With copper trading at more than $3 a pound, thefts of phone wire have become a daily occurrence in B.C., and the B.C. government is tightening rules for scrap metal sales in an effort to stop it. Police say it’s not just power and phone lines being targeted now. Aluminum ladders, billboards, grave markers, street signs and even manhole covers are being stolen. Construction sites are targeted for plumbing and wiring. A bill before the B.C. legislature will require metal sellers to register for a “customer code” that must be recorded along with the description of any metal sold. The approach is similar to that taken with B.C. pawn shops, where operators must have transaction records to show police. Public Safety Minister Shirley Bond said the phone and electric grids are vulnerable, as well as 911 service, and she wants the federal government to consider new penalties for theft from critical infrastructure. “Good security and surveillance equipment doesn’t always stop the thieves from coming back again and again, especially when your metals are necessarily in remote locations, or distributed along hundreds of
kilometres of roads,” Bond said. “Even though many scrupulous recyclers consistently turn away shady characters, somebody keeps buying, and that has to stop.” Telus executive Dave Cunningham said 2011 has been a particularly bad year, with 325 wire thefts so far. The Fraser Valley is a “hotbed” for organized theft, leaving piles of insulation casings and in some cases downed wires across highways. Saanich Police Deputy Chief
Const. Bob Downie said thieves recently took all the drainage grates from a five-kilometer stretch of Highway 17 between Victoria and the ferry terminal, leaving a dangerous situation for cyclists and drivers. Bill Storie, bylaw manager for the Township of Langley, said the Union of B.C. Municipalities supported his local bylaw to stem the trade in stolen metal, and the provincial action will help.

POT BROWNIE MAKES TRICK-OR-TREATERS SICK MISSION CITY RECORD (Black Press)
Three Mission youths and their parents got quite a scare on Halloween, but not the lighthearted kind. A young man who had eaten a brownie treat called the RCMP to say he was feeling “messed up.” Mounties responded to a field off Prentis Avenue where they found this young man and a young woman confused and vomiting. A third young man was seen running from the field. Police were able to determine that the teens had been trick-or-treating with a group of people and had eaten this brownie treat, suspected to contain drugs. Emergency Health Services transported the youth to hospital while, with the assistance of the police dog service, members searched for the third young man, who was later located in a nearby field and transported to Mission Memorial Hospital. “Halloween should be a fun time for all trick-or-treaters, however, this was a prank that went wrong and it could have had devastating effects,” said Mission RCMP spokesperson Cpl. Sharon Siluch. The three youths are all doing well and members of the public are encouraged to contact Mission RCMP at 604-826-7161 if they have any information related to the matter.

Police are advising people in the town of Armstrong to take precautions before going out as the hunt continues for the killer of an 18-year-old woman. Taylor Van Diest died after being assaulted on Halloween. RCMP spokesman Gord Molendyk says investigators are working all leads to find who killed her but they haven’t identified a suspect. Molendyk says until police find the killer, young people should take a few precautions when going out, including travelling in a group and telling parents where they are headed. TRAFFIC STOP UNCOVERS DEAD MOOSE IN UNINSURED VAN DRIVEN BY UNLICENSED DRIVER KYLE SLAVIN (Saanich News)
A routine traffic stop Friday night turned into an eventful experience after police discovered the vehicle was uninsured, the driver was without a license and the carcass of a dead moose was in the back of a van. An officer with the Integrated Road Safety Unit was in the area of the Pat Bay Highway and Royal Oak Avenue in Saanich. The police vehicle was equipped with a license plate reader that automatically scans passing cars. The device flagged the van, prompting the police officer to make the stop.
When he did, he quickly determined the vehicle was displaying a stolen licence plate decal to appear insured, and the driver didn’t have a valid licence. “When the officer looked in the vehicle he could see something covered in the back of the van with a large tarp,” said Sgt. Graeme LeBlanc with IRSU. “When he looked underneath it, he found a moose – completely skinned, with the hooves and head chopped off.” The driver also did not have a hunting permit. He’s facing $875 in fines for just his traffic tickets. The B.C. Conservation Officer Service is also investigating.

Premier Christy Clark says she likes much of the federal government’s proposed get-tough-on-crime law, but she wants to negotiate some of the costs associated with the law. Clark says she believes British Columbia will end up paying some of the costs but that’s a price worth paying to fight crime, especially for child offenders. The Ontario and Quebec governments say they won’t pay extra costs associated with the federal crime bill.

A 59-year-old Surrey man has died in Mission after being found lying unconscious and face down on a sidewalk on North Railway Avenue on Monday. RCMP do not suspect foul play, and after speaking to witnesses they believe he fell from a ladder. WorkSafe BC attended the scene, but it is unknown if the man was working at the time or for whom. The exact cause of death has not been determined.

