Abbotsford South MLA John van Dongen crossed the floor of the provincial legislature on Monday afternoon – walking away from the governing Liberal caucus and announcing he will sit as the only member of the B.C. Conservative party. “I don’t have confidence in the
leader of the party,� van Dongen told The News in a telephone interview, minutes after his 2:30 p.m. announcement. “I had hoped for renewal in the party.� He pointed to the the government’s agreement to pay $6 million in legal bills for former ministerial aides David Basi and Bob Virk, in their corruption case
over the sale of B.C. Rail. “People are concerned about those kind of integrity issues,� said van Dongen. He said the “final straw� for him was the cancellation of the BC Place naming rights deal with Telus. The government has been heavily criticized for leaving $35 million on the table. “There is no logical explanation

Ashley Patrignani was watching her daughter play with the seemingly friendly dog running loose in the Jackson Elementary playground on King Road Friday evening, when it suddenly turned on the toddler, biting her face. Little Miah fell to the ground and the dog, which looked like a pitbull, grabbed her leg. Ashley beat the dog away, literally punching it in the face. The man with the dog took control of the animal and apologized. He said it was not his dog, that he was only watching it, and then left the scene. It was approximately 7 p.m. Continued on A3

The 19-month-old suffered puncture wounds inside her nose, and scratches on her face. “He said, ‘I hope she’s okay,’ and took off,” Patrignani told CTV. “What kind of person can do that? She’s not even two!” Abbotsford Police would like to speak to the owner of the dog, which answers to to the name Kira. It is brown in colour, with lighter colouring on its head. The handler
of the dog is a man about six feet tall, with a medium build and short brown hair, age estimated at 20 to 30. Const. Ian MacDonald said APD officers visited the toddler in hospital, and then canvassed the neighbourhood for witnesses. They have also been in touch with animal control, to see whether there have been past incidents involving this animal. “A person who should have stepped up and taken responsibility clearly didn’t do that,” MacDonald said. The punishment for the dog and its owner could range from a simple apology to putting
the dog down, depending on the seriousness of other incidents the dog may have been involved in, he said. “If this is a one-off, maybe things can be made right with this family,” MacDonald said. “But hiding and laying low is the wrong thing to do.” He cautioned parents about the risks of allowing their child to play with a strange dog. Patrignani said her daughter is still having trouble sleeping, but her face is healing. She says she doesn’t want the dog put down, just for the owner to step up.

Jamie Bacon of Abbotsford is appealing his 2010 conviction on 10 weapons charges. Bacon, 26, is currently serving seven years in prison for those offences, and is awaiting trial on a first-degree murder charge and conspiracy to commit murder in relation to the Surrey Six slayings from 2007. Bacon’s brother, Jarrod, 28, was acquitted in the weapons trial, but is currently awaiting sentencing on a drug conspiracy conviction. The sentencing hearing has been set for April 25. The two brothers, who grew up in Abbotsford, were arrested in April 2007 outside their family home – then in Surrey – after rivals shot up their house and cars. Jamie, who was wearing a bulletproof vest, was struck once in the back. Jamie returned fire with a Glock handgun. Police later found a Glock, three other loaded handguns and nine magazines in a secret compartment of an SUV parked in the Bacons’ driveway. Bacon’s lawyer is now arguing that this evidence was wrongly admitted during the trial and violated his client’s charter rights. The eldest Bacon brother, Jonathan, 30, was killed in a drive-by shooting last August in Kelowna.

