The B.C. government has moved to create a local government auditor general, with a $2.6 million annual budget and a dozen staff to be located in Surrey. Community, Sport and Cultural Development Minister Ida Chong said the target is to have the office up and running by late spring. Its purpose is to do value-for-money audits on spending by municipalities and regional districts, as well as utilities or corporations they control. Announcing the office location in Surrey yesterday, Premier Christy Clark emphasized that the cost will be covered by the B.C. government. There will be “soft costs” for local governments participating in audit programs, but the office will find efficiencies that save them money, she said. Chambers of commerce and the Canadian Federation of Independent Business applauded the announcement. The CFIB tracks municipal spending, and its review of 2010 budgets found inflationadjusted spending is growing nearly four times as fast as population in B.C. “Our members continue to express concern over the unsustainable rate of growth in municipal spending, which has consistently eclipsed both wage and economic growth,” said Bruce Carter, CEO of the Greater Victoria Chamber of Commerce. NDP leader Adrian Dix said yesterday he has no objection to the concept of a local government auditor, but he questions the spending of money now, when court cases are being dismissed due to overload-related delays.

Vancouver police aren’t expecting a replay of any violence similar to the Stanley Cup riot as thousands of football fans converge on the city for Sunday’s Grey Cup game. Police spokesman Const. Lindsey Houghton said yesterday that for starters, there won’t be any outdoor screens for people to watch the match between the BC Lions and the Winnipeg Blue Bombers. A report on the June riot notes the violence resulted

partly from tens of thousands of people watching the action on giant screens installed downtown. The 99th Grey Cup game will be preceded by various indoor and outdoor events. Extra police officers will be stationed at those events, Houghton said. “It’s very important to note that all of the events will be shut down before the game starts on Sunday,” he said. “The Stanley Cup finals was seven games of building up and this is one game on Sunday, at the end of November, not in the middle of June, that will be three hours of hopefully Travis Lulay throwing a lot of touchdown passes to Geroy Simon.” He said that after the football game, police will be directing traffic as about 50,000 fans exit BC Place Stadium to ensure they get home safely.

Opponents of B.C.’s regulations that ban the exhibition of many reptiles and other restricted exotic pets are challenging the province in court. Jozef Demcak and his wife Bibiana say they’ve lost income because they are now barred from taking their six pythons on a touring roadshow that was their main business for decades. Demcak claims the shows were educational and the crackdown by the province has rendered the couple virtually homeless. “We lost everything,” the former school teacher said. “All our savings and livelihood. It has been horror upon horror.” The former Richmond residents now live in a trailer at Cinema Zoo in South Surrey, where their snakes and a monitor lizard are kept under permit but can’t be exhibited. The Demcaks says nobody can visit them lest they see the forbidden reptiles. Their challenge of the Controlled Alien Species Regulation – which covers dangerous animals from crocodiles to big cats – is being heard by B.C. Supreme Court in New Westminster over

the next two weeks. Mike Hopcraft, an Aldergrove reptile rescuer who supported his now-closed Abbotsford operation with shows and presentations, is backing the Demcaks. They contend the changes were made illegally, with insufficient consultation and without actual legislation. “We’re hoping the whole thing gets overturned,” Hopcraft said.

The top judge of the B.C. Supreme Court has issued a rare warning that the province’s justice system is critically threatened by years of government underfunding. Chief Justice Robert Bauman, in a blunt Nov. 19 speech to B.C. lawyers in Las Vegas, used analogies like “going over the cliff in slow motion” to describe the danger looming from court congestion. “Bring this issue to the attention of our fellow citizens and take whatever steps you can to defend and protect our judicial system,” he urged legal colleagues. “Once our institution is critically wounded it will never be the same again.” Bauman likened court underfunding in B.C. to the forces of erosion, adding it is steadily approaching a “tipping point when that gradual, insidious process

Two suspects have been arrested in connection with a Vancouver Island trailer park murder in July. RCMP say they were led to the pair by evidence left at the scene of the murder in Errington, northwest of Nanaimo. Forty-seven-year-old Douglas Trebble was found dead in his trailer home on July 2. Police have not said how he died, but indicated at the time that they believed the killing was targeted and that a fight had apparently taken place in the trailer.

New concerns are being raised that the planned handover of the existing blue box collection system to private industry may undermine recycling in Metro Vancouver. While industry stewards would have to collect the paper, cardboard and plastic packaging under the new program, critics warn there’s no guarantee they will actually recycle it. Metro Vancouver deputy solid waste manager Dennis Ranahan said the packaging collected could, in theory, be shipped outside the region to be dumped, incinerated or exported overseas.

A 31-year-old Delta man was shot Wednesday morning after a home invasion at a medicinal marijuana grow operation on a rural Mission property on Pilgrim Street. Chilliwack-Hope MLA Barry Penner is leaving politics in January to work at a Vancouver law firm, rather than serve out his term until the scheduled election in May 2013. Penner has accepted a job as senior counsel at Davis LLP, an international law firm based in Vancouver. Starting in January he will be dealing with environmental law and renewable energy. There may be at least two byelections at the same time in March, for Chilliwack-Hope and Port Moody-Coquitlam, where former cabinet minister Iain Black stepped down.

