Finance Minister Jim Flaherty says worsening economic conditions will add almost $16 billion to the deficit in the next two years, and he will no longer be able to deliver on the government’s pledge to balance the budget by 2014. Instead, the minister says it will take one, or possibly two, more years to eliminate the deficit that reached as high as $55.6 billion following the severe economic downturn that began in the fall of 2008. Flaherty warns that following an initial recovery, conditions are darkening again and becoming more precarious. As such, he is paring down slightly austerity measures designed to balance the books as quickly as possible. Flaherty says Ottawa will cut in half payroll taxes scheduled to go into effect Jan. 1 that would have raised premiums on workers by 10 cents per $100 of insurable earnings, and 14 cents for firms. The changes will mean workers earning the maximum $43,000 of insurable earnings can expect to see their take home pay shrink by about $23 a year, while firms will be paying an additional $31 a year per employee. The government says the hit to its revenues will be $600 million next year, adding that it plans to return to the normal 10-cent premium increase in 2013. The government is also extending the work-share program until next October. In a speech to the Calgary Chamber of Commerce, the minister said it was important to protect workers, but also essential that Canada keep its finances under control. Vancouver’s police chief has warned all Occupy protesters to disperse after he says black-masked people pushed around firefighters, kicked and punched police and sent two officers to hospital with bite wounds. Chief Jim Chu said the melee unfolded at the encampment in a downtown square around midnight Tuesday. “If you wish to avoid arrest and avoid whatever vio-
lence will be initiated by those among you, we urge the legitimate protesters to leave now,” Chu told reporters Tuesday, only hours before city lawyers were to ask B.C. Supreme Court for an injunction to legally force the camp’s removal. Chu was joined by the city’s Fire Chief John McKearney as he said the tone of the camp has transformed from an initial “non-violent spirit of co-operation” to one with an “increasing number of problem people.” A scuffle broke out when firefighters moved in to extinguish a fire in a barrel. Chu wouldn’t give any timeline or say when his force might move in to clear the site, noting the force is waiting on the court’s ruling before making any decisions.

BELL APOLOGIZES FOR ‘GAY TOURISM’ ERROR TOM FLETCHER (Black Press)
Jobs, Tourism and Innovation Minister Pat Bell has asked his ministry staff to investigate how a B.C. government brochure on marketing in China came to include an erroneous warning against promotion of gambling and gay tourism in the country. Speaking to reporters by phone from Beijing yesterday, Bell offered an apology to anyone who is offended by the reference to gay tourism in the brochure, which is being rewritten. Entitled “How to Market Your Business in China,” the brochure was released by his ministry days before Bell and Premier Christy Clark left for B.C.’s largest-ever trade mission to China. It said B.C. tourism partners must “prohibit the promotion of casinos, gambling and gay tourism, per the China National Tourism Association.” When the issue was raised Monday, Bell initially said the restriction was a result of Canada’s negotiations with China for “approved destination status,” which allows Chinese tourists to visit Canada without visas. After further checking by ministry staff, Bell said no such restric-
tions exist in Canada’s tourism agreement with China. “It is still unclear to me how that passage was inserted into the document,” Bell said. “We can not find any direction either from the (approved destination status) agreement signed with the Chinese or any other place. We are still researching that and I’ve asked my deputy to find out
exactly how that happened.” The Chinese government has struggled with acceptance of homosexuality, which was removed in 2001 from the country’s official list of mental disorders. The state-run China Daily has run several articles in recent years signalling acceptance or discussing moderating public attitudes towards gay marriage.

