Stephen Harper heads to the White House today to unveil a long-awaited border security agreement with U.S. President Barack Obama, but the visit comes at a particularly tense moment in CanadaU.S. relations as TransCanada’s Keystone XL pipeline saga rages on. The $7 billion project, shelved at least temporarily by the Obama administration just a month ago, is being resurrected as a front-burner issue on Capitol Hill this week thanks to congressional Republicans who are determined to see the project win federal approval before, not after, next November’s presidential election. The prime minister and Obama discussed Keystone at length during the recent APEC summit in Hawaii, meaning Keystone XL may not be a top item of discussion this time around. But the fate of the pipeline will likely be discussed at some point, given recent developments that have served as a stark reminder that unfettered access to the U.S. market by Canadian businesses is far from guaranteed, regardless of the new Beyond The Border initiative aimed at intelligence-sharing, streamlining cross-border trade and co-ordinating regulations. “Keystone will come up, but whether or not we can expect any movement? The new RCMP boss says he’ll root out “darkhearted behaviour” in the national police force by swiftly firing clear wrong-doers and giving his senior officers the authority to settle disputes without delay. RCMP Commissioner Bob Paulson said that lying, cheating, stealing, intentional use of excessive force and blatant harassment will not be tolerated. “We’re going to suspend people immediately. We’re

going to seek their dismissal through a formal process and we’re going to suspend their pay,” Paulson said. “Those are all powers that are available to me now.” The veteran officer, who assumed the high-profile job last week, says leadership and accountability within the RCMP are his immediate priorities. He stepped into the post as long-simmering concerns about harassment and bullying within the iconic police force boiled over, prompting an internal review and an investigation by the RCMP watchdog. When a case of Mountie misconduct “clearly attracts the outrage of Canadians” and the facts are indisputable, Paulson said, “we will dismiss those people on the spot, almost.”

BC Ferries’ board of directors has appointed senior executive Michael Corrigan to replace outgoing CEO David Hahn, who is leaving at the end of the year. Corrigan’s salary will be $563,000, if he reaches all the performance and safety bonus targets in his contract. Along with three other senior executives, Corrigan is being paid a lump sum of $200,000 to compensate for the cancellation of BC Ferries’ long-term bonus program. BC Ferries board chair Donald Hayes said Corrigan’s total compensation will be about 60 per cent of that paid to Hahn, who announced his early retirement in September as part of a cost-cutting program at the Crown corporation. Hahn’s compensation topped $1 million in the last two years, making him the highest-paid public servant in B.C. Hayes said Corrigan’s former position of chief operating officer is being eliminated, saving BC Ferries about $600,000 a year. Corrigan joined BC Ferries in

2003 as vice-president for business development, where he was responsible for new vessel construction and terminal upgrades. Transportation Minister Blair Lekstrom said Corrigan’s new salary is within the range of legislation passed by the government this spring amid controversy over Hahn’s salary. Speaking to reporters in Vancouver yesterday, Lekstrom said he expects there will

still be complaints about the pay, which is more than the new CEO of BC Hydro makes. Lekstrom said he is expecting B.C. Ferry Commissioner Gord Macatee’s report on ferry rates to be released soon. Macatee is reviewing the mandate imposed in 2003 to move towards a user-pay ferry system and not allow the profitable large runs to subsidize the smaller routes. “The biggest question I get is the affordability issue, and Mr. Corrigan recognizes that, and he is going to do, in the discussion I had with him, everything he can to work collaboratively and ensure we have an affordable system,” Lekstrom said.

WOMAN ACCUSED OF SMUGGLING PILLS TO U.S. IN HER UNDERWEAR CHILLIWACK PROGRESS (Black Press)

A 48-year-old Chilliwack woman was busted at the Sumas border crossing Sunday for allegedly trying to smuggle 110 tablets of Oxycontin into the United States. U.S. Customs officers said Judy Veronica Peters was walking across the border and declared her intention to visit locally when she was selected for a secondary inspection. “During questioning she admitted to concealing pills in her underwear,” U.S. Customs Chief Thomas Shreiber said in a news release. He said a personal search of Peters was conducted and the pills found in her underclothing. “Officers removed pills which field-tested positive for the properties of oxycodone,” he said. OxyContin is the brand name of a formula for oxycodone, a narcotic opiate used to relieve pain. In high doses, or combined with alcohol or in persons not tolerant to opiates, oxycodone can cause respiratory or circulatory collapse and death. Peters was immediately taken into custody and turned over to agents from U.S. Immigration and Homeland Security for further investigation.

