A 38-year-old woman was shot dead yesterday while sitting in a car with a toddler in the back seat – the second shooting in Vancouver in less than 24 hours. Const. Lindsey Houghton said the Vancouver resident and the child were in an SUV outside a home in a residential neighbourhood when a suspect or suspects fired multiple shots at close range through the vehicle’s window, striking the victim multiple times Wednesday afternoon. When police arrived on the scene, the victim’s vehicle was parked but the engine was still running, said Houghton. He said the boy, who is believed to be about three years old, was taken into care by social workers. “I could not begin to even fathom what this young boy is going through,” said Houghton. “This is a horrible day for this young boy and his family.” Houghton said police are now trying to contact the boy’s father and the victim’s next of kin. He said no arrests have been made and there are no descriptions of suspects, although police are talking to several witnesses. While police believe the shooting was targeted, they don’t think the attack was gang related, said Houghton. “This is something that has all the hallmarks of being very targeted and very directed as to whoever was sitting in that driver’s seat,” he said, adding that investigators believe the suspect or suspects were in a vehicle when they fired on the victim. In a separate shooting Tuesday, a man in his 30s was wounded while sitting in a Tim Horton’s restaurant.

CLARK TOUTS OIL SANDS, BUT NOT PIPELINE TOM FLETCHER (Black Press)

The premiers of B.C., Alberta and Saskatchewan are preparing a “Canadian energy strategy” to present to Ottawa by this spring, while avoiding endorsing a proposed oil pipeline from Edmonton to B.C.’s north coast. B.C. Premier Christy Clark, Alberta Premier Alison Redford and Saskatchewan Premier Brad Wall met in Edmonton Tuesday to work out a common position on a variety of common issues, including infrastructure. But with Enbridge’s controversial pipeline set to begin federal environmental hearings in Kitimat on Jan. 10, Clark and Redford both avoided expressing an opinion directly. The twin pipelines would carry lighter petroleum to Alberta and diluted oil sands crude back to a new deep-water port at Kitimat, where it would be loaded on tankers for export. The project has been targeted by aboriginal groups, backed up by Canadian and U.S. environmental organizations. “Certainly in British Columbia we recognize the big contribution that the oil sands make to Canada and to our national economy,” Clark told a news conference in Edmonton after the meeting. “And we’re watching this environmental review process very carefully

because that’s what’s going to get the facts out on the table for us.” After more than 4,000 people registered to speak at the pipeline hearings, the federal panel has extended its deadline for deciding on the project by a year. It now expects to have a decision by the fall of 2013. The premiers were enthusiastic about the general idea of energy infrastructure, however, and dropped several hints about how they really view the pipeline. “British Columbia’s coast does not just belong to British Columbia,”

Clark said. “It belongs to Alberta, Saskatchewan, Manitoba Quebec, Ontario and the Atlantic provinces. And it’s essential that our ports and our infrastructure all across the west are functioning as well as they possibly can, because that’s what allows trade to flow outside our country and that’s what puts people to work.” Wall said Canada is a world leader in efforts to capture greenhouse gases and recover habitat from fossil fuel sources, as well as developing hydroelectric and other renewable energy sources.

A 36-year-old White Rock woman who allegedly helped herself to a neighbour’s liquor supply Friday morning is facing break-and-enter charges. Const. Janelle Shoihet said police were called to the 15400-block of Pacific Avenue just after 8 a.m. Dec. 9, when a 12-year-old reported that a woman had walked into a home where two “young residents” were getting ready for school. The woman asked the pair where they kept the liquor, then proceeded to make herself at home, Shoihet said. “The female … located a bottle of vodka in a kitchen cupboard and proceeded to drink half, before picking up a cup and bottle of vermouth and making herself comfortable at the dining room table,” she said. The victims told police they convinced the woman to leave after she told them that she had recently moved in down the street. Shoihet said police later located and arrested a highly intoxicated female in a residence just a few houses away from where the alleged break-in occurred.

