The B.C. and federal governments have agreed to a five-year interest-free repayment schedule for the $1.6 billion harmonized sales tax transition fund, but the deal does not change the province’s deficit position. B.C. Finance Minister Kevin Falcon said yesterday the interest break will save B.C. $118 million in interest costs, since the money doesn’t have to be borrowed all at once to repay by the March 31 deadline. Instead Ottawa will accept five annual transfers of $320 million each. The entire repayment is still being charged to the province’s books in the current fiscal year, which ends this spring. Combined with reduced provincial revenues and slightly increased spending, B.C.’s deficit for this year is forecast to be $3.1 billion. The terms of the referendum where voters opted out of the HST require the province to restore the PST with the charges and exemptions that existed prior to July 2010. A panel of tax experts has been appointed to review the PST
A high-ranking RCMP officer in the Merritt detachment will likely make an appearance at the Kamloops courthouse in the coming weeks facing theft charges after allegedly stealing cocaine from seized exhibits. RCMP Staff Sgt. Stuart Seib – detachment commander in Merritt – is alleged to have stolen drugs from the same exhibit more than once. RCMP Chief Supt. Mike Sekela, the officer in charge of the RCMP’s B.C. Southeast District, announced in a statement yesterday that Seib would be facing theft charges. Court records do not show any charges as of yet. Seib, who has been with the RCMP for nearly two decades, served as the officer-in-charge of the Clearwater detachment prior to his transfer to the Nicola Valley last November. Investigators became aware of the alleged theft on Jan. 6, and Seib was arrested yesterday. In a statement, Sekela said Seib has been suspended until further notice. “While the alleged actions of this member are extremely troubling, they are clearly not representative of the high moral and ethical standards of the vast majority of the members of the RCMP,” he said. Sekela said senior RCMP managers have met with members of the Merritt detachment and advised them of the situation. Sekela said Seib has had his badge and gun seized, and had his access to RCMP facilities revoked.

B.C. Finance Minister Kevin Falcon for possible administrative efficiencies when it is reinstated in the spring of 2013. When the HST was rejected, the finance ministry estimated it would bring in an additional $600 million in revenues in each of the next two years, based on economic growth and extending the sevenper-cent provincial portion of the sales tax to a variety of services. Former premier Bill Vander Zalm, who spearheaded the petition to repeal the HST, said both the federal and provincial governments are dragging out the transition period to benefit their bottom

line and that of businesses. Businesses will have to forgo input tax credits available under the HST, and convert cash registers and accounting systems back to collecting the GST and PST separately. Low-income B.C. residents will lose HST rebates starting in 2013. The total cost to B.C. of going back to the PST has been estimated at about $3 billion. Transition rules for businesses switching from the HST back to the former provincial sales tax are expected to be announced by March 31, the end of the current fiscal year.

ELIGIBILITY RESTORED FOR GAMBLING GRANTS TOM FLETCHER (Black Press)
Adult sports and arts groups, environmental and animal welfare agencies will once again be eligible to apply for grants from the B.C. government’s gambling revenues. Those groups were made ineligible after the government cut the budget for community grants following the recession of 2008. They can again apply for grants, but the total fund remains at $135 million, where it was set by Premier Christy Clark last year. Shortly after taking over as premier, Clark restored $15 million of the $36 million that was cut from the fund, and appointed former Kwantlen University president Skip Triplett to hold hearings around the province. Clark and Community, Sport and Cultural Development Minister Ida Chong released Triplett’s report yesterday, and promised to keep working on a way to provide multi-year funding for community groups instead of making them apply every year for grants. Clark said the financial pressure on the B.C. government made it difficult to maintain the grant budget at $135 million, and did not allow the province to restore it to its 2008 peak of $156 million. The province will also increase
support for other organizations that have experienced funding cuts in the past three years, including fairs, festivals, youth arts and community services, as well as the B.C. Summer Games, she said. NDP critic Shane Simpson said that Triplett’s effort to hear from community groups was sincere, but Clark has essentially ignored it. “(Clark) has expanded the eligibility, but not increased the size of
the pot, so there will essentially be more groups looking for a smaller pot of money,” Simpson said. The B.C. government now takes in about $1 billion a year from casinos, pub games, online gambling and lotteries. Triplett’s report said the grant program was established in 1998, to replace revenue charitable groups raised by running their own casinos and bingo games.

