A female Langley elementary school teacher has been charged with sexually assaulting a male student. Deborah Ralph, 57, was charged yesterday with one count of sexual assault and one of sexual interference. The alleged victim was a student at James Kennedy Elementary in Walnut Grove where Ralph taught from September, 1987 to June, 2010. The offences did not take place in the school or during a school-related activity, Supt. Derek Cooke said at a news conference yesterday. He would not say how old the student was when the alleged offences took place. Cpl. Holly Marks, who speaks for Langley RCMP, confirmed that Ralph is married. But Marks would not say if Ralph has children. Cheryle Beaumont, superintendent of Langley schools, said that Ralph was suspended from her teaching post at Langley Fundamental Elementary where she has taught since September, 2010. Cooke said that the charges relate to incidents that are said to have occurred from December, 1998 to June, 2001. He said that the victim contacted Langley RCMP on Nov. 8, and Ralph was arrested the next day. She has been suspended with pay. Beaumont was asked if the news came as a shock. “I can assure you that it did,” she told the news conference. Ralph had previously been the victim’s teacher, but was not at the time of the offences, Cooke said.

The incident began Monday night aboard Air Canada Flight 31, a non-stop flight from Toronto to Beijing, where the unruly passengers consumed “too much alcohol” and “disobeyed” the flight crew, according to Richmond RCMP. A passenger aboard the plane said Campbell and Wilson were fighting with the flight attendants and it took the entire crew to subdue the men, who were eventually handcuffed to seats on the plane. The passenger accused Air Canada of being irresponsible, claiming the airline staff either allowed drunk passengers on the plane or over served them once they were aboard. After the jet diverted to Vancouver, the other passengers were put up in hotels overnight and the flight resumed the next day, 18 hours behind schedule. – with files from Canadian Press

Most motorists will pay ICBC about $27 more in premiums next year, but the bite will be deeper for those who opt only for basic insurance. Basic premiums will rise $68 or 11.2 per cent per customer if the B.C. Utilities Commission approves the public auto insurer’s proposed rate hike. Optional premiums will be $41 lower on average, or six per cent. It reflects a continuing pattern of ICBC reducing the cost of its optional insurance – where it faces competition from private insurers – relative to the basic package, where it has a monopoly. President and CEO Jon Schubert said the two rates should be looked at in combination, because most motorists buy all their coverage from ICBC. The combined premium hike works out to an extra 2.1 per cent, lifting the average amount most motorists pay from $1,277 now to $1,304. Individual rates vary depending on claims history, vehicle type, region of the province, years of experience and level of coverage. “After four years of not having to increase our rates, we now
unfortunately face a different reality,” Schubert said. “We’re not happy that we need to increase our rates but the majority of our customers will be paying just a few dollars more, on average, than they did in 2008.” He said the drop in optional rates was possible mainly due to declining auto crime and damage claims. Overall claims costs rose $200
million in the first nine months of 2011. “We have seen increasing pressure, in particular, from bodily injury costs,” Schubert said. Bodily injury costs are to hit $1.7 billion this year, up $350 million from five years ago. Low interest rates due to the global economy have also pushed investment income down.

A pair of Surrey women who run an animal welfare organization are facing several charges related to an elaborate animal theft scheme. Janet Olson, 58, founder of A Better Life Dog Rescue, and 59-year-old Louise Reid, who is a co-director of the organization, were arrested Monday, Nov. 21 and have been charged with break and enter and theft under $5,000 regarding a family pet. Olson, also an Air Canada pilot, has also been charged in relation to the alleged theft of a dog in Surrey on April 13 this year. Olson said outside the courthouse yesterday she had the moral authority to take the dogs. “There’s humanitarian reasons to help animals,”
B.C. police expect to scale back their roadside screening program aimed at catching drunk drivers during the holiday season in the wake of a court ruling striking down their ability to issue hefty prohibitions and penalties on the spot. The B.C. Association of Chiefs of Police said the court ruling will have a impact on the way drunk drivers are handled by police. They will have to return to the previous process of issuing tests at the roadside and at the station, which can take 10 times longer.

Prosecutors are seeking a nine to 12-month jail sentence for the man who brutally assaulted a TransLink bus driver in Burnaby last February. Del Louie, 22, has pleaded guilty to assault causing bodily harm in the attack on driver Charles Dixon, who was beaten after telling Louie not to board his bus through the back doors. “I have mild to moderate brain damage,” Dixon told reporters outside court at a sentencing hearing Tuesday. “I have a plate and four screws in my face.”

Wearing uniforms to make them seem to be animal welfare officials, they allegedly removed the pets from the private property.