A Whistler, B.C. tour operator whose sled dogs were slaughtered en masse has been transformed into a notfor-profit foundation that will use its proceeds to improve animal welfare. Some 56 dogs were slain and buried in a mass grave after the 2010 Winter Olympics, causing worldwide outrage when the gruesome scene was discovered. Crown lawyers are still reviewing a criminal charge recommendation made by the B.C. SPCA against the tour operator. All the business assets have been donated by owner Outdoor Adventures at Whistler to “The Sled Dog Foundation,” including land leases, kennels, equipment and the remaining dogs.

Police say an Insurance Corporation of B.C. worker has been linked to a bizarre series of attacks on people with ties to the Justice Institute of B.C., which trains police, paramedics and other first responders. The RCMP also say there have been new attacks since September, bringing the total number of victims to 13 who’ve been targeted by shootings and arsons, although none has been harmed. The incidents have occurred throughout the Metro Vancouver area, but none occurred at the Justice Institute in New Westminster, or any of its other campuses.

Chief Superintendent Janice Armstrong says the ICBC employee allegedly accessed personal information of 65 people, including the 13 victims, who all had some link to the Institute. She says the worker and several other people remain under investigation, and while no charges have been laid, she believes the suspects will eventually be brought to justice. ICBC President Jon Schubert says the person who accessed the files has been fired with cause and the company has reviewed its systems as a result of the privacy breach and taken steps to guard against a repeat of this type of incident.

A man who told Canadian border guards he’d been living in a tent and working in Canada illegally for the past three months was among 162 travellers denied entry at the Douglas border crossing in South Surrey last month. Canada Border Services Agency spokesperson Renée Ribout said this week that the foreign national was detained Nov. 15 for an admissibility hearing after he told officers he had no fixed address or phone number, and no intention of returning to his home country.

The provincial NDP says the Liberal government should stand up and say Ottawa is wrong to be pulling out of the Kyoto accord. Environment critic Rob Fleming says the Harper government’s decision on Kyoto makes Canada look more like an environmental renegade than a leader on climate change. He says the Liberals are trying to downplay the federal move because they’ve already acknowledged they might not hit their own targets for cutting air pollution in B.C.

A former small-town mayor, whose wife went missing nearly four years ago, was charged yesterday with murdering her. An emotionless Paul Laplante stood before a judge near Montreal and was charged with first-degree murder in the death of his wife, Diane Gregoire. Wednesday’s court appearance came 47 months after Laplante reported Gregoire missing. Gregoire’s skeletal remains were found last month, in a densely wooded area, not far from the Ontario border.

The Prince of Wales and the Duchess of Cornwall will visit Canada next May as part of a year-long celebration leading up to the 60th anniversary of the Queen’s coronation, Buckingham Palace announced yesterday. Police released more details yesterday about cross-country raids that targeted alleged gang members. They also displayed some of the 27 firearms and $110,000 in cash seized in an operation called “Project Marvel.” In all, police say 60 suspects face a total of 396 charges. But the government had prevented opposition MPs from being part of the official Canadian delegation. Following question period, Trudeau rose immediately to apologize. “I lost my temper and used language that was most decidedly unparliamentary and for that I unreservedly apologize and withdraw my remarks,” he said. Kent said he wasn’t troubled by the language, but asked that Trudeau apologize to the House of Commons. Four Canadian soldiers violated standards for weapons handling before and after they were deployed to Afghanistan in 2007, a military investigation has concluded. “Remedial action” has been taken against three of the soldiers, all of them members of 36 Canadian Brigade Group, the main army reserve unit based in Halifax, the Canadian Forces said in a statement yesterday. Capt. Collette Brake, a spokeswoman for the unit, said the soldiers received a warning, probation or counselling, but she couldn’t elaborate.

