People in B.C. will be thankful for a 15 per cent cut in their personal income tax, but will it be enough to save Gordon Campbell and the Liberal party from the wrath of voters? That was the question raised in response to the premier’s Wednesday night speech. The key points were the tax cut, and a renewed focus on literacy for learners in kindergarten to Grade 4. “I’m glad he came out with an explanation, very publicly, about the HST,” said Abbotsford-Mission MLA Randy Hawes, after the fourth televised address of Campbell’s premiership. He said the tax cut, although it has been challenged by the opposition NDP, is easily defensible. “People will spend that money on the economy,” said Hawes, noting that

A 3.5 per cent tax increase for the general operating and police budget is being recommended to city council. Staff has prepared a report advising council to approve two per cent for police and 1.5 per cent for city services. The report does not include a one per cent increase that is suggested for the capital budget. That could push the total 2011 tax increase to 4.5 per cent. A one per cent hike is approximately equivalent to $1 million in revenue. City manager Frank Pizzuto said the operational and capital increases are “two separate entities” and would be addressed that way.
DUNACH CLOSURE A public forum on the proposed closure of Dunach elementary takes place this Monday, Nov. 1 at Eugene Reimer Middle School (3433 Firhill Drive). The forum begins at 7 p.m. and gives the public an opportunity to provide feedback. The Abbotsford board of education initially considered closing the school in June 2010, but delayed the decision following parent opposition. The board says the school will require $2.8 million in upgrades, and $560,000 would be saved annually if the closure goes through. Trustees will make a final decision on Nov. 15 at the school board office.

Something didn’t sit right with Graham Facer when he was approached at his Abbotsford business last week by a man asking for cash donations for the “Single Parent Food Bank.” Facer, who co-owns Plasticworks in the Mt. Lehman area, didn’t think the organization had anything to do with the Abbotsford Community Services’ (ACS) Food Bank he has supported in the past. He turned him away. But just as he was leaving, the man asked Facer if he would mind giving an “in-kind” donation – such as one of the packing tape dispensers he had for sale. Facer agreed and asked for a tax receipt. It wasn’t until later that Facer realized the man had given him just a basic receipt and not one that the Canada Revenue Agency (CRA) would honour. That’s because the Single Parent Food Bank had its charitable status revoked in 2008 when it operated as the Canadian Charity Assist Society (CCAS), based at that time in Maple Ridge. CCAS was one of 845 charities selected for audit in 2008, and one of 38 organizations to have their status revoked for not meeting various Income Tax Act regulations, according to the CRA.

SEXUAL OFFENCES A Mission man has been sentenced to eight months in prison for sex offences involving two young girls. Jerry Lenord Johnson previously pleaded guilty to two counts of sexual interference of a person under 16. One count of sexual assault was stayed. He was sentenced in Abbotsford provincial court, where he was given four months’ credit for time already served. The offences occurred in May of this year.
PUMPKIN RECYCLING Abbotsford residents are encouraged to keep their pumpkins out of the landfill this year by placing them in yard waste containers along with leaves, grass and fruit. Don’t forget to take out all candles, non-organic decorations, and place pumpkins in re-usable yard waste containers. Food scraps and trimmings account for about 55 per cent of the city’s residential garbage. When these organic materials break down in landfills they generate methane, contributing to climate change. Spent fireworks litter the sidewalks after a Halloween night. It is against city bylaws to sell, discharge or even possess fireworks without a permit.
Halloween arrives tomorrow night and as trick or treaters head door-to-door, Abbotsford Fire Rescue Service and city hall want to remind people fireworks are banned in Abbotsford. The city’s fireworks bylaw was passed in 2005, making the sale, possession and discharge of fireworks illegal within city boundaries. “The ban is still in full force and effect,” said Abbotsford Mayor George Peary. While fines can be levied on those found in possession of fireworks, Peary is hope-
ful that educating the public about the danger will be enough. Abbotsford Fire Chief Don Beer said once the ban was put into place, there was a large decrease in incidents. “We used to see some significant property damage and injuries from fireworks,” said Beer. Despite the ban, he knows some people will try to use fireworks Halloween night. “There’s something mystical about fireworks. People love to watch them,” he said. On Point Back in my day, vampires had pointy teeth, and wore black capes with heavily starched, ridiculously high collars. Even the female variety were pretty easy to spot. They too, had sharp incisors, weird eyes, and peculiar clothing. Not that I ever encountered either gender of vampire ... although I did date a girl back in high school who had a thing for chewing on necks. She never broke skin though, which means she was a lousy vampire, or wasn’t one at all. Either way, lucky me. In any event, I used to understand the vampire genre. Red eyes, strange clothes, strictly night people. Sort of like college students. Apparently, however, this has all changed. I am told I no longer “get it,” when it comes to vampires. They don’t look any different than
anyone else. Nice, normal chompers. Ditto the eyes. And for clothes? Tight jeans, leather jackets and, for females, high boots. They stroll around in broad daylight, just as free as you please. And blood? Well, the “good ones” don’t drink human blood. They only prey on critters, like deer. I guess it sucks to be a deer. (ha!) The “bad” vampires do, however, still adhere to human hemoglobin. Who knew? Well, my daughter, for one, and the legions of tweeny Twilight and Vampire Diary fanatics. Thanks to Stephenie Meyer, and Hollywood, vampires have been transformed into teenaged babes and hunks just chock full of love angst. Which is all well and fine, I suppose, except when it comes to Halloween, and the whole costume thing. That’s when we run into the “appropriate image” issue, since dressing up like a babe female vampire doesn’t look any different than dressing up as a babe, albeit with a certain “street” essence, if you get my drift. Hence the conversation, if you wish
to call it that, with my dear girl the other night. I was trying to explain that a Halloween costume actually looks like, well, different from something you’d wear to the mall if your parents didn’t check you before you got out of the house.