All proposed waste-to-energy (WTE) facilities, no matter what size, will be reviewed under new regulations, B.C. Environment Minister Terry Lake announced Monday in Chilliwack. Lake told reporters that he was making the announcement to clear up “misinformation” that Metro Vancouver is going ahead with plans to build a WTE facility without consulting the Fraser Valley Regional District. Metro Vancouver’s solid waste management plan, which includes the possibility of a WTE facility, has been approved by the ministry, but Lake said no “concrete” WTE method is on the table.
Under the existing regulation, a WTE facility must reach a certain size before a full environmental assessment is triggered. “What we’re announcing today is that all WTE (facilities) in the Lower Mainland or Fraser Valley, no matter what size they are, will have to go through a full and mandatory environmental assessment because of the strengthening of the regulations,” Lake said. “We know that air quality is a critical issue for residents of the Fraser Valley,” he added, “so we wanted to assure people that whatever proposal comes forward (at Metro Vancouver) that it will undergo the most rigourous environmental review possible in B.C.,” he said. Public hearings are required under the environmental re-
view process. “All residents of the Fraser Valley will have the ability for full input into the environmental assessment process,” Lake said. “All concerns will be taken into account in that way.” Consultation between the two boards has yet to take place, but both districts’ staff have had discussions on how to start and what the process will be. A location for any proposed WTE facility has not been decided. The FVRD is concerned that emissions would travel into the Valley if a facility is built in the Lower Mainland. There have been some suggestions to build the plant at Gold River, on Vancouver Island, which should alleviate concerns regarding air quality.

B.C. Premier Christy Clark was among a long list of politicians, dignitaries and local business leaders who came to a retirement party to honour long-time entrepreneur Dave Holmberg on Friday night. Holmberg, who owned Bobcat Country Sales, has been an active community supporter for decades. The â&#x20AC;&#x2DC;roast,â&#x20AC;&#x2122; which took place at the Ramada Plaza and Conference Centre, was attended by 210 people, including MLAs and former mayors, including George Ferguson, George Peary and Dave Kandal. The event was a fundraiser for Holmberg House, an adult hospice care facility being constructed for the Abbotsford Hospice Society. Organizers have yet to tabulate how much was raised but said it was a â&#x20AC;&#x2DC;significantâ&#x20AC;&#x2122; amount.

The Abbotsford Heat will receive an additional $68,034 from the city due to a revenue shortfall in the 2010/2011 season. The payment will be in addition to the $1.3 million already allotted to the team under the cityâ&#x20AC;&#x2122;s 10-year supply fee deal which guarantees the hockey club break-even revenue of $5.7 million. If the Heat fail to reach that figure, the city covers the shortfall. In September of 2011, the city released the final financial figures for the local AHL hockey squad, indicating the $1.3-million payout. However, the Heatâ&#x20AC;&#x2122;s investor group disputed the figure, maintaining the actual shortfall was just under $1.4 million ($1,397,530) a difference of approximately $92,000. The two parties have been negotiating to settle the disagreement. Pat Soanes, the cityâ&#x20AC;&#x2122;s general manager of finance and corporate services, said a key question involved credit card fees. â&#x20AC;&#x153;Because the agreement just deals with the revenue side, the differences came down to the treatment of certain expenses,â&#x20AC;? she explained. She said credit card fees, the amount of money paid to the credit card company for providing this form of payment, totalled more than $60,000.
The cityâ&#x20AC;&#x2122;s financial auditors concluded that the Heat had in fact claimed the fees appropriately. She said now that the issue has been settled, it shouldnâ&#x20AC;&#x2122;t arise again. â&#x20AC;&#x153;We have clarity now. Basically, it was an area where we hadnâ&#x20AC;&#x2122;t really had a conversation about it and there was a difference of interpretation. These are the things that keep accountants employed.â&#x20AC;? Lane Sweeting, a member of the Heat investors group, said heâ&#x20AC;&#x2122;s glad that the issue has been resolved and that both sides have clarification on revenues and expenses. â&#x20AC;&#x153;It was just a matter of us working our way through four or five items,â&#x20AC;? he said. Sweeting said in future, any other small items which â&#x20AC;&#x153;fall into the grey area,â&#x20AC;? the city and the Heat will talk about it before finalizing financial statements. The official payment to the Heat for the 2010/2011 season is now $1,373,545. Council was expected to approve the fee adjustment at last nightâ&#x20AC;&#x2122;s meeting. In its first year of operation, the Heat lost $450,637, and the city is estimating this seasonâ&#x20AC;&#x2122;s losses to be close to the $1.1 million mark. If that figure is accurate, the hockey club will have cost taxpayers approximately $2.92 million in its first three seasons of play.

