YOUTH PLEADS GUILTY IN RAVE SEX ASSAULT MONISHA MARTINS (Maple Ridge News)

A teenage boy has pleaded guilty to taking photographs and video of an alleged sexual assault at a Pitt Meadows rave last year that went viral online. The boy, 17, entered the sudden plea yesterday in Port Coquitlam Provincial Court, although he initially intended to fight the allegations at trial. The trial heard from only one witness before a decision was reached to proceed with the guilty plea. The charges against the teen stem from the sexual assault of a 16-year-old girl at “Another Night in Bangkok,” a party held on a farm on Sept. 10, 2010. Crown laid one count each of making and distributing child porn against the teen three weeks after the rave. Crown prosecutor Wendy van Tongeren Harvey told the court the teen is now admitting to making and distributing obscene material. The images were eventually posted by others on Facebook and repeatedly shared online. Investigators believe that as many as 12 people witnessed the sexual assault and “more than one individual” participated in it. RCMP do not anticipate any more arrests or charges until new information is brought to their attention. Police said the investigation into the sexual assault and online photos was hindered by a “code of silence” amongst those who attended the party. The others accused in the rave case go to trial next year. Colton Ashton McMorris, 19, will be tried on one count of sexual assault, while Dennis John Allen Warrington, 20, faces charges of making child pornography and intending to distribute it.

An omnibus crime bill passed by the House of Commons yesterday needs to be balanced by crimeprevention efforts, says the head of a major police organization. Among other things, the bill increases penalties for sex offences against children. “The reality is we’re not going to arrest our way out of our troubles but we’re not going to stop arresting,” he told a news conference. “When we’re dealing with serious crime, there’s quite frankly some people that need to go to jail but there’s also a lot of people (for whom) early intervention and prevention will go a long ways and save lots of money and obviously be more efficient in achieving the results at that end. And I think, unless we do both, quite frankly, we’re missing a piece.” The Safe Streets and Communities Act bundles together nine different bills into one sweeping piece of legislation. It handily cleared the Commons by a vote of 157 to 127 and now heads to the Senate.

Police are not going to reduce roadside counterattack checks, despite a recent court ruling. After a B.C. Supreme Court judge ruled last week that the most severe of B.C.’s new impaired driving penalties infringe on people’s constitutional rights to a fair trial, Public Safety Minister Shirley Bond announced that police in the province won’t impose the toughest of the new roadside penalties until drivers are given a way to appeal the results of a failed breath test. But E Division RCMP Supt. Norm Gaumont said yesterday that little will change. “We will absolutely not be reducing counterattack roadside checks,” Gaumont said. “Nothing’s changed here. We still don’t want people to drink and drive. Let’s keep up the good work.” Gaumont said evidence shows that roadside prohibition is effective, noting police have seen a 50 per cent drop in alcohol-related deaths in the Lower Mainland, and the area is on par to finish 2011 with less than 100 alcohol-related fatalities – something he can’t remember seeing in a long time, if ever. In 2005, there were 180 such

deaths in Metro Vancouver alone, so seeing a major drop can only be good news, he said. In his ruling, Justice Jon Sigurdson said the increased penalties for blowing in the “warn” range of 0.05 to 0.08 per cent, are permissible. But drivers who blow in the “fail” range above 0.08 should have a chance to challenge the decision if their vehicles are impounded for 30 days and they face thousands of dollars in administrative penal-

ties, Sigurdson said. Gaumont said the government has indicated it will be looking to amend the year-old impaired driving law. In the meantime, police will revert to the old roadside impairment rules, which means impaired drivers can still face a 90-day administrative driving prohibition and can still be charged criminally if they are driving while under the influence of alcohol.