A Ridge Meadows RCMP officer has pleaded guilty to punching a man in the face while executing an arrest. The charge relates to an incident on Feb. 21, 2008. Const. Mike Cardinal was one of several police officers who were called to deal with a complaint about a noisy party at a home in the 12400-block of 228th Street Maple Ridge. Prosecutors said the officers ended up going to the wrong house and Cardinal used excessive force while attempting to take a man into custody.

An Arab League committee has given Syria 24 hours to agree to allow an observer mission into the country or it could face sanctions. If they refuse, the League will meet Saturday to decide on economic sanctions.

Cuba has announced a new credit system that will offer loans to small-business owners, private farmers and other citizens beginning next month, and established rules for paying independent contractors who do business with the state. Credit will also be available to people looking to purchase building materials, pay for labour associated with home construction, “acquire goods for their personal property or satisfy other needs,” to the government’s Official Gazette said. The primary source of repayment for the loans will be people’s ability to repay based on their “legal personal income.”

Libya’s transitional government has been sworn in before the country’s interim leader, another step along to the oil-rich country’s roadmap to elections next year. The new government read the oath of office yesterday before its leader, AbdelJalil Mustafa. The lineup of relative unknowns will confront daunting challenges, like establishing control over the fractured nation after the ousting of Moammar Gadhafi’s 42-year regime. The UN human rights chief urged the Maldives yesterday to end the “degrading” practice of flogging women found to have had sex outside marriage. “This practice constitutes one of the most inhumane and degrading forms of violence against women, and should have no place in the legal framework of a democratic country,” UN High Commissioner for Human Rights Navi Pillay told Parliament. Maldives is a Muslim country of 300,000 people. According to the nation’s laws, 30 lashes are given to women found to have committed adultery.

North Korea threatened yesterday to turn Seoul’s presidential palace into a “sea of fire,” stepping up its rhetoric one day after South Korea conducted largescale military drills near a front-line island attacked by the North last year. The relationship between rock music and professional wrestling has a new partner: Billy Corgan. The Smashing Pumpkins frontman has joined with two wrestling promoter brothers to debut the first show of Resistance Pro, an indie wrestling company, today at a Chicago dance club. Corgan describes himself as a childhood wrestling fan who fell away from it, only to rediscover it as an adult hobby before learning about the business. “Our vision is to try to grow talent,” Corgan said. An attempt to overturn Canadian federal rules on cheese ingredients has ended in failure for two major producers after the country’s top court refused to hear an appeal by Saputo and Kraft. Coaches scheme long and hard to achieve it while players spend countless hours in the weight room and practice field preparing to execute it. Controlling the line of scrimmage is one of the most basic premises of football. It’s where a team can impose its will on an opponent and not only dictate the flow of a game but also determine the outcome. The ability to control games on both sides of the ball is a big reason why the B.C. Lions and Winnipeg Blue Bombers are the CFL’s last two teams standing and will square off in the Grey Cup on Sunday at B.C. Place. But it’s the Lions’ slight superiority on their offensive front, combined with a kicking advantage from veteran Paul McCallum (50-of-53 field goals during the regular season), that will give them just enough of an edge to become only the fourth team in CFL history to win a Grey Cup on home soil. But it won’t be easy because there’s not much separating the two teams, especially on defence where the Bombers and Lions finished the regular season 1-2 in sacks with 55 and 54, respectively. What’s interesting, though, are the different approaches they took to get

there. The Bombers’ defence is all about speed. Defensive end Odell Willis, who tied for the CFL lead with 13 sacks, is a master of getting off the ball so quickly that offensive linemen don’t have time to get their feet set and are left reaching to get to Willis. He not only explodes off the ball, but reaches top speed so quickly that he’s often in the backfield before the quarterback has had time to look downfield, let alone get set to throw. While the Lions’ defensive linemen are quick, their forte is strength and tenacity. Ends Khreem Smith and Keron Williams along with tackles Aaron Hunter and Khalif Mitchell are strong enough to create a huge pass rush on their own but also have the athletic ability to effectively read and react on their feet. The Lions’ X-factor is a terrific offensive line. It allowed a league-low 29 sacks and often gave star quarterback Travis Lulay the time to look for an open receiver. And that’s dangerous with a Lions’ receiving corps that features big-play slotbacks Arland Bruce III and Geroy Simon. Lulay’s mobility also makes the line’s job easier because he has the ability to either run away from the pressure or gain yards.

When his owner died, a heartbroken dog in China refused to leave his side. The golden, floppy-eared dog disappeared after the death Lao Pan, 68, in the village of Panjiatun in early November. He was discovered a week later guarding his owner’s grave. The loyal dog, who was Pan’s only companion, had stood watch for seven days without food or shelter. Even when a man tried to coax the dog from the grave with a steamed bun, the dog refused to leave, the man told the BBC. The dog ate the bun before running back to the tomb and staying there, the man said. Touched by the dog’s loyalty, villagers have taken to bringing the dog food and water. They even have plans to build a kennel at Pan’s graveside so the dog can continue to mourn his beloved owner. A video of the dog’s story, reported by the BBC, has been viewed more than 400,000 times on YouTube.
