With participation in elections declining at every level, B.C.’s new chief electoral officer wants to extend voter registration to 16-year-olds while they are in high school. Keith Archer released a report yesterday suggesting the government consider that move, to get more young people registered and ready to vote when they turn 18. Currently the lowest level of participation is in the 18-to-25 age group, as well as the lowest number of registered voters. “Our sense is that by introducing a provisional voter register, we’ll be able to communicate with young voters earlier on, and probably to do so as part of their high school social studies curriculum,” Archer said. “And partnering with social studies curriculum developers provides us with a real opportunity to enhance civics education within that group, and to address generally the importance of voting in a democracy.” Archer is also recommending that the government explore options for electronic voting, which is being studied by Ontario and Elections Canada. Attorney General Shirley Bond says online voting was a commitment of Premier Christy Clark’s leadership campaign, and she intends to appoint an expert panel shortly to make recommendations.

GAS TAX HIKE FOR TRANSIT DIDN’T HURT MAYORS JEFF NAGEL (Black Press)
Drivers angry with the Metro Vancouver mayors who voted to jack TransLink’s gas tax by two cents next April got no obvious vengeance at the polls Saturday. Incumbent mayors in North Vancouver, Langley City and Surrey who most vocally championed the gas tax increase as part of a plan to build the Evergreen Line and other transit upgrades were re-elected by wide margins, as were those in the cities of Coquitlam and Port Coquitlam that will benefit from the new SkyTrain extension. All of those mayors were returned by at least 70 per cent of their voters, except Coquitlam, where Richard Stewart got 57 per cent. The tax hike was an issue in several cities, including Surrey, but Mayor Dianne Watts was returned with 80 per cent of the vote there and mayors’ council chair Richard Walton got 81 per cent in the District of North Vancouver. Mayors who voted against the TransLink tax – Burnaby’s Derek Corrigan, Richmond’s Malcolm Brodie and Delta’s Lois Jackson – were also returned, indicating local issues and the power of incumbents were bigger factors. The only incumbent mayor in
Metro Vancouver who went down to defeat was Langley Township’s Rick Green. He voted against the gas tax hike but had been in a divisive battle with his own council throughout the past term. Sitting mayors did not run again in Port Moody, West Vancouver, Pitt Meadows and White Rock and were replaced by new faces. The mayors are expected to negotiate new revenue sources with the province that could see a vehicle
levy or more bridge or road tolls added in Metro Vancouver. Further east in the Fraser Valley, two more incumbent mayors were defeated in Abbotsford, where voters also rejected a referendum on a controversial plan to expand the Stave Lake water supply as a public-private partnership, and in Mission, where voters were angry about inspection fees charged to homes suspected of housing marijuana grow-ops.

The B.C. government is seeking another injunction after Occupy Vancouver moved one block from the art gallery lawn to courthouse yesterday. A B.C. Supreme Court ruling on Friday ordered protest campers to vacate the Vancouver Art Gallery site on Friday, with a deadline for 2 p.m. yesterday. Several of the squatters picked up tents at the deadline and moved them to Robson Square, in a covered area under the Vancouver courthouse building.

The young man who dragged a Maple Ridge gas station attendant to his death is back in jail after two weeks on the run. Darnell Darcy Pratt surrendered himself to Victoria Police on Saturday. Pratt, 22, was released from a federal penitentiary on Nov. 3, but failed to return to the Victoria halfway house he was staying at two days later. Police issued a Canada-wide warrant for his arrest on Nov. 7. “He contacted police, saying he was ready to give himself up,” said Const. Mike Tucker.

Finance Minister Kevin Falcon says the federal and provincial governments are working as fast as they can to drop the harmonized sales tax and return to the provincial tax and GST. Falcon was grilled on the issue in Question Period yesterday by NDP finance critic Bruce Ralston, who complained about delays in the switchover. Ralston says realtors and home builders are complaining their businesses are in a sort of limbo waiting for more certainty about how and when the PST and GST will be reinstated.

