If Jeffrey Melchior had followed simple boating rules, he would never have been caught – and still be $2.6 million richer. But he didn’t and is now likely Lake Cowichan’s most infamous alleged criminal money launder awaiting trial that could see him locked up for years. Amid the tightest police security ever seen at RCMP District Headquarters in Victoria, police announced yesterday they had seized over $2.6 million in crisp new U.S. funds that was lying on the table – one of the biggest cash hauls in Canadian history – and charged Melchior with money laundering. Melchior, who is not in custody and was not previously known to police, is scheduled to make his first court appearance on Nov. 21 in Victoria. Once the case is settled, Simmonds said the cash will be diverted into the federal government’s general revenues.

Shock, disbelief and grief have gripped Armstrong following a Halloween horror. Police are treating as a homicide the death of 18-year-old Taylor Van Diest, who graduated from Pleasant Valley Secondary School in June. Van Diest was found near some railway tracks in the city shortly before 9 p.m. on Monday by family, friends and police who were out looking for the teen. She had been reported missing earlier in the evening. Van Diest was found to be severely injured and unconscious. She was taken to Vernon Jubilee Hospital, then transferred to Kelowna General Hospital where she died from her injuries. “What is known is that Taylor Van Diest was going out last evening for Halloween, but it is not clear who she was to meet with,” said RCMP spokesperson Gord Molendyk yesterday. Asked by a reporter about reports the victim had expressed concerns about someone stalking her, Molendyk said police are following up on all aspects of information they have received prior to the homicide. “That’s why we’re asking the public for help, anybody who may have dealt with her or seen her yesterday afternoon, into the evening hours, to call us,” said Molendyk. Police have no suspects at this point. An autopsy will be conducted to determine the official cause of death. Police are not revealing specifics on the injuries Van Diest suffered.

BC HYDRO DEBT GROWS, PROVINCIAL DEFICIT SHRINKS TOM FLETCHER (Black Press)

Energy Minister Rich Coleman is examining BC Hydro’s rapidly growing deferred expenses, part of which end up as a dividend to ease the provincial government’s deficit. Auditor General John Doyle reviewed BC Hydro’s books and found that as of March, $2.2 billion of the utility’s debt was placed in deferral accounts. Deferred expenses are expected to grow to $5 billion by 2017. In a report released Friday, Doyle said deferral accounts for major capital costs are an acceptable practice to smooth out rate increases, but BC Hydro’s use of it runs ahead of other Canadian utilities. The practice can “mask the true cost of doing business, creating the appearance of profitability where none actually exists, and place undue burdens on future taxpayers,” Doyle warned. Doyle added that “there does not appear to be a plan to reduce the balance of these accounts.” Coleman acknowledges that the share of declared profit BC Hydro is required to pay to government has reduced the provincial deficit. BC Hydro paid $463 million to the

province in March, based on a legislated formula that it provide 85 per cent of net income to its only shareholder, the B.C. government. Coleman said he is studying Doyle’s report, including the conclusion that deferred debt is creating an illusion of BC Hydro profit when the corporation is running at a loss. He said he will also review

bonuses paid to senior management for achieving profit goals. The province’s deficit for the current fiscal year is expected to be $2.3 billion, an estimate that tripled when the harmonized sales tax was defeated in a referendum and the government had to budget for paying back transition funds to Ottawa.

Seniors are giving the B.C. government a failing grade on efforts to improve care for the elderly. Members of the BC Health Coalition went to the legislature yesterday to complain the government hasn’t taken enough action on recommendations made by the Ombud last year to help seniors living in residential care facilities. Coalition cochair Alice Edge says the government has failed to provide fair access to information on residential care or to let seniors’ family members have a greater say in their care.

Kinder Morgan’s plan to more than double its ability to send crude oil by pipeline through the Lower Mainland to tankers on Burrard Inlet will be opposed by the TsleilWaututh First Nation. The company aims to twin its Trans Mountain pipeline from Alberta, boosting its capacity from 300,000 barrels per year to up to 700,000 and increasing the number of oil tankers that sail past downtown Vancouver.

A Vancouver Police Department officer was accused yesterday of fabricating a story that a missing prostitute whose remains would later be found on the Pickton farm was actually safe and in a drug recovery program. Elaine Allan, who ran the WISH drop-in centre in the Downtown Eastside, testified before the Missing Women Inquiry that VPD Const. Dave Dickson told her in 1999 missing woman Tiffany Drew did not want to be contacted to avoid jeopardizing her recovery. “He lied to me,” Allan said. She had pressed Dickson to investigate the disappearance because Drew’s friend, a woman named Ashwan, was “hysterical” and insistent something was

horribly wrong because they used a buddy system to track each other. Dickson seemed indifferent and didn’t file a missing person report, she said. Drew’s DNA was later found in the 2002 excavation of the Port Coquitlam farm. Serial killer Robert Pickton, who was convicted in six other killings, was charged but never tried for her murder. Relatives of victims who previously testified at the inquiry had praised Dickson, calling him one of the few officers who seemed to take the disappearances seriously. The inquiry is investigating how police failed to stop Pickton much sooner despite considerable evidence that pointed to him as a suspect.

Metro Vancouver is pulling out of the Lower Mainland Treaty Advisory Committee to chop a $324,000 annual grant to the body that monitors aboriginal issues and observes treaty talks on behalf of local cities. LMTAC rep Alan Nixon had pleaded with the Metro board to fund the committee for another six months. The regional district now will handle those issues through its own aboriginal relations committee, which will report more directly to area mayors.

