vetoes, parliament will search for a consensus with the king on an alternative candidate, said the king’s adviser Amjad Adaileh. The king called King Abdullah II the change part of a “comprehensive democratic transformation” and “political reform.” Jordan has weathered months of street protests calling for his powers to be curtailed. He is trying to appease activists by giving MPs a greater say in politics. This year, Jordan changed 42 articles in the 60-year-old constitution, giving parliament a stronger role in decision-making. The changes stipulate that a cabinet that dissolves parliament must also resign. The changes did away with the king’s powers to summon parliament to convene or send the legislature into recess.

The Bank of Canada says Canadians aren’t imagining things when they notice gas prices are unusually high given the posted price of crude oil. In an aside to its Monetary Police Review issued yesterday, the central bank confirmed that the price of gasoline in Canada has increased by more than the price of WTI (West Texas Intermediate) oil, the main U.S. benchmark. And gas prices have largely failed to decline in conjunction with WTI, it noted. That doesn’t necessarily mean Canadians are getting ripped off, however, the central bank argued. The bank said gas prices are generally composed of the price of crude, taxes and profit margins for refineries and retailers. Taxes on pump prices have increased in Ontario and British Columbia with the introduction of the HST last July, it noted. But the main reason, said the bank, is that Cana-

dian refineries use WTI crude for only about half their requirements, the rest coming from Brent North Sea oil. In the past, that hasn’t mattered much because WTI and Brent prices were generally close. But since the beginning of 2011, an oversupply of WTI crude has resulted in a price drop of that blend. Currently, the price of WTI oil is about $87 a barrel, the bank said, while the Brent price runs at about $109. “In this context, the crude costs paid by Canadian refineries have, on average, been higher than those implied by WTI,” the bank says. “Partly as a result, gasoline prices in Canada have remained relatively elevated at the national level.” Different regions have been affected differently depending on the mix of crude oil blends used by refineries, it added. The bad news, the bank said, is that the price differences between WTI and Brent are expected to last a few more years.

Research In Motion is delaying the launch of an upgraded operating system for its struggling PlayBook tablet until February 2012. The Waterloo, Ont.-based company, best known for creating the BlackBerry smartphone, says the new version of the operating system isn’t up to its standards at this point. RIM had announced earlier this fall the updated operating system would be available in October with features that included the ability for BlackBerry users to automatically access their email, contacts and calendar on the PlayBook, a function it doesn’t currently have. The updated operating system also won’t have the popular texting service BlackBerry Messenger when it’s introduced in February, the company said on the Inside BlackBerry Blog.

Despite global pressures that have slowed Canada’s economy to a crawl, the Bank of Canada refused yesterday to provide added stimulus by guaranteeing current record low interest rates into the future. Expanding on a forecast issued Tuesday, the central bank said the Canadian economy is currently in a near stall and will grow by only 0.8 per cent in the fourth quarter, the final three months of this year. Following a small contraction in the second quarter, some economists had speculated there was a chance Canada would actually suffer a mild technical recession of two negative quarters should the third quarter, which ended in September, also come in below the line. But the bank said that won’t happen, because the third quarter will record a relatively strong bounce-back of two per cent growth.