SEX OFFENDER DEAD AT MISSION INSTITUTION MISSION RECORD (Black Press)

A sex offender found dead in his prison cell at Mission Institution on Friday is believed to be a homicide victim, according to RCMP. The man was found unresponsive around 10:45 p.m. and paramedics were unable to revive him, according to police. Assistant warden Brandon Banks released a statement identifying the deceased as Troy Squires, 39, who had been in prison since Jan. 17, 2006 for sexual offences. Police could not reveal the cause of death, but an autopsy is expected to take place this week.

After completing extensive testing in an investigation into infectious salmon anemia (ISA), the Canadian Food Inspection Agency says there are no confirmed cases of the disease in wild or farmed salmon in B.C. In recent years, the CFIA and the province have tested more than 5,000 wild and farmed salmon in B.C. for ISA; none have ever tested positive, says the CFIA. A Simon Fraser University professor reported finding the ISA virus in two smolts from Rivers Inlet in May and June.

ICBC charges $75 for a new or renewed driver’s licence, but it only costs the corporation $10 to issue the licences, B.C. Auditor General John Doyle says in a new report. The fee is set by the provincial government, which takes all the revenue and leaves ICBC to fund licence handling costs from its insurance revenues. The licence fees added up to $36.5 million in revenue to the province in the fiscal year that ended last March. A man who was accused of gouging out the eyes of a University of British Columbia student who had returned home to Bangladesh has died in prison in the South Asian country, according to local media reports. Hasan Sayeed Sumon was charged with attempted murder after his wife, Rumana Monzur, a graduate student in political science, was blinded and disfigured during a trip home to Dhaka, Bangladesh. Several media outlets reported Sumon died yesterday at a jail in Dhaka, though it wasn’t immediately clear what caused his death. Sumon had denied attacking his wife. Monzur, a Fulbright scholar in her early 30s, said

her young daughter witnessed the attack on June 5 when her eyes were gouged and her nose bitten. She returned to Canada with her father a month later to seek treatment and finish her studies. Doctors in Vancouver examined her eyes to determine whether her vision could be restored. Monzur underwent four surgeries, but in the end doctors concluded her eyes were too damaged to be repaired. Meanwhile, the university and her fellow students raised tens of thousands of dollars to cover Monzur’s medical and living expenses as she completes her studies. Monzur’s case has prompted rallies and petitions both in Canada and in her home country of Bangladesh, where a high proportion of women face violence.

CONVICTED KILLER WANTED FOR IPHONE THEFTS RICHMOND REVIEW (Black Press)

A hit-and-run killer was arrested by police in Richmond two weeks ago in connection with a rash of summertime thefts of iPhone and BlackBerry cellphones. Xiao Sean Zhang, 24, is facing eight counts of theft under $5,000 for eight incidents between July 31 and Aug. 28. Zhang, who spent less than a year in prison in 2007 for dangerous driving causing death involving a tourist from New Zealand, is alleged to have used Craigslist to connect with his victims. According to Richmond RCMP, Zhang contacted individuals who were selling their cellphones on Craigslist, then met up with them, before inspecting the phone and then simply walking away without paying. Zhang is facing 33 criminal counts, including fraud, theft, robbery, impersonation and driving offences. While Zhang is also alleged to have stolen pricey cellphones in Vancouver. In these cases, a man dressed as a courier delivery person would arrive at a home where a new cellphone had just been delivered. The courier would tell the victim that the phone had been delivered in error, and would ask for its return. Once they handed over the phone, the fake courier reassured the victim that the correct phone was on the way, and then left without ever returning.

So-called honour killings stem from a loss of male control over women’s bodies, and bloodshed is seen as a way to purify dishonour, an expert testified yesterday as the Crown wrapped up its case against a family accused of four such killings.

In some cultures, particularly in the Middle East, honour is valued more than life, and can often accompany declarations of love for the victims from the perpetrator, Shahrzad Mojab told court. The way female members of a family conduct themselves, especially regarding their sexuality and manner of dress, is a reflection of how much control the father and eldest son are able to exert, and that constitutes their honour, she said.