A 65-year-old man in Pitt Meadows seriously burned his hand while setting off an explosive on Halloween. RCMP responded to dozens of incidents involving bottle rockets and firecrackers on Monday, despite a ban in the municipality. The senior injured his hand around 10 p.m. by setting off a bear banger – an explosive that can travel more than 125 feet. He didn’t lose any fingers, but officials said the man will require surgery and suffered significant burns, including some to his face.

Military planners are concerned the Harper government is buying too few F-35 fighters with almost no room for any loss of the stealth jets throughout their projected lifetimes. The eye-popping pricetag for individual joint strike fighters – ranging from $75 million to $150 million, depending upon the estimate – has limited the purchase to 65 jets. Access-to-information records show that when the joint strike fighter was proposed almost a decade ago the air force had recommended a fleet of 80.

Canada is putting a stop to future support for UNESCO now that the United Nations agency has accepted the Palestinian Authority as a full member. Foreign Affairs Minister John Baird says the decision is not in the best interests of peace in the Middle East, and so Canada is freezing all future voluntary contributions to the United Nations Educational, Scientific and Cultural Organization. Canada contributes about $10 million a year to the agency.

The International Atomic Energy Agency says nuclear security is more critical than ever after this year’s power plant accident in Japan and with the spread of terrorist groups that could obtain nuclear arms. IAEA Director General Yukiya Amano told UN members yesterday that the number of nuclear reactors in the world will keep growing despite the March accident at Japan’s Fukushima Dai-ichi plant. In the agency’s annual report to the UN, Amano says 172 incidents have been reported to the IAEA’s trafficking database in the first half of this year, including the loss and theft of nuclear and radioactive materials.

Honduran President Porfirio Lobo has deployed thousands of soldiers to crime hot spots in the Central American country. Lobo says the troops began patrolling yesterday in places such as the capital of Tegucigalpa and the northern city of San Pedro Sula. Lobo has sent about 3,000 soldiers on two-week missions twice this year. This time soldiers will patrol through December. Lobo didn’t say how many soldiers were deployed this time. Honduras has become a main transit route for South American cocaine, and that has helped drive the country’s homicide rate to the highest level in the world.

Dozens of rabbis from across Europe have gathered in Warsaw for the largest meeting of Jewish religious leaders in Poland since the community was virtually wiped out during World War II. This year’s Conference of European Rabbis will focus on a range of issues affecting European and global Jewry, including attempts in Europe to ban the Jewish method of religious slaughter of animals. Over the last 30 years, the Jewish population in Poland has grown from just a few thousand to over 20,000, the conference said.

Israel has authorized its military to take all necessary steps to stop rocket fire from Gaza, including a ground operation, an Israeli military official said yesterday, as Egypt worked on a truce and said Israel had agreed to delay stepping up its response. The official said the decision authorized the military to act in accordance with the severity of Palestinian attacks, meaning that a ground offensive would be ordered only after massive rocket fire. The sudden spike in violence began when militants in Benjamin Netanyahu Gaza started firing salvos at Israel late last week, and Israel retaliated with air strikes. One Israeli civilian and at least 10 Palestinian militants were killed in the worst violence on that front in months. On Monday, Israeli Prime Minister Benjamin Netanyahu warned from the podium of the Israeli parliament that Israel would operate “vigorously and resolutely” against those who would threaten its security. “A security philosophy cannot rely on defence alone,” Netanyahu said. “It must also include offensive capabilities, the very foundation of deterrence.”

The head of the conservative Media Research Center, Brent Bozell, labeled the story a “high-tech lynching,” evoking Thomas’ divisive Supreme Court confirmation hearings two decades ago, where he was confronted with sexual harassment allegations from a onetime employee, Anita Hill. “I think the left is totally and completely terrified of a conservative black man coming to power and prominence,” said Debbie Dooley, a leader of Atlanta Tea Party Patriots. “It’s outrageous the way liberals treat a black conservative,” fumed conservative pundit Ann Coulter. But there is no evidence of liberal involvement in the disclosure of the sexual harassment allegations against Cain. The Japanese automaker reported yesterday that sales of its cars and trucks in Canada rose 0.7 per cent compared to October 2010. That followed a 5.2 per cent decline in September. In the economic outlook released yesterday, the PBO report predicted that real GDP will expand by only 1.5 per cent next year and 2.1 per cent in 2013. The forecast also suggested, as Page has done before, that it’s unlikely Flaherty can hit his target of a balanced federal budget by 2014-15 and predicts a shortfall of $18.7 billion in that year.

OILER SUTTON TOSSED FIVE GAMES FOR HEAD SHOT EDMONTON (Canadian Press)

Edmonton Oilers defenceman Andy Sutton was suspended for five games yesterday by NHL disciplinarian Brendan Shanahan. The two met at the league’s office in New York for a hearing about Sutton’s check to the head of Colorado Avalanche forward Gabriel Landeskog. Sutton delivered an elbow to Landeskog’s head in the third period of Edmonton’s 3-1 victory Friday. The Oiler defenceman was assessed a minor penalty for elbowing on the play. “At the moment of impact, it’s clear that the head is the principal point of contact and has been recklessly targeted,” said Shanahan in a video on NHL.com that explains the suspension. “Landeskog is looking back for the pass and rotates his head, but the position of his head does not dramatically change.” Shanahan and the department of player safety examined Sutton’s disciplinary history while making its decision. “We’ve also taken into consideration that although Sutton has played a physical game over his 14 years, he’s been fined and suspended for various illegal checks,” said Shanahan.