A loyalist to Prime Minister Vladimir Putin who served as the speaker of Russia’s parliament resigned yesterday in a move that appeared to be part of the government’s effort to stem public anger over alleged fraud in this month’s parliamentary election. Boris Gryzlov had served as speaker of the State Duma for eight years and helped make it a reliable rubber stamper of Putin’s decisions. Reports of widespread fraud in the voting also led to widespread anti-government protests across Russia last weekend, the largest the nation had seen since its Communist days.

A hospital official says doctors have separated conjoined twin girls after a marathon 18-hour surgery that Chileans followed on television and the Internet. An official at Luis Calvo Mackenna Hospital, speaking on condition of anonymity, said yesterday that the 10-month-old twins are in stable condition as teams of doctors work on them individually after they were separated. Norway’s prime minister, polar adventurers and scientists have gathered at the bottom of the world to mark the 100th anniversary of explorer Roald Amundsen becoming the first to reach the South Pole. Under a crystal blue sky and temperatures of -40 C, the group yesterday remembered Amundsen’s feat on the spot where he placed his flag on Dec. 14, 1911. Israel’s prime minister yesterday ordered a crackdown on Jewish extremists believed to be responsible for a wave of violence and vandalism against Israeli soldiers and Muslim mosques. The move followed the arrest of suspected extremists and an attack on a disused mosque. Benjamin Netanyahu said in a statement that he had accepted recommendations made by his cabinet ministers to stop the disturbances. The measures grant soldiers the ability to make arrests, ban extremists from contentious Benjamin Netanyahu areas and enable rioters to be tried in military courts. The prime minister stopped short of accepting a recommendation from the ministers to define the extremists as “terrorists.” Earlier, Israeli police arrested six suspected Jewish extremists in a raid on a Jerusalem apartment. The crackdown came hours after arsonists torched a Jerusalem mosque in an overnight attack. Police said the six suspects, who appeared to be in their late teens or early 20s, were detained in connection to “recent events” but were not believed to be involved in the latest mosque attack.

U.S. President Barack Obama saluted troops returning from Iraq yesterday, declaring that the nearly nine-year conflict is ending honourably, “not with a final battle, but with a final march toward home.” Marking the conclusion of the war at this military base that’s seen more than 200 deaths over nearly nine years of fighting in Iraq, Obama never tried to declare victory. U.S. Defence Secretary Leon Panetta said yesterday the U.S. will continue to conduct intelligence operations from Afghanistan like the recent mission that led to the loss of a drone over Iran, and he gave an upbeat assessment of the unpopular war. Panetta provided a cryptic response to questions about the lost drone, which has exposed details of the U.S. intelligence and surveillance efforts aimed at Iran. But the Pentagon chief and former CIA head left little doubt that the U.S. finds Afghanistan a useful place from which to spy on its neighbour, and intends to keep at it. The operations benefit both the U.S. and Afghanistan, Panetta said. “These are operations that I will not discuss publicly, other than to say that part and parcel of our effort to defend this country, and to defend our country involves important intelligence operations that we will continue to pursue,” he said. The RQ-170 drone, known as the Sentinel, was lost over Iran two weeks ago. The Pentagon initially said only that it malfunctioned after being launched in western Afghanistan. But it later emerged that the drone had taken off from a base in Afghanistan and was flying a surveillance mission over Iran when it came down.

A 33.19-carat diamond ring given to Elizabeth Taylor by Richard Burton sold for $8,818,500 US at an auction of gems, fabulous clothes, accessories and memorabilia amassed by the late actress. The ring, estimated to sell for $2.5 million to $3.5 million, was included in a collection of Taylor’s necklaces, earrings, pendants and rings and other gems that went on sale Tuesday night at Christie’s auction house in New York City. The ring was purchased by a private buyer from Asia, according to a Christie’s spokesman. A pearl known as “La Peregrina” purchased at auction for $37,000 in 1969 by Burton for Taylor reached the world record price of $11,842,500. It was estimated to sell for $2 million to $3 million. Among the other high-profile items was a diamond bracelet given to the National Velvet and Cleopatra actress by singer Michael Jackson, with an estimated sale price of $30,000 to $50,000. It sold for $194,500. Taylor died in March at age 79. A jewelry lover, she had pieces from some of the most famous names in the jewelry world, including Cartier, Van Cleef & Arpels and Chopard, in her collection.