Mounties based in Coquitlam had strong grounds to pursue Robert Pickton as the serial killer hunting Vancouver sex trade workers in the late 1990s but did not investigate him aggressively enough. That’s one of the key findings in a report to the Missing Women Inquiry that cites a failure of leadership within the RCMP as well as the Vancouver Police in pursuing Pickton, whose activities straddled their jurisdictions. The report by Deputy Chief Jennifer Evans of Ontario’s Peel Regional Police was commissioned by the inquiry to provide an independent review of the policing decisions in the Pickton case. “Someone in authority, either in the RCMP or the VPD, needed to champion a co-ordinated effort to these investigations,” Evans concluded.
Instead, she found, Coquitlam RCMP – bogged down with active cases – neglected Pickton as the probable serial killer, while VPD investigators felt more pressure to act but were reluctant to tread on the Mounties’ turf. “For Coquitlam RCMP it was easy to put Pickton aside due to the other incoming violent crimes which they felt had to be investigated as a priority,” she found. “They did not feel the pressure from the missing women investigations.” Evans suggests the “competing priorities” that hindered the Pickton case might have been swept aside had a single force policed the region. “I believe that a quicker and more coordinated police response would have resulted if one police agency held the same jurisdictional control over both Pickton’s residence and the DTES where the women went missing from.”
COURT RULING COMING UP THIS WEEK ON POLYGAMY VANCOUVER (Canadian Press)
A British Columbia court is set to rule this week whether Canada’s 121-year-old polygamy law violates the Charter of Rights and Freedoms. The provincial government asked B.C. Supreme to weigh the constitutionality of the law following the failed prosecutions of two religious leaders in the polygamous commune of Bountiful. The judge who heard the case will issue his ruling on Wednesday, although whatever the outcome, legal observers expect it will be appealed to the Supreme Court of Canada.
STABBING SUSPECT ARRESTED, RELEASED CHILLIWACK PROGRESS (Black Press)
A 21-year-old Chilliwack man has been arrested in connection with the stabbing of a man out walking his dog in downtown Chilliwack last week. Police said a tip led to the arrest of the man on Friday. He was released from custody on several conditions and is scheduled to appear in court at a later date. The 43-year-old victim, who is still in hospital, was stabbed at about 10:45 p.m. after asking a group of youths outside the Newmark Apartments in Chilliwack to pick up litter they had thrown onto the ground.

The EU’s executive arm wants to completely ban shark finning – the practice of removing sharks’ fins and throwing the finless creatures back into the sea to die. Under the proposal, all boats in EU waters – and EU-registered boats anywhere in the world – would have to land sharks with fins attached. The European Commission says sharks are vulnerable to exploitation because they mature late and give birth to small numbers. The proposal also must be adopted by the EU heads of government and the Parliament.
Italian Prime Minister Mario Monti is gearing up for a critical first full week in office with meetings planned with key European officials to map out strategy for dealing with Italy’s debt crisis. Monti presided over his first working cabinet meeting yesterday after his new government was formed last week to try to rein in Italy’s high debt and boost economic growth. On Thursday, he is due to join German Chancellor Angela Merkel and French President Nicholas Sarkozy in Strasbourg for what Monti has said will be a permanent club of the eurozone’s three largest economies to confront the debt crisis.
A Somali government spokesman has denied that Ethiopian troops have entered Somalia to help fight insurgents despite several witnesses reporting the movement of troops. Abdirahman Omar Osman says Ethiopian troops would only be welcome if they had an international mandate or a bilateral agreement with the Somali government. He said yesterday there is currently no such agreement. Ethiopia entered Somalia in 2006 to chase the Islamic Courts Union from power. But civilians accused the Ethiopian forces of shelling residential neighbourhoods. The Ethiopians left in 2009.

Moammar Gadhafi’s captured intelligence chief is being held at a highly secret location deep in Libya’s southern desert because of possible threats to his life, a government spokesman said yesterday. Abdullah al-Senoussi, who is wanted by the International Criminal Court in the Netherlands and by France, is being held in the city of Sabha by revolutionary fighters who captured him on Sunday, said Hmeid al-Etabi, a local spokesman for Libya’s new leadership. Former FBI director Louis Freeh, tapped to lead Penn State’s investigation into the child sex-abuse allegations against a former assistant football coach, said his inquiry will go as far back as 1975, a much longer period than a grand jury report issued earlier this month. Freeh was named yesterday to oversee the university board of trustees’ internal investigation into the abuse allegations that ultimately led to the ouster of longtime football coach Joe Paterno and university president Graham Spanier. Freeh said his goal was to conduct a comprehensive, fair and quick review. His team of former FBI agents, federal prosecutors and others has already begun the process of reading the grand jury report and looking at records. “We will immediately report any evidence of criminality to law enforcement authorities,” said Freeh. Penn State had faced criticism since announcing that its internal investigation would be led by two university trustees. Former assistant football coach Jerry Sandusky is accused of molesting eight boys over a 15-year period beginning in the mid-1990s. Authorities say some assaults happened on campus and were reported to administrators but not to police.

Actor Hugh Grant said yesterday that he believes his phone was hacked by Britain’s Mail on Sunday tabloid – the first time he has implicated a newspaper not owned by Rupert Murdoch in the scandal. Grant, star of Four Weddings and a Funeral and many other movies, told an inquiry into media ethics that a 2007 story could only have been obtained through eavesdropping on his voice mails. Today, making music is their career. “Basically we’ve just been touring nonstop and kind of striking while the iron’s hot, especially in the States,” Gullen said in a recent telephone interview, while the band members were driving just outside Columbus, Ohio. The band’s Canadian tour kicks off on Thursday, with stops in Penticton on Dec. 19 and Vancouver on Dec. 20.