A life saved Ecstasy has been an important topic on this page several times in the past few months, and so it is again. In January, we commented on a series of deadly or near-fatal incidents in Abbotsford involving ecstasy. That editorial specifically noted the deaths of two local young people: On Nov. 27, Tyler Miller, 20, took ecstasy. He was a gifted Abbotsford musician and student, with great career plans. On Dec. 19, 17-year-old Cheryl McCormack of Abbotsford ingested ecstasy with some friends – ostensibly as a weight loss aid. She became unresponsive, and three days later, she died. She was a bright, fun and athletic teen. We appealed to parents, police, teachers, and especially teens, to speak with each other about the chemical roulette of ecstasy use. We suggested at the time that the loss of Tyler and Cheryl must take on a deeper future meaning – to save the
lives of others. It seems that has come to pass. This week, a 24-year-old Abbotsford man who was placed in a medically induced coma and spent a week in hospital after using ecstasy says he’s lucky to be alive. For that, he credits Tyler and Cheryl, and the heightened public awareness of ecstasy that followed their deaths. Because of information in media coverage about the effects of the drug, the young man believed that what he was feeling after having taken ecstasy was life-threatening. He told his parents, and they got him to hospital in time – not to prevent his collapse and coma, but in time to prevent his death. Tyler and Cheryl have indeed saved a life. It is bittersweet solace for their family and friends. It would be infinitely better if this is the last such occasion.

I don’t even look at instruction manuals for tools I buy, until after I discover they aren’t working as well as they are supposed to . . . it’s a guy thing! The other day in the shower, my eye, for some inexplicable reason, locked onto the large list of ingredients printed on the side of the shampoo dispenser. Until then I simply assumed shampoo bottles contained ‘soap’ along with a little bit of scent to make my hair smell like a tropical isle. But the list of stuff that until now I’ve been innocently lathering on my scalp almost defied belief. I am compelled to detail the contents, which I must confess sound like Greek (with a smattering of Latin and French). Aqua (marketing talk I assume for ‘water’), sodium laureth sulfate, cocamidopropyl betaine, cocamide MEA, guar hydroxypropyltrimonium chloride, cym-
bopogon schoenanthus extract, salvia officinalis extract, triticum vulgare (wheat/ ble), germ oil, macrocystis pyrifera extract, pollen extract, saponaria officianlis leaf/ root (feuille/racine) extract, citric acid, methycellulose, tea-lauryl sulfate, propylene glycol distearate, sodium steareth-4 phosphate, polysorbate 20, propylene glycol, tetrasodium EDTA, parfum, sodium chloride, methychloroisothiazolinone, methylisothiazolinone, methylparaben, propylparaben, guanine and (finally) acid yellow 23! Now if you gave up on that list after the third incomprehensible word, I don’t blame you. But doesn’t it give you the willies about what we put on our bodies, and conceivably what may be contained in the stuff we put in our mouths? No wonder the label also notes: Keep out of reach of children! So while an astounding combination of things go into creating the products we consume, it is as equally amazing to discover the ingredients that go into making a community. This weekend I attended three events that highlighted just how important are the parts that make us, as a community and a society, whole.
Friday night a ‘retirement roast’ for my friend and philanthropist Dave Holmberg: the impact he has had was exemplified by the more than 200 people who attended, heaping praise and offering up a little humorous ‘scorn’ on a man who, aside from his business, has given so much to the