Last week, a 20-year-old Coquitlam man was the first person to plead guilty for participating in a riot, and he’ll be sentenced next month.

A suspicious vehicle parked early Monday morning caught the attention of a Victoria police dog handler out on patrol. The vehicle was parked, but was then spotted slowly pulling away around 1:30 a.m., Victoria police Deputy Chief John Ducker said on the department’s operations blog. The officer pulled the vehicle over and the driver subsequently blew a ‘warn’ on a roadside breathalyzer test. The vehicle was impounded, and the man, who was prohibited from driving, told police he planned to walk to his girlfriend’s home nearby.

A man has been found dead at David Brankin Elementary School in North Surrey. A witness said yesterday that the bloody body of a man was found in the field at the elementary school yesterday. While he didn’t know who first spotted the body, children were playing in the field at the time. Police came and shooed the children away from the body, he said, adding none of the kids seemed traumatized by the incident. Police confirmed the homicide late Wednesday, but the victim’s name and other details have not been released.

Ten days into his experiment living on welfare rates, MLA Jagrup Brar has $55 left in his account and thinks he’ll be completely out of money by Jan. 20. Brar, the MLA for Surrey-Fleetwood, accepted Raise the Rates’ welfare challenge to live on $610 for the month of January. He has spent $375 for rent and has bought a bus pass and some groceries, and has just over $55 left. “My money is running out more quickly than I thought,” Brar said. “I will run out of money some day, then I have to survive and find food where people who don’t have any resources find food.” He says that could include binning (diving into dumpsters). Asked if he’d eat the food he finds in a garbage bin,
Brar said he wasn’t sure. On Tuesday, he said the first 10 days of the challenge have been extremely hard. One of the most frightening nights he’s had was the second day, when he slept at a North Surrey shelter. Before going in, a lady came up to him and said she had a terrible time sleeping, because a man had placed a knife and a hammer between them. When Brar laid down that night, he found himself beside the same man, spending the first few hours awake, staring at a knife and hammer. “I never thought I would be able to sleep all night,” Brar said, adding he managed to get a few hours of shuteye. A Mission motorcyclist was killed yesterday on Lougheed Highway. The 50-year-old man was riding his Harley Davidson westbound east of the visitor’s booth just before 6 p.m. when it collided with the passenger side of a Dodge Durango. An off-duty Mission firefighter and corrections officer attempted CPR on the motorcyclist, but the man was pronounced dead at the scene. The passenger in the Durango was taken to hospital with leg injuries. The exact cause of the collision is still under investigation.

A senior RCMP official says he would have been more diligent in following up on a tip that Robert Pickton had murdered a prostitute on his farm east of Vancouver, but the officer is stopping short of criticizing the force’s officers. Supt. Bob Williams was testifying at the inquiry into the Pickton case yesterday because he conducted an internal review in 2002 of the RCMP’s work on the case, a review that offered a relatively positive assessment of the force’s investigation.

A woman accused of killing her three daughters and her husband’s other wife says her husband was very angry about finding condoms in their 17-year-old daughter’s room. Tooba Yahya, 42, is testifying in her own defence in Kingston, Ont., where she, her husband Mohammad Shafia and their son Hamed are charged with four counts of firstdegree murder. She has testified that Shafia got very upset when condoms were found in their daughter Sahar’s room, but that they weren’t found until after her death. The Crown alleges the family was angry about their daughters’ dating habits before they died, and that it in fact precipitated their deaths. It’s alleged that Shafia sisters Zainab, 19, Sahar, 17 and Geeti, 13, along with Shafia’s first wife in a polygamous marriage were killed over family honour. Their bodies were found June 30, 2009, in a car at the bottom of a canal in Kingston, when the Montreal family was on their way home from a trip to Niagara Falls, Ont. Yahya has been on the stand for three full days, and cross-examination is set to continue today. The trial, which started Oct. 20, is expected to wrap up some time this month.

