ICBC TO SEEK 2012 RATE INCREASE

The Insurance Corp. of B.C. is applying for an increase to its mandatory basic vehicle insurance for 2012 to help cover an increase in claims and a decline in investment income. ICBC president Jon Schubert said yesterday the corporation’s bodily injury claims have jumped, contributing to a $200 million increase in overall claims in the first nine months of 2011. Annual bodily injury claims have climbed by $350 million in the past five years, and are expected to reach $1.7 billion this year. “We have not increased our rates since 2007 and there have been a number of rate decreases during that time,” Schubert said. ICBC reported net income for the first nine months of the year of $52 million, down from $331 million in the same period in 2010. Despite that, its rate change application to the B.C. Utilities Commission will seek to decrease rates on its optional coverage, where it faces competition from private insurance companies. Finance Minister Kevin Falcon cited ICBC losses in the B.C. government’s worsening deficit position. Quarterly results for the provincial treasury show a projected deficit of $3.1 billion for the year ending in March, up $313 million. Falcon said insurance companies around the world have seen investment income fall off with the continued economic slump in the United States and instability in Europe. This week, the Conservatives said they’d give the Attawapiskat reserve in the James Bay region up to $2 million more to deal with a housing crisis – if the band produces solid, detailed plans for building more homes. Getting all First Nations to develop more thorough plans was a suggestion raised in the audit, which said management practices and reporting expectations related to housing are inconsistent across the country. According to figures provided by Aboriginal Affairs, the Attawapiskat Cree band has received just over $3 million in funds specifically for housing and a further $2.8 million in infrastructure money since 2006. In total, the department says the community of around 2,000 has received over $90 million since 2006. Yet families are living in tents, uninsulated shacks or construction trailers in the snows of early winter.

He’s no shepherd, and he wasn’t abiding in a field or tending his flocks, but a West Kelowna, B.C., resident is pretty certain he’s seen the most wondrous sight of Christmas 2011. C.J. Wilkins was driving through the city when he spotted a Christmas tree as it floated north over Kelowna at about 5 p.m. Sunday, the lighter sky silhouetting the dark green of the 1.5-metre tall tree. “It looked almost like a ballerina with balloons,” Wilkins said Monday. “It looked like a fluffy tutu. It floated nice and slowly and made its way toward Vernon.” A visitation from the Heavenly Host ruled out, it was up to the woman who launched the fugitive fir to explain herself. Kelowna RCMP Const. Steve Holmes says the 32-year-old Kelowna resident called them shortly after the flying fir soared skyward. She told skeptical officers she had attached the 7 kilogram tree to a “launching system” made up of helium balloons and plastic yard-waste bags filled with helium, but the spruce was sprung when it slipped its tether. Police were ready to believe the woman might have been a little too free with the Christmas spirit

but she explained she was competing in a digital scavenger hunt, in which participants take pictures of unusual objects. And she had the images to prove it, filming the bobbing boughs as they faded from view. Holmes said the woman called the detachment after realizing the tree’s bark could be worse than its flight, if it tangled with planes bound for the nearby airport.

Aviation officials were advised. but Holmes said there were no reports of a sighting or landing in what was likely the tree’s truncated travels. For Wilkins, the scene was “bizarre.” He is a paraglider and looks at the sky all the time. “We’re used to seeing shapes up there but this was unlike anything we’d ever seen,” he said. “It’s the silliest thing ... To find out it’s a Christmas tree is hilarious.”

CHRISTMAS MIRACLE: FIR TREE TAKES FLIGHT

INJURED HUNTER RESCUED NEAR MISSION MISSION RECORD (Black Press)

Mission RCMP along with Search and Rescue (SAR) teams from Mission and Central Valley have found an injured hunter after scouring the Davis Lake area. Police said two hunters were returning to their car yesterday, parked 4.5 kilometres west of Sylvester Road, when one of them fell from a ridge and was injured. The full extent of the man’s injuries are unknown but there is a “serious hemorrhage” to his knee, making it impossible for him to walk out by himself. Early reports are that he is in “good condition.”

A collection of environmental groups say the controversial Northern Gateway pipeline project poses an unacceptable risk to B.C.’s mountain rivers and pristine coastline. Enbridge’s $5.5-billion project will carry bitumen from Alberta’s oil sands to the B.C. coast, where it will be loaded onto tankers. A newly released report from groups including the Natural Resources Defense Council and the Pembina Institute says the pipeline travels through riverways and sensitive habitat, and a spill would be devastating.

