BF is proud to introduce the Australian China Expo 2016 (ACE 2016) into our annual event calendar. As China’s demand for Australia’s premium products and services continues to grow, and develops Australia’s SME market. ABF has been heavily involved in supporting and facilitating the Australia-China relationship with a focus on SMEs in Australia. ABF has over the past nine years established the major national Sino-Australia Business Forum Australia China BusinessWeek (ACBW), which is now presented in Melbourne, Sydney, Brisbane, Adelaide and Hobart. ACBW 2016 China is also presented this year on 8-11th September in Xiamen, China. I recommend ACBW 2016 for Australian companies engaged or seeking to enter the China market.

nderstanding the vast China market, and how business can take advantage of the opportunities it offers, is something most Australian businesses have yet to realise. As China’s economic and cultural relationship with Australia continues to grow, it has become increasingly important for Australian businesses to understand how their business can interact and attain Chinese clients or consumers. Following the launch of the ChinaAustralia Free Trade Agreement in December, Australian businesses have unprecedented access to the market, with nearly 96% of goods now able 24

to enter China tariff-free. While this presents an enormous opportunity for businesses already engaged in that market, it does not guarantee success in such a competitive environment. Consistently, the two barriers to success in China for small Australian businesses, centre around the lack of knowledge and lack of networks.
Understanding cultural and business knowledge is important to any international market-entry strategy, but is especially important in China where forging personal relationships is often the precursor to securing business deals. Similarly, creating a network in business and government circles in China is imperative for success. HELP AT HAND For small business, investing time and capital into improving knowledge and networks can be difficult with limited resources, which means many small companies struggle when entering the market. Recognising these issues, the Australian Business Forum (ABF) has sought to address this through its business platform. For 10 years, ABF has been co-ordinating initiatives that focus on improving knowledge of the Chinese market, and fostering networking opportunities for small business.

Understanding the Chinese Consumer By Benjamin Sun, Co-Founder & Director of Think China
M
arketers need to understand that the difference between the China and Australia markets is not only about the “Great Firewall” and language barriers, but more importantly, the consumer motivations and behaviours. In other words, why do they buy?
the rising global economy in the 1950s and 1960s, consumption behaviour of China’s parents reflect their desire to enhance the lives of their children, and subsequently their own lives, by providing products and opportunities that they may, in the past, have been denied.
One important fact is the Chinese government’s implementation of the one-child policy in 1979. Demographers estimate that the policy averted at least 200 million births between 1979 and 2009. From an online marketing perspective, it is important to recognize that the majority of China’s online consumers between ages 20 to 40 are from those only-child families.
WHAT DOES THIS MEAN TO MARKETERS?
For the parents and grandparents (post-50s) of the ‘one-child’ children, having lived through The Great Leap Forward and Cultural Revolution, they consider it an imperative to improve the conditions and experience for their children. Similar to parents in post-WWII America and Europe who wanted their children to benefit from
The 20 to 40 age group presents is a huge market and, unlike their elders, they are more willing to try new things, to indulge in luxury goods, are more brand conscious and more receptive to foreign ideas. The older generation are hesitant to spend money on themselves, but are more compelled to buy for the benefit of their child/ grandchild. One way to reach China’s older generation, one could argue, and as many local companies and increasingly more foreign enterprises are beginning to realise, may be by appealing to the Confucian values of respect for family elders; adopting an indirect marketing strategy.
Today, spending within the Chinese family is bottlenecked; ‘Post-50s’ are more financially secure, generating more disposable income, and allocating these funds directly to support their only-child or grandchild. It is important for Australian marketers to understand this social phenomenon in order to create more effective marketing campaigns to target their relevant audience.

2 Lesser-Known Reasons Behind Ecommerce’s Rise in China By Mark Tanner, CDC 2016 Forum Chair; Founder & MD, Shanghai China Skinny
A
sk a Chinese consumer about shopping, and around half will instinctively think about doing it online. A typical online shopper in China shops online three times more frequently than the global average according to PWC research. Many have heard the buzz around China’s massive ecommerce numbers such as the 417 million shoppers spending $250 billion a year; the $14.3 billion spent in 24 hours on Single’s Day and the 1.7 million logistics staff who delivered them. But it’s not until you are on the street in China and experiencing it, that you truly appreciate it. Consumers in stores, in offices, on
public transport and almost everywhere are constantly on their smartphones perusing products and reviews. City streets are crowded with fully laden delivery men on electric bikes, and office foyers and workstations are piled high with packages bought online. The world’s largest ecommerce market didn’t happen by accident; there are a series of interrelated factors that have driven China’s soaring adoption of online shopping. Although the wellknown factors such as convenience,
range, poor physical retail infrastructure, price comparisons and deals (35% of online sales are discounted versus 14% of goods bought in physical stores) all drove adoption, here are a couple of the lesser known contributors to the enormous popularity of ecommerce in China: 1. TRUST Although ecommerce has a reputation for peddlers of fakes, most of this occurs on the C2C platform Taobao. The faster-growing B2C platforms such as Tmall or JD require the licensed trademark holder or a nominated party to sell products, meaning the likelihood of buying a fake is much lower than other channels in China. And if you do buy a fake, you can get refunds as B2C retailers must hold money in trust for such complaints. There are also the consequences of negative reviews, which are detrimental to online stores. All this contributes to online stores being more trusted than traditional stores.