Despite a deportation order, a Rwandan man accused of helping to incite the 1994 genocide may be staying put for now. Leon Mugesera was ordered to be deported yesterday after a Federal Court ruled against his last-ditch effort to stay in the country he’s called home for nearly two decades. Mugesera’s lawyer says the United Nations Committee Against Torture has ordered Canada to keep him here while it investigates his claims he’ll be tortured in Rwanda.
“Our government is committed to moving our relationship with China forward by focusing on deepening economic ties, including opening new markets, and setting the foundation for long-term growth.” Harper said last month that he was ready to revisit China, but was waiting for the Beijing government to get back to him with a date. Chinese Premier Hu Jintao formally invited Harper back to China late last year, following the prime minister’s first trip in December 2009. China has since invested billions of dollars into energy projects in Alberta’s oilsands, while the Tories have worked hard to repair relations and boost trade with the Asian economic power. Energy issues will undoubtedly dominate any discussion between Harper and his Chinese counterparts. China has a voracious appetite for oil, gas and natural resources to power its economic growth.

A group of conservative Amish men in western Kentucky have become scofflaws in their protest against a state law requiring orange safety triangles on their horse-drawn buggies. Nine members of the Swartzentruber order in rural Graves County have refused to pay fines for not using the triangles, and eight of them have spent time in jail. The men believe that the orange triangle is garish and violates their faith’s orders to live simple, plain lives. They prefer using grey reflective tape and lanterns to make their buggies visible to motorists.
For the first time in 45 years, homicide has fallen off the list of the top causes of death in the United States. U.S. health officials say the murder rate fell enough in 2010 to drop it out of the top 15 causes. Criminologists have not reached a consensus about what’s been driving murder rates down in recent years. Moving up to take homicide’s place on the list was a respiratory condition that mainly kills people 75 and older. The top two causes of death are heart disease and cancer, which account for almost half of all U.S. deaths.
The new Duchess of Cambridge was showered with gifts – from head to toe – on her first overseas visit as a member of the royal family. Pakistan’s government fired the defence secretary yesterday and the army warned of “grievous consequences” for the country, escalating a political and legal crisis that some believe could end in the dismissal of government. The World Economic Forum is warning that the financial crisis that has gripped the global economy for the past few years is fueling resentment that could lay the seeds for a rising tide of protectionism, nationalism and protests. In its assessment of the risks to the global economy, the Forum flags a “dystopian future” for much of humanity that could wipe out the gains achieved so far by globalization. A French cameraman was killed yesterday in Syria during a government-authorized trip to the restive city of Homs, the first Western journalist to be slain since the country’s uprising began 10 months ago, officials said. The killing of Gilles Jacquier, 43, who worked for France-2 Television, was likely to become a rallying cry for both sides of the conflict, as President Bashar Assad’s regime and the opposition blame each other for a recent spate of mysterious attacks. According to a reporter who was on the media trip, the group was hit by several grenades. As many as six Syrian Gilles Jacquier civilians also were killed, but the figure could not be confirmed, activists said. “France-2 Television has just learned with great pain about the death of reporter Gilles Jacquier in Homs, Syria, in circumstances that must still be clarified,” the network said. A Dutch freelance journalist was also wounded in Homs, a Dutch Foreign Ministry spokeswoman said. Thierry Thuillier, news director of France Televisions, the parent station of France-2, said Jacquier appeared to have been killed by a mortar or rocket as part of a series of attacks.

Joran van der Sloot pleaded guilty on Wednesday to the 2010 murder of a Peruvian woman he met at a Lima casino who was killed five years to the day after the unsolved disappearance in Aruba of an American teen in which he remains the main suspect. “Yes, I want to plead guilty. I wanted from the first moment to confess sincerely,” he told the panel of three judges that will decide his fate. “I truly am sorry for this act. I feel very bad.” Prosecutors are asking for a 30-year prison sentence. The 24-year-old Dutch citizen did not show emotion during his brief confession in fractured Spanish. He bowed his head later when his lawyer argued that he killed Stephany Flores, 21, as a result of “extreme psychological trauma” he suffered from the fallout of the 2005 disappearance on the Caribbean island of Aruba of Natalee Holloway. Van der Sloot continues to be dogged by the case of Holloway, a Mountain Brook, Alabama, 19-year-old who disappeared during a high school graduation trip to the Dutch Caribbean island of Aruba where Van der Sloot grew up. She was last seen leaving a nightclub with him. Her body has never been found.

