Premiers who feel slighted by the federal government on health care funding expressed their frustration yesterday at Ottawa’s tone and position in what they thought were supposed to be negotiations on a long-term deal. Some provinces are accusing Finance Minister Jim Flaherty of presenting a take-it-or-leave-it offer to his provincial and territorial counterparts in Victoria, a gesture they promise to rebuff. “I think the process is unfortunate,” said Saskatchewan’s Brad Wall. “I think the finance ministers were expecting the beginning of a round of consultation and, at least on the transfer piece, that does not appear to be what the federal government’s doing. They’re saying here’s the deal.” Nova Scotia Premier Darrell Dexter rejected the idea that the federal position isn’t open to negotiation. “Absolutely it’s negotiable,” he said yesterday. At Monday’s meeting, Flaherty said Ottawa plans to continue increasing health transfer payments at six per cent annually for the next six years. After that, he said transfer payments will be tied to the rate of economic growth and inflation, which gives the provinces and territories certain and stable health funding. Dexter said the federal plan will hurt smaller provinces like Nova Scotia. “It will essentially divide the country into wealthier provinces that have a better ability to provide health care and those with lesser ability to be able to provide the same services,” he added. Canadian researchers have received approval to begin human testing of an experimental HIV vaccine. The U.S. Food and Drug Administration has given the go-ahead to researchers at the University of Western Ontario to test the vaccine, which is based on a genetically modified killed whole virus. The SAV001 vaccine, developed by Dr. Chil-Yong Kang and his team with support from Sumagen Can-

ada, has been shown to stimulate a strong immune response in preliminary toxicology tests. “FDA approval for human clinical trials is an extremely significant milestone for our vaccine,” said Kang, whose research lab has spent the last 10 years developing the vaccine for human testing. Phase I of the clinical trial, set to begin in January, will test the safety of the vaccine in 40 HIV-positive volunteers. If the SAV001 vaccine is found to be safe, it would require two more clinical trials that prove it works before it could be brought to market. HIV-AIDS has killed more than 28 million people worldwide, and more than 35 million people currently live with the infection.

HST | Federal Finance Minister Jim Flaherty is dropping hints that B.C. is in line for an extension on repaying the $1.6 billion it owes Ottawa for turning down the HST.

Efforts to get a White Rock stop for Amtrak passenger trains have so far failed, but a new push is now on to use Blaine’s historic train station just a short stroll across the border. The idea is that Canadians – particularly from cities like Surrey, Langley and Abbotsford – could park near the Peace Arch border and board trains there to Seattle. “It would have heavy Canadian usage as they could cross the border by foot or bike even,” predicts Bill Becht, one of the Blaine residents behind the campaign to restore the shuttered station. The issue has become urgent in Blaine since BNSF Railway applied for a permit to demolish the old station building. The city has postponed the decision one year while the building’s significance is assessed. “I just want to get more awareness and hopefully there will be a groundswell of support,” Becht said. “Tearing a historic train station down is an asinine thing to do.” He thinks Canadians will be key allies in the fight. The current VancouverSeattle service, which has no intermediary stops north of Bellingham, is much less convenient for the 600,000-plus South of

Fraser residents who must first get to Vancouver’s Main Street train station to board Amtrak or else wait in border lines and drive to Bellingham to connect. Surrey resident Gordon Hall notes Amtrak’s morning trains leave Vancouver too early for anyone from Surrey to get to the station on public transit. “If we could park north of the border, walk to customs and get on the morning train headed south,

then return on the evening train, it would work very well,” he said. Numerous Canadian supporters have already posted on the blainestation.com website. “This concept would bring hundreds of BC residents into Blaine for travel to Seattle and further,” predicted White Rock’s Christy Grant. Metro residents also suggested TransLink buses run an extra eight blocks east from White Rock to the Peace Arch to support the service.