Holmberg’s generosity truly knows no bounds, and he has contributed, often very quietly, to the less fortunate, to the development of our city, to all manner of things that make where we live a better place. And he has done it with his time, his money, his equipment and with the help of his family. Friday was a time of honour to him, and a time of thanks from all of us. Additionally, the event was a significant fundraiser to help develop a much-needed end-of-life pal-
liative care facility in our city. On Saturday I joined the celebration of the 80th birthday of another often overlooked contributor, who gave much of his life in service to our community. Harry DeJong served us as municipal councillor, as mayor, MLA, cabinet minister and, for many years, president of Agrifair. Harry was a humble dairy farmer when I first met him, yet he developed into a remarkable politician, never losing an election and always working in the spirit of what was best for our community and our future. The third event of my weekend was attending birthday celebrations for two of my neighbours’ granddaughters who will one day play a role in how our future unfolds. Also at that little party was great grandma, who has lived nearly all her life here. She is 98, still mobile, still able to joke and make teenage kids laugh. It is people like her, like Holmberg, DeJong and all the aging ex-mayors such as George Ferguson, Dave Kandal and George Peary who paid homage to the latter two at their events of recognition who have made us what we are. letters Keep the Warm Zone open
Regarding the closure of the Warm Zone: When I began volunteering as a hairstylist as well as an artist in residence at the Warm Zone, it was with compassion, but I also wanted to satisfy a curiosity. It is now three years later, and I’ve discovered a deeper level of understanding and compassion. Many times I’ve heard people ask, “Why don’t they just choose to get off of drugs?” That question misses the core reason for why the problem exists in the first place. If I had been faced with the traumas that many of my friends at the Warm Zone have faced, I doubt that I would be as resilient as they are. Many have survived horrific abuses as children. The Warm Zone has taught me how wrong
it is to be judgmental. If getting off drugs were a simple matter of free will, or flipping a switch on or off, we’d see a very different success rate. Don’t think that these people haven’t tried, many times over, to get clean. Addressing the issue of harm reduction: This needs to be clarified, since there are people who believe that the Warm Zone is a place where people go to inject themselves. This is not allowed at the Warm Zone. But it is a place of refuge, and women can come in when they’re high and in a very vulnerable state. When addicts don’t have clean needles, they share. When they share, they spread infection and disease among themselves. The Warm Zone provides clean needles and collects used needles. This
helps protect users as well as the public from infections and disease. One never gives up hope that a person will find success in staying clean, but first and foremost, they need to be free of infections. The cost-saving aspect of this is another letter. When I walk in, I see a surreal combination of life-preserving activities, like someone making an overdue phone call to her children, getting a clean pair of socks, having a shower or doing laundry. Things I take for granted, but for many street entrenched women, these are moments of a “normal” they don’t have. Moments that show that the possibility of a better life is still available to them. Please, as a community, let’s work together to keep the Warm Zone open, Linda Klippenstein

There were two articles that I found disturbing in today’s copy of The News. On one page an officer got a written reprimand and a loss of one day’s pay for not properly investigating a “shots fired” call, where Lisa Dudley died. Had he made more effort, he may have been able to save her life. She laid there alive for four
days after the officer was there. On the opposite page of that story, another officer lied about a police vehicle crash, where no one, I repeat no one, was hurt. This officer was dismissed from the force. Obviously, a police cruiser is more important than a life. Pam Whiteford

authorities issued a request for proposals (RFP) to contract out the work of more than 130 medical transcriptionists who work out of three hubs in Abbotsford, Vancouver and New Westminster. Medical transcriptionists are responsible for transcribing physicians’ voice-recorded dictation of surgical procedures, consultations, patient histories, lab results, and various reports. HEU secretary-business manager Bonnie Pearson said the move will transfer control over the accuracy and privacy of patient records to a private contractor. “Health authorities have a responsibility to both patients and physicians to maintain close control over highly sensitive patient records,” said Pearson. A press release issued by Providence Health Care stated, “This proposal to outsource the service completely follows an unsuccessful 90-day negotiation period with the unions on alternative models for the more cost-effective delivery of transcription services.” Providence anticipates a $3-million saving by the change. “Currently, there are different computer systems, standards and processes for delivering transcription services at each of the four health organizations, resulting in inefficiencies and inconsistent service,” said Dianne Doyle, president and CEO of Providence Health Care (PHC), the organization leading the implementation process for the health authorities. Technology safeguards will be in place to maintain the privacy of patient information, she said. Patient information will never leave Canada. Outsourced medical transcriptionists must reside and perform their work in Canada. Doyle said that the use of external transcription vendors is common across Canada, including the Lower Mainland where approximately 45 per cent of transcription work is already being outsourced to an external vendor.