PIPE BOMB GOES OFF IN MAN’S HANDS MISSION CITY RECORD (Black Press)
Mission RCMP are trying to determine why a 38-year-old local man was in possession of a pipe bomb that ended up exploding in his hands. “The man is lucky to be alive,” said Mission RCMP Cpl. Sharon Siluch in a statement. Mounties responded to a call of a pipe bomb explosion at an apartment complex at 12 Avenue around 10 p.m. Sunday, which caused serious injuries to the man’s hand. “Police have not been able to determine why he had a pipe bomb and where it came from, but we ask anyone with more information to come forward,” said Siluch. “Not only could this have ended with tragic results, it is extremely alarming as to why this man had a pipe bomb in the first place.” The Explosives Disposal Unit was called in and no other bombs were located. It appears this was an isolated incident and there were no other reported injuries. The incident is still under investigation and the victim remains in the hospital after being airlifted from Mission Raceway. The man who violently beat a Kamloops Roman Catholic bishop last fall while in the throes of a psychotic episode has been discharged from the Lower Mainland psychiatric hospital where he’s been held since his arrest. John Lorne Bandura was found not criminally responsible by way of a mental disorder in February for the October 2010 beating of Bishop David Monroe at the Sacred Heard Cathedral in Kamloops. Federal testing has refuted claims that several wild salmon sampled in B.C. were infected with a deadly virus that has ravaged farmed fish stocks elsewhere in the world. The Canadian Food Inspection Agency (CFIA) said its tests at the national reference lab did not find any Infectious Salmon Anemia (ISA) virus in the samples. “All the sampling done to this point in time is negative,” said Con Kiley, a veterinarian and acting director of the CFIA’s aquatic animal health program. “There have been no confirmed cases of ISA in wild or farmed salmon in B.C.” The CFIA retested all 48 salmon originally sampled by SFU researchers as well as hundreds more sampled
at the same time that weren’t initially tested. It also tested other samples independent biologist Alexandra Morton collected and claimed were infected. He said some of the results must be considered inconclusive because of the poor quality of the samples, which had been kept in freezers for an extended period. Morton, who suspects fish farms imported the virus with Atlantic salmon eggs and transmitted it to wild stocks, said she’s not convinced by the CFIA results. “I still remain very concerned,” she said. “If they’re giving British Columbia a clean bill of health because the samples they looked at were too degraded, what kind of confidence can I have in that?” Morton wants a much-expanded independent program set up to sample and test for ISA in B.C. salmon.

The B.C. Coroners Service is investigating after a human foot was found in a hiking boot on the shore of Sasamat Lake in Port Moody over the weekend. A youth attending the Sasamat Outdoor Centre first noticed the black, size 12, Cougar brand footwear floating several metres from shore on Friday. The foot is the ninth found in southwestern B.C. in the past four years, however, this is the first one discovered in freshwater.

The trial was abruptly adjourned Thursday after one of the accused, apparently Shafia, was taken to hospital the night before. The interrogator, RCMP Insp. Shahin Mehdizadeh, who was brought in to conduct the interview in Farsi, asks Yahya several times how none of the four people managed to escape from the car as it slowly moved toward the water, got hung up on the edge of the canal, then sunk. Yahya says maybe they were unconscious but asks why the autopsies haven’t shown anything. Court has heard the autopsies concluded the causes of death were drowning, but that it couldn’t be determined if they drowned in the canal. The bodies of Shafia sisters, Zainab, 19, Sahar, 17, and Geeti, 13, and Rona Amir Mohammad, 50, were found inside a submerged car on June 30, 2009, in the locks in the Rideau Canal in Kingston.

A Tunisian appeals court yesterday ordered former Libyan Prime Minister Al-Baghdadi al-Mahmoudi extradited to Libya. Al-Mahmoudi was convicted of illegally crossing into Tunisia and imprisoned there in September, but the conviction was later overturned. Al-Mahmoudi is not among the former allies of Moammar Gadhafi being sought by the International Criminal Court, but Libyan authorities say he is wanted for alleged corruption and other crimes. Lawyers for al-Mahmoudi say he is in danger because of the many secrets he knows about Gadhafi’s regime.
The Air Force is acknowledging that the mortuary that receives America’s war dead and prepares them for burial lost portions of human remains. Two cases of missing remains from 2009 were among problems that led the Air Force to discipline three senior officials for “gross mismanagement.” The cases involved deaths in Afghanistan when bodies were dismembered. Portions of the bodies were returned to the troops’ families, but small pieces went missing at Dover Air Force Base. The Air Force runs a special morgue at Dover where the bodies are identified.
The BBC says a private investigator working for Rupert Murdoch’s News of the World conducted surveillance on politicians, celebrities and Prince William. The broadcaster said yesterday that the private eye, Derek Webb, spied on the prince, dozens of other prominent people and even the parents of Harry Potter star Daniel Radcliffe. The BBC said the surveillance of Prince William took place in 2006. On Monday the newspaper’s parent company acknowledged that it had spied on two lawyers who represent alleged victims of tabloid phone hacking.
A British court has ruled that the Catholic Church can be held liable for wrongs committed by priests. The ruling came in the case of a 47-year-old woman who says she was sexually assaulted by Father Wilfred Baldwin when she was living in a Catholic children’s home. Baldwin died in 2006. Elizabeth-Anne Gumbel, who represented the woman, argued that if a priest and a bishop did not have an employee-employer relationship, there would be “no circumstances where the Roman Catholic Church is liable for the actions of one of its priests whether deliberate or careless.”
Thailand’s Prime Minister Yingluck Shinawatra cancelled plans to attend a Pacific trade forum in Hawaii this weekend as she struggled to cope with her country’s worst flooding in a half century. The flooding began in late July and has killed 527 people, mostly by drowning. Some provinces north of Bangkok have been inundated for more than a month. A transsexual woman and an openly gay man took seats in Poland’s newly elected parliament yesterday, historic firsts that reflect profound social change in this traditionally Roman Catholic country. Anna Grodzka, who was born a man but underwent a sex change, entered the assembly hall to warm greetings. Several men and women shook her hand, while one male lawmaker kissed her on the cheek. Grodzka sat next to Anna Grodzka Robert Biedron, an activist who is the first openly gay person elected to Poland’s parliament. Both belong to Palikot’s Movement, a new progressive party that became the third-largest party in parliament in the Oct. 9 election. Grodzka said she felt overwhelmed by emotion as the session opened with the national anthem. “It is a symbolic moment, but we owe this symbolism not to me but to the people of Poland because they made their choice,” Grodzka said. “They wanted a modern Poland, a Poland open to variety, a Poland where all people would feel good regardless of their differences. I cannot fail them in their expectations.”

