Key features of the Canada-U.S. perimeter security pact – including a controversial new entry-exit system for crossing the 49th parallel – are three to four years from seeing the light of day. The 29-point deal and an accord on regulatory reform both aim to streamline trade while protecting the continent from security threats by aligning approaches and screening more people and cargo before they arrive in North America. “These agreements create a new, modern border for a new century,” Prime Minister Stephen Harper said at a formal ceremony in Washington, alongside U.S. President Barack Obama. “The key that locks the door to terrorists also opens a wider gate to cross-border trade and travel.” But many of the initiatives will be years in the making. Full implementation of the entry-exit control regime isn’t arriving until June 2014, the same year a new integrated cargo screening strategy is expected to be fully online. An improved means of sniffing for explosives in the luggage of U.S.-bound air travellers isn’t due for completion until March 2015. “There are going to be other items that are frankly more complicated and are going to take a little bit longer to put in place,” said a senior Canadian government official, who briefed journalists on condition of anonymity. “Entry-exit is a good example. This is not something where you flip a switch and it happens all at once.” There were few surprises in the action plan released yesterday. Insiders leaked major elements of the agreement months ago, but an official announcement was delayed by Harper’s request for a high-profile launch with Obama at the White House.

The B.C. government has hired Denver’s police oversight specialist to head the province’s new Independent Investigations Office. Richard Rosenthal was deputy district attorney in Los Angeles before moving to Portland to establish their independent police office. He then moved to create his current job as independent police monitor for the city and county of Denver. Rosenthal starts setting up the new B.C. office in January, and wants to have it ready to investigate deaths and serious injuries involving police starting in mid2012. The B.C. government committed to a civilian-led agency after a string of incidents involving RCMP and city police forces. The office was recommended by inquiries into the 2007 death of Polish immigrant Robert Dziekanski at Vancouver airport, and Frank Paul, who was removed from the Vancouver Police drunk tank in 1998 and left unconscious in an alley. The 2005 gunshot death of Ian Bush at the RCMP detachment in Houston, B.C. was another case that pushed the B.C. government

to end the practice of police incidents being investigated by other police forces. The independent office will also bring B.C. RCMP officers under civilian oversight. Asked at a news conference in Vancouver yesterday if Denver police were happy to see him go, Rosenthal replied that he introduced a rule there that officers who lie to internal affairs investigators are fired. That was a

“change in culture,” he said. Rosenthal said he also wants to study cases of deadly force to learn from them, an approach that helped reduce police shootings in Denver from 12 to 15 a year to four or five. RCMP Assistant Commissioner Fraser MacRae was on hand for the announcement, and said he looks forward to working with Rosenthal’s office.

U.S. LAWYER NAMED AS NEW B.C. POLICE WATCHDOG

REMAINS FOUND 26 YEARS AFTER MAN WENT MISSING VANCOUVER (Canadian Press)

The mystery of a missing B.C. man has been solved 26 years after he went scuba diving with a relative but failed to resurface. Peter Devoe’s remains were found in diving gear entangled in the nets of two commercial fishermen on Oct. 23 in Burrard Inlet, just west of Cates Park. The BC Coroners Service says Devoe was last seen diving at the North Vancouver park on March 13, 1985. A medical cause of death could not be determined but foul play has been ruled out.

A teenager was struck by a car while crossing a street in Maple Ridge yesterday morning. The girl was hit around 8 a.m. while walking across Dewdney Trunk at Burnette Street. Cpl. Alanna Dunlop said the girl was struck by a compact car travelling west. She was taken to hospital with non-life threatening injuries and expected to make a full recovery. The driver of the car has been charged with a Motor Vehicle Act offence.

The Fraser Health Authority won the first round in its case against distribution of raw milk by a Chilliwack cowshare group in BC Supreme Court on Tuesday. But Gordon Watson, cowshare spokesman, vowed to be his “prickly, cantankerous worst” when the courtroom battle resumes on April 2. “The lawyer for Fraser Health got an order stating that its officers can go onto the farm property at any time, without a search warrant. But so what?” he said in an email. “Under the Public Health Act they could have done that anyway, if and when they had good reason.” In August the FHA did obtain a search warrant to search the farm on Prairie Central Road to determine if a permanent court injunction issued last year against distribution of raw milk was being obeyed.