Major fashion show for first-time model

As Vancouver Fashion Week – the West Coast’s most prominent industry showcase – launches its spring gala, an Abbotsford teen is intent on using the event to launch her career. “There are about 30 cameras all flashing at me at the same time, so you get that rush of feeling in your body when you’re walking,” Julia Duckett said after a session on the runway March 21. This is the first time the 15-year-old Robert Bateman Secondary student has modelled, but she has been determined to pursue it ever since she was five. The only problem was her short stature. After putting on three inches in the past year, the 5’8” model is now tall enough for industry insiders to take her seriously. “I want to be a model because it opens up tons of doors for anything,” she says. “It gets into acting, travelling all over the world, it builds up your self-confidence.” When her father signed her up for the open auditions, she was just one of a handful to make the cut out of hundreds. Founded over a decade ago, Vancouver Fashion week has featured a blend of local and international designers including Versace, Anna Sui, Lauren Vidal and Kersh. This year features the debut of Project Runway Canada star Sunny Fong’s 2012 VAWK fall/winter collection. Prominent New York agency Wilhelmina Models has discovered talent there before, signing Megan Dalke and launching her fashion career in New York City. Duckett, the only Abbotsford model to appear at VFW, said organizers told her she was also the youngest. Despite her age and lack of experience, she was determined to maintain her cool at her first show. “There were definitely nerves. Backstage, I was freaking out,” she says. “Anything could happen, but you’ve just got to stay confident, and be fierce and love it.” Duckett also has her sights set on attending the University of California, Los Angeles where she plans to study criminology. But for now, she’s resolute in her desire for a modelling career. “After this I’m going to keep trying to get into more shows, and trying to get my name out there to designers and maybe get an agent.”

Workshops, music focus on LGBTQ, activist parents Two activist musicians have pegged Abbotsford as the launch site of their Tiny Fists Tour. The Reach Gallery (32388 Veterans Way) welcomes Bonfire Madigan Shive and Evan Greer for their tour’s debut show April 5 at 7:30 p.m. The artists will bring politically charged performances as well as a interactive workshops facilitating topics such as social justice, the environment, mental health, sexuality and alternative parenting. “Our primary goal with the Tiny Fists Tour is to increase the visibility of LGBTQ (lesbiangay-bisexual-transgender-queer) and activist parents, and show people that you don’t have to stop rocking when you become a mom,” Greer said. “Travelling together as two families full of musical energy will be fun. We hope to use that energy to support people who are trying to make the world better in the communities that we visit.” Greer is a singer/songerwriter, parent and community organizer based in Boston, Mass., who has performed with a wide array of artists including Tom Morello from Rage Against the Machine. Cellist and singer Shive has collaborated with artists such as a Elliot Smith and David Coulter of The Pogues. After a slow start in the Pacific International Junior Hockey League final against the Delta Ice Hawks, the Abbotsford Pilots got back in the series with a 3-2 road win in Game 3. On Saturday at the Ladner L e i s u r e Centre, the Pilots outshot the Ice Hawks for the first time in the series (36-27), but found themselves down 2-1 after Ryan Cuthbert scored for Delta at 12:50 of the third. But Abbotsford battled back to take the lead less than two
minutes later, as rapid-fire goals by Kyle Star and Brad Parker lifted the Pilots to a pivotal triumph. “I think this series was always up for grabs, it just takes us a little bit longer to figure things out and get going,” Pilots coach Jim Cowden said. “We’re like a locomotive – it starts slow, but by the five-mile mark, it’s going full-gear.” The Pilots tried to even the series in Game 4 on Monday evening, but that result was not available at press time. It is with great sadness we announce the sudden passing of Jim Kirk. Jim was predeceased by his parents Lawrence & Elmire Kirk. Jim is remembered by his wife Laurie Kirk, step-children Robert, Thomas and Kym Ferguson, brother Larry (Noreen) and niece Sheena (Tyke) Gross and Stacey Kirk (Chris Filleul), sister Lynda Kirby and niece Jennifer Kirby (Gurj) and nephew Jamie Kirby, brother Dale (Kim) and niece Aleisha (Ben Palmer), great nephew Nikhil and great nieces Kaia, Jenson and Kaitlin.