The New Westminster Sinterklaas celebration has been cancelled for this Saturday following a complaint from the black community that the Black Peter character is offensive. Organizers originally planned to remove the character from the event, but have since decided it’s better to call it off. Roger Jones complained to organizers about the Dutch character, who accompanies Sinterklaas. Those playing the Black Peter role would apply black makeup to their faces which for Jones conjured up images of American minstrel shows that used the technique to portray African slaves. YOUTUBE

Lower Mainland hospitals collect $14 million a year in parking fees that critics say amount to an unfair user fee that can even harm patient care. The Canadian Medical Association Journal on Monday called for hospital parking fees to be at least waived for all patients, if not abolished entirely. “Parking fees are a barrier to health care and add avoidable stress to patients who have enough to deal with,” Dr. Rajendra Kale, the journal’s interim editorin-chief, wrote in an editorial. “They can and sometimes do interfere with a clinical consultation, reducing the quality of interaction and therefore of care.” Patients who wait weeks for a consultation at a hos-

About a third of the money that comes in from parking covers the cost of maintaining and running the lots, while the rest – nearly $10 million a year – goes into general revenue for the Lower Mainland health authorities. “If we didn’t get those fees it would have to come out of other health care revenues,” Thorpe said. The money involved is just two-tenths of one per cent of the combined $5 billion spent annually by the Fraser and Vancouver Coastal health authorities, and by the Provincial Health Services Association and Providence Health Care on services in the region.

GIRL NARROWLY ESCAPES FALL IN PARK WELL GULF ISLANDS DRIFTWOOD (Black Press)

A nine-year old Vancouver girl is fortunate to have escaped with only minor bruises after she fell into a well during a family hike through Saltspring Island’s Burgoyne Bay Provincial Park on Saturday morning. Ava Simard said she was following her older brother through the bush about five metres off a trail that runs along the base on Mount Maxwell when the ground beneath her feet suddenly gave way. Before she knew it, Ava found herself waist deep in a hole roughly 60 centimetres in diameter. Fortunately, Ava was able to grab hold of some nearby branches to avoid falling deeper into the well. In a matter of seconds, Ava’s fast-acting father rushed to the scene to pull her out of the hole and avert disaster. When the family returned to the location on Sunday for a closer look, she said, they estimated the well to be at least 24 feet deep. Not wanting to attract any attention to the site, the Simards capped the hole with several sheets of plywood and covered the area with leaves and branches. Debbie King, an employee with the company that manages the island’s provincial parks, said an effort will be made to contact the family, locate the hole and inform BC Parks about the danger.

Eurozone ministers threw a lifeline to Greece yesterday as they scrambled to prevent financial chaos from spreading further and driving Europe’s common euro currency into a catastrophic breakup. The monthly meeting of 17 nations was dominated by attempts to keep Greece afloat and find enough money to coat a veneer of credibility over Europe’s rescue fund. The finance ministers approved the next installment of the Greece’s bailout loan – 8 billion euros. Without that money, Greece would have run out of cash before Jan Kees de Jager Christmas, unable to pay employees or provide services. Aside from the money for Greece, some ministers acknowledged yesterday they probably wouldn’t reach their more important goal of increasing the leverage power of the European Financial Stability Facility. The fund, which is supposed to be a firewall against financial contagion swallowing up nation after nation, needs to be expanded from 440 billion euros to something like 1 trillion euros. “It will be very difficult to reach something in the region of a trillion,” said Dutch Finance Minister Jan Kees de Jager. “Maybe half of that.”

Vice-President Joe Biden arrived on a surprise visit to Iraq late yesterday in a trip designed to chart a new relationship after all American forces have left the country in just over a month. After nearly nine years of war, the U.S. now must navigate a future without American troops in Iraq. But Iraq’s vast oil resources, the massive U.S. Embassy presence here and Iraq’s strategic location in the Middle East – next to Iran – ensure American interest will remain high in Iraq even after the troops are gone. “We’re in an historic period for American engagement in Iraq,” Ambassador James F. Jeffrey told reporters. Baghdad and Washington failed earlier this year to come to an agreement on keeping a small presence in Iraq next year, meaning all U.S. forces must be out of the country by Dec. 31. Some 13,000 U.S. troops remain, down from a high of about 170,000. The issue of what type of military relationship Iraq and the U.S. will have is expected to dominate Biden’s visit. His trip will also lay the groundwork for Prime Minister Nouri al-Maliki’s Dec. 12 visit to Washington. Biden also will take part in a ceremony commemorating the sacrifices of U.S. and Iraqi troops.

The service, named BlackBerry Mobile Fusion, will be available in March after a test run with some of its business customers, RIM said yesterday. The move is intended to help RIM encourage its corporate customers to stick with its services, even if they gravitate away from the BlackBerry smartphone itself. Cory Schneider continued his stellar play, making 47 saves as the Vancouver Canucks beat the Columbus Blue Jackets 4-1 last night. Schneider, filling in spectacularly for the injured Roberto Luongo, posted his fifth straight victory. He has allowed four goals over that span, including two shutouts. The Canucks (14-9-1) recorded their fifth straight win while the Blue Jackets (6-15-3) suffered their second loss in three outings. The Jacksonville Jaguars are headed in a completely new direction. And Los Angeles doesn’t appear to be the destination. Team owner Wayne Weaver fired longtime coach Jack Del Rio yesterday after a 3-8 start and agreed to sell the Jaguars to Illinois businessman Shahid Khan. Weaver named defensive co-ordinator Mel Tucker the interim coach and gave general manager Gene Smith a threeyear contract extension, putting him in charge of the coaching search. The moves marked the most significant changes for the small-market NFL franchise since its inception in 1993. “It’s the right thing at the right time and for the right reasons,” Weaver said. “We deserve better; the community deserves better. We’ve been very average over the last few years. I take responsibility for a lot of that, making mistakes in some personnel things, but look positive ahead that this team is not far away from being a very competitive football team.” Forbes reported the sale to be worth $760 million US. Weaver, who will turn 77 in January, had been looking for an “exit strategy” for years, wanting to find someone to buy the team and keep it in Jacksonville. He had tears in his eyes several times as he announced his impending departure. “It’s a little bittersweet, honestly, that it came as soon as it did,” Weaver said. “But the main motivation for the exit strategy was to find someone that has the same passion about the NFL, had the same passion about football in Jacksonville as we do, and I found that person.” Khan’s purchase of the Jaguars is subject to NFL approval. League owners will vote to ratify the deal Dec. 14.

