Veteran Mountie Bob Paulson will be the next commissioner of the RCMP, opening a new chapter for the storied police force following a difficult and turbulent stretch. There was “a lot of action” around headquarters Tuesday and formal appointment of the new RCMP boss is likely to come today, a source told The Canadian Press. Paulson is currently the deputy commissioner who heads up federal policing for the force, overseeing everything from protection of key officials to investigation of organized crime. Another insider said the choice for top job at the force came down to Paulson and Peter German, the force’s commissioner for Western Canada. But it became clear Wednesday the 52-year-old Paulson, a Bob Paulson bilingual native of Lachute, Que., had won out. A member of the Canadian Forces prior to joining the Mounties 25 years ago, he spent most of his policing career in British Columbia before moving to Ottawa in 2005. Paulson replaces William Elliott, who announced his decision to step down earlier this year, after an often stormy four-year tenure. It was marked by shakeups within the iconic police force and a revolt last summer by senior officers. City workers and fire officials removed several tents and tarps from the Occupy Vancouver encampment Tuesday morning, saying the protesters had yet to fully comply with a court ruling that ordered them

to bring the site in line with municipal bylaws. The move came a day before the city returns to B.C. Supreme Court to ask for an injunction to permanently clear the encampment, which began last month to protest corporate greed and social inequity. A few protesters argued with fire officials, but most just quietly watched. Others attempted to make lastminute adjustments to avoid being targeted themselves. Last week, the court ordered protesters to create more space between tents, take down tarps and remove unoccupied tents. Fire Chief John McKearney said there had been progress during the past few days, but he said the protesters still hadn’t satisfied the court order.

Opponents of the long-proposed Jumbo Glacier Resort near Cranbrook went on the offensive in the B.C. legislature yesterday, with retired hockey star Scott Niedermayer joining a local aboriginal group to press for its rejection. Niedermayer joined Kathryn Teneese, chair of the Ktunaxa Nation council and NDP leader Adrian Dix to urge the B.C. government to reject the proposed resort, on Jumbo glacier in the Purcell Mountains. The project has been studied for more than 20 years, and received a provincial environmental certificate in 2005. The last step is approval of a master development agreement, which Forests, Lands and Natural Resource Operations Minister Steve Thomson could make at any time. Teneese showed a video with testimonials of aboriginal and other local residents, and released a study by Simon Fraser University economist Marvin Shaffer that questions the economic viability of adding another ski resort to the region. The Ktunaxa call the region Qat’muk, and say it is a sacred

place for them. “It’s where the grizzly bear spirit was born, goes to heal itself, and returns to the spirit world,” Teneese told a news conference hosted by the NDP at the legislature yesterday. Columbia River-Revelstoke MLA Norm Macdonald and Nelson-Creston MLA Michelle Mungall oppose the resort, and say their communities support their position.

Niedermayer said that while he lives in California, he returns to the Cranbrook area with his family in the summer. Other local ski resorts in the area have undeveloped lots, so he questions the need for another one to be approved. “There are some logging roads and things like that, but the bears are allowed to move the way they need to have a healthy population,” Niedermayer said.

Mary Ellen Turpel-Lafond, the Saskatchewan judge appointed five years ago as B.C.’s first independent Representative for Children and Youth, has been reappointed for a second term. Vancouver-Quilchena MLA Colin Hansen announced the appointment to a standing ovation in the B.C. legislature yesterday. Turpel-Lafond was hired in 2006 to oversee services delivered by the Ministry of Children and Family Development, on the recommendation of former judge and conflict-of-interest commissioner Ted Hughes.

ANESTHESIOLOGIST QUITS OVER ‘CORRUPT HEALTH SYSTEM’ VANCOUVER (Canadian Press)

The head of the BC Anesthesiologists’ Society has resigned, alleging corruption in the health-care system. In his resignation letter, Dr. James Helliwell accuses the B.C. health system of what he calls “complacent acceptance of poor patient safety.” Helliwell is angry about what the society believes is a lack of government action to address a shortage of anesthesiologists in the province. He accuses the provincial government of defending the status quo at the expense of patients in need of safe and timely access to quality health care.

A B.C. Supreme Court judge granted protesters at Centennial Square, known as the People’s Assembly of Victoria, extra time to mount their legal defence against the City of Victoria. A hearing into the city’s petition for an injunction to remove all structures in the square was scheduled for Tuesday morning. At the hearing, the People’s Assembly asked for a two-week delay, and were granted two days. The hearing is rescheduled for tomorrow. Victoria’s Occupy protest began on Oct. 15.

DOCTOR: ASSISTED SUICIDE MAY NOT BE RIGHT VANCOUVER (Canadian Press)

Sedating terminally ill patients into unconsciousness to ease their pain until they die is a treatment option available to doctors, but one palliative care specialist isn’t sure doctors should be able to go the next step and deliberately hasten their deaths. B.C. Civil Liberties lawyer Joe Arvay is arguing in B.C. Supreme Court that physicians should be given the right to help seriously ill patients end their lives. He said the safeguards in place for palliative care already provide the foundation. Dr. Douglas McGregor, head of palliative care for the Vancouver Coastal Health Authority, agreed the rules would be in place if physician-assisted dying was made legal.

“But I’m not sure that’s the right thing to do in our society,” he told the trial yesterday. McGregor testified that his health care team has administered so-called palliative sedation just six or seven times amid the hundreds of patients he’s treated at the hospice where he has worked over the last eight years. The sedation is only used to give a patient relief from pain or suffering when they’re near death, but it is not intended to kill them. Arvay is representing the civil liberties association and also four individuals who argue Canada’s laws against assisted suicide should be struck down as unconstitutional. The trial was accelerated because one of the plaintiffs, Gloria Taylor, has Lou Gehrig’s disease or ALS, and has asked for the right to a legal, doctor-assisted suicide.