A conservative-leaning panel of U.S. appellate judges yesterday upheld President Barack Obama’s health care law as constitutional, helping set up a Supreme Court fight. A panel of the U.S. Court of Appeals issued a split opinion upholding the lower court’s ruling that found Congress did not overstep its authority in requiring people to buy health insurance or pay a penalty on their taxes, beginning in 2014. The requirement is the most controversial requirement of Obama’s signature domestic legislative achievement and the focus of conflicting opinions from judges across the country. The Supreme Court is expected to decide soon whether to accept appeals from some of those earlier rulings. The suit in Washington was brought by the American Center for Law and Justice, a legal group founded by evangelist Pat Robertson. It claimed that the mandate is unconstitutional because it forces Americans to buy a product for the rest of their lives and that it violates the religious freedom of those who choose not to have insurance because they rely on God to protect them from harm.

Victoria-based author Esi Edugyan won the $50,000 Scotiabank Giller Prize last night for her celebrated sophomore novel Half-Blood Blues. “I didn’t prepare an elaborate speech,” said a clearly astonished Edugyan, who beat out five other writers, including CanLit legend Michael Ondaatje, to nab the Giller. “An award like this does so much to promote literature in Canada and the world in general.” Half-Blood Blues is about a group of black jazz musicians trying to survive in Europe during the Second World War. It’s been a much feted title, landing on the short lists for the Man Booker Prize and the Rogers Writers’ Trust Fiction Prize. It’s also in contention for a Governor General’s Literary Award for Fiction, to be announced Nov. 15. Edugyan says she’s been in a daze throughout the various awards ceremonies. She’s a first-time mother to a two-month old baby. “It’s been just basically sleepwalking through most of it,” she said before the Giller dinner yesterday. “I’m so utterly exhausted all of the time, but you can’t complain and you can’t help but feel so grateful and I’m totally amazed! I mean, I got to go to the Booker and the Giller in the same year, and the Rogers Writers’ Trust. It’s been really great.” In addition to Ondaatje, Edugyan’s book beat out

Director Julie Taymor filed a lawsuit yesterday against the producers of SpiderMan: Turn off the Dark, alleging they violated her creative rights and haven’t compensated her for the work she put into Broadway’s most expensive musical. Charles Spada, an attorney who filed the suit on behalf of the Tony Award-winning director, said yesterday in a statement that “the producers’ actions have left her no choice but to resort to legal recourse to protect her rights.” Taymor, who had been the Spider-Man director and co-book writer, was fired from the $75 million US musical that features music by U2’s Bono and The Edge in March after years of delays, accidents and critical backlash. Philip William McKinley, who directed the The Boy From Oz in 2003, was hired to steer the ship. He was billed as creative consultant when the musical opened. The show has been doing brisk business ever since, most weeks easily grossing more than the $1.2 million the producers have indicated they need to reach to stay viable. Last week, it took in $1.4 million and 86 per cent of the theatre was filled.