William Fisher Sr., the focus of an intense four-day ground and air search over northern Vancouver Island, has been located, deceased in his vehicle. All indications are that Fisher’s vehicle left the roadway, and traveled down an embankment, where it was found this morning, southwest of Port Hardy along Highway 30, police said. The vehicle was spotted by a passing motorist, who notified police. It is not yet known when the collision occurred.

The show will go on for the Rossland Light Opera Players despite losing $3,300 in vital fundraised dollars to a thief three weeks ago. The volunteer theatre company had its cash box stolen during an early November show in Rossland, casting some doubt on whether they would be able to continue with their main stage show, Pride and Prejudice, in late February, early March. Although they made a public plea to the thief Nov. 16 in the Trail Daily Times to return the money “no questions asked,” nothing has turned up, said the company’s president, Dawn Graham. “We’ve kind of accepted this has happened and people aren’t very happy with it, but if you let it get to you they win,” she said. The main stage show costs about $15,000 to produce,

and was typically funded through a combination of fundraising and grants. Right now some of the company’s players are trying to organize a fundraiser for the fundraiser that was pre-empted from its financial rewards by the thief. The money made from the show in the new year would have gone towards replacing the existing wheezing furnace in the company’s Washington Street home, as well as to help pay for the new windows currently being installed. In early November, with a sold out house of 124 guests at Miner’s Hall in Rossland, the night was going as planned for the company’s performance of Murder at Crooked House. But after the show was over the 20-member cast and crew discovered the $3,300 they had taken in for the night was stolen.

Another female RCMP officer is accusing the force of harassment for her treatment while she worked with a drugs and organized crime unit in B.C. Cpl. Elisabeth Mary Couture filed a lawsuit last week saying she was forced to work in an “atmosphere of fear and control” while she was with the unit between June 16, 2009 and Sept. 15, 2010. Couture says in the suit she was told not to gossip or chit chat with other members, subjected to eavesdropping, instructed not to extend morning greetings to coworkers and even chastised and embarrassed in front of coworkers for talking.

Mounties corralled four horses on Sunday in Maple Ridge after they escaped from their paddock through a broken fence. Ridge Meadows Mounties contacted the SPCA, but were told no animal protection officers were available to help. That’s when Const. Jo Fraser stepped in. Fraser, who owns a horse, managed to coax the horses off the busy road and back into the field they escaped from. The horses were being cared for J and M Acres Horse Rescue, an organization that saves horses from slaughter.

A website under Toronto Mayor Rob Ford’s name is sending all who venture there to the Toronto Star site. The Toronto newspaper has been in a public feud with the mayor for more than year. An old website address previously used by Ford – www.robford.ca – now directs users to a message that reads: “Rob, we’re sorry!!” After a few seconds, users are then redirected to the website for the Star, which has been critical of Ford and his cost-cutting measures.

The Assembly of First Nations has passed a resolution asking the United Nations to step in and make sure Ottawa is doing its job for the troubled northern Ontario reserve of Attawapiskat. The request is for a “special rapporteur” to determine whether the federal government is living up to its legal obligations, both in Canada and in international treaties. The resolution was a last-minute addition to the agenda at the assembly’s annual meeting,

where anger and disbelief run thick over how the government has handled the housing crisis in Attawapiskat. “We must go together and tell the government: this is our land, this is our life,” Attawapiskat Chief Theresa Spence told dozens of fellow leaders at the Assembly of First Nations’ annual meeting. “We need to see say ‘enough is enough’. Respect our treaty and follow our treaty, as we did.’” It also demands that the federal government respond quickly to communities lacking in basic needs. And it instructs the aboriginal affairs minister to stop imposing measures and instead work with chiefs and their councils. A spokeswoman for Aboriginal Affairs Minister John Duncan says the government is committed to working with the chief and council to find ways to give the people warm and dry places to sleep.

Her daughter Anne-Marie was killed at the school and it was on her birthday this year that the Tories introduced their bill.

An Edmonton radio station says Alberta Tory MP Peter Goldring is apologizing to people in his riding after being charged with refusing a breathalyzer test. Police say Goldring was stopped on Edmonton’s north side on Saturday night at a roving check stop after attending his riding association Christmas party. Goldring says his withdrawal from the Conservative caucus is temporary until the matter is resolved.