THE FUTURE OF ECOMMERCE IN CHINA The above factors will only become stronger, assisted with increased Government support and some remarkable innovation, particularly in China’s O2O space, ensuring that China’s ecommerce growth will continue for some time yet. Whilst the opportunities for ecommerce are significant in China, it is a hotlycontested channel with more than 8 million vendors on Taobao alone. 2.SERVICE The experience in a physical retail store in China is typically very poor. New ombudsman to support small business and family enterprise By office of the Australian Small Business and Family Enterprise
T
he Office of the Australian Small Business and Family Enterprise Ombudsman (ASBFEO) commenced on 11 March this year. Former CEO of the Australian Chamber, Ms Kate Carnell, was appointed to the Ombudsman role. The role of the ASBFEO is to advocate for small businesses and family enterprises, to provide access to dispute resolution services, and to ensure that government policies take into account the needs of small businesses and family enterprises. The ASBFEO has recently launched a new and innovative online platform called thinkBIGsmallTALK to engage directly with small businesses and family enterprises, and to find out from them what they would like the office to focus on as their advocate.
The interactive website is a dynamic digital forum that allows users to not only put forward their views and opinions, but to rate the ideas of others and offer practical measures that will positively shape the Australian small business and family enterprise landscape. A discussion paper has also been launched, which contains ideas about the kinds of topics the small business community may be interested in raising with the ASBFEO. The discussion paper is designed to start a conversation with small business owners and prompt their thinking about the key challenges they’re facing as part of the day-to-day running of their business.
Once the formal consultation period concludes on 30 June 2016, we will gather the information and publish our first advocacy agenda and forward work plan reflecting the results of our discussions with the sector. While the official consultation period will conclude at the end of the June, the ASBFEO’s door is always open to hear from small businesses and family enterprises about how we could better support them. 一、跨境电商面对税改的第一 反应 新规出台后,赶在4月8日政策实行节 点前,海淘、天猫、聚美优品等众所周 知的跨境电商纷纷展开大型促销活动, 解决库存积压。其中疯狂促销主要集中 在:母婴产品、保健品与化妆品类。
二、那么新税改到底规定了什 么 据中华人民共和国财政部关税司原文颁 布,为营造公平竞争的市场环境,促进 跨境电子商务健康发展,经国务院批 准,自2016年4月8日起,我国跨境电 子商务零售进口商品将不再按邮递物品 征收行邮税,而是按货物征收关税和进 口环节增值税、消费税。
同时,因保留行邮税,并取消行邮税费 50元以内免税等政策,跨境电商与近 年异常火热的个人代购,在此次双轨制 改革下,都将面临需要重新洗牌的严 峻形势。
需要注意的是本次颁布的“新税率”只 是短期内的暂行政策,而一旦限额以下 的增值税和消费税的临时优惠结束, 进口关税的减免被取消,新的税率还 将上涨。
四、跨境电商的机遇与挑战
根据新税改后的税率计算,单价在 500元以下的原本处于免征额度内的 商品将受影响较大,如食品、保健 品、奶粉和纸尿裤等,这类商品通过 跨境进口方式消费者成本将升高。但 对于高档化妆品而言,调整后的税率 相比调整前的行邮税税率,消费者成 本降低。因此,跨境电商平台及代购 纷纷以新税改为噱头清理相关积累库 存,根据税改价格调整了采购清单。
新规颁布后,税收双轨制下,“天猫国 际、京东全球购等大的电商平台,可能 会采取与供应商积极协调、重新整合供 应链、减少货物品类、优化成本等方式 积极应对,跨境电商进口产品的价格不 一定会与综合税率的提高线性相关。” 有多年跨境电商从业经验的深圳市星空 物语科技有限公司总经理梅星星说道, 但一二十人甚至更小的跨境电商团队, 则可能会面临重新洗牌。“这些小团队 因为在供应链上议价能力弱,最终可能 被兼并或被淘汰。” 而跨境电子商务企业对企业(B2B) 进口,虽仍按照现行有关税收政策执 行,整个跨境商务行业的洗牌,预计 也将一定程度波及到B2B企业的相关