Afghan President Hamid Karzai is pardoning an Afghan woman serving a 12-year prison sentence for having sex out of wedlock after she was raped by a relative. Karzai’s office also said the woman and her attacker agreed to marry. That would reverse an earlier decision by the woman, who had previously refused a judge’s offer of freedom if she agreed to wed the rapist. The statement yesterday said Karzai decided to forgive the rest of the woman’s sentence after hearing from judicial officials. It’s not clear how much time the woman has served.
As Iraqi flags were raised in what was once a giant U.S. military base, Joe Biden joined Iraqi officials in honouring forces who the vice-president said made it possible to “end this war.” The American military’s role here is nearing an end, but Iraqis still must contend with the violence that the nearly nineyear conflict unleashed: 20 people were killed in attacks around the country yesterday. Israel says it’s bringing artifacts from its 1960 capture of Nazi criminal Adolf Eichmann out of the shadows. Israel’s Mossad spy agency is putting original items from Eichmann’s capture on display at parliament this month. Parliament spokesman Yotam Yakir said yesterday that the exhibit will open Dec. 12 in Jerusalem, then will travel to other Israeli venues. Details of the exhibition are being kept classified. Britain’s national security adviser says the U.K. must learn lessons from the Libya conflict, including the need for more influence in NATO’s command. In a report published yesterday, Peter Ricketts said Britain also must speed up its operations for evacuating citizens from danger zones. Zimbabwe’s prime minister said yesterday he has ended a relationship with a woman who claims they married in a traditional ceremony after she became pregnant, saying their affair turned out to be choreographed political sting. Meeting earlier yesterday with President Thein Sein and other senior government officials, Clinton offered a small package of rewards for steps the country has already taken but made clear that more must be done. She said the U.S. was not ready to lift sanctions on the country. “I came to assess whether the time is right for a new chapter in our shared history,” Clinton said, adding that the U.S. was ready to further improve relations with the government in the Southeast Asian nation – also known as Burma – but only if it stays on the path of democratization.

Country singer Mindy McCready said yesterday she would not bring her 5-year-old son back from Tennessee to Florida, despite violating a custody arrangement and a judge’s order. McCready took the boy during a recent visit at her father’s southwest Florida home and a judge signed an order yesterday ordering authorities to take the boy into custody and return him. It’s not yet clear whether she could face criminal charges. “I’m doing all this to protect Zander, not stay out of trouble,” McCready wrote in an email to the AP yesterday. “I don’t think I should be in trouble for protecting my son in the first place.” McCready says she is in Tennessee and it is looking less likely that she will bring her son back to Florida. She says she cannot travel because she’s nearly seven months pregnant with twins. The judge’s order means law enforcement anywhere can pick up Zander and bring him back to Florida. McCready and her mother have had a long custody battle over the boy. Until recently, the boy was living with McCready’s mother. Her mother was awarded guardianship in 2007. McCready says her son has suffered abuse at her mother’s house; her mother, Gayle Inge, denies the abuse allegations. “Once the child is located, we will pick him up and bring him back to Florida,” said Terri Durdaller, a
spokeswoman for the Florida Department of Children and Families. “Although these circumstances are unfortunate for a young child, his safety and wellbeing are our number one priority.” Durdaller said any criminal charges would come at the discretion of law enforcement or the Lee County (Fla.) State Attorney’s office.

He also took the reins on Jann Arden’s recent collection Uncover Me 2, which opened at No. 10 on the Canadian chart, and 311’s Universal Pulse, which bowed at No. 7 in the U.S. It’s a diverse slate of music, which Rock says has allowed him to try a few new tricks in the studio. “(I’m) learning more,” he said, pointing to the process behind Buble’s record. “When you’re using 60-piece orchestras and doing everything live, it’s a new thing for me.”

Mike Fisher scored his second goal of the game late in the third period last night as the Nashville Predators beat Vancouver 6-5 to end backup goalie Cory Schneider’s five-game win streak. Robertson made 27 regular-season appearances since he joined the Lions as a free agent in 2010, recording 217 carries for 1,249 yards and 11 touchdowns. He also had 73 receptions for 557 yards and 10 touchdowns. Thelwell was a late season pick-up for B.C. when injuries hampered the club’s receiving corps. Argentina decided to hold back David Nalbandian, opting instead to send Juan Monaco up against Rafael Nadal in the opening singles match of the Davis Cup final. Nadal will take on Monaco today in the opening match of the best-offive series on clay at the Olympic Stadium, with Nalbandian picked to play in tomorrow’s doubles. The
2002 Wimbledon finalist could then play in Sunday’s reverse singles if Argentina is still alive. Nadal has won 18 straight singles matches in the competition since losing in his debut in 2004. “It’s one of the greatest (challenges) in (tennis) history,” Monaco said yesterday at the Lope de Vega theatre, the site of the draw for Rafael Nadal the final. “It’s a tough match not only to play the first game for Argentina but also against my good friend Rafa. It’s a new challenge, but it definitely motivates me
to be playing in my first Davis Cup final.” Monaco is only 5-7 in Davis Cup play, while Nalbandian is 22-5 in singles and 10-1 on clay. Overall, Nalbandian is 33-10 overall in the competition. After Nadal’s opening match, fifth-ranked David Ferrer will play Juan Martin del Potro. In doubles, Nalbandian will partner with Eduardo Schwank against Feliciano Lopez and Fernando Verdasco. Nadal and Ferrer are a combined 25-0 for four-time champion Spain.

Russian prosecutors launched a probe yesterday against the country’s main independent election watchdog on suspicion of election law violations – just three days before the national parliamentary vote. Golos is a respected watchdog that provides training for election observers and runs a website compiling complaints of voting violations. It has recorded more than 4,500 complaints related to Sunday’s election, most involving the dominant United Russia party. Golos official Andrei Buzin said that the group has been accused of publishing opinion polls after the legal deadline. Russian law prohibits disseminating poll results for five days prior to an election. He described the authorities’ move as the “usual trick to get us distracted from our work at the most inconvenient time.” “They might as well have accused us of murder and suspended our activities while they’re investigating,” Buzin said. On Sunday, Prime Minister Vladimir Putin – running to return to the presidency next year – alleged that unspecified Western countries aimed to influence the election.