Search teams are still looking for the mayor of an Arctic hamlet who hasn’t been seen since he went caribou hunting alone 10 days ago. Jamesie Kootoo, who is 67, is both mayor and coroner for the Baffin Island community of Kimmirut in Nunavut. RCMP believe he wasn’t carrying a lot of survival gear. Rescue teams have conducted numerous ground and air searches, but have been hampered by stormy weather and rough terrain.

Israel has expelled a Hamas lawmaker who was recently arrested after seeking refuge in the Red Cross’ office in east Jerusalem. Ahmed Abu Atoun was released from an Israeli military prison yesterday and expelled to the Palestinian city of Ramallah in the West Bank. Israel bars the Islamic militant group Hamas from operating in Jerusalem. Abu Atoun was arrested in September after venturing out of the Red Cross compound where he had been hiding for more than a year. The Red Cross urged Israel to reconsider its decision.

A British newspaper claims a major public relations firm boasted that its access to top government officials brought quick results for clients, drawing a denial from Prime Minister David Cameron’s office. A report yesterday by The Independent says Tim Collins, managing director of public affairs for Bell Pottinger, bragged to undercover reporters that the company had used its influence to get Cameron to speak to the Chinese premier about intellectual property on behalf of a client Cameron’s spokesman Steve Field denied the allegation.

The leader of Egypt’s Muslim Brotherhood said Tuesday he is prepared to compromise with the ruling military on the formation of a new government, and that fears of the “Islamization” of the country are overblown. Mohammed Badie, the Brotherhood’s general guide, spoke as Egyptians were voting in runoffs for the first round of elections, which have been dominated by the fundamentalist group and the hard-line Al-Nour bloc. Pakistan’s interior minister thanked the country’s Taliban militant movement yesterday for not staging attacks during this year’s Shiite ritual of Ashoura, a remark likely to draw criticism as the country grapples with how to subdue the extremists. The Pakistani Taliban and other Sunni extremist groups have frequently bombed Shiite processions during Ashoura. A Texas woman unable to qualify for food stamps for months walked into a state welfare office with a gun, then shot her two children and killed herself during a sevenhour standoff, officials said. The children, a 10-year-old boy and a 12-year-old girl, were in critical condition yesterday, said police investigator Joe Baeza in Laredo, Texas. The standoff began around 5 p.m. Monday afternoon. Baeza said the woman was speaking with two employees when she pulled out a gun and said she wanted to speak to a supervisor. When the supervisor arrived, he convinced her to let the employees go in exchange for keeping him. Meanwhile, about 25 other people were moved to safety, police said. The identity of the mother and children were still not made public. Texas Health and Human Services spokeswoman Stephanie Goodman said the woman first applied for assistance in July. Goodman said the mother was denied because she didn’t submit enough information. She told negotiators about a litany of complaints against state and federal government agencies, though it wasn’t clear what specifically triggered Monday’s standoff.

STONE HONOURING TED HUGHES LAID IN LONDON LONDON (Associated Press)

British poet Ted Hughes is being honoured with a memorial stone in Poets’ Corner in Westminster Abbey, joining a line of great British writers going back to Chaucer. The stone in the abbey floor is next to one honouring T.S. Eliot, Hughes’ mentor and publisher. Hughes’ stone is inscribed with his name and words from That Morning, one of his River poems: “So we found the end of our journey / So we stood alive in the river of light / Among the creatures of light, creatures of light.” Some 300 people attended the ceremony, including Hughes’ widow Carol and daughter Frieda. Nobel Prize-winning Irish poet Seamus Heaney delivered an address. Hughes died of cancer in 1998, months after publishing Birthday Letters, a powerful collection reflecting on his troubled first marriage to the poet Sylvia Plath. Plath killed herself in 1963. Hawk in the Rain, Hughes’ first volume of poetry published in 1957, immediately established him as one of the most interesting of Britain’s young poets. He was appointed Poet Laureate in 1984.