Croatia’s former interior minister was arrested yesterday over accusations that he ordered mass killings of anti-communists soon after the end of World War II, police said. Josip Boljkovac, 89, and two other former ranking Croatian officials have been under investigation for thousands of alleged murders in 1945 and 1946 of soldiers and sympathizers of Croatia’s Ustasha Nazi puppet regime that ruled during the war. Boljkovac was a senior officer of the secret service which is accused of going on a revenge shooting spree of the anti-communists after the war ended.
The British government is warning travellers to Iceland that bringing whale meat back with them could lead to a fine or a jail term. Iceland continues to hunt whales despite a 1986 moratorium on commercial whaling, and the meat is widely sold there. The Foreign Office updated its travel advice page for the North Atlantic nation yesterday, noting that “any importation of whale meat to the U.K. will result in seizure of the goods, possibly a fine of up to 5,000 pounds ($8,000) and a custodial sentence.”
NATO is pouring extra resources to set up an Afghan force to take over from private security firms after a report showed the Afghans are unlikely to be ready for the planned disbanding of private security companies in March, officials said yesterday. According to a U.S. report released last month, the new force – called the Afghan Public Protection Force – is short about 18,600 of the 25,000 guards needed to take over all the work currently performed by privately contracted guards. Only about 615 guards have graduated from training programs, which were meant to turn out 500 guards every three weeks.
Jailed former Prime Minister Yulia Tymoshenko is asking the European Union to continue working with Ukraine despite its disapproval of her 7-year sentence. The U.S. and EU have harshly condemned Tymoshenko’s sentence on abuse-ofoffice charges last month as politically motivated. The Polish pilot hailed as a hero for his emergency landing of a Boeing airliner remained modest yesterday in his first public appearance, saying he felt “huge relief ” once his passengers evacuated the plane. Capt. Tadeusz Wrona landed the LOT airlines plane with 231 people on board on its belly at Warsaw International Airport, gaining instant hero status in Poland. At a news conference, Wrona appeared nervous and said he kept playing the landing over and over again, imagining if he might have executed it better. He insisted he did not deserve to be called a hero. “I am absolutely sure that each of us would have done it the same way, and that the result would have been the same,” Wrona said. A judge yesterday sentenced Lindsay Lohan to serve 30 days in jail for a probation violation. Superior Court Judge Stephanie Sautner sentenced the actress for violating the terms of her release by being terminated from a community service assignment at a women’s shelter. The actress acknowledged she violated her probation. Sautner imposed a complicated sentence on the actress, telling her that she will now have to perform all of her commuKEPT ON nity service at the morgue or risk servA SHORT ing an additional 270 days in jail. LEASH The actress’ sentence will be shortened due to jail overcrowding. The judge also ordered Lohan to continue undergoing counselling sessions and kept the actress on a short leash. The judge told Lohan she must report back to court in December, January, February and March for updates. Lohan will also get a new probation ofďŹ cer that Sautner said she has ordered to report any violations directly to the court. If Lohan fails to comply with the new sentence, Sautner said she would immediately send the starlet to jail for the remaining 270 days of her sentence. It will be Lohan’s ďŹ fth jail sentence since being ASSOCIATED PRESS arrested twice for drunken driving in 2007. The web was awash yesterday with reports all pointing to the allegations in a Star magazine story, which was picked up by gossip website Radar Online. The issue of Star magazine containing the Bieber story has not yet hit newsstands and the full story has not been posted online. The report states that Mariah Yeater ďŹ led a paternity lawsuit on Monday calling for a DNA test to determine if Bieber is the father of her child. Yeater alleges she had sex with Bieber backstage at one of his concerts last year – when she was 19 and he was 16 – and is now seeking child support. “While we haven’t yet seen the lawsuit, it’s sad that someone would fabricate malicious, defamatory and demonstrably false claims,â€? said Melissa Victor, vice-president of media and artist relations with Bieber’s U.S. label Island Def Jam. “We will vigorously pursue all available legal remedies to defend and protect Justin against these allegations.â€?