The University of British Columbia football team’s memorable turnaround season is now erased from history. UBC has been stripped of all of its 2011 wins for using an ineligible player. The Canada West Universities Athletic Association made the announcement yesterday, adding the school has been fined $1,000 plus an additional $250 for costs associated with the investigation and is on probation through the 2012-13 season. The decision comes after the Thunderbirds posted a 6-2 record, finished in second place in the Canada West conference, and qualified for the playoffs for the first time in 12 years. They beat Saskatchewan 27-22 in the opening playoff round before losing 62-13 to Calgary on Nov. 11. The association said an unidentified UBC player participated in all eight regular season games as well as the two playoff contests despite having already exhausted his Canadian Interuniversity Sport eligibility. Coach Shawn Olsen said violation stemmed from the player’s participation in junior football. Olsen chalked up the situation to an administrative error based on information provided to the player during a previous coaching regime.

The B.C. Coroners Service has announced it will hold an inquest into the asphyxiation of three workers who died on a Langley mushroom farm in September of 2008. Ut Tran, Han Pham and Chi Wai Chan perished within moments of entering a pump shed where toxic gas had accumulated. In November, Ha Qua Truong and his wife Van Thi Troung along with Thinh Huu Doan and the companies they operate — A-1 Mushroom Substratum Ltd. and H.V. Truong Ltd. — were fined $350,000 by a Surrey Provincial Court judge after pleading guilty to 10 of 29 charges.

An Osoyoos teen is looking at time in a federal prison after pleading guilty to an arson that cost a pastor her livelihood. On Monday Phoenix Lonsdale, who previously went by Phoenix McGourty, was handed a four-year sentence on top of the 233 days he already has spent behind bars. Judge Meg Shaw said Lonsdale had a “callous disregard” to the damage he caused both to the physical buildings and to the lives of those who worked, lived and owned businesses in the area. Lonsdale had turned 18 just five days before he set fire to the thrift store in Osoyoos. In November, during the pre-sentence hearing, the court heard that he had

been volunteering at the store, playing the piano during business hours. Lonsdale told RCMP that by setting the fire he thought he would be assisting the thrift store owner and pastor of Osoyoos Christian Ministry Iris DeVries. The court heard DeVries suffered about $50,000 of personal loss, and damage to the building itself was in excess of $500,000. In an apology letter his lawyer read on his behalf in November, Lonsdale said it was a “heart-breaking situation” that the business was losing money. Lonsdale said he thought he could help by setting up a “bona-fide insurance scam” and he did not realize the building and contents were not covered by insurance. No injuries occurred as a result of the fire.

Two men who robbed a store at gunpoint in Mission’s Cherry Hill area Sunday are being sought by police. Just before 10 p.m. Dec. 18, one male entered the store and allegedly brandished a gun and demanded cash. The second man stood outside as a lookout, say police. The suspects fled on foot, police said, with an undisclosed amount of cash. The first male is described as having a medium build, wearing a black hoodie, grey sweatpants and white runners. The only descriptor for the other suspect is that he was also wearing a black hooded sweatshirt.

A Supreme Court judge has said that Abbotsford Police exceeded their powers when they gathered evidence at the scene of a medical marijuana grow-op without a search warrant in 2009. Justice Brian Joyce ruled at the end of a voir dire (trial within a trial) in a Chilliwack courtroom Monday that the evidence should be thrown out against Pencho Batanov of Abbotsford. He was due to go on trial Nov. 21 on charges of unlawful production of pot and possession for the purpose of trafficking, but the case was delayed by the voir dire.

Five men were arrested Tuesday in connection with the slaying of a powerful Mob boss who once led a New York City crime family. One of those nabbed was Raynald Desjardins, a dominant figure in Montreal with past ties to the Rizzuto family. Salvatore Montagna, an alleged Mafia boss who U.S. authorities identified as once having headed New

York’s notorious Bonanno crime family, was killed near a Montreal-area river on Nov. 24. Desjardins, 59, and four other people are facing first-degree murder charges in Montagna’s death. “We believe we have just dealt a major blow to organized crime, particularly Italian organized crime,” Insp. Roberto Bergeron told a news conference. Montagna’s slaying is the latest in a series of Mafia-related killings and disappearances amid an ongoing power struggle. Vito Rizzuto, the reputed head of the Montreal Mafia, is currently imprisoned in the United States. A rash of killings and disappearances in late 2009 and early 2010 have robbed him of many of his closest family members and allies. Two of the others arrested are Vittorio Mirarchi, 34, and Felice Racaniello, 27. The names of the two others were not released.