CROSBY NETS FOUR POINTS IN NHL RETURN PITTSBURGH (Canadian Press)
The Pittsburgh Penguins would have accepted an average Sidney Crosby in his first game in nearly 11 months – a routine performance, a regular night at the office. Instead, they got the extraordinary. Crosby scored the game’s first goal on his first shot since Jan. 5, scored again in the third period and added two assists during the NHL’s most-awaited comeback game since Mario Lemieux’s return in 2000 as the Pittsburgh Penguins roughed up the New York Islanders 5-0 last night. Choose an adjective befitting the superlative, and it worked on this special night: Dazzling, exceptional, brilliant. No one in the hockey world knew exactly what to expect as Crosby, hockey’s biggest star, played his first game in 321 days following his prolonged layoff with a concussion that caused him considerable discomfort for months. But few probably expected him to be this good, this fast, this dominant. This much like the Sidney Crosby of old. Even the score was the same as when Lemieux
returned from a 44-month retirement to collect a goal and two assists against Toronto on Dec. 27, 2000. The Penguins, already one of the NHL’s top teams, now have a superstar looking just like the player who was dominating the NHL scoring race at this time a year ago, when Crosby was on pace for the league’s highest scoring total in 15 years before he was hurt. Crosby showed not a speck of rust from his extended absence and was the fastest player on the ice from the very start of a memorable night. He helped set up a Chris Kunitz shot off the crossbar on his very first shift – shades of Lemieux getting an assist only a half-minute into his comeback – and was a motivated and driven player from the start. And who could have scripted this any better – Crosby grabbed a Pascal Dupuis pass in stride on his third shift, accelerated to the net and, while fending off defenceman Andrew MacDonald, lifted a hard backhander under the crossbar only 5:24 into the game. Islanders rookie Anders Nilsson, making his first NHL start, never had a chance. Now Crosby is back and, based on Monday’s game, appears to have the same form that saw him to score 32 goals and pile up an NHL-leading 66 points in 41 games before he sustained a concussion in early January. For Crosby, the first-place Penguins and the league that has long awaited the return of its signature star, it couldn’t have gone much better than this. He also took a few hard hits – the kind that can’t be handed out in practice – with Travis Hamonic shoving him in the end boards during the first period. Crosby quickly jumped up, not shaken a bit.

The huge screens that broadcast the Stanley Cup final games to tens of thousands of fans in downtown Vancouver were partially blamed in an independent report on the riot for creating the circumstances that allowed the melee to happen. “Obviously, we have learnings from our June 15 nightmare and the city’s got a large organizing committee now that was struck coming out of that this summer,” Robertson said. “We’re really looking at every possible scenario and being prepared. We don’t anticipate anything like what we saw June 15. Those conditions were very unique.”

With Gronkowski collecting his ninth and 10th TD receptions of the year, the Patriots had their second straight dominant game after beating the New York Jets 37-16. The Chiefs lost their third straight. The Patriots got the ball to start the third quarter and marched 85 yards on nine plays, scoring on Brady’s 19-yard pass to Gronkowski, who somersaulted into the right corner of the end zone after being hit by Derrick Johnson.

Most women age 40 to 49 should not have routine mammograms and those 50 to 69 can wait slightly longer between the tests than previously recommended, updated Canadian breast cancer screening guidelines advise. And for the first time, the Canadian Task Force on Preventive Health Care that developed the guidelines says that women aged 70 to 74 should be getting mammograms on the same schedule as those 50 to 69. The revamped guidelines, published yesterday in the Canadian Medical Association Journal, apply to women with an average risk of developing the disease. They include those with no previous breast cancer, no history of the disease in a first-degree relative like a mother or sister, no known BRCA genetic mutation and no previous exposure to radiation of the chest wall. In its previous set of guidelines penned in 2001, the expert panel made no recommendations for average-risk women in their 40s as to whether they should have routine screening or not. But the task force now advises against the practice for that age group, saying the potential harms from false positives and unnecessary subsequent cancer treatment outweigh the possible benefit – a slight reduction in the number of deaths from the disease.

Pro-democracy leader Aung San Suu Kyi intends to run for parliament in upcoming byelections, a decision that was expected after her party decided last week to rejoin mainstream politics in long-isolated Myanmar. Nyan Win, the spokesman of Suu Kyi’s National League for Democracy, said yesterday she has not yet decided which district she will seek to represent. But she “has the intention to stand for the elections,” he said. In a landmark development, the NLD decided on Friday to rejoin politics and register for future elections, signalling its confidence in recent reforms by the nominally civilian government that took power earlier this year. The military-aligned ruling party won the November 2010 parliamentary elections held by the junta as part of its promise to introduce democracy and relinquish power after nearly five decades of military rule. The NLD boycotted the elections because of a law that had prevented Nobel peace laureate Suu Kyi from running. The new government, however, later scrapped the law, allowing the NLD to take part in the political reforms now under way.

The bitter partisanship gripping Washington has blocked a deal among members of a special congressional panel that struggled and eventually failed in its assignment to cut more than a trillion dollars from America’s crippling and expanding debt. As the committee announced yesterday that it was going out of business, the U.S. stock market had already taken a sharp decline in anticipation of the so-called supercommittee’s inability to put together legislation that would slash U.S. deficit spending by at least $1.2 trillion. The country’s overall national debt has risen above $15 trillion. Democratic Sen. Patty Murray and Republican Rep. Jeb Hensarling said that despite “intense deliberations” the members of the panel were unable “to bridge the committee’s significant differences.” Simply put, Republicans refused to cross their ideological line against increasing taxes. Democrats refused to allow cuts in popular programs that serve the elderly and poor without a compensating growth of government income,