Oprah Winfrey says she understands why some balked when the ďŹ lm academy announced it would give her an honorary Oscar for her humanitarian contributions. The 57-year-old media mogul will receive the prestigious Jean Hersholt Humanitarian Award on Saturday at the Academy of Motion Picture Arts and Sciences’ third annual Governors Awards. When the announcement was made over the summer, some criticized the academy for choosing Winfrey to receive its Hersholt award, which is presented periodically to “an individual in the motion picture industry whose humanitarian efforts have brought credit to the industry,â€? according to the academy’s website. Previous recipients include Elizabeth Taylor, Quincy Jones, Jerry Lewis and Paul Newman. Critics said Winfrey belongs more to the world of TV than that of ďŹ lm. “I understood it because I was equally surprised,â€? The global economy is being confronted with a new wave of credit tightening as a result of the European debt crisis that will subdue growth in many countries, Bank of Canada governor Mark Carney warns. In his first speech since being named by G20 leaders to the head of the international body in charge of banking reform, Carney used a keynote speech to a London business audience yesterday to stress the need for quick action to increase global liquidity. But there was also a long game objective to Carney’s largely technical speech in one Bank of Canada Governor Mark of the world’s leading financial hubs: connecting the dots on how he will use his three-year posting at the Financial Stability Board to try to end the boom and bust liquidity cycles that constantly plague the global economy.

“Global liquidity has fluctuated wildly over the past five years and we are on the cusp of another retrenchment,” he said in notes of the address released in Ottawa. “Over the medium term, the continuation of such extreme liquidity cycles could ultimately threaten open capital markets and a free trading system if not better addressed.” With private liquidity drying up over concerns about sovereign debt in Europe, Carney said it is again up to the public sector, in particular central banks, to ensure there is sufficient credit available at reasonable terms for businesses and households to continue to invest and spend. Global financial markets have tightened significantly and market-making activity has decreased. “The effect on the real economy will soon be felt,” he said.

Growth in the oil drilling industry will continue to be hampered by a shortage of skilled workers needed for an expanding fleet of rigs, the Canadian Association of Oilwell Drilling Contractors said yesterday in its latest forecast. Drilling is expected to increase only marginally next year despite strong oil prices, rising one per cent year-overyear, the association said. “The greatest limiting factor when examining overall utilization rates will be the shortage of skilled rig workers,” the group said in a statement. “(The) industry suffered a great loss of skills and knowledge during the downturn of 2009 and it has struggled to attract these experienced workers back.” The driller’s group said it now expects 2011 to have seen 55 per cent rig utilization, with an average of 443 rigs working about 39,767 days and a well count around 12,555.

Feelings of financial insecurity could overwhelm the Christmas giving spirit, pressuring Canadians to be more frugal holiday shoppers this season, according to a survey released yesterday by Deloitte Canada. The financial services agency predicts spending will grow by a modest two per cent over last year – but the growth is due to higher prices while inflation is also up by two per cent. On average, Canadians will spend $1,080. Half of Canadians surveyed said they will stick to a budget, with the median being around $477. Nikolai Khabibulin made 28 saves for his sixth straight victory as the Edmonton Oilers downed the Montreal Canadiens 3-1 last night. Ryan Jones scored shorthanded, Tom Gilbert got the game-winner and Ryan Smyth, with his fifth goal in the last five games, added an empty-net goal for the Northwest Divisionleading Oilers (9-3-2). The Oilers, who rebounded from a 4-2 loss to Phoenix on Saturday to post their seventh win in eight games, have surrendered one or fewer goals in seven of their 14 games. Union president Derek Fisher says his orders from NBA players are clear: No deal. “The current offer on the table from the NBA is one that we cannot accept,” he said yesterday. Instead, the players said they will ask for another meeting with the owners before commissioner David Stern’s deadline this afternoon. Stern has said that if the players don’t take the current deal by then, the league’s next offer will be much worse. The players insisted they will not be forced into taking a bad deal by an ultimatum. “The players are saying that we understand their position, but unfortunately we’re not intimidated by that,” union executive director Billy Hunter said. The league’s current proposal calls for players to receive between 49 per cent and 51 per cent of basketball-related income, though players argue it would be nearly impossible to get above 50.2 per cent. If they don’t agree to it by 5 p.m. today, the next offer will call for salary rollbacks, a 53-47 revenue split in the owners’ favour and essentially a hard salary cap.