A disgraced Roman Catholic bishop will be sentenced Jan. 4 on one count of importing child pornography. Raymond Lahey attended a sentencing hearing yesterday and Monday after pleading guilty to the charge in May. He voluntarily went to jail to begin serving time even before his formal sentencing. Lahey was busted at Ottawa airport in September 2009 after customs authorities found hundreds of pornographic photos of young boys on his laptop, some depicting torture.

China’s state-controlled news agency has replaced its controversial Toronto correspondent. The former Xinhua news agency correspondent, a woman named Shi Rong, had a flirtatious email exchange with Conservative MP Bob Dechert that was made public this past summer. Shi has since returned to China. Xinhua’s Ottawa bureau chief said that the agency has assigned a new chief correspondent to Toronto, and that Shi won’t be returning to Canada.

The Conservative Party of Canada says there’s a honest explanation for why it directed an Ontario woman to vote at the wrong polling station. Carolyn Siopiolosz had complained to Elections Canada that she received a phone call on election day telling her she was to vote in a local park. The call was anonymous, and she traced it back to a number with a voicemail that identified it with the Conservative party. But Conservative party spokesman Fred Delorey says it was all human error.

U.S. defence giant Lockheed Martin – and, by extension, the Canadian government – are celebrating Japan’s decision to jump on the F-35 stealth fighter bandwagon. The decision in Tokyo to purchase 42 of the advanced radar-dodging jets gives the often-maligned program a boost at when it’s been under increased scrutiny in Ottawa. Steve O’Bryan, the company’s vice-president of business development, says Japan’s inclusion means Canada’s cost will be lower when it comes time for it to purchase the fighter.

A United Nations official is taking the federal government to task over its treatment of the Attawapiskat First Nation and aboriginal communities in general. James Anaya, the UN special rapporteur on the rights of indigenous peoples, issued a statement yesterday after native leaders asked him to look into living conditions in the James Bay community and elsewhere. Anaya says he has communicated his concerns to federal authorities and wants to see how they plan to address poor conditions in Attawapiskat and other reserves.

Scientists have found two Earth-sized planets orbiting a star outside the solar system, an encouraging sign for prospects of finding life elsewhere. The discovery shows that such planets exist and that they can be detected by the Kepler spacecraft, said Francois Fressin of the Harvard-Smithsonian Center for Astrophysics in Cambridge, Massachusetts. But they are too hot to contain life as we know it, with calculated temperatures of about 760 Celsius and 425 Celsius, Fressin said. The star is 950 light-years away from Earth.

International Criminal Court prosecutors said yesterday they will review efforts by Libya’s new rulers to investigate the death of the country’s longtime dictator, Moammar Gadhafi. Prosecutors said in a letter to the lawyer of one of the late dictator’s daughters that they will give details of the review to the United Nations Security Council in a report next May. Attorney Nick Kaufman wrote to prosecutors earlier this month seeking details of any ICC investigation into the October slayings of Gadhafi and one of his sons, Muatassim, after they were captured by rebels.

The U.S. government is asking scientific journals and two top-flight research teams not to publish details of controversial studies on the bird flu virus, expressing concerns the information could be put to nefarious use. The government asked the journals, Science and Nature, to publish only brief reports of the end result of the work, withholding the methods by which the research teams managed to adapt the dangerous H5N1 virus to become easily transmissible. The journals have not yet decided how to proceed.

The European Court of Human Rights has ordered Russia to pay more than 1 million euros ($1.3 million) to dozens of plaintiffs over the country’s bungled efforts to end a Moscow theatre siege in 2002. Chechen militants held some 800 people captive for days before the Russian rescue operation, which left 129 hostages dead. The court found that Russia had violated the European Convention on Human Rights by “inadequate planning and implementation of the rescue operation.” The court also faulted the “ineffectiveness” of the subsequent investigation into the raid.