Bad news for Toyota Venza owners – the 2009 edition of the crossover SUV is the new hot target for Canadian car thieves. The Toyota model tops the Insurance Bureau of Canada’s top 10 most frequently stolen vehicles in Canada. The 2009 Venza replaces the 2000 Honda Civic SiR, which was last year’s No. 1 stolen vehicle and drops to third place this year. In at second this year among car thieves is the 1999 Honda Civic SiR two-door. Rounding out the top five are the 2006 Ford F350 Pickup Truck 4WD in fourth place and the 2002 Cadillac Escalade EXT fourdoor AWD in fifth.

The insurance bureau says high-end vehicles are often targeted by criminal organizations that strip them for parts or resell them to unsuspecting consumers. “Consumers need to be aware when they’re in the market for used vehicles or parts,” said Rick Dubin of the insurance bureau. “Generally, Quebec stolen vehicles – like the Venza – are ending up in the Port of Montreal, as thieves appear to be seeking a quick distribution of the vehicles,” Dubin said. While auto theft is a big business, Dubin said the numbers are dropping. “The good news is that statistics show that in 2010, the number of stolen vehicles in Canada – approximately 93,000 – was down 15 per cent from 2009,” Dubin said. “The bad news is that recovery rates for stolen vehicles are continuing to decline,” he added.

Canada’s manufacturing sector showed some weakness in October, a fresh and telling signal that the economy is braking sharply in response to lower global demand. Manufacturing sales fell 0.8 per cent to $48.7 billion during the month, Statistics Canada reported yesterday. Economists had expected a 0.6 per cent decline after September’s 2.6 per cent surge, especially since export volumes were also dramatically lower in October. The reading did not fall dramatically short of economist expectations, given that the previous month set the bar so high. But the outlook going forward is acting as an early warning that manufacturing activity will continue to slow, said analysts. Statistics Canada noted new orders – a foreshadowing of future activity – fell a whopping 4.7 per cent, and unfilled orders were also down, 0.3 per cent.

Last year, Canada ranked as the top country for online banking usage, with almost 65 per cent of our Internet users going on the web each month to check their accounts. More recently, comScore estimated there were about 13.3 million Canadians regularly doing online banking, compared to 63.6 million in the U.S. On a per capita basis, our online banking customer base is about twice as large as south of the border. Could that players move up? Play on the power-play and kill penalties and things like that? “We have a couple top-end lines and a couple of hard-working third and fourth lines and we have players that can fill different roles and move into different positions.” The defence is big and skilled. A Kyiv court yesterday dropped charges against former President Leonid Kuchma for his alleged involvement in the brutal killing of an investigative reporter 11 years ago, yet another twist in the unresolved case that has tainted Ukraine’s commitment to the rule of law. Kyiv’s Pechersk district court ruled that prosecutors acted illegally when they charged Kuchma, 73, with giving orders to his subordinates that eventually led to Heorhiy Gongadze’s murder, and ordered the criminal case against him closed. Kuchma, a former mentor of President Viktor Yanukovych, was charged unexpectedly in March with involvement in Gongadze’s murder based on audio recordings secretly made in his ofďŹ ce in which he allegedly conspires against the journalist. In September 2000, Gongadze got into what he thought was a taxi and was joined by three others. He was driven outside Kyiv, beaten and strangled, his body doused with gasoline and burned. Gongadze’s body was discovered in a forest outside Kyiv two months later. Experts believe he was decapitated after his death.