The chimes may have tolled midnight in Paris, but in Hollywood, it’s the dawn of another career revival for Woody Allen after his biggest hit in decades and a new round of awards accolades. How much will the success of Midnight in Paris change the filmmaker’s career? Not one bit, says Allen. In nearly 45 years of alternating between toast of the town and yesterday’s news, Allen has barely deviated from a simple formula: make a movie a year on an economical budget and avoid the show business baubles – counting box-office grosses, obsessing over reviews, glad-handing for awards – that would distract from his routine. “I’ve managed to avoid over decades the hit-flop syndrome,” Allen said in an interview during a recent trip to Los Angeles. “Most filmmakers work in that spectrum, and they have the pluses and minuses. They get the delight and pleasure out of a great hit, and they love the awards, they love the parties, the opening-night parties, the premieres. The box-office returns are heady for them, and they love it. But when something doesn’t work, very often, they have trouble getting money for their next picture. “I’ve never had that problem. I’ve never had their joys or their lows. I’ve just sort of existed since 1968 making films kind of on a low flame, burning on a
low flame. And that’s fine, because the fun for me is to make the picture.” A clever romp examining people’s perpetual discontent with modern times, the film stars Owen Wilson as an American writer whose yearning for the 1920s Paris of Hemingway and Fitzgerald gives him a chance to spend some quality time with his idols. Allen may not have been counting the grosses, but the rest of Hollywood was as Midnight in Paris became the independent-film success of the year with $56.4 million domestically and well over $100 million worldwide. The film also has four nominations at Sunday’s Golden Globes.

DESPERATE HOUSEWIVES MOVIE: NOT COMING SOON

The producers of Desperate Housewives say the series finale will leave a few loose ends hanging, but cautioned fans against awaiting a reunion movie. Creator Marc Cherry said that eight seasons have given the series time to “plumb the depths” of the characters played by Teri Hatcher, Felicity Huffman and others in the ensemble cast. Desperate Housewives will air its final episode this spring. He’s very satisfied with where the series stands, Cherry told the Television Critics Association on Tuesday. Cherry contrasted Desperate Housewives with Sex and the City, which did fewer episodes and followed its HBO run with two big-screen movies. Referring to the Middle East-set Sex and the City 2, which received largely negative reviews, Cherry quipped: “I’m just never sending these gals to Dubai.” He remained mostly mum about how his series will conclude, saying some “old, familiar characters” will return, but that the rest is a secret and “I’m being hyperprotective of it.” Fellow executive producer Bob Daily said the last year of Desperate Housewives will include echoes of season one and serve as a bookend to it. Quebecor is threatening the CBC’s French-language network with legal action unless the broadcaster advertises in the media giant’s newspapers and magazines. Quebecor boss Pierre Karl Peladeau made the threats in letters to Radio-Canada president Hubert Lacroix, including one sent last September. Lacroix has responded by saying Quebecor’s readers aren’t part of the target audience sought by the public broadcaster. The correspondence between Peladeau and Lacroix was obtained under the Access to Information Act. Quebecor owns TVA, the French-language broadcaster that is Radio-Canada’s biggest competitor in Quebec, as well as Sun Media. In Quebec, its stable of publications include Le Journal de Montreal, a wildly popular tabloid.

A new television station may soon be signing on for B.C. news junkies. Shaw Media ďŹ led an application yesterday with the Canadian Radio-Television Telecommunications Commission to launch a regional all-news speciality channel. The station will bear the Global BC brand and provide local, national and international headlines 24-hours-aday. Veteran Global BC anchor Jill Krop will also host a prime time talk show on the channel. Shaw Media President Paul Robertson says the station’s creation demonstrates the company’s commitment to help grow and develop Global News, representing a major step towards expanding its reach and accessibility. The station has yet to be named, but hopes to launch by this summer.