A global economic think-thank says the gap between rich and poor in Canada has been getting wider, particularly since the mid-1990s. The Organization for Economic Co-operation and Development says income equality in Canada is above the average for its member nations, but remains below the income gap in the U.S. In Canada, the average income of the top 10 per cent of Canadians in 2008 was $103,500, 10 times that of the bottom 10 per cent at $10,260. The ratio for Canada in the early 1990s was about eight to one.

A youth has been charged for allegedly uttering anti-Semitic slurs at a girl at a Winnipeg high school and singeing her hair with a lighter. Police say a 14-year-old girl was confronted by a 15-year-old boy in the hallway of Oak Park High School last month. She was not physically hurt and has returned to school. The youth is accused of assault with a weapon and has been released from custody on a promise to appear. Justice officials will review the case to determine if hate crime charges are warranted.

A new study suggests Canadians have grown more tolerant of the country’s immigration levels – even as the number of newcomers has increased over the years. A poll of 2,020 people, taken for the Institute For Research on Public Policy, suggests that 58 per cent of Canadians surveyed last year supported the country’s level of immigration. It says Canadians have had positive views of the country’s immigration level for more than a decade.

A British court yesterday gave WikiLeaks founder Julian Assange permission to continue his legal battle to avoid extradition to Sweden over sex crimes allegations. The decision means Assange does not face immediate deportation to Sweden. The court said he can apply to Britain’s Supreme Court in a bid to remain in the U.K. The judges accepted Assange’s argument that there is a question over whether police and prosecutors are a judicial authority and should have the power to issue extradition requests under European law, Assange’s lawyer Gareth Peirce said.

The world court has ruled Greece was wrong to block Macedonia’s bid to join NATO in 2008 because of a longsimmering dispute over the country’s use of the name Macedonia. At first glance, clean-cut Christian rocker Marc Martel might not seem the obvious choice to reincarnate Freddie Mercury, Queen’s flamboyant lead singer. But when the Montreal-area native opens his mouth and belts out a song, it’s as though Mercury is in the room. “We definitely have a very similar instrument as far as our vocal cords go,” Martel said yesterday. Martel is one of the finalists to interpret Mercury in a Queen cover band being set up by Roger Taylor, the former drummer of the legendary group. Martel hasn’t yet met Taylor, and says the thought is “kind of surreal now.” Martel’s audition video on YouTube has recorded more than five million hits. A passenger on board the plane had said Campbell and Wilson were fighting with the flight attendants and it took the entire crew to subdue the men, who were eventually handcuffed to seats on the plane. NHL officials approved a radical realignment plan yesterday that will give the league four conferences instead of six divisions and guarantee home-andhome series among all teams. The board of governors authorized commissioner Gary Bettman to implement the proposal pending input with the NHL Players’ Association. Wally Buono is stepping away from the sidelines to concentrate on his managerial duties with the B.C. Lions. The announcement came just over a week after Buono guided his club to a 34-23 victory over the Winnipeg Blue Bombers in the Grey Cup. Buono was named vice-president of football operations and will retain his general manager’s title. “It was something that I’ve been contemplating for years,” Buono said yesterday at the team’s practice facility. Buono posted a 101-60-1 record with the Lions after joining the team as GM and coach in 2003. He led B.C. to a pair of Grey Cup wins, seven division final appearances and five first-place finishes in the West Division. “This is a day of mixed emotions for our organization,” Lions president Dennis Skulsky said. “We have been fortunate to have witnessed coaching excellence during Wally’s time at the helm of the Lions and I know all of us are saddened to see him step aside. “We are thrilled however, that his leadership and experience as a vice-president and GM will be the guiding force as we set about to find his replacement and begin a new chapter for the B.C. Lions.” Buono has a 254-139-3 record over 22 seasons as a coach with the Lions and Calgary Stampeders. He has won five Grey Cups in that time – two with B.C. BOOGAARD’S BRAIN HAD DEGENERATIVE CONDITION: REPORTS NEW YORK (Associated Press)