Or at least my friends did,
since they lived in town. Trick or treating in my rural neighbourhood involved walking an hour to hit maybe 10 homes. The candy-per-kilometre ratio was way off the scale. So mom would take me to a friend’s house in town – until I was about 10 or so. And then that was it for the annual dress-up and sugar trawl. Trick-or-treating is for little kids, according to mom. Being the wise person she is, I now subscribe to the same philosophy, and of course, have encountered some resistance from the child prodigy. Not near the protest though, as that launched over the Halloween costume that doesn’t look like a costume at all. That took a bit more debate. A lot of debate. So much so, we postponed further drama until morning. Ultimately, the non-costume costume was retired, and appropriate kit and makeup was assembled to resemble a dead, ghoulish-type person. Now we’re talking. That’s more Halloweeny. Next year, maybe a princess...? OK, OK, just kidding! Jeez...

letters EI changes needed I am writing in response to the story about Stephnie Smith, who has a child and was on medical EI for stomach related issues. First I wanted to tell her how I feel for her. I understand there are necessary changes that need to be addressed for those who are sick or injured on medical EI. I was hit by a car as a pedestrian in May, and also unable to work. The medical EI was not enough to afford rent, food and bills, so I covered what I could with rent and bills, while going without food. I was receiving medical EI at only $300 a week and rent is $725. I was not eligible for income assistance to help with food. Waiting the six weeks for my first cheque wound me one month behind, and playing catchup the entire four months I was on EI. Now my blood iron is low due to not being able to eat.
Everyone in the system blamed everyone else. Now my EI has run out, and I am losing my place anyway. My story is but one. My cousin who had a stroke went through a similar incident, and lost his place as well. How many more are being made homeless by no fault of their own? The EI medical issue is something our government needs to deal with, so you are not creating more of a burden during an already terrible incident. Our government needs to address these issues and help those of us who have worked and paid our taxes and EI premiums, but by no fault of their own, are incapable or working past the limited 15 weeks of medical EI. 2011 Budget Message Over the past week, the City held several public information sessions on the 2011 Budget. From these sessions, the message that we heard most from residents was that sustainability must be the highest priority in government spending. The other hot topic for discussion at these sessions was the expenditures of budget allocations. Approximately 80 per cent of the Police budget allocation goes toward pay and benefits. In the case of City Operations, 50 per cent of the budget allocation goes towards pay and benefits. From these numbers, it becomes clear that the only way for us to reduce costs is to reduce staff. However, reducing staff also means a reduction in programs and services, and we have heard clearly from the public that further reducing programs and services is not acceptable. Council will be challenged in making decisions with this in mind. I would like to assure all residents that we will continue with our efforts to contain all of our costs and as a result, expect to be able to keep tax increases at a reasonable level. Our best opportunity to achieve sustainability is to continue to keep costs in check, grow and diversify our economic base, and ensure that Abbotsford is safe and healthy for all residents. We expect that we will be able to reduce our costs in 2011 by approximately $2 million (or approximately 2.5 per cent of our budget allocation) through initiatives such as permanent staff layoffs, fleet efficiencies, increased user fees and holding positions temporarily vacant. We will attempt to minimize service reductions while achieving this. Complete information on these initiatives will be presented to Council at the November 1, 2010 Council Meeting. A family is just like a gang. Each provides security, a sense of belonging, a group to identify with, a sense of purpose and rules to follow. Young people need these five elements to give them stability in their lives, say Abbotsford police. “If you don’t provide it, they’re going to go outside to get it,” said Sgt. Mike Novakowski, supervisor of the youth squad team, in a presentation to parents at Robert Bateman Secondary School on Wednesday night. About 250 parents attended the one-hour, multimedia event with Police