Following that search, FHA officials applied for a court finding that Watson and the farm’s agister, Michael Schmidt, were in contempt of the injunction. FHA officials have argued that the Public Health Act describes human consumption of milk unpasteurized by a licenced dairy plant is a “health hazard” and the sale of raw milk is banned for that reason. Watson argued that the cows owned by cowshare members are private property, and that they can do whatever they like with the milk the cows produce. FHA spokesman Roy Thorpe-Dorward said while the contempt hearing is adjourned, the justice also made two orders authorizing health officials to enter and inspect the premises without notice, and to post the original March, 2010 injunction order in conspicuous places around the farm.

A woman accused of abducting her baby daughter 18 years ago has been denied bail. Patricia O’Byrne has been in custody since she was arrested last week in Victoria. Police allege the 54-yearold abducted her own toddler in 1993 while in the midst of a custody battle. O’Byrne’s lawyer, Edward Greenspan, says he’ll be seeking a bail review. There now is a publication ban on the daughter’s name.

TWO MORE CHARGED IN STANLEY CUP RIOT VANCOUVER (Canadian Press)

Police say charges have been approved against two more people suspected of participating in Vancouver’s Stanley Cup riot last June. Last week, police announced the first batch of charges laid against 25 people suspected of offences ranging from taking part in a riot to arson, theft and assault. Insp. Les Yeo says the latest charges, which include participating in a riot and mischief, are against 19- and 20-yearold men, one from Surrey and one from Coquitlam.

Defence Minister Peter MacKay is considering legal action against MPs who suggested he lied about a ride he took aboard a search-and-rescue helicopter. Documents released last week showed some staff within National Defence predicted the trip could be perceived badly.

RITZ BREACHED WHEAT BOARD ACT: JUDGE A Federal Court judge has ruled that Agriculture Minister Gerry Ritz breached the Canadian Wheat Board Act by making changes without holding a plebiscite among producers. Justice Douglas Campbell says Section 47.1 of the act requires the minister to consult farmers before making change to the board’s structure. Ritz introduced legislation in Parliament in October to end the wheat board’s marketing monopoly on western wheat and barley by next August.

Pope Benedict XVI has illuminated a huge Christmas tree lighting display in Umbria by tapping on a tablet computer from the comfort of the Vatican. Police yesterday captured one of Italy’s most-wanted fugitive mobsters, arresting the last major boss of one of Italy’s bloodiest mafia clans. Michele Zagaria, on the run since 1995, was found in an underground bunker in Casapesenna, in his hometown province of Caserta in southern Italy, the headquarters of the Casalesi clan of the Neapolitan Camorra. Investigators contend the Casalesi family runs a lucrative illegal business in transporting and disposing of toxic waste, a murky world explored in the book and film Gomorrah.

An attorney for Manuel Noriega says the former Panamanian strongman is to be extradited from France to his homeland on Sunday. French authorities have approved two extradition requests by Panama, which plans to retry Noriega in two cases in which he was convicted in absentia. Noriega was ousted in the United States’ 1989 invasion of Panama, convicted of drug racketeering in Miami and served 20 years in a U.S. prison. The U.S. extradited the former dictator to France in April 2010 to face charges he laundered some $3 million in drug money.

VIENNA, Austria (AP) Austria’s parliament has authorized a donation of 6 million euros ($8 million) toward helping to renovate a memorial to Holocaust victims who died at Auschwitz. The death camp in Poland was the most infamous of the string of death camps set up by Germany’s Nazis. Many Austrians supported Hitler and some of the Nazi dictator’s key associates were Austrians. The Austrian donation is part of a target of 120 million euros ($160.5 million) earmarked internationally to maintain the site. Germany has agreed to contribute 60 million euros.