It’s only the size of a housefly, but this critter doesn’t take to the air on wings – it hops. The unimaginably tiny frog, averaging just 7.7 millimetres from snout to butt, has now earned the distinction of being the smallest vertebrate in the world. Named after the Amau River in Papua New Guinea where it was discovered, Paedophryne amauensis has a mighty voice for its size, says one of the biologists who unearthed the diminutive amphibian during a threemonth expedition in 2009. “It does not sound like a frog, it sounds like an insect,” Christopher Austin of Louisiana State University said in a telephone interview from Baton Rouge. “And it’s these ... single notes that continuously come out of the frog, like tink, tink, tink, tink, tink, but really high-pitched.” “They’re also incredible jumpers,” he said, noting that the puny frog can leap a distance about 30 times its body length – or 25 centimetres. To put that in perspective, that would be the same as a six-foot man leaping a distance of 54 metres (180 feet). And at the other end of the size scale: The mighty blue whale, which can be grow to more than 25 metres long and tip the scales at 200 tons.
The more astronomers look for other worlds, the more they find that it’s a crowded and crazy cosmos. They think planets easily outnumber stars in our galaxy and they are even finding them in the strangest of places. And they have only begun to count. Three studies released yesterday, in the journal Nature and at the American Astronomical Society’s conference in Austin, Texas, demonstrate an extrasolar real estate boom. One of those studies shows that in our Milky Way, most stars have planets. And since there are a lot of stars in our galaxy – about 100 billion – that means a lot of planets. “We’re finding an exciting potpourri of things we didn’t even think could exist,” said Harvard University astronomer Lisa Kaltenegger, including planets that mirror Luke Skywalker’s home planet of Tatooine with its twin suns. “We’re awash in planets where 17 years ago we weren’t even sure there were planets” outside our solar system, said Kaltenegger, who wasn’t involved in the new research. Confirmed planets outside our solar system now number well over 700, still-to-be-confirmed ones are in the thousands.

NASA’s new Kepler planet-hunting telescope in space is discovering exoplanets that are in a zone friendly to life and detecting planets as small as Earth or even tinier. That is moving the field of looking for some kind of life outside Earth from science fiction toward plain science. One study in Nature this week figures that the Milky Way averages at least 1.6 large planets per star. And that is likely a dramatic underestimate.

It’s not just the number of planets, but where they are found. Scientists once thought systems with two stars were just too chaotic to have planets nearby. But so far, astronomers have found three different systems where planets have two suns, something that a few years ago seemed like purely Star Wars movie magic. “Nature must like to form planets because it’s forming them in places that are kind of difficult to do,” said San Diego State University astronomy professor William Welsh, who wrote a study about planets with two stars that’s also published in the journal Nature.

It is with heartbreaking grief that we announce Vinnie’s passing at Mission Memorial Hospital. He was a patient at Pleasant View Care Home since Dec. 2011 suffering from Alzheimer’s. We are very grateful to the staff at Pleasant View Care Home and Mission Memorial Hospital for the loving care they have given our beloved Vinnie. Vinnie is survived by his daughter Melanie and two grandsons, Zane and Zachary. He is also survived by his loving wife Margie, three stepdaughters and five step-grandchildren. Predeceased
by sons Christopher Montague Pratt and Anthony Charles Pratt.
WINSTANLEY Frances 1928-2012
Frances Winstanley was born on May 21, 1928 in Cosort Alberta and passed away on January 6, 2012 in Abbotsford British Columbia. Frances is survived by her daughter Beth (Fred) Meier, sisters Ellen Ross, Kathleen Edmondson, Isabel Brieden, brother Fraser (Donna) Gladish, three grand children and eight great-grand children. A Funeral Service was held at Bethel Pentecostal Assembly on Tuesday January 10, 2012.
Vinnie worked in Abbotsford in Orthopedic Medicine and is fondly remembered by many of his patients. A memorial service will be held for Vinnie by Pastor Ron Redekop at Cedarbrook Chateau, 32331 7th Avenue, Mission, on Tuesday Jan. 17th at 2-4 pm. PS: After Margie, Vinnie’s first love was GOLF.