Several investigative bodies are looking into a collision witnessed by several workers that claimed the life of a young man. Sayward RCMP said they were called to the scene of a motor vehicle incident that occurred on Hwy. 19, near the Mount Cain turnoff, about 5:15 p.m. Monday. Witnesses at the scene told police the victim, a 24-year-old Campbell River man, was hit by a 2005 Ford van – driven by a 22-year-old Port McNeill man – while it was backing out of a parking area. The driver and the victim worked for the same company.

Two brothers have been charged after a 22-year-old man was stabbed to death in Dawson Creek. The RCMP say they got an anonymous 911 call Nov. 6 about a possible homicide and went to an apartment building where they found the body of Wesley Lulu-Gladue concealed in a cardboard box dumped in a garbage container. Charges of second degree murder have been filed against 26-year-old Ryan Beaulieu and his 22-year-old brother, Clayton Beaulieu.

The report also says governments, institutions and families alike are doing a rotten job in preparing for the end of life, and it urges far more attention to palliative care, living wills and public education.

The panel was meant to be neutral, put together by the Royal Society of Canada to inform debate and lead to solid policy in an area that is always emotional and controversial. But the Euthanasia Prevention Coalition of Ontario dismissed the report before it was even public, saying at least one of the panel members is a noted euthanasia advocate.

Government figures say the air force will have less than half its fleet of new F-35 fighter jets in place when it comes time to retire the aging CF-18s. The delivery of all 65 F-35s is being spread out between 2016 and 2023, with most of the radar-evading aircraft arriving after 2019. The current fleet of 77 CF-18s is due to retire by 2020 and most of the air force planning over the last decade aimed to get replacements on the flight line at least one or two years ahead of that deadline.

The Quebec government, an adamant critic of new federal crime legislation, has proposed three amendments related to young offenders. Quebec’s proposals include allowing provinces to opt out of provisions allowing the publication of the identity of a young offender. Quebec says it also wants more emphasis on rehabilitation as well as longterm solutions aimed at protecting the public from young offenders. The suggested amendments have also been sent to the Commons justice committee studying the bill.

Canada’s Parliament doesn’t need any more MPs, federal Liberals say, declaring unexpected opposition to a plan to put 30 more seats in the Commons by the next election. “It doesn’t make any sense in these days of financial restraint,” Liberal MP Marc Garneau said yesterday at a Commons committee studying the legislation. He points out that the United States, with 10 times Canada’s population, gets along with 435 elected representatives – compared to 308 MPs in Canada.

A young man accused, along with his parents, of killing his three sisters told a police interrogator his mother had nothing to do with the deaths. Tooba Mohammad Yahya, 41, her husband Mohammad Shafia, 58, and their son, Hamed Mohammad Shafia, 20, are each charged with murder. Three teenage Shafia sisters, Zainab, 19, Sahar, 17, and Geeti, 13, along with Rona Amir Mohammad, 50, were found dead inside a car submerged in the Rideau Canal in June 2009. The jury was watching a video of Hamed’s interrogation.

Prime Minister-designate Mario Monti of Italy said yesterday he is ready to present his new government to the president after winning wide backing – and important pledges of sacrifices – from political, business and union leaders during two days of intense consultations. Monti said he still has to put the final touches on his cabinet and economic program, which he will outline to President Giorgio Napolitano today. His government must receive votes of confidence in both houses of Parliament, expected this week, to take office and begin the task of steering the eurozone’s third-largest economy through its debt crisis. Monti expressed his “serenity” and “conviction” in Italy’s ability to overcome the difficult phase in its history. The Canadian Real Estate Association says home sales in Ontario were stronger than anticipated during the third quarter – resulting in a slightly brighter outlook for CREA’s 2011 and 2012 national forecasts. The industry association is now projecting sales this year will be up 1.4 per cent from 2010, half a percentage point better than the previous forecast. CREA expects there will be slightly fewer units sold next year than in 2011, but the 0.5 per cent decline is an upward revision. The association is now forecasting 453,300 home sales countrywide this year, up from 446,915 in 2010. The forecast for 2012 is 451,200 homes sold. Vancouver, as usual, was by far the most expensive market with an average sales price of $767,325. The nearby Fraser Valley was second-most expensive at $483,965 followed by Toronto at $478,137.

An analyst says an agreement to reroute the Keystone XL oil pipeline was a good outcome, even if it means the project is built later and at a higher cost. The U.S. State Department had been expected to decide on the Alberta-toTexas line by the end of this year, but said last week it would push its ruling into 2013. An injury will keep goaltender Roberto Luongo out of the Vancouver Canucks’ NHL game against the Chicago Blackhawks tonight. Luongo has been listed as day-to-day due to what coach Alain Vigneault called an upper-body injury. “It’s nothing serious,” Vigneault told reporters yesterday. Backup Cory Schneider will start against Chicago. Luongo had missed practice both Monday and Tuesday. He made 23 stops in Sunday’s 4-1 victory over the New York Islanders. Luongo was hit in the mask by a Mark Streit slapshot during the win over the Islanders. He said later the shot bent the cage of his mask but didn’t hurt him. The Canucks goaltender is 7-5-1 this season, has a 2.87 goals-against average and a .896 save percentage. Luongo has started Vancouver’s last five games, including a 6-2 win over Chicago on Nov. 6 when he made 38 saves. Schneider has a 2-3-0 record, a 2.38 goals-against average and .918 save percentage.

Army defectors ambushed dozens of Syrian troops and regime forces gunned down civilians during one of the bloodiest days of the country’s 8-month-old uprising, which appeared yesterday to be spiraling out of President Bashar Assad’s control.