PINK RIBBONS: TURNING HEADS FOR 20 YEARS NEW YORK (Associated Press)
The power of pink is undeniable. And unavoidable. Pink, the ofďŹ cial colour of the breast-cancer awareness movement, is everywhere: On Andy Boy lettuce packages, Everlast boxing gloves, QVC’s glittery ballet ats from Nine West, credit cards and beauty products galore. The combined efforts raise millions of dollars each October for research, awareness and patient care. But how did one little pink ribbon become so ubiquitous and so instantly recognizable? With all the worthy causes out there, how did breast cancer end up as the favourite child of the fashion and beauty industry? And why does it resonate so deeply with consumers? It was Evelyn Lauder and Self magazine’s Alexandra Penney who launched the pink ribbon campaign in 1992, offering the ribbons as subtle reminders to women who stopped at cosmetics counters in department stores that they needed to schedule breast exams. At the time, the pink ribbon was so little known that some people thought it symbolized AIDS awareness. “There had been no publicity about breast cancer, but a conuence of events – the pink ribbon, the colour, the press, partnering with Elizabeth Hurley, having Estee Lauder as an advertiser in magazines and persuading so many of my friends who are health and beauty editors to do stories about breast health – got
people talking,â€? says Evelyn Lauder, senior corporate vicepresident of The Estee Lauder Companies and founder of the Breast Cancer Awareness Campaign. Lauder, the daughter-in-law of the late Estee Lauder, who founded the brand, recalls a bellwether moment in the evolution of the cause. At ďŹ rst, she had to explain her own pink pin everywhere she went. Then, three years after distributing the ďŹ rst one, a ight attendant noted it on Lauder’s lapel and said, “I know that’s for breast cancer.â€? “From there, it became ubiquitous,â€? she says. Since the efforts began, $330 million has been raised in Breast Cancer Research Foundation donations-turned-research grants, including $50 million from Estee Lauder products, employees and retail partners. In Canada this month, 13,000 people in 59 different communities across the country joined the Canadian Breast Cancer Foundation’s Run for the Cure, raising $30 million for cancer research. Since 1986, the Foundation has invested over $248 million in research and community health grants to aid the ďŹ ght against cancer. Another aspect, says Debbie Sardone, is the

underlying hopeful message in the pink campaign. “There’s a little of an endorphin spike when you think of a cause that’s helping people and hits close to home,â€? says Sardone, of Lewisville, Texas, the founder and president of Cleaning For a Reason, a non-proďŹ t that offers free house cleaning to women undergoing cancer treatment. The simplicity and ubiquity of the pink ribbon is appealing too. “Other causes need some explanation. When you see the pink ribbon, you get it,â€? Sardone said. Alexander Steen scored twice and goaltender Brian Elliott made 32 stops as the St. Louis Blues defeated the Vancouver Canucks 3-0 last night. Elliott, who signed a free-agent contract as a backup with St. Louis this summer, improved his record to 4-0-0. It was his first shutout of the season and 10th of his career. The victory improved the Blues’ record to 5-4-0. St. Louis has won three consecutive games, all with Elliott starting. Patrik Berglund scored the other St. Louis goal later in the third period. Kevin Shattenkirk had two assists. Vancouver goaltender Cory Schneider faced 31 shots. The Stanley Cup finalist Canucks lost their second game in as many nights and saw their record drop to 4-5-1. It was a dull game and the sellout crowd of 18,860 grew restless. There was just one goal and a single penalty called after two periods. The Canucks outshot St. Louis 17-6 in the third. Elliott wasn’t overworked for most of the game but still made some big stops. He blocked a point-blank shot from Alex Burrows
early in the match, then stopped Chris Higgins on a three-on-one later. He also stoned Daniel Sedin on a rebound. Schneider played well in his fourth start of the season, adding more fire to the heated debate over whether he or Roberto Luongo should see more ice time. Schneider looked confident in net and always seemed to be in position. He showed a quick hand by gloving a Matt D’Agostini blast during a firstperiod power play. Later he stood his ground to block a Evgeny Grachev shot when the big Russian centre stickhandled in on net. Steen scored the game’s first goal at 8:29 of the second period. He fired a long, hard shot that Schneider stopped, then barged through the Canuck defence to bang home his own rebound for his fourth goal of the season. Steen increased the lead at 6:17 of the third. His shot from the top of the faceoff circle beat a screened Schneider on the short side. The Canucks played the second of back-to-back games after losing 3-2 in Edmonton Tuesday night. Luongo started that game but was pulled after allowing three goals on four shots in a five-minute span in the second period.