Chief Bob Rich and Mayor George Peary, to hear about their role in preventing gang activity. Operation Lodestar is a 12-part series to be presented at Abbotsford public and private schools to show parents how to recognize signs of gang involvement and help their kids stay away from a life of crime. Only 38 per cent of Abbotsford students said they had clear family rules and consequences, according to a 2009 Abbotsford School District poll. School board trustee and father of five, Uultsje DeJong said he thinks this kind of program is important because parenting has the greatest impact on the choices a young person makes. “While our kids are doing reasonably well, there are a lot of critical points where it could go one way or the other,” he said. “Sometimes with our parenting we like to push our responsibility off onto teachers, but in the end it comes back to parents.” Though parents who attend these presentations are not necessarily the ones who would most benefit from getting this information, Peary said it’s a good first step. “Sometimes parents can be role models to the friends of their kids. Health care workers have been hit with pay cuts when their public sector jobs were contracted out to private companies, and they can get hit again when those companies go out of business. Abbotsford resident Jeanette Purser was working with South Fraser Home Support, a company contracted by the Fraser Health Authority to provide home care visits to seniors and medical patients. But following a Fraser Health budget review, South Fraser’s contract was not renewed. Purser was fortunate to get a job with the new contractor, Bayshore, at the same rate of pay. However, she never received $1,700 in severance pay that she says is owed to

her by South Fraser. She is angry there are numerous South Fraser employees who found themselves in the same position, some owed as much as $3,000. The company provided home care in Langley, Newton and White Rock. The B.C. Government and Service Employees’ Union has taken up the matter on their behalf, pursuing the Fraser Health Authority and directors of the now defunct South Fraser Home Support. Erin Sikora, BCGEU communications officer, confirmed there are more than 50 people involved in the grievance, and they are owed between $300 and $3,000. She said the union has dealt with this situation in other instances where companies go out of business. “Unfortunately, with contracting out, this happens.” Roy Thorpe, a spokesman for Fraser Health, said the health
authority will not incur the debt. “We have fulfilled all of our obligations to the contractor,” he said. “We sympathize with the employees.” He added it would not be appropriate for a public agency (Fraser Health) to assume the debt of a private company. A phone number for South Fraser Home Support has a message saying the company is no longer in business. A letter from the BCGEU to the employees who filed the grievance said the union has been attempting to resolve the matter by contacting the directors, informing them of their individual responsibility. It also plans to file an application to the BC Labour Board to obtain a hearing. “It will be a lengthy process and potentially an unsatisfactory one, as your employer has closed its doors and is currently unwilling to pay,” said the letter.

Christmas is still two months away, but it’s never too early to get into the spirit of giving. That’s the message Uultsje DeJong wants to spread in Abbotsford with the first annual Legacy of Hope, starting Nov. 1. Everyone in the community is encouraged to donate $2 to the campaign in support of the Abbotsford Food Bank, Salvation Army and the Cyrus Centre. “If everyone in the community gave just one toonie, we could easily raise over a quarter of a million dollars,� said DeJong, an Abbotsford school board trustee. Helping those in the community, especially youth, who need food, shelter, social services and support,
through a city-wide campaign, is something he’s been thinking about for a while. “One in six children in our community suffer from some form of mental illness, you know, whether it be depression or anxiety or something worse,� he said. “One in six live in poverty. There’s the working poor. There’s the others who are one paycheque away from either being on the street or being in trouble. On the other hand, there’s so many who have so much.� Supported by the city, Chamber of Commerce, the fire and police departments and the school board, local businesses will be collecting toonies for one month. A kick-off starts at 10 a.m. at City Hall on Nov. 1, and a by-donation pancake breakfast is set for Dec. 3 at the Abbotsford Regional Hospital.