The body of a woman has been found in the garage of the man who lobbed hand grenades and ďŹ red weapons into crowds in the Belgian city of Liege, killing four people and wounding 123, ofďŹ cials said yesterday. Liege Prosecutor Daniele Reynders said the body of a woman in her forties was discovered during a search of Nordine Amrani’s property, and that she was killed before Tuesday’s murderous spree at Liege’s main square. “It was a cleaning lady. This is how she met him yesterday morning,â€? Reynders said. “She dies, shot with a bullet in the head.â€? Reynders said Amrani, 33 years old, died in Tuesday’s attack in an apparent suicide, and he was found with a number of grenades still on him. “What killed him was a shot in the middle of his forehead,â€? she said. Two male students, 15 and 17 years old, also died in the attack, while an 18-month-old toddler died in a hospital, Liege police said. Several people remain in intensive care.

A 75-year-old woman who had initially been counted among the dead was taken off the list, even though she stands virtually no chance of recovering from her injuries, said Catherine Delcourt, a spokeswoman for the Liege governor.

He walked alone to a busy downtown square, then got onto a platform that gave him an ideal view of the area below, which was bedecked with a huge Christmas tree and crowded with shoppers. From there, he lobbed three hand grenades toward a nearby bus shelter in the square, which serves 1,800 buses a day – the explosions sending shards of glass from the shelter across a wide area. He then opened ďŹ re upon the crowd. As soon as the shooting began, hundreds ed the square as well as a nearby Christmas market. Video from the scene showed the crowds, including a large group of children, surging through the city centre to seek cover, some still carrying shopping bags.

Passed away November 23, 2011. It is with deep sadness the we must announce the sudden passing of a kind and gentle soul. We know that she is in a better place without worries and pain. Her passing will be felt by those left behind including her twin sister Elaine (Ken), brother George (Annette), sister Janet (Paul), nieces and nephews including Nicholas, Douglas, Lisa, David and Laura and her many friends. You will be in our hearts forever Cathy. You are greatly loved and will be deeply missed. A celebration of life will be held at Trinity Christian Reformed Church, 3215 Trethewey St., Abbotsford, BC on Friday, December 16 at 1:30 pm with reception to follow. In lieu of flowers, donations may be made to Solace House, Abbotsford, BC.

David F Martens was born September 6, 1921 in Aberdeen SK. In 1948 he married Martha Redekopp, and together they had six children. In 1964 he moved his family to Burns Lake BC where he worked as custodian for the local School District. In 1994, Dave and Martha moved to Abbotsford, most recently to Menno Terrace. He passed away peacefully surrounded by his family Dec 9, 2011. Dave is survived by his wife of 63 years, Martha, and his children, Darlene (Cliff) Jones, Fran (David) Buhler, Stan (Leona) Martens, Gary (Carol) Martens, Joyce (Dan) Siemens, Melanie Martens (Curtis Wrobel). Dave’s life was defined by his faith in Jesus Christ, his love for his family, and his honesty in life. The family would like to thank the staff at Menno Terrace and ARHCC. In lieu of flowers, donations may be made to the Gideons. The funeral will be held Saturday Dec. 17th at 1:30 pm at Cedar Valley Mennonite Church, 32870 Jansen Ave. Mission BC.

Beloved Mother & Grandma, passed away peacefully Dec. 7, 2011. Predeceased by her husband Ken in 1981 and brother Les in 2005. Phyllis is survived by her 3 children Gail(Alex), Rod(Barb), and Colleen; 8 grandchildren, Chuck, Jennifer, Stacey, Colin, Amanda, Matthew, Cody, and Sadie; 7 great grandchildren; nieces, nephews and many friends. Phyllis was an active volunteer in several organizations for many years. She was also an Overseas Veteran, and a 52 year member of the Royal Canadian Legion and Ladies Auxiliary. Phyllis was also Citizen of the Year in 1977. The family wishes to thank the caring and loving staff at the Mission ECU for the care given during her 6 years there. A service will be held on Saturday December 17 at 10am, at Woodlawn Mission Funeral Home.