Rene Bourque scored twice and Miikka Kiprusoff made 34 saves last night to lead the Calgary Flames in a 4-2 victory over the Colorado Avalanche. Roman Horak scored his first NHL goal and added an assist for Calgary (3-4-1), while Lee Stempniak scored his first goal as a Flame in the second period. Kyle Quincey and Ryan Wilson scored for Colorado (6-3-0), which snapped a six-game road winning streak. Horak tied the game 1-1 at 13:48 of the first period with a highlight reel goal. He fended off the backcheck of Chuck Kobasew and then, while falling, tapped the puck out of the air and past goaltender Jean-Sebastien Giguere. Stempniak scored at 4:31 into the second period when Giguere gave up a rebound and Avs defenceman Erik Johnson whiffed on his clearing attempt. Stempniak poked the loose puck into the net to give Calgary a 2-1 lead, with Horak getting the assist. The Flames expanded their lead to 3-1 at 9:27 of the second with a power-play goal. Anton Babchuk’s shot bounced off Colorado defenceman Jan Hejda and went to the net where Bourque knocked it out of the air and past Giguere for his team-leading fourth goal. Colorado dominated the third period, peppering Kiprusoff with 20 shots and eventually drawing to within one goal at 15:29 when Wilson knocked in a rebound.

Max Pacioretty had two goals and an assist as the struggling Montreal Canadiens broke out with a 5-1 win over the Philadelphia Flyers last night. Yannick Weber, Andrei Kostitsyn and Michael Cammalleri also scored for the slumping Canadiens (2-5-2), who had not won since Oct. 9 in Winnipeg and announced the firing of assistant coach Perry Pearn before the game. Goalie Carey Price stopped 21 shots for his 100th career win. Jaromir Jagr scored the lone goal for the Flyers (5-3-1). It was his third of the season. Weber put the Canadiens on the board with just three seconds remaining in the opening period. Benefiting from a late power play, Desharnais fed Weber at the blue-line and the Swiss defenceman rifled a shot from the middle to beat Flyers goalie Ilya Bryzgalov. After Kostitsyn gave the Canadiens their first lead of the game when the puck caromed of his skate midway through the second, Pacioretty put his team ahead 3-1 two minutes later. Pacioretty, who leads the team in scoring with nine points, sent the Bell Centre into a roar at 3:16 of the third pushing a loose puck in the crease into the net. Cammalleri finished off the scoring with his third at 15:36.

Convicted of serving as a Nazi death camp guard and in failing health at 91, John Demjanjuk still hopes he might be able to return home to Ohio, his son says after seeing his father face-to-face for the first time since his deportation in 2009. John Demjanjuk Jr. said if a court battle in Ohio results in his father being given permission by Germany to return home, he would do so even before his appeal in Germany is heard. “Absolutely, immediately,” Demjanjuk said after visiting with his father for four days at his nursing home in the Bavarian town of Bad Feilnbach. “We’re Americans – Americans of Ukrainian heritage – and that’s his home.” Demjanjuk was found guilty in May on 28,060 counts of accessory to murder after a Munich court found that evidence showed he was a guard during the war at the Nazis’ Sobibor death camp in occupied Poland. The case was the first time someone was convicted in Germany on the basis only of having been a guard, without evidence of a specific killing. Ukrainian-born Demjanjuk was a Soviet Red Army soldier captured by the Germans in Crimea in 1942. The Munich court found that he agreed to serve the Nazis as a guard at Sobibor.

Senior Arab officials visiting Syria pressed President Bashar Assad yesterday to start a dialogue with the opposition, hours after tens of thousands packed a Damascus square to show support for their embattled leader, state TV reported. The Arab ministerial committee led by Qatar’s prime minister began a meeting with Assad later in the afternoon, but prospects for the mission’s success were dim. The opposition refuses any dialogue with the regime, particularly while it continues its military crackdown on protesters, which the UN says has killed 3,000 people since March. Activists said at least nine civilians were killed yesterday in military operations across the country, six of them in the flashpoint central city of Homs. The Arab officials’ visit follows a meeting in Cairo last week by the 22-nation Arab League, which gave Syria until the end of the month to end military operations, release detainees arrested in the crackdown, and start talks with the opposition. Bassma Kodmani, spokeswoman for the broad-based opposition
group, the Syrian National Council, said it is “impossible” to talk about a dialogue within the current security crackdown. “And even if the right conditions for dialogue prevail, the only thing to discuss would be a roadmap for the peaceful transfer of power,” she said. Paris-based Kodmani echoed the feelings of Syrian anti-government protesters, many of