Dog lovers, get ready for the biggest event of the year. The Lower Mainland Dog Fanciers of BC dog show is on at the Tradex in Abbotsford all weekend, from 8 a.m. to 5 p.m. each day. From miniature pinschers to Great Danes, there will be 6,000 dogs from 150 breeds competing in several classes, as well as for the top prize – Best in Show. Handlers, breeders, owners and dog lovers from across North America will be here for the fourday spectacle which includes obedience classes, handling classes, rallies, vendors, dancing dogs and “meet the breed” sessions, where the public can pet the dogs and ask
questions about specific breeds. The noon-time shows are always popular, said organizer Donna Cole, who anticipates the Halloween dress-up show on Sunday will be a big hit. She looks forward every year to this huge event, despite the massive amount of work that goes into organizing a dog show of this size. “When one’s finished we start organizing for the following year,” she said, noting the long-running show attracts participants and judges from as far away as Japan, Poland, and France. Cole started this dog show here in 1986, which was the very first event held at the Tradex, and she continues to expand the program each year.

12-year-old badly burned while igniting liquids A 12-year-old Abbotsford boy was seriously burned while playing with fire last Friday, Abbotsford Fire Rescue Service said today. The boy and some friends were mixing flammable liquids together. They ignited them in a container, and the flaming liquid jumped to the boy’s chest
and set his clothing on fire. He sustained second-degree burns to more than 10 per cent of his upper body. He is now in stable condition at BC Children’s Hospital in Vancouver, said fire prevention officer Steve Oldroyd. He warned that products such as hair spray and body spray

The provincial government filed a notice of civil claim Monday (Oct. 25) in B.C. Supreme Court against several entities, including the City of Abbotsford, to seek past and future health care costs related to the April 2008 collapse of a church floor. The claim lists five people who were among about 1,000
attending a concert by the band Starfield at Central Heights Church when the main floor collapsed. About 70 people were thrown into the basement, and 44 people were sent to hospital. The five people identified in the government’s claim suffered injuries that included brain trauma, bruising, back pain, nervous shock, post traumatic stress disorder, sleep
disturbances, and fatigue. The claim states that the individuals have been recipients of government healthcare services and will continue to require treatment. Under the Health Care Costs Recovery Act, the province can bring an independent action in its own name to recoup past and future medical costs. The City of

Abbotsford is listed among almost 30 defendants which are alleged to have been negligent in either building the church, approving the construction, setting up the concert or allowing the concert to proceed. The province alleges the city allowed the church to be constructed with “insufficient load capacity,” failed to enforce correct building standards, did not have an adequate inspection system, and was negligent in permitting the concert to be held. Another defendant is concert promoter Unite Productions Inc., which the claim states failed to make any inquiries about whether Central Heights Church was a safe venue to hold the concert and allowed attendees to form a crowd at the front of the stage without ensuring the floor could hold such a load. The B.C. Conference of the Mennonite Brethren Churches, which owns and operates Central Heights Church, is also named for allegedly not ensuring the venue was suitable for such an event. The rest of the defendants include the band itself and businesses and individuals involved in the design, construction and inspection phases of the church. This is the latest in a string of civil claims resulting from the floor collapse. In May, it was reported that eight statements of claim had been filed involving 11 individuals who were injured in the accident.