LUPUL’S HAT TRICK LEADS MAPLE LEAFS PAST DEVILS

Joffrey Lupul had three goals in a wild second period, his first hat trick in almost four years, to lead the Toronto Maple Leafs past the New Jersey Devils 5-3 last night. Lupul scored three times in a span of 6:42 against Martin Brodeur, who returned to the ice after missing six games with a bruised right shoulder. Joey Crabb and Mihkail Grabovski also had goals for the Maple Leafs. The last time Lupul scored three goals in a game was Dec. 12, 2007, when he had six points for Philadelphia against Pittsburgh. Phil Kessel padded his NHL scoring lead with two assists for Toronto (8-3-1). Kessel, off to the best scoring start for the Maple Leafs since 1944-45, has 10 goals and 10 assists in 12 games. Lupul has eight goals this season. He totalled 14 last season in 54 games with the Ducks and Maple Leafs combined. Toronto got on the scoreboard first at 8:37 of the first period, when Crabb scored his first goal of the season. New Jersey failed to clear after a mad scramble in front and Crabb was left unattended in front of the net and alertly knocked the puck past Brodeur. Four minutes later, the Devils tied the score on a power-play goal. With Philippe Dupuis in the penalty box for holding the stick, Darius Zubrus scored his
third goal of the season, set up by an aggressive move to the net by rookie Adam Henrique. Zubrus knocked home a rebound of Henrique’s attempt. Toronto regained the lead late in the first period when Jake Gardiner faked a slapshot, then passed across to Grabovski, who tucked it past Brodeur at 15:50 for a 2-1 lead. The Devils tied it again in the second period, also on a power play. Patrik Elias netted his fifth goal of the season, with assists from Ilya Kovalchuk and rookie Adam Larsson. Toronto wasted little time taking back the lead. Just three minutes after Elias’ goal, Lupul got his first of the night, knocking in a rebound while Brodeur was screened in front. New Jersey tied the game for a third time on a breakaway goal from David Clarkson, who skated past the Toronto defence on a fine feed from Nick Palmieri. Lupul’s second goal of the game, a shot that handcuffed Brodeur and managed to sneak by the rusty all-star’s catching glove, gave Toronto a 4-3 lead in the second. Lupul added his third of the period off a fine rush by Kessel, who brought the puck into the Devils’ zone and fired a shot that Brodeur stopped. But he could not come across the crease in time to stop Lupul, who made it 5-3.

ARIZONA INFIELDER MCDONALD GETS 2-YEAR, $3M DEAL PHOENIX (Associated Press)
Infielder John McDonald agreed to terms on a two-year, $3 million US contract to stay with the Arizona Diamondbacks. McDonald played 19 games for Arizona after arriving in a deadline trade with second baseman Aaron Hill from Toronto. The 37-year-old served as a backup to Willie Bloomquist at shortstop with regular starter Stephen Drew on the disabled list with a broken ankle. McDonald hit .169 with two doubles and two RBIs with Arizona and made the first post-season appearance of his 13-year big-league career in the NL Division Series against Milwaukee. McDonald will earn $1.5 million in each year of the deal. Bloomquist declined his mutual option with Arizona, so McDonald could serve as Drew’s backup or move to second base if the team is unable to re-sign Hill.

With hundreds of fans cheering and many urging him to stay, St. Louis Cardinals star Albert Pujols watched the unveiling of a 10-foot statue of himself Wednesday and then said he wasn’t yet sure where he would wind up next season. Pujols did not mention free agency during his speech as he stood near the 10-foot, 1,100-pound bronze likeness of himself outside his restaurant. He dodged the issue later with reporters. “Just like my wife says, ‘We’re going to be praying about it and whenever the time comes we’ll make that decision,”’ Pujols said. One reporter noted that “you can’t pack the statue with you,” Albert Pujols and wondered if the Pujols Fam(statue version) ily Foundation would remain in St. Louis if Pujols signed elsewhere. The 31-year-old Pujols is a free agent for the first time after spending his first 11 major league seasons with the Cardinals. The two sides did not discuss a contract extension during the season, which ended with a World Series championship last week. The Cardinals won their second World Series of the Pujols era on Friday. Pujols said the days since have been “probably the best week of my life.”

A Russian jet crash that killed 44 people, including an entire professional ice hockey team, was caused by pilot error, investigators said yesterday, putting the blame on poor training and safety standards. The Interstate Aviation Committee said the Sept. 7 crash of the Yak-42 plane near the city of Yaroslavl in central Russia occurred because one of the pilots accidentally activated the brakes during takeoff and then lifted the jet too sharply. It was one of the worst aviation disasters ever in sports as the dead included 36 players – many of them former NHL players – Canadian-born head coach Brad McCrimmon and staff of the Lokomotiv Yaroslavl hockey team. Alexei Morozov, who led the investigation, said the crew still had enough time to abort the takeoff safely at the moment when they realized that it had gone wrong. He blamed the plane’s owner, Yak-Servis, for failing to observe safety standards and adequately train the crew. Morozov added that a medical condition of the second pilot and the prohibited medicine he had taken contributed to the disaster.

Israeli Prime Minister Benjamin Netanyahu yesterday defended his decision to expand construction in east Jerusalem, saying it was Israel’s “right” and “duty” to build in all parts of its capital. Late Tuesday, Netanyahu’s office said 2,000 new apartments would be built in Jewish areas of east Jerusalem. Officials said the move was an Israeli response to recent unilateral steps by the Palestinians, particularly its acceptance in the UN cultural agency UNESCO. The Palestinians, Britain and the European Union condemned the decision to accelerate construction. Israel captured east Jerusalem along with the West Bank from Jordan in the 1967 Mideast war. Israel subsequently annexed east Jerusalem, home to sensitive Jewish, Muslim and Christian holy sites, in a move that has not been internationally recognized. Palestinians claim that section of the city as their future capital. Speaking at a special parliamentary session, Netanyahu pledged to keep building in Jerusalem and said the city has never been a capital to any other people.