For the first time, Norway has allowed the media inside a government building ravaged by a car bomb that killed eight people July 22. The head of an Iranian exile group says more than 3,000 of its members holed up in a camp in eastern Iraq are ready to leave if they get U.S. and UN security guarantees. U.S. MAN FOUND GUILTY OF CONSPIRING TO HELP AL-QAIDA

As his mother and lawyers wept, a U.S.born man was convicted yesterday of conspiring to help al-Qaida by translating and distributing publications and of plotting to kill U.S. soldiers in Iraq. A federal jury in Massachusetts convicted Tarek Mehanna on four terrorrelated charges and three charges of lying to authorities. Prosecutors said the 24-year-old Mehanna and two friends conspired to go to Yemen so they could receive training at a terrorist camp with the intention of going to Iraq to fight against U.S. soldiers there. Prosecutors said when they couldn’t find a camp, Mehanna returned home and began to see himself as part of the al-Qaida “media wing,” translating and distributing publications to promote violent jihad. Mehanna’s lawyers portrayed him as an aspiring scholar of Islam who travelled to Yemen to look for religious schools, not to get terrorist training. They said his translation and distribution of controversial publications was free speech protected by the First Amendment. Mehanna will be sentenced April 12 and could be sent to prison for the rest of his life. Mehanna’s attorney J.W. Carney Jr. said the defence team will appeal.

CNN star interviewer Piers Morgan refused yesterday to disclose details about the most damning links between himself and Britain’s phone hacking scandal – his acknowledgment that he once listened to a phone message left by Paul McCartney for his then-wife Heather Mills. Gerard Butler is OK after being held underwater by some big waves while filming for a movie about a surfer at Mavericks, a famed Northern California surf break known for treacherous waves. Filmmakers were shooting the Of Men and Mavericks star paddling out with competitive surfers Greg Long, Zach Wormhoudt and Peter Mel on Sunday, the San Mateo County Times reported. The four were steering clear of a set of waves when a much larger set broke in front of them, said Wormhoudt. Butler was held underwater for two waves and washed through some rocks while tethered to his surfboard, Wormhoudt said. A safety patrolman on a Jet Ski swooped in and picked up the actor. Butler was shaken up but not seriously injured, Wormhoudt said. Wormhoudt said Butler had not surfed much before the movie but had made an effort to improve his surfing and water skills for the film. The group had talked about what to do if they got mowed down by big waves, and Butler wasn’t trying to show off, Wormhoudt added.

When a book as monumentally big as The Girl With The Dragon Tattoo is turned into a film it stands to reason that the pool of moviegoers knowing nothing about the story may be somewhat small. But Christopher Plummer believes the fans of Stieg Larsson’s Millennium trilogy will be rushing out to see the film adaptation when it opens in theatres today. Plummer considers himself a fan. He found the series “horrifically riveting” as he breezed through all three novels in preparation for playing Henrik Vanger, an elderly business magnate who is determined to find out who is responsible for the disappearance of his great-niece decades earlier. “There’s no danger of people not going to see this movie,” said Plummer. “It’s more attractive to those having read the book, they’re dying to see what the movie has done to it and they’ll be pleasantly surprised.” He particularly singled out the

performance of Rooney Mara, who plays Lisbeth Salander, an outcast investigative hacker who helps reporter Mikael Blomkvist look into the disappearance of Vanger’s great-niece Harriet.

Christopher Plummer isn’t too upset that he doesn’t get to film the next two movies in the Millenium trilogy in Sweden.

“Mara is a revelation, absolutely phenomenal,” Plummer said, “I thought she was the most extraordinary part of the movie. Plus, David Fincher’s wonderful sort of restless direction and (Trent Reznor’s) incredible score that went underneath ... it’s very clever.” Plummer said he was especially attracted to the film because of his admiration for Fincher’s work. His role comes to an end with the first part of the trilogy but he’s not too disappointed to move on. Plummer had enough of the conditions that accompanied the first film’s shoot in Sweden. “It was so bloody cold, it was freezing in Sweden – inside and out,” Plummer said. “We just ploughed on as fast as we could to get to the restaurant in the hotel, where I could not wait to sit down and have a drink. “I don’t really envy (the other actors), they’re going to be stuck in Sweden for two-and-a-half years. I love Sweden, don’t get me wrong, it’s perfectly beautiful in the spring ... but two years of the winter in the country? Good luck.” ADD YOUR