Loving life in Colorado Abby native Van der Gulik recalled by Avalanche Dan KINVIG Abbotsford News
When David Van der Gulik departed the Abbotsford Heat over the summer in favour of a free agent deal with the Colorado Avalanche, he termed the move “bittersweet.� These days, any reservations the 27-year-old Abbotsford native might have had about leaving his hometown AHL team have pretty much evaporated. Van der Gulik wasn’t able to crack the Avalanche roster out of training camp in September, but he was the first forward recalled from their AHL affiliate, the Lake Erie Monsters. The right winger was summoned by the Avalanche last Friday, and has suited up for a pair of NHL games – the seventh and eighth of his career – against the Los Angeles Kings and Vancouver Canucks. “It’s been incredible,� Van der Gulik said on Wednesday via cell phone from Calgary, where his Avalanche were preparing for a Thursday night tilt with the Flames. “I came to Colorado because I thought they really liked me and would give me a chance. They have, and it’s been a great few days.� The Avalanche roster features plenty of faces familiar to Van der Gulik, including fellow Abbotsford native Kyle Cumiskey and former Boston University teammate Brandon Yip. Cumiskey and Van der Gulik, in fact, are the only two
Abbotsford products currently in the NHL. “It’s kind of funny – we joke around a little bit about it,� said Van der Gulik, reflecting on the chance to play alongside Cumiskey. “I knew a bunch of the guys here coming in, and it makes it easier with feeling comfortable.� Van der Gulik’s recall came just in time for him to make the trip to Vancouver for Tuesday’s game against the Canucks. He had a crowd of family – his wife, parents and sisters – at Rogers Arena for the game. “I hadn’t seen my wife in a month, because I’ve been traveling,� he said. “I just got set up in Cleveland, and then I got called up. “I don’t know exactly what’s going to happen now. Hopefully I’m up here a long time. I’m just playing it day to day right now.� Van der Gulik endeared himself to Abbotsford hockey fans with a solid 2009-10 campaign with the Heat, finishing second on the team in points (40), assists (24) and plus-minus (+13). But after playing in just six NHL games over four pro seasons with the NHL parent Calgary Flames, Van der Gulik felt it was time for greener pastures. “It was a little bit sad, because it was such a fun year in Abbotsford,� Van der Gulik said. “It was hard to leave, but that’s part of life. Obviously being in the NHL is rewarding.�

It’s part of the development for young athletes.” The B.C. Championships, held at the Ag-Rec Building in Abbotsford, drew 350 judo athletes from across the province, and the host club excelled against the best B.C. had to offer. The Abby peewees posted a 24-0 win over the Niners, with Reese Morrison, Jordan Townrow and Nathaniel Nairn scoring TDs. The atoms completed the sweep with a 20-0 win over the Niners. The combined AbbyMission bantam squad suffered a 24-23 defeat against Chilliwack.

The Lions senior and junior squads both went undefeated. It is with deep sadness we announce the passing of Mr. Pavel Pavlus. He passed peacefully on Oct. 11, 2010 at Shuswap Lake General Hospital, with his wife Jean by his side. Born in Mjava, Czechoslovakia, he was predeceased by this Mother, Father & brother Jan(John). Survived by his wife Jean, daughter Elizabeth Frank and son-in-law David. Grandchildren Paul and Alanna and Great Grandchildren Summer Leigh and Layla Alzbeta, they were the lights of his life. Sister Anja and Katarina still reside in Czech Republic as well as many nieces and nephews. A celebration of Paul’s wonderful life will be held November 7, 2010 at 2pm, 2194 Mckenzie Rd., Abbotsford. Dad I will miss you everyday until we are together again. Thank you for a wondrous childhood and so many wonderful memories I have. You’re Free.

Born April 24, 1926 in Vancouver, passed away peacefully October 25, 2010 in Abbotsford, surrounded by his family and friends. He is survived by Joyce, his loving wife for 30 years; 2 sons Rick Delorme (Rose) and Ron Delorme (Bonnie); 4 daughters Janet (Dennis) Morphy, Sherri Farrar, Crystal (Ron) Sales and Linda (Roy) Ferraro; 16 grandchildren; 17 great grandchildren; his sister Betty (Gordon) Denadel and other relatives and friends. A memorial service will be held Saturday, October 30 at 2:00 p.m. at Gladwin United Church, 3474 Gladwin Road, Abbotsford. Steve passed away with strength and courage after a prolonged illness. Steve was a compassionate doctor, exceptional pilot, past president of the Abbotsford Flying Club, and a talented writer. His story about the passing of his father-in-law Alec harkens his own passing; “He has found his inner peace experienced through the beauty of flying”. Beloved husband and life-partner of Janet Baillies; son of Maria Kulczycky; brother to Ihor and his wife MarieJosee Miot; brother-in-law to Heather Wilson, Kate Baillies and Dave Richardson, Jim Baillies and Louise LeBlanc; uncle to Mark and Michele, Eric and Larissa and their daughters Caroline and Olivia, Matt and Erin, and Emily; Godfather to Amanda Burns and Jason Scultety; best friend of Peter Scultety and his wife Irene. He will deeply missed by his family and his wide circle of friends and colleagues, many of whom were members of the Abbotsford Flying Club.