Police gave protesters at San Francisco’s Occupy encampment five minutes to gather belongings before taking down about 100 tents and arresting 70 people as officers dismantled the camp in an overnight raid. About 120 survivors of the Dec. 7, 1941, bombing of Pearl Harbour observed a moment of silence to commemorate the Japanese attack and the thousands who lost their lives that day 70 years ago yesterday. The moment of silence came just before 8 a.m., when the first Japanese planes launched their attack. The survivors were joined by U.S. Navy Secretary Ray Mabus, military leaders and civilians at a ceremony in Pearl Harbour. Altogether 3,000 people attended the event at a site overlooking the sunken USS Arizona and the white memorial that straddles the battleship. President Barack Obama hailed veterans of the bombing in a statement proclaiming yesterday as “National Pearl Harbour Remembrance Day.” “Their tenacity helped define the Greatest Generation and their valour fortified all who served during World War II. As a nation, we look to Dec. 7, 1941, to draw strength from the example set by these patriots and to honour all who have sacrificed for our freedoms,” he said. A stunt for the TV show MythBusters sent an errant cannonball through a California family’s house and into a parked minivan a few hundred feet away. Producers for the show ďŹ red the cannonball Tuesday at the Alameda County Sheriff ’s Department bomb range when it misďŹ red. Sheriff ’s spokesman J.D. Nelson said that no one was injured and the home’s residents didn’t even wake up until the dust was settled – literally on top of them. Nelson said producers have used the cannon that they built at the range more than 50 times without incident. The cannonball was supposed to go through a few water-ďŹ lled barrels and a concrete wall. Instead, it passed over the barrels, through the wall, and then took a “very unfortunate bounce that sent the ball skyward,â€? Nelson said. About 700 feet away, it bounced in front of the home, then tore through the front door and out a wall on the back of the house. The projectile then bounced at least once more and crossed the road before smashing the window and dashboard of the minivan, where it came to rest.

The recession was a difficult period for many Canadians, but not so much for company directors. A survey by the Conference Board of Canada suggests remuneration for directors on boards of publicly traded companies rose significantly between 2008 and 2010, when the general economy was struggling and unemployment was mostly on the rise. The findings of the semi-annual survey show the average total compensation companies paid to outside directors soared to $112,651, a 33 per cent jump from the $84,452 average in 2008. The survey found that large companies with more than $2 billion in annual revenue paid directors an average of $128,171, while medium-sized firms – with revenues between $150 million and $2 billion – paid an average of $124,851.

Roberto Luongo might get a chance to play against his hometown team after all. A Vancouver Canucks spokeswoman confirmed the goaltender made the trip to Montreal ahead of tonight’s game against the Canadiens. Luongo was sidelined after taking a Gabriel Landeskog shot in the throat in Tuesday’s 6-0 victory over the Colorado Avalanche. Luongo served the rest of the game as the backup to Cory Schneider. Following the game, the 32-year-old Montreal native said he felt light-headed after going down, but indicated he was feeling better. Luongo made only his second start since suffering an undisclosed upper-body injury Nov. 13 against the New York Islanders. Prior to making a relief appearance in a loss to Nashville a week ago and starting Sunday against Calgary, he watched five straight games from the bench and missed another two with his brief injury. It marked the first time in Luongo’s six-season tenure with the Canucks that he served as

the backup for an extended period. The Canadiens pose the first test on Vancouver’s five-game road trip. The Canucks have posted seven wins, including three shutouts, in their last eight games. Schneider was credited with two of those while Tuesday’s blanking of the Avs was recorded as a team shutout because both goaltenders played. This marks the second time Luongo has had to deal with throat issues prior to a game in Montreal. In 2006-07, he took a shot in the larynx during practice and spent the night before the game in a Montreal hospital. But he was released in time to post a 4-0 victory. Luongo takes particular enjoyment from playing in Montreal before family and friends. In 25 career games against the Habs, he has a 9-11-5 record, two shutouts and a .923 save percentage. Meanwhile, winger Chris Higgins, who was forced to sit out Tuesday with a recurrence of a staph infection in his foot suffered last season, was also on the team’s charter flight. Former junior hockey coach and convicted sex offender Graham James has pleaded guilty to sexual assaults involving two of his former players, including NHL star Theo Fleury. James entered the plea in a Winnipeg courtroom via video link from Montreal. The disgraced coach was facing nine charges of sexual assault on three players, but only pleaded guilty to charges involving two. James has been out on bail for almost a year and living in Montreal. He has already served a 3 1/2-year prison sentence for abusing other former players he coached, including former Graham James NHLer Sheldon Kennedy. The most recent charges came after Fleury published an autobiography in which he described the abuse he suffered.
