Most of the first batch of 60 suspects facing charges for their involvement in the June 15 Stanley Cup riot are from Metro Vancouver suburbs, with more than a third of them hailing from Surrey. Vancouver Police Department Chief Jim Chu said 163 charges are being recommended against 60 people. Twenty-one alleged rioters are from Surrey, while 12 are from Vancouver, nine are from Burnaby and four are from Maple Ridge. Two each are from Abbotsford and Delta, while one each is from Richmond, Coquitlam, Port Coquitlam, Langley, New Westminster, North Van, Victoria, Courtenay, West Kelowna and Seattle. “The people who rampaged that night must be held accountable for their actions,” Chu said, calling it the “largest crime spree in the history of B.C.” “This is just the beginning as we expect to announce more arrests in the weeks and months ahead,” Chu said, adding that several hundred people could ultimately be prosecuted. The VPD has been under fire in recent months because no suspects had yet been charged, despite the fact dozens had come forward and confessed. Chu defended the VPD decision not to “rush cases to court.” He said one 21-year-old Vancouver Island rioter who confessed after being outed on Facebook would have been charged only for one count of mischief involving a single car had police moved quickly. The provincial government has extended the Missing Women Inquiry by an extra six months. The decision gives Commissioner Wally Oppal – who had asked for an extra year – until next June 30 to deliver his findings on why it took so long to catch serial killer Robert Pickton. The inquiry had been supposed to report by the end of this year but formal hearings only began Oct. 11 in Vancouver. Months of further testimony are expected, including evidence from senior Vancouver Police Department (VPD) and RCMP officers. Attorney General Shirley Bond said the six-month extension should mean only an “incremental” increase in the $2.5-million in provincial funding committed for the inquiry so far. The VPD has been accused of failing to properly investigate reports of sex trade workers who went missing from Vancouver’s Downtown Eastside or to act on advice that one or more serial killers were hunting prostitutes there.
RCMP officers will be questioned on how it took until 2002 to catch Pickton, even though he was charged with attempting to murder a prostitute on his Port Coquitlam farm in 1997, and why they didn’t act on Pickton’s offer to search the farm in 2000. Provincial Crown officials may testify on their decision to drop charges in the 1997 incident.
Several women vanished in the five years between the 1997 attack and Pickton’s ultimate arrest, including all six of the women he was ultimately convicted of murdering. Much of the testimony so far has been from relatives of the victims, experts on prostitution and activists or workers from the Downtown Eastside.

Almost 240 tons of illegally dumped garbage has been removed from Crown land in Ymir, 30 km south of Nelson. The dumping at the site along Oscar Creek over the last 30 years was so extreme, the Forests Ministry said, that it could be seen on Google Earth. Clean-up involved using a long-reach backhoe that could reach 19 meters downhill to remove the waste, which included old cars, appliances, furniture, yard waste, household garbage, and animal carcasses. The trash was replaced with soil and 200 seedlings.

A Penticton man going on his morning jog came across a surprising and potentially lethal find yesterday. Virg Paul found the cooler at the mouth of a walking path at around 6:30 a.m. RCMP cordoned off the area as they waited for the Vancouver explosives unit to arrive to assist with the matter. Around 2 p.m. the explosives unit robot rolled out of the truck to the cooler confirming the items inside were five sticks of dynamite. The explosives are believed to date back to the 1970s.

Metro Vancouver’s garbage incinerator in Burnaby is being forced to retool because it can no longer sell steam to an adjacent industrial plant. The Norampac linerboard mill – which was the only buyer of steam from the waste-to-energy plant – will close down in December. That means Metro must upgrade the incinerator at a cost of $4.2 million to turn all of the steam it generates into electricity for sale to the power grid, said Metro utility planning manager Toivo Allas.

B.C.’s fastest-growing school district will get four new schools to accommodate expanding enrolment in Surrey and aging buildings in other districts will be upgraded or replaced. Premier Christy Clark said yesterday that land has been bought for four future schools in Surrey and that a total of nine new schools will be built in British Columbia. “There are school districts in our province that have experienced tremendous student enrolment growth in recent years and are in need of funds to expand current schools or build new ones,” she said. Education Minister George Abbott was on Vancouver Island during Monday’s announcement, when
students in the Sooke school district learned two new secondary schools will be built there. Vancouver will get two new elementary schools. Additions will be built to four schools in B.C., including to an elementary school in Richmond. The entire $353-million project is expected to create about 1,850 jobs. The Opposition New Democrats complained that the announcement was long overdue, saying the Liberals have closed schools, including one in growing Surrey, and denied for years that new ones were needed. “Parents and students have been calling on the Liberals to make these investments for years,” said education critic Robin Austin.

The officer in charge of the Langley RCMP detachment was the first Mountie to arrive when a stolen Ford Ranger pickup truck was spotted yesterday. Supt. Derek Cooke arrived in time to spot the two suspects driving the Ranger through a McDonald’s drive-through. He waited for back-up, which arrived in the form of four other RCMP cruisers, and the officers made the arrest without incident. A 37-year-old man from Surrey and a 27-year-old woman of no fixed address were taken into custody.