Zack Smith scored his second of the night on a power play at 13:45 of the third period last night as the Ottawa Senators defeated the Winnipeg Jets 6-4. Smith cut in off the boards and wired a shot past Jets goalie Ondrej Pavelec to give Ottawa a 5-4 lead. Nick Foligno added an empty-net goal for the Senators, who improved to 12-10-3. Craig Anderson made 39 saves for the win. Milan Michalek scored his 13th and 14th goals of the season for Ottawa, while Jason Spezza tied the score 4-4 in the third. Evander Kane had two goals for the Jets, while Blake Wheeler and Alexander Burmistrov also scored. Pavelec stopped 28 saves as Winnipeg (9-11-4) opened a fivegame homestand with a loss. The team will play 13 of its next 15 at the MTS Centre. Next up for Winnipeg is a clash with the Phoenix Coyotes, who left Winnipeg for the desert in 1996. Coyotes captain Shane Doan, a member of the original Jets, makes his return to Winnipeg. Edmonton goalie Nikolai Khabibulin and Anaheim Ducks star Teemu Selanne are the only other players left in the NHL from the club’s first incarnation. The Senators travel to Dallas to face the Stars on Thursday.

Rory McIlroy intends to spend more time on the U.S tour next year, juggling his commitments with the European Tour as he seeks to make an impact on both sides of the Atlantic. McIlroy carries a career-best world ranking of No. 2 into the Hong Kong Open which starts tomorrow at the Hong Kong Golf Club, Fanling.

“I will add on a couple more events to my schedule in America next year,” McIlroy said yesterday. “It won’t be a drastic change but I love playing on the golf courses in the U.S.” “But this doesn’t mean I’m going to neglect Europe. I will continue to play on the European Tour like I did this year, spending time between both tours.” Rory McIlroy McIlroy reduced his playing commitments on the U.S. PGA Tour this season, figuring in only 10 tournaments, down from a high of 16 in 2010.

He pointed to world No.1 Luke Donald as an example of someone who has successfully played both sides of the Atlantic. “Luke (Donald) has proved this year that it can be done. A German magazine has gone on trial in Athens on defamation charges for publishing a doctored image of an ancient Greek goddess on its cover raising her middle finger to Europeans. Judges yesterday rejected bids by the prosecution and defence lawyers to dismiss the charges against the publisher of Focus weekly and twelve of its journalists. All thirteen have also been formally accused of insulting a national symbol. Focus enraged many in debt-crippled Greece with its Feb. 2010 cover that showed the iconic Venus de Milo statue, draped in a Greek flag and making the lewd gesture next to the headline “Cheats in the European family.” The charges, which carry a maximum two-year prison sentence, followed a complaint by a group of Greek lawyers. Focus magazine has denied any wrongdoing, and none of the defendants appeared in court. The issue was published after the new Greek government said the previous administration had published doctored financial data, launching a torturous decline that brought the country to the brink to bankruptcy.

Confessed mass killer Anders Behring Breivik belongs in psychiatric care instead of prison, prosecutors said yesterday after a mental evaluation declared him legally insane during a bomb-and-shooting rampage that killed 77 people. The court-ordered assessment found that the self-styled antiMuslim militant was psychotic during the July 22 attacks, which would make him mentally unfit to be convicted and imprisoned for the country’s worst peacetime massacre. The report, written by two psychiatrists who spent a total of 36 hours talking to Breivik, will be reviewed by a forensic panel before the Oslo district court makes a ruling on his mental state. Their conclusions surprised many outside experts and contrasted with earlier comments by the head of the review board, who said in late July that it was unlikely that Breivik would be declared insane because the attacks were so carefully planned and executed. But prosecutors insisted the psychiatric report describes a man living in a “delusional universe”

– a paranoid schizophrenic who’s lost touch with reality. “After having read the documents of the case, the conclusion did not come as a surprise,” Prosecutor Svein Holden said. Breivik, 32, has confessed to setting off a bomb that ripped through Oslo’s government district, killing eight people, then opening fire at the summer camp of the governing Labour Party’s

youth wing. Sixty-nine people died in the mayhem at Utoya island, outside the Norwegian capital, before Breivik surrendered. He denies criminal guilt, saying he’s a commander of a resistance movement aiming to overthrow European governments and replace them with “patriotic” regimes that will deport Muslim immigrants. Investigators have found no sign of such a movement.