With a staggering list of celebrities and average Joes expected to put their lives to paper in 2012, it’s clear the memoir craze shows no signs of waning. Neil Young, Pete Townshend, Carole King, Courtney Love, Rod Stewart and Gregg Allman are just a few of the would-be authors readying their stories for publication in the new year. Lesser-known figures set to spin autobiographical tales include CBC personality Jian Ghomeshi, former Ontario attorney general Michael Bryant, ecofilmmaker Rob Stewart and former St. Francis Xavier University instructor Leslie Shimotakahara. Publishing experts say the genre remains immensely popular because memoirs are easy to market and appeal to frazzled readers seeking to make sense of their lives. “I think people nowadays are assailed on all fronts,” says Penguin’s Diane Turbide, who edited Toronto author Marina Nemat’s harrowing memoir The Prisoner of Tehran, a recent selection for CBC’s Canada Reads. “They’re busy, they’re over-

whelmed by the pace of life, by information. They can’t make out the shape, or the path, or the arc of their own life. Everything is a blur ... I think people are looking for some kind of narrative thread, some kind of plot that makes sense that doesn’t feel so formless.”

Releasing the guidance document, Privacy Commissioner Jennifer Stoddart said Internet users should have the clear choice to say no to being tracked. “We want people to understand what is going on before their personal information is collected,� Stoddart said. NHL players largely seem in favour of a proposed realignment plan that will require the support of their union before taking effect next season. The major four-conference shakeup endorsed by the NHL’s Board of Governors had players abuzz in dressing rooms around the league yesterday. Some were still getting a handle on what it meant and a few voiced concerns, but the overall reception was positive. “It looks pretty fair,” said Montreal Canadiens defenceman Hal Gill. “It’s a little different. But it’s not going to be perfect. Unfortunately, the map doesn’t lend itself to perfect. You don’t want to take away too many rivalries so you have to figure it out.” One area of concern is the fact that two conferences feature eight teams while the two others have seven. That represents a significant competitive disadvantage since the same number of teams (four) will qualify for the playoffs in each conference. “Personally, I’d like to have the same shot at making the playoffs as everybody else,” said Flames winger Alex Tanguay. An added benefit for players based in the West is the perception that the playing field will be levelled a little bit. The new plan calls for Eastern teams to be on the road more often than they have been in the recent past. “We have a tough travel (schedule) to begin with anyway,” said Vancouver Canucks goalie Roberto Luongo. “For us, it doesn’t really change much as far as that’s concerned. The concern, I think, is probably for the teams in the East. They’re probably going to have to make a bigger adjustment more than anything else.”

Researchers at Boston University say it’s important not to over-interpret results from a study of former NHL enforcer Derek Boogaard’s brain that show early signs of a neurodegenerative disease linked to repeated brain trauma. “However, based on the small sample of enforcers we have studied, it is possible that frequently engaging in ďŹ st ďŹ ghts as a hockey player may put one at increased risk for this degenerative brain disease,â€? said Dr. Robert Cantu, co-director of the Boston University Center for the Study of Traumatic Encephalopathy (CSTE). Boogaard’s brain showed evidence of early stages of Chronic Traumatic Encephalopathy (CTE). The 28-year-old Boogaard died in May of an accidental overdose of alcohol and the painkiller oxycodone. His family donated his brain to the Boston University facility for study. CTE can only be diagnosed by examining brain tissue post-mortem. In 277 NHL games, Boogaard scored three goals, had 589 penalty minutes and reportedly participated in 61 regular season ďŹ ghts, according to the Boston University report. He reportedly fought 174 times in pro hockey. Boogaard had not played since Dec. 9, 2010, due to ďŹ ght-related injuries, including a reported concussion. Boogaard was diagnosed with mild CTE by neuropathologist and CSTE co-director Dr. Ann McKee, a

Traces of radiation spilled from Japan’s hobbled nuclear plant were detected in baby formula yesterday in the latest in a string of contaminated food turning up in the nation. Major food and candy maker Meiji Co. said that it was recalling canned powdered milk for infants, with expiration dates of October 2012, as a precaution. The levels of radioactive cesium were well below government-set safety limits, and the company said the amounts were low enough not to have any affect on babies’ health even if they drank the formula every day. The March 11 earthquake and tsunami in northeastern Japan sent three reactors into meltdown at Fukushima Dai-ichi plant, which have been spewing radiation into the air and ocean. Some of that radiation has crept into food, such as rice, ďŹ sh and beef. But this was the ďŹ rst time radiation was reported in baby formula. Kyodo News said the milk got contaminated by airborne radioactive cesium while it was being dried, citing the company. The levels of cesium-134 and cesium-137 in the milk were up to 31 becquerels per kilogram, which is below the government limit of 200 becquerels per kilogram set for milk.