A report commissioned by one of the most vocal opponents to the proposed Northern Gateway oil pipeline says the project between Alberta and the West Coast isn’t necessary. Daniel said yesterday the success has come after he and his equally workaholic brother took longer than usual to get going this season after the Canucks advanced to the Game 7 of the Stanley Cup finals last spring before bowing out to the Boston Bruins. He agreed with coach Alain Vigneault’s assessment that, like the rest of the club, the twins needed time to find more spark after what has frequently been described as a Stanley Cup hangover due to the unusually long season.

“It’s completely right,” said Daniel. “We had a tough start and our team did, too. I don’t know if it was from a hangover or what it was. But, mentally, to get into games, it was really tough. It probably took a good 15-20 games. We can still make some improvement, but I think we’re on the right track.” Heading into last night’s NHL games, Henrik’s 39 points were good for a share of first place in the scoring race with Toronto’s Phil Kessel and Philadelphia’s Claude Giroux, who is out with a concussion. Daniel had sole possession of second place, just a point behind with 38. Daniel has recorded a point in 25 of the 32 games in which he has played, while missing one last week with a sore back. Henrik has produced offensive numbers in 24 of his 33 games. They are raising the question of whether they can build on the strong chemistry that they have displayed in recent years. If Daniel manages to repeat, he would be the first to do so since Jaromir Jagr, then with Pittsburgh, claimed the last of his five consecutive points titles in 2001-02.

Erik Condra scored twice for the Ottawa Senators with the newly-acquired Kyle Turris picking up an assist in a 4-1 win over the Buffalo Sabres last night. Turris was making his debut with the Senators after being acquired from the Phoenix Coyotes in a trade on Saturday. Zack Smith and Erik Karlsson also scored for the Senators (16-14-4), while Craig Anderson made 22 saves. Jordan Leopold had the lone goal for the injury riddled Sabres (16-14-3) and Ryan Miller stopped 36 shots. On the winning goal Turris fired a shot at Miller, grabbed the rebound and passed it to Condra who scored his fifth of the season. Ottawa added a power-play goal with less than two minutes remaining when Alfredsson fed Karlsson all alone to score into a wide open net. This was a typical Sabres-Senators game with little for the 18,474 on hand to get excited about as the game was tied 1-1 heading into the third. Ottawa had the better of the chances in the second, but Buffalo made the most of its power play and Leopold was able to beat Anderson with a quick wrist shot to tie the game. The Senators took a 1-0 lead midway through the first period. Chris Neil was stopped on a breakaway, but Smith was there to tap in the rebound. Neil picked up his 100th NHL assist on the play.

IGINLA LIFTS FLAMES PAST WILD CALGARY (Canadian Press)

Jarome Iginla scored the go-ahead goal and also had an assist last night as a return to home ice helped the Flames get back in the win column with a 2-1 victory over the Minnesota Wild. Tied 1-1, Iginla gave the Flames the lead at 6:02 of the second period on a spectacular individual effort. Defenceman Derek Smith fired a shot toward the net that Josh Harding stopped, but the rebound dropped at the feet of Iginla and two Minnesota defencemen standing right beside him. The Flames captain outmuscled both Jared Spurgeon and then Marco Scandella to corral the loose puck and then knocked it past Harding for his team-leading 13th goal. Curtis Glencross with his 11th goal also scored for Calgary (15-15-4), which was fresh off a four-game road trip. The game was a showdown between two struggling, depleted teams, each on identical four-game winless skids. In contrast to their road struggles, the Flames continue to play well at home where they’re unbeaten in their last seven. Pierre-Marc Bouchard scored the lone goal for Minnesota (20-10-5). The Wild have lost eight of their last 10 away from home. Miikka Kiprusoff made 29 saves for the Flames after giving up nine goals in his previous two starts.