The New York Times says former NHL enforcer Derek Boogaard showed signs of a degenerative brain condition believed to be caused by repeated blows to the head. Boogaard’s family donated his brain to the Center for the Study of Traumatic Encephalopathy at Boston University’s School of Medicine. The 28-year-old former New York Rangers forward died in May due to an accidental mix of alcohol and the painkiller oxycodone. The Times says research shows Boogaard had chronic traumatic encephalopathy, commonly known as C.T.E., a close relative of Alzheimer’s disease. The newspaper says scientists were shocked to see so much damage in someone so young. And that had Boogaard lived, his condition likely would have worsened into middle-age dementia. Boogaard played parts of five seasons with the Minnesota Wild before signing with the Rangers as a free agent in the summer of 2010. In 277 career NHL games, the six-foot-eight, 257-pound Saskatoon native recorded three goals, 13 assists and 589 penalty minutes.

A white knight has hopped into the fray to rescue bunnies facing the death penalty in a scenic Rocky Mountain community near Banff National Park. The town of Canmore, Alta., has made international headlines and faced the wrath of animal lovers for its plan to destroy its out-of-control feral rabbit population. But trapping and gassing the rabbits, as planned, may not be necessary after an offer from the Animal Rescue Corps (ARC), a non-profit animal protection organization based in Washington, D.C. The group is proposing to work with Canmore, 110 km west of Calgary, and manage all aspects of dealing with the rabbit problem, including trapping, trans-

A pool of radioactive water was discovered midday Sunday around a decontamination device, TEPCO said in a statement on its website. After the equipment was turned off, the leak appeared to stop. Later, workers found a crack in a concrete barrier leaking the contaminated water into a gutter that leads to the ocean. TEPCO estimated about 300 litres leaked out before the crack was blocked with sandbags. The leakage of radioactive water from the Fukushima plant into the Pacific Ocean in the weeks after the March 11 accident caused widespread concern that seafood in the coastal waters would be contaminated. The pooled water around the purification device was measured Sunday at 16,000 bequerels per litre of cesium-134, and 29,000 bequerels per litre of cesium-137, TEPCO said. That’s 270 times and 322 times higher, respectively, than government safety limits.

Nuon Chea’s deďŹ ant statements came as the UN-backed tribunal began questioning him for the ďŹ rst time since the long-awaited trial of three top regime leaders began late last month. Nuon Chea and two other Khmer Rouge leaders are accused of crimes against humanity, genocide, religious persecution, homicide and torture stemming from the group’s 1975-79 reign of terror. All have denied wrongdoing. The trusted deputy of the late Pol Pot, Nuon Chea blamed neighbouring Vietnam for the atrocities that occurred, reiterating long-standing Khmer Rouge’s claims that the mass graves discovered subsequently were of people killed by Vietnamese armed forces. Ivory Coast’s ex-president appeared at the International Criminal Court yesterday, the ďŹ rst former head of state to face judges at the world’s ďŹ rst permanent war crimes court. Laurent Gbagbo vowed to ďŹ ght the charges against him. Gbagbo, 66, was calm and smiled at supporters in the public gallery as the 25-minute hearing opened. He told judges he did not need them to read the charges. Gbagbo was extradited to the Netherlands last week to face accusations his supporters committed murder and rape as he rejected an election result and tried to cling to power. Ex-Yugoslav President Slobodan Milosevic and Liberian leader Charles Taylor were also sent to The Hague for trial, but both faced temporary, ad hoc tribunals – Milosevic at the International Criminal Tribunal for the Former Yugoslavia and Taylor at the Special Court for Sierra Leone. Gbagbo is the ďŹ rst to be tried at the ICC, which started work in 2002. Together, the cases are ushering in a new era in which heads of

state no longer enjoy impunity. “In the past, if you were a head of state you could commit massive atrocities and nothing would happen,� Prosecutor Luis MorenoOcampo said. “This era is gone.� Prosecutors say about 3,000 people died in violence by both sides after Gbagbo refused to concede.