Metro Vancouver is backing a call to redraw municipal boundaries to exclude Indian reserves, a move that would block both aboriginal and non-aboriginal reserve residents from voting or running in future civic elections. Local cities have no jurisdiction or taxing authority on reserves, said Belcarra Mayor Ralph Drew, adding it’s therefore wrong to continue the “representation without taxation” allowed under the current system.

FBI surveillance tapes, photos and documents released yesterday show members of a ring of Russian spies passing information and money during a decade-long counterintelligence probe that ended in the biggest spy swap since the Cold War. The tapes show a January 2010 shopping trip to Macy’s department store in New York City’s Herald Square by former New York real estate agent Anna Chapman, whose role in the spy saga turned her into an international celebrity. She bought leggings and tried on hats, investigators said, and transmitted coded messages while sitting in a downtown coffee shop. On another occasion, Chapman was seen setting up her laptop at a book store. “Technical coverage indicated that a computer signal began broadcasting at the same time,” noted part of a report, apparently showing an effort by Chapman to communicate with her handlers. Other photos and video from the surveillance operation show some of the 10 other conspirators burying money in a patch of weeds, handing off documents in a subway tunnel, meeting during a stroll around Columbus Circle or just taking their kids for a walk. On Honda’s non-production days, employees can either report to work, use a vacation day or take the day off without pay or penalty. It was another October to forget for the Vancouver Canucks. The Canucks hope flipping the calendar to a new month will help the team improve on its .500 record. Vancouver opens a six-game NHL road trip tonight in Calgary and the Canucks want it to be a journey that helps them climb back up the Western Conference standings. “We can’t be on a roller-coaster like we were in the first 11 games,” captain Henrik Sedin said after the Canucks practised at Rogers Arena yesterday. “If you win one, lose one, that’s not enough to make the playoffs.” The Canucks defeated the Washington Capitals 7-4 Saturday night to improve their record to 5-5-1. Heading into Monday night, the Stanley Cup finalists were tied for third in the Northwest Division behind Edmonton and Colorado, two teams that didn’t make the playoffs last year. The Canucks, who had the best record in the NHL last year, are not among the top eight in the West. It’s still early days in the long NHL season, but head
coach Alain Vigneault doesn’t want a fall stumble to trip up his team’s Stanley Cup ambitions. “The switch is not going to turn on and we are going to start winning automatically in November,” he said. “We are going to have to prepare and work hard.” The Canucks have a history of slow starts in October but usually get their skates under them in November. Dating back to 2006 when Vigneault first took over as coach, and not counting this season, Vancouver has a record of 29-27-3 in October. During the same period the Canucks’ November record is 37-22-5. Forward Alex Burrows said the Canucks need a month to mesh. “It’s just a matter of getting used to each other,” said Burrows. “There’s new players coming in, (players) leaving. “It’s a matter of getting some chemistry going and getting comfortable with the system. You don’t want to peak too early. We are just going to take it one game at a time and try to get better until the end of the year.” After one month this year the Canucks have scored 31 goals, leaving them ranked 11th, and have allowed 33, leaving them 23rd overall. Goaltender Roberto Luongo, a favourite whipping boy of some Canuck fans, has been taking a lashing for a 3.54 goals-against average and a .869 save percentage. He has a 3-3-1 record and has allowed 23 goals. The Canuck power play, the best in the NHL last year, is ranked 11th at 21.2 per cent while the penalty kill is 13th at 85.1 per cent.

NATO’s top official praised the alliance’s 7-month sea and air campaign in Libya – key in ousting longtime dictator Moammar Gadhafi – saying the mission’s end yesterday marks the close of a “successful chapter in NATO’s history.” Secretary-General Anders Fogh Rasmussen, who was making his first visit to Tripoli since the end of the civil war less than two weeks ago, also congratulated the country’s revolutionaries on their victory and said they “helped change the region.” “You acted to change your history and your destiny, we acted to protect you,” Fogh Rasmussen said at a joint news conference with Libya’s interim leader, Mustafa Abdul-Jalil. “Together we succeeded: Libya is finally free.” Also Monday, preparations were under way to choose a new Libyan prime minister who is to appoint a government that will run the country in coming months and pave the way for general elections and the drafting of a constitution. A court awarded two Russian families $100,000 each in compensation yesterday from a maternity home that accidentally switched their daughters at birth. The parents said they could use the money to house the girls, now 12, next to each other. The story has captivated Russia for ever since the families learned about the switch several months ago. During divorce proceedings, one man refused to support his daughter Irina – who has dark hair, dark eyes and olive skin – because she didn’t look like him. A DNA test then revealed that neither he nor the mother, Yuliya Belyaeva, were Irina’s biological parents.